Construction companies manage B2B payments and cash flow best by forecasting each project before signing, billing accurately to the contract timetable, and updating the forecast as approvals, collections, costs, and retainage change. Treat cash as a project-level operating issue: a profitable job can still create a cash shortfall if payroll and suppliers must be paid well before the owner or another party in the payment chain pays.
Use financing, payment software, early-payment arrangements, and bank controls to support that process—not as substitutes for it. Contract terms and payment laws vary, so build forecasts from the actual agreement and do not assume one state’s deadlines or rules apply everywhere.
Why construction cash flow needs project-by-project management
Cash flow is the timing of money coming in and going out; it is not the same as project profit. A job may show a positive expected margin while requiring the contractor to fund labor, materials, equipment, and subcontractors before customer invoices are approved and paid. The gap can widen when approvals take longer than expected, invoices are disputed, or contract terms hold back part of the payment.

This timing exposure can be especially significant for specialty contractors and lower-tier subcontractors, whose payment depends on events elsewhere in the chain. In the Construction Financial Management Association’s (CFMA) 2018 Construction Financial Benchmarker, based on fiscal year 2017, surveyed construction businesses averaged 54 days in accounts receivable. Specialty-trade participants projected 15.1 days of cash on hand—about five fewer days than the overall surveyed companies. These are historical survey measures, not a current benchmark for every contractor or a target to use without context.

A separate figure reported in a CFMA article is an 83-day median days sales outstanding (DSO) for construction, attributed there to PwC; the year is not stated in that CFMA article, which was sponsored by a construction-software company. DSO measures the time associated with collecting sales, and is not interchangeable with either accounts-receivable days or cash on hand. The three figures describe different measures and should not be combined into one estimate of how long a particular company will wait for cash.
CFMA’s guidance puts the planning decision before the commitment: consider contract terms, owner payment practices, supplier terms, and liquidity needs with financial partners before signing a large contract. During the job, compare forecast cash with actual results. As CFMA puts it in “No Guesses – No Surprises,” “A periodic cash flow statement can alert management to any unexpected shortfalls or interruptions to the plan.”
What to include in a construction cash flow forecast
Build a separate forecast for each proposed or active project, then consolidate projects to understand company-wide liquidity. A single company-level margin or cash estimate can hide a job that needs funding at the same time another project is collecting slowly. The forecast should show when cash is expected to move, not merely when work is performed or revenue is recorded.
Forecast the events that drive cash
- Inflows: billing milestones, expected invoice submission dates, approval steps, contractual payment terms, anticipated collection timing, and any retained amount with its release trigger.
- Outflows: payroll, materials, subcontractor payments, equipment and other project costs, plus the dates those amounts are due under the relevant agreements.
- Funding: any planned working-capital facility or project financing, with the timing and repayment obligations confirmed with the financial partner.
- Assumptions and risks: approval or collection delays, disputed items, changes in the work schedule, and conditions that could shift billing or payment dates.
Use the contract and the company’s actual experience with the customer and payment chain to set dates. If the timing is uncertain, show the assumption explicitly and test what happens if the payment arrives later; do not silently treat an expected collection date as guaranteed. Forecasting can identify the size and timing of a potential deficit early enough to discuss options before it becomes an urgent cash problem.
Make the go/no-go decision with the forecast
Before accepting a large contract, review the project forecast with the people responsible for finance and operations and, where appropriate, financial partners. Assess whether the company can meet outflows during the expected collection gap, including any retainage that may remain tied up beyond ordinary progress payments. If the terms or expected payment behavior create an exposure the business cannot comfortably carry, resolve the issue before committing: clarify terms, consider whether the work schedule or supplier arrangements can be adjusted, or decide whether the project fits the company’s available liquidity.

Once work begins, update forecast-versus-actual cash regularly. Record a changed invoice date, late approval, new dispute, cost shift, or revised collection expectation when it becomes known. The forecast is a management tool: its value depends on reflecting current project conditions rather than preserving the original bid assumptions.
How to make billing and payment follow-up reliable
Billing discipline is one of the contractor’s most direct ways to avoid preventable delays. Before the first billing cycle, establish what constitutes a complete invoice package and who owns each step. A correct invoice sent through the wrong channel or without required backup can stall just as effectively as a billing error.
- Confirm the requirements. Identify the required invoice format, supporting documents, submission channel, approval milestones, and contractual due dates. Assign responsibility for preparing and checking the package.
- Submit accurately and on time. Match billed work to the contract and required documentation. Keep a record of when the complete package was sent and to whom.
- Track approval and collection separately. Record whether an invoice is submitted, under review, approved, disputed, or paid. Approval is not the same as cash received, so forecast both stages.
- Follow up on exceptions. Assign a person to resolve missing approvals, unanswered questions, and disputed items. Make the next action and responsible party visible rather than allowing an invoice to age without an owner.
- Reconcile expected and actual timing. Compare collection dates with the forecast and use the difference to update expectations for the remaining billings on that project.
Receivables aging helps distinguish current invoices from those overdue or stalled in a particular approval step. Read it alongside the project forecast: the age of an invoice matters, but so does the cash needed before it is collected and whether the hold-up is missing documentation, an approval, a dispute, or the payment chain.
How to manage slow payments and retainage
Retainage is an amount withheld from payment until a contract-defined milestone or condition is met. It creates a planned delay in cash even when work is progressing and ordinary invoices are being paid. Treat it as a specific future receivable with conditions, not as cash available to cover current project expenses.

