Start with India’s National Single Window System (NSWS). Register with an email address and mobile number, run its guided Know Your Approvals (KYA) questionnaire, and use the resulting project-specific list to identify and file central and state permissions. If your foreign direct investment (FDI) falls in an activity that requires government approval, file that proposal online through NSWS so the Department for Promotion of Industry and Internal Trade (DPIIT) can route it to the competent ministry under the current FDI policy and FEMA (Non-Debt Instruments) Rules.
NSWS is a discovery, application and tracking layer—not a substitute for the ministry or state authority that decides your case. Incentives are also scheme-specific: eligibility, investment thresholds, eligible costs, performance conditions and claim procedures come from the issuing authority’s latest notification.
What NSWS is—and what it is not
The National Single Window System is the Indian government’s digital platform for bringing together pre-establishment and pre-operation approvals. Its purpose is to help an investor identify the approvals a particular project needs and apply for them through a common interface where the relevant authority has integrated its service.

The platform can provide a document repository, online fee payment, submission receipts, status tracking and renewal reminders. In some cases it completes the transaction inside NSWS; in others it hands the applicant to an integrated state or ministry system. The substantive decision still belongs to the responsible department, and that department may request additional information, conduct an inspection or apply its own statutory timeline.

At access on 14 October 2026, the NSWS pages displayed more than 67,000 approvals applied through the platform and more than 1.3 lakh KYA journeys. Its FAQ described support across 32 central departments and 35 states, with applications hosted from 32 central ministries or departments and 34 state governments. These are live page figures, not permanent capacities; verify the current counts and participating jurisdictions before relying on them.
Know Your Approvals (KYA)
KYA is a guided questionnaire. Your answers—such as investor nationality, business activity, products, location, land and utility requirements, workforce and investment size—generate a list of likely central and state approvals. It is a planning aid, not a legal opinion. A project can still require a permission that is not yet available through NSWS or that depends on a site-specific fact you entered incorrectly.
Define the project before opening an application
Prepare a one-page project record before registering. Inconsistent answers across applications are a common cause of clarification requests and rework.

- Activity: sector, products or services, manufacturing process, technology, imports and exports, and any regulated activity.
- Scale: proposed investment amount, installed capacity, phases, commissioning date and expected employment.
- Location: state, district, industrial estate or site, land status, water and power demand, and proximity to protected or environmentally sensitive areas.
- Compliance profile: pollution category, factory operations, construction, fire risk, labour intensity, storage of hazardous material and sector licences.
These fields determine both the KYA results and the incentive schemes you can sensibly evaluate. A scheme that looks attractive at the state level may exclude your sector, district, entity type, project size or commencement date.
Step-by-step application sequence
1. Create an NSWS account
Use the registration option on NSWS with an email address and mobile number. The FAQ states that registration itself has no fee. An authority can nevertheless charge a processing, licence or inspection fee when you submit a particular service. Keep access to the registered phone and email because clarifications and status notices may be sent there.

2. Run KYA for the actual project
Answer every question using the project record, not a generic description such as “manufacturing.” Select the most specific sector, process, location and scale available. Save or export the resulting approval list and note which items are pre-establishment (for example, land, construction or environmental permissions) and which are pre-operation (for example, factory, labour, fire or operating licences).
3. Inspect each approval card
For every result, record the issuing authority, eligibility conditions, required documents, fee, indicative timeline, validity period and renewal rule. Check whether the “Apply” action opens a form in NSWS or redirects to an integrated state or ministry portal. Read the authority’s checklist rather than assuming that a KYA result is a complete list.
Typical attachments may include incorporation and constitutional documents, identity and beneficial-ownership details, land title or lease, site and building plans, process flow, utility estimates, environmental information, board authorisation and financial statements. Use consistent names, addresses, capacity figures and dates in every file. Where an authority asks for an authenticated or notarised copy, a plain scan may be rejected.
4. Submit, pay and preserve the receipt
Upload the requested documents, complete declarations, pay the displayed fee and submit. Download the acknowledgement, application number and payment receipt immediately. If a service is handed off to another portal, save that portal’s reference as well; NSWS tracking may not show every internal event after the hand-off.
5. Apply for incentives through the responsible scheme
NSWS can list government schemes and related services, but listing does not grant eligibility. Open the current scheme guideline or state notification and identify the application window, qualifying start date and the office that receives the claim. Some benefits are reimbursement or subsidy claims made after investment or production milestones, rather than an upfront reduction in project cost.

