Contractors can manage asphalt and aggregate price volatility by identifying which costs are exposed and when they will be purchased, checking the governing contract for any adjustment mechanism, and basing estimates on dated local supplier quotes rather than a national index alone. If prices cannot be fixed for the project period, the bid must account for that uncertainty—or the contractor can seek a contract provision that shares some of the risk. Early purchasing and stockpiling can help in some cases, but only when delivery cost, storage, cash needs, material eligibility, and contract requirements make it worthwhile.
Start by identifying what is exposed—and when
Price risk is not just a question of whether asphalt or aggregate might become more expensive. It depends on which materials a project needs, the quantities not yet committed, where they will come from, and how long it will be before the contractor must buy them. A material that is already covered by a firm, usable supplier quote presents a different estimating problem from one that will be purchased months later at a price not yet known.
During estimating, build an exposure list for each project. Include asphalt binder or mix, each aggregate type and gradation, and any fuel-sensitive hauling cost that could materially change the delivered price. Record the expected quantity, source or likely source, anticipated purchase or delivery period, and whether the price is firm, budgetary, or still unknown. Keep material and hauling assumptions distinct where supplier terms allow it; otherwise, a change in one component can be mistaken for a change in another.

Request dated quotes from likely suppliers and ask how long each quote remains firm, what quantity and delivery terms it covers, and whether a change in source, mix, schedule, or haul distance would alter the price. FHWA’s Guidance – Cost Estimating – Major Projects notes that prospective bidders may be unable to obtain firm material quotes for the full duration of a project. That uncertainty can lead bidders to add speculative protection to their prices. The practical response is to make the uncertain quantity and timing visible rather than burying them in a single material-cost assumption.

- Separate quantities already committed from quantities still exposed to market changes.
- Mark the quote date and expiration or validity period next to every supplier price.
- Record the assumed source, delivery point, and haul distance, not just the material name.
- Flag schedule assumptions that could move a purchase outside a quote’s firm period.
This list is the basis for both the bid contingency decision and any discussion with the owner about sharing price risk. It also makes later estimate updates more useful: the contractor can revise the uncommitted exposure without treating all project costs as if they were still uncertain.
Choose how to allocate the price risk
There are two broad paths when the purchase price may move after bidding: carry the exposure in the bid, or seek a contract provision that adjusts payment according to a defined formula. The choice is not purely a forecast of market direction. It also depends on whether the owner permits an adjustment clause, what it covers, how closely its measure fits the material being bought, and whether the contractor can document eligible quantities and costs.

FHWA explains that price adjustment provisions can reduce risk-loaded bid speculation and lower bids, while shifting some price risk to the agency. The agency may need to reserve funds for potential payments. Those are trade-offs in how a project allocates risk, not a guarantee that a particular clause will lower a particular bid or cover every cost increase.
When an owner allows a clause, confirm that its measure is relevant to the material and purchasing conditions at issue. A formula tied to an index may differ from a local delivered quote because of geography, product specification, delivery, or the parts of the cost included in the index. A clause can therefore share risk without reimbursing the contractor’s exact change in cost.

Read the actual contract before relying on an adjustment
Do not assume that a contract’s reference to asphalt, fuel, or escalation means every material or pay item is protected. The project’s own specifications and contract documents govern. Locate the adjustment provision and trace its requirements from the material definition through the payment formula and required records.
- Identify coverage. Determine which materials, mix types, pay items, and quantities qualify. Check whether the clause applies to all qualifying work or only certain items, and how it treats work outside the stated conditions.
- Find the price measure and baseline. Record the named index or price series, the base value or date, and the source and period used to calculate each update. Verify the units and product definition so that the comparison is like with like.
- Check timing and triggers. Note how often the price is updated and whether a minimum movement, threshold, or other condition must be met before an adjustment applies. Establish which date controls if the bid, purchase, delivery, and placement occur in different periods.
- Read limits and direction. Identify any cap or other limit, and determine whether the formula permits a decrease as well as an increase. A clause that can move payment both ways is not equivalent to one-way protection.
- List the evidence and submission steps. Confirm what records must support the calculation, who reviews it, when the request is due, and how eligible quantities are established. Build these requirements into project administration before the first adjustment period.
Make a short project reference sheet with the clause location, covered items, baseline, update schedule, formula, limits, and documentation steps. Estimators can use it to price the uncovered risk; project managers can use it to keep the required records. If any term is unclear, seek clarification through the contract’s prescribed process rather than assuming that a favorable interpretation will be accepted after costs have changed.
Use indexes as context, not as a substitute for local prices
The Federal Highway Administration’s National Highway Construction Cost Index (NHCCI) is a buyer-side measure built from winning state Department of Transportation highway-project bids. It represents average highway construction costs and includes pay items such as asphalt, base stone, and miscellaneous stone or riprap. It can help contractors understand broad changes in public-highway construction costs, but it is not a quote from a local quarry or asphalt supplier, nor is it necessarily the index named in a project’s contract.