Put retainage into the forecast
- Record the amount or contract basis for the withholding, as stated in the agreement.
- Identify the milestone or release conditions and the evidence or approvals needed to satisfy them.
- Clarify how retained funds are handled and when the contract permits release.
- Estimate the expected release timing separately from progress-payment collections, and plan working capital around the period the cash remains withheld.
Do not assume that completing your own work automatically triggers immediate release. The relevant conditions may involve a project milestone or other contract requirements. CFMA describes retainage as a common source of constrained cash and recommends planning working capital for its effect. Keep the release conditions visible to the people responsible for project closeout so that required documentation and follow-up are not left until the end.
For a subcontractor, model the actual payment chain and contract terms. Owner payment does not necessarily become a lower-tier contractor’s cash on the same day, and the timing can depend on approvals and the agreements between parties. Forecast your own expected inflows rather than treating an upstream payment event as an automatic collection date.
When payment technology can help
Construction billing or payment platforms may help standardize documents, coordinate approvals, and show the status of payment follow-up. They can reduce process friction, but they do not guarantee that an owner or contractor will approve an invoice or pay it on time. CFMA’s discussion of construction payment technology was sponsored by a software provider, so it should be read as general process guidance rather than an independent comparison of products.
Evaluate a platform against the workflow it must support, not only its feature list. Before choosing one, map how an invoice moves from project staff to accounting, the customer, approval, and collection. Then ask whether the system fits the company’s existing processes and systems.
| Evaluation area | Questions to ask |
|---|---|
| System fit | Does it integrate with the accounting, enterprise resource planning (ERP), and project-management systems already in use? |
| Billing package quality | Can the workflow standardize invoice documents and capture the supporting backup required for each contract? |
| Approvals and exceptions | Can staff route approvals, send reminders, and see which invoices are disputed, incomplete, or aging? |
| Visibility | Can managers review status at both the project and company level? |
| Ownership and cost | What implementation and training effort is required, and what are the ongoing costs and workflow permissions? |
Set clear responsibilities for system access, invoice submission, exception follow-up, and reporting. A platform only improves visibility if project and finance staff maintain accurate status information and act on exceptions. Compare implementation effort and total cost with the specific billing problems the company needs to solve.

How to address a forecasted cash shortfall
If the forecast shows a temporary deficit, discuss options with financial partners early enough to understand their cost and conditions. Working-capital facilities and project financing are categories to explore, not universal solutions. Terms depend on the company and lender; the available evidence does not establish a standard rate, eligibility rule, or repayment structure.

Compare financing options on the factors that determine whether the funding fits the job:
- Total cost: all charges associated with obtaining and using the funds.
- Availability timing: whether funds will be available when project outflows are due.
- Repayment schedule: whether repayment aligns with expected project cash inflows.
- Collateral, guarantees, and covenants: obligations and restrictions the company would accept.
- Project fit: whether the expected duration and amount of the funding need match the financing structure.
Supplier terms also affect the forecast. Negotiate extensions before a payment is due and before a cash crunch forces the conversation. Simply delaying payment without agreement can damage credit and future cooperation. Any change should be understood by the parties responsible for the supplier relationship and reflected in the cash plan.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Should a contractor accept an early-payment offer?
Some general contractors offer prompt-payment discounts or formal early-payment programs to specialty contractors. These arrangements may move cash forward, but the faster payment has to be weighed against its price and conditions. Compare the offer with the business’s actual cash need; speed alone does not establish that an arrangement is worthwhile.

| Decision factor | What to verify |
|---|---|
| Cash timing | How much earlier will the funds arrive than under the ordinary contract timetable? |
| Discount or fee | What amount is deducted or charged for the faster payment? |
| Eligibility | Which invoices, documentation, or project conditions qualify? |
| Contract and relationship | Does participation change any contractual rights, obligations, or working relationships? |
Review the arrangement’s written terms and compare the cost of accepting it with the financing and liquidity alternatives available to the company. Offers are specific to the parties and program; a general example is not evidence that a particular company is eligible or that faster payment will be available for every invoice.
How to control outgoing B2B payments
Cash management also includes protecting outgoing payments. For a company issuing many checks across project and operating accounts, ask its bank whether Positive Pay or a similar check-control service is available, how it is set up, which accounts it covers, and who must review exceptions. Positive Pay matches issued check details against checks presented for payment and flags exceptions for review. A September 2026 CFMA community post describes this control in a construction context; that example is not an independent assessment or a guarantee against payment fraud.
Before adopting a control, confirm operational ownership: someone must provide or maintain the issued-check information and review flagged items within the bank’s stated process. Clarify the service’s coverage and responsibilities with the bank rather than assuming that one control protects every account or payment method.
Which payment rules depend on state and contract?
Payment deadlines, retainage limits, lien notices, trust-fund requirements, and the enforceability of pay-when-paid clauses can vary by jurisdiction, contract, and project type. General cash-flow guidance does not establish a legal deadline or determine whether a particular contract provision is enforceable. For a project-specific decision, identify the governing state and project context and consult current primary legal sources or qualified counsel. Build the financial forecast from the executed contract while treating any legal question as a separate issue to verify.
A practical operating rhythm
Make cash planning part of normal project control rather than a response reserved for a cash crunch. Before signing, use the project forecast to judge the liquidity exposure and review it with the appropriate financial partners. During execution, maintain a complete billing path, track receivables and retainage against their actual conditions, and revise the forecast when payment timing or costs change. When a gap appears, address it deliberately through negotiated supplier terms, carefully evaluated financing, or an eligible early-payment arrangement. For outgoing checks, clarify bank-control coverage and exception responsibilities.