Before committing capital, capture the following in a comparison sheet:
- issuing authority, eligible entity and sector;
- minimum investment, capacity or employment threshold;
- eligible expenditure and excluded items;
- application deadline and implementation milestone;
- disbursement, reimbursement or tax-credit method;
- required certificates, invoices, audits and inspections;
- clawback, lock-in and non-compliance provisions; and
- sunset date, budget limit or revision clause.
Obtain written clarification from the issuing authority when a term such as “new unit,” “eligible investment” or “commercial production” could affect the calculation. Do not treat a promotional summary or an estimate shown in a portal as a binding award.
6. File a government-route FDI proposal when required
India distinguishes between investments permitted under the automatic route and activities that require prior government approval. For a government-route proposal, file online through NSWS under the prevailing FDI policy and FEMA (Non-Debt Instruments) Rules. DPIIT identifies the competent administrative ministry or department and transfers the proposal for examination.
The ministry, not NSWS, assesses sectoral caps, entry conditions, ownership and control, security or other policy requirements. Respond to questions in the portal and to any ministry communication within the stated period. DPIIT’s Foreign Investment Facilitation Portal procedure says a digitally signed filing does not require a physical copy. An applicant without a digital signature may have to courier one signed printed copy with authenticated attachments under the applicable standard operating procedure. Confirm the current procedure at filing because operational instructions can change.
7. Manage authority follow-up
Nominate one accountable person and a backup to monitor the dashboard and registered inbox. For each clarification, maintain a response log showing the question, answer, attachment name, submission date and resulting status. Pay supplementary fees only through the authority’s official workflow and retain the transaction record. If an application is returned, determine whether the issue is a missing document, an incorrect project fact, an unpaid fee or a substantive eligibility problem before resubmitting.

8. Complete state and local clearances
Central registration does not replace state and local permissions. Confirm requirements for land allotment, building plan, zoning, pollution consent, water and electricity connections, labour registration, factory plan approval, fire safety, boilers, weights and measures, shops and establishments, and sector-specific operations. The exact list changes by state, site and activity.
9. Keep evidence and monitor continuing conditions
Store acknowledgements, approval letters, payment receipts, inspection reports, invoices, employment records, production data and incentive-claim submissions in a controlled repository. Many incentives depend on maintaining investment, production, employment, location or timing for several years. Missing a post-disbursement condition can lead to withholding or recovery of the benefit even after the original approval.
Automatic-route and government-route FDI: choose the correct workflow

Sector rules and FDI conditions change. Confirm the treatment of your exact activity, investor structure and proposed percentage immediately before signing or remitting funds.

- Workflow: completed inside NSWS, integrated with a state portal or handled entirely outside the digital system.
- Aftercare: renewals, inspections, milestone claims, grievance escalation and support after commissioning.
Odisha’s GO-SWIFT as an example
Odisha’s GO-SWIFT illustrates a state-level model that combines clearance applications, incentive administration, land-bank information, status tracking and grievance handling. It does not make every project eligible for every benefit; the applicable Odisha policy and notification control thresholds, documents, timelines and payment. Use the state portal alongside NSWS and reconcile the two reference numbers when a service is integrated or redirected.

Costs, timelines and changing portal coverage
NSWS registration is stated to be free, but individual approvals can carry government fees, inspection charges, stamp duty, land costs, utility deposits and professional certification expenses. Indicative timelines shown on an approval card are not guarantees: an incomplete application, a site inspection, interdepartmental consultation or a request for clarification can extend them.
Portal coverage, fees, forms, participating authorities and incentive notifications are changeable. The NSWS homepage displayed a “Last reviewed and updated” date of 13 October 2026 when reviewed on 14 October 2026. Recheck the live service card, the current FDI policy and the latest state notification on the day you submit.
Common failure modes and fixes
- Using a generic KYA profile: rerun the questionnaire with the final site, capacity and process.
- Treating KYA as a guarantee: ask the issuing authority about site-specific or local permissions that do not appear in the list.
- Inconsistent documents: reconcile legal names, addresses, ownership, capacity and dates before upload.
- Missing a hand-off: save the external portal reference and continue monitoring that system.
- Confusing scheme discovery with an award: obtain an eligibility determination or written clarification before budgeting the benefit.
- Ignoring post-approval duties: calendar renewals, inspections, employment or production milestones and claim deadlines.
- Sending an unnecessary paper FDI copy: check whether the filing is digitally signed and follow the current procedure for unauthenticated or authenticated submissions.
A practical control checklist
Before the first submission, confirm that you have:
- a signed-off project profile and ownership chart;
- the KYA result saved with the date generated;
- an approval matrix showing authority, fee, documents, deadline and renewal;
- the latest incentive guideline and a written assumptions register;
- separate central, state and local workstreams;
- an authorised signatory, digital-signature plan and document repository;
- a calendar for clarification responses, inspections, milestones and claims; and
- a budget that excludes any incentive until the scheme’s conditions are met.
Following this sequence lets a company use NSWS for discovery and coordination while preserving the authority-level diligence needed for a legally compliant Indian market entry. The portal reduces search and tracking effort; it does not remove the investor’s responsibility to satisfy each ministry, state and scheme requirement.
