Crude oil is a major input in gasoline and diesel, so a change in crude prices can push fuel prices up or down. But it does not translate directly or instantly into the price at a U.S. gas station. Refinery costs and margins, fuel-specific supply and demand, taxes, distribution, local conditions and the time it takes retail prices to adjust all influence what drivers pay.

How crude oil reaches the pump price

Crude oil is the feedstock refiners use to make gasoline and diesel. When crude becomes more expensive, refiners generally face a higher cost for a major input. The prices of refined fuels then reflect crude costs alongside refinery processing costs and margins. From there, wholesale fuel moves through distribution and marketing to retail stations. Taxes, station costs and margins also contribute to the price shown on the pump.

The U.S. Energy Information Administration (EIA) groups the retail price of gasoline and diesel into four broad components. They are useful for understanding why the pump price can move differently from crude:

Component What it represents
Crude oil The cost of the crude used as the main feedstock for refined fuels.
Refining costs and profits The costs of processing crude into fuel and the margin refiners receive. This component can change as refined-product prices move relative to crude.
Distribution and marketing costs and profits The costs and margins involved in moving and selling fuel between the refinery and the retail customer.
Taxes Federal, state and, in some places, local taxes applied to fuel.

These are accounting categories, not fixed shares. Their proportions change over time and vary by region, fuel and market conditions. EIA’s April 2026 outlook described crude as around half of the retail gasoline price and slightly less for diesel in its forecast discussion. That was a period-specific estimate, not a permanent formula for splitting every dollar at the pump.

What a crude-price change means per gallon

A barrel contains 42 U.S. gallons. Dividing a $1 change in the barrel price by 42 gives about 2.4 cents per gallon. That is the simple arithmetic equivalent if the crude-price change is fully passed through to fuel prices and everything else stays the same. EIA used this rule of thumb in a 2014 explanation.

For example, a hypothetical $10-per-barrel increase corresponds to about 24 cents per gallon on that same full-pass-through basis. This calculation helps show the scale of a crude move; it is not a prediction that the pump price will rise by 24 cents. The crude component is only one part of retail fuel economics, and other costs, margins, taxes, supply and demand may move too.

Retail prices also tend to adjust after spot-market prices do, rather than at the exact same moment. EIA’s pump-component methodology notes that this timing lag can change the measured shares of refining and distribution. While spot prices rise before retail prices catch up, the refining-cost-and-profit component can appear larger and distribution-and-marketing smaller. As retail prices subsequently adjust, those measured shares can shift. The accounting components therefore describe prices over a period; they do not imply every part of the chain updates simultaneously.

Why gasoline and diesel do not always move together

Crude is a common input, but gasoline and diesel are distinct refined products. Each has its own wholesale market, demand patterns and supply constraints. As a result, the price of either fuel can strengthen or weaken relative to crude, and the two pump prices can diverge even when crude is unchanged.

Refinery margins and crack spreads

A refinery-margin indicator compares the value of refined products with the cost of crude. EIA describes crack spreads as indicators of the profitability of refining crude into products such as gasoline and diesel, and as a proxy for refinery margins. If a product price rises relative to crude, that can raise the fuel’s wholesale price and contribute to a higher pump price without a new crude increase. If the product margin weakens, it can dampen the pump-price effect of more expensive crude.

A crack spread is an indicator, not the retail price and not a guarantee of a particular station-price change. It helps separate the product-market part of a move from the crude input. The gasoline and diesel markets can have different spreads, so a single crude-price chart cannot explain every difference between the fuels.

Diesel demand and distillate supply

Diesel is part of the broader distillate market, which also serves heating and agricultural demand. Those uses create supply-and-demand pressures beyond on-highway driving. If distillate inventories are tight or supply is constrained, diesel margins can rise independently of crude. Conversely, weaker distillate demand or more available supply can ease pressure on diesel even if crude remains expensive.

In September 2026, EIA reported that tight global distillate supply and elevated crude prices were contributing to recent diesel prices. That describes conditions discussed at that time, not a rule that can be applied to every later week. A current explanation of a price change needs current product-market information as well as crude prices.

Why diesel has often cost more than regular gasoline

EIA says on-highway diesel prices have been higher than regular gasoline almost continuously since September 2004. It identifies several contributing factors: high global demand for diesel and other distillates, costs associated with the U.S. transition to lower-sulfur diesel and its production and distribution, and a higher federal excise tax on diesel.