FHWA’s NHCCI frequently asked questions state that “The NHCCI also includes the contractor’s mark-up over the original producer’s price.” FHWA also explains that NHCCI reflects what state agencies pay for roadway construction materials put in place, while a producer price measure reflects prices received by producers. Subsidies, taxes, distribution costs, and contractor markup can contribute to differences between measures.

A component’s influence on the overall index depends on both its price movement and its weight in total construction cost. Consequently, an overall highway-construction index movement should not be read as the change in the price of a particular asphalt mix, binder grade, or aggregate delivered to a specific project. Likewise, an index movement does not establish the cost change for a contractor’s own supplier or haul route.
When comparing different indexes, compare their percentage changes over the same period rather than their raw index values. FHWA cautions that index methods and base years can differ, making direct comparisons of raw values misleading. For a bid or purchase decision, pair any broad index context with current local quotes and the exact contract formula; use the measure required by the contract when calculating a contract adjustment.
What a state example can—and cannot—tell you
FHWA’s January 2025 design-build review describes a North Carolina Department of Transportation (NCDOT) example in which asphalt adjustments use monthly average terminal free-on-board selling prices for PG 64-22, compared with a base index in the contract. The review says most contracts with asphalt line items are eligible under the described NCDOT specification. This is a North Carolina example, not a nationwide rule, and it does not establish that every asphalt item, project, or contract in the state qualifies.

It also shows why “the state has an asphalt adjustment” is not enough information to calculate exposure: the contractor needs to verify the clause that governs the actual work.

Evaluate early buying and stockpiling on total project cost
Buying ahead can reduce exposure to a later price change, but the purchase price alone does not decide whether it is beneficial. Compare the delivered cost and quote terms with the cost of holding material, managing inventory, arranging secure storage, and funding the purchase before the work consumes it. Include schedule certainty: stock bought early may be less useful if the work moves, quantities change, or an approved source or specification changes.
Before committing, confirm that the material is from an acceptable source and conforms to the project specifications. Establish who owns it, who bears the risk of loss or deterioration, how it will be protected, how inventory will be identified and reconciled, and how the contractor will document quantities. Clarify the purchase and delivery terms with the supplier, and confirm whether early acquisition affects contract payment or reimbursement. A physically available stockpile is not automatically an eligible project cost.
For Federal-aid work, FHWA participation in stockpiled-material costs is conditional. The stated conditions include secure inventory, proof of payment, conformity to specifications, proper timing, and limits based on project need and contract value. The project contract and applicable requirements determine how these conditions apply. Do not assume that buying material early guarantees Federal participation, or that a state or private owner uses the same conditions.

- Compare the expected delivered price with storage, security, financing, handling, and inventory-control costs.
- Keep invoices and payment evidence, and maintain records that connect stockpiled quantities to the project.
- Check timing, payment eligibility, and any quantity or value limits with the governing contract before ordering.
- Define responsibility for loss, damage, deterioration, and unused material.
Keep a cost record that supports decisions and payment
A simple live record can connect estimating assumptions, procurement decisions, and contract administration. For each exposed material, preserve the dated quote and its validity terms, actual invoice, delivered cost, source and haul assumptions, purchased and remaining quantities, relevant index reading, and the contract formula if an adjustment provision applies. Keep the basis for each figure clear; a quoted price, an invoice, an index value, and a delivered cost are different kinds of evidence.

Update the record when the schedule, supplier terms, quantities, or source assumptions change. Re-price only the uncommitted exposure using current supplier information, and compare the result with the contract’s eligible quantities and adjustment method. If the contract requires a particular index or calculation date, track that separately from internal market estimates. This avoids treating a useful forecasting signal as though it were the contract’s payment measure.
Use the record to make explicit decisions: whether to seek a firm quote or commitment, carry contingency for uncovered quantities, discuss a clause with the owner before bid, or assess an early purchase. The underlying sources do not prescribe a universal forecasting method or software package. The key is a traceable project record tied to actual material, time, quantity, and contract assumptions, rather than an undocumented escalation percentage.
Put long-term volatility in perspective
Historical data illustrates why construction-specific measures can diverge from broad consumer inflation, but it does not forecast current prices. In a 2023 report, FHWA stated that NHCCI rose 49.2% from 2004 to 2008 as prices for steel, asphalt, and cement rose sharply; the report compared that with a 14.0% increase in the Consumer Price Index over the same period. Those are national historical figures for the stated dates, and the NHCCI change covered highway construction costs rather than asphalt alone. They should not be presented as current inflation or as a prediction for a new project.
For a contractor pricing work today, the decision-grade evidence remains project-specific: the contract’s terms, the material and quantity still exposed, the expected timing, and supplier quotes for the relevant location and delivery conditions. Broad indexes can provide context, while the contract and local procurement evidence determine what the project can actually pay or recover.