This long-running pattern is not a guarantee that diesel will be more expensive at every station or on every date. The prices depend on current product supply, demand, taxes and location as well as crude. A one-day comparison of two pump prices cannot show how much of their difference came from crude.

Taxes add a separate, location-dependent cost

Taxes form part of the retail price and differ between gasoline and diesel. The EIA figures below are U.S.-specific and dated January 2026. The state values are averages; they exclude county and local taxes, as well as state taxes based on gross or net receipts.

Tax or fee Gasoline Diesel
Federal taxes and fees, per gallon 18.40 cents 24.40 cents
Average state taxes, per gallon 33.27 cents 35.50 cents

These figures are not a complete tax total for every driver. State rates vary, and local charges can add to the amount. Taxes can also change, so January 2026 figures should not be treated as current beyond their stated date. A crude-price change does not, by itself, alter a fixed per-gallon tax, although taxes remain part of the final price.

Why location and timing matter

Drivers in different places can pay different prices even when they are buying the same type of fuel on the same day. EIA identifies local supply and demand, station location, state fuel specifications and taxes as factors that affect pump prices. Distribution costs and market conditions can differ too. National or global crude prices therefore provide context, not a complete explanation for a particular station’s price.

Benchmark relationships can also depend on market conditions. In a 2014 analysis, EIA discussed U.S. gasoline prices moving more closely with Brent than with West Texas Intermediate (WTI) in the conditions studied at that time. That is a dated finding, not a timeless rule about which crude benchmark always best tracks U.S. pump prices.

There is also a time lag between crude or wholesale spot prices and what stations charge. A driver comparing today’s crude headline with today’s pump price may be comparing market stages that have not yet moved together. EIA’s component methodology says this lag can make the estimated refining and distribution shares vary from month to month. It is one reason the timing of a comparison matters, not evidence that a crude move has no effect.

How to assess a gasoline or diesel price change

To understand a change, look at the path from the crude input to the specific fuel and then to the local pump. Comparing only a crude chart with a retail price can miss changes elsewhere in the chain.

  1. Identify the fuel and location. Gasoline and diesel have different product markets, and state taxes, fuel specifications and local supply conditions vary. Avoid treating one region’s price as representative of every U.S. driver.
  2. Check the crude move over the relevant period. A barrel-price change provides a useful input-cost signal. For rough scale, $1 per barrel equals about 2.4 cents per gallon only under a full-pass-through calculation, not as a retail forecast.
  3. Compare the refined product with crude. A product price that rises faster than crude points to stronger product pricing or margins; a weaker product price relative to crude may offset some of the crude increase. Crack spreads can indicate this refinery-margin relationship.
  4. For diesel, consider the distillate market. Heating and agricultural demand, global diesel demand, inventories and supply constraints can affect diesel separately from gasoline and crude.
  5. Account for taxes and retail timing. Use tax figures that match the location and date. Allow for the delay between spot-market changes and retail adjustment rather than assuming both prices update at once.

This sequence does not calculate a station’s exact price. It helps distinguish plausible causes: a crude-cost change, a product-margin move, a local or tax difference, or a retail price that has not yet caught up with wholesale markets.

How to use pass-through estimates without overreading them

EIA’s 2012 analysis estimated that about 50% of a crude-price change passed through to retail gasoline within two weeks and about 80% within four weeks. These are historical estimates from that analysis, not a current universal law. They concern gasoline; the figures should not be applied to diesel without evidence. They also do not override differences in margins, supply, demand, taxes or geography.

The separate 2014 conversion rule and 2012 pass-through estimates answer different questions. The conversion translates a barrel-price change into a per-gallon equivalent under a full-pass-through assumption. The historical estimates describe how much of a crude change reached retail gasoline over specific time intervals in the analysis. Neither provides a guaranteed prediction for a particular city, station, fuel or current week.

What to take from the latest market update

For a current explanation, use the latest EIA weekly update rather than carrying forward a dated market description. In particular, distinguish a report about elevated crude prices from one about stronger gasoline or diesel margins, and distinguish a national trend from a local station’s price. A September 2026 report of tight distillate supply is relevant to the conditions it described, but conditions can change after that report.

The most reliable reading is therefore causal, not one-to-one: crude affects a major input cost; product markets and refining determine how that input is reflected in wholesale gasoline or diesel; distribution, taxes, local conditions and retail timing shape the final pump price. The same crude move can lead to different outcomes for gasoline and diesel, and for drivers in different places.
