College football video-game rights are split among several parties. The NCAA, conferences and schools license institutional marks and traditions; individual athletes separately authorize their name, image and likeness (NIL). That separation explains why a game can include every FBS school while still omitting specific real players.

The short answer: there is no single “college football license”

A playable college team combines different kinds of intellectual property. A school controls or licenses its name, logo, uniforms, colors, mascot, stadium appearance and traditions. A conference controls its own marks and related assets. The NCAA controls use of its name and logo, while an individual athlete controls commercial use of that athlete’s name, image and likeness.

Those permissions are negotiated on separate tracks. An institutional agreement can put a school and its stadium in a game without putting any current player in it. A player must separately opt in to an NIL agreement, and even an athlete who opts in is not guaranteed a roster slot.

EA’s 2021 return announcement made EA the exclusive developer of simulation college-football video games and described a partnership covering more than 100 institutions’ logos, stadiums, uniforms and traditions. The same announcement expressly said student-athlete NIL was not yet included. That is the clearest illustration of the two-track system: team licensing first, athlete licensing separately.

Who owns or administers each right?

Asset or decision Typical rights holder or administrator Permission needed for a game What the player sees
NCAA name and logo NCAA; trademark administration is handled through CLC NCAA trademark license Use of NCAA branding in the product or advertising
Conference name, logo and conference assets The conference Separate conference agreement Conference branding, schedules or presentation elements
School name, logo, mascot, colors and traditions Member institution, often through a licensing program Institutional trademark and content license Team identity, uniforms, fight songs and related presentation
Stadium likeness and school-specific visual elements School and other relevant rights owners Institutional or venue permissions as applicable Stadium architecture, signage and atmosphere
Athlete name, image and likeness Individual athlete Individual NIL agreement and opt-in Real player identity, appearance and related publicity use
Generic or user-created player Created by the game user under the game’s rules No real athlete’s NIL authorization Fictional replacement, subject to game restrictions

The NCAA says using its name or logo on a product or advertisement requires a license. Conference and member-institution licensing is handled separately rather than being covered by one blanket NCAA permission. CLC administers NCAA trademark applications, royalties, enforcement and market opportunities; that administrative role does not make CLC the owner of every school or player right.

How institutional licensing puts teams in the game

What the institutional package covers

A school package can authorize the visual and audio details that make a team recognizable: the school wordmark, athletic logo, uniforms, helmet designs, colors, mascot, stadium, fight song and other traditions. Conference agreements add league marks and presentation elements. These permissions are why a title can reproduce real campuses and branded matchups even when some player names are absent.

How the licensing chain works

  1. Identify the asset. The developer separates NCAA branding, conference branding, school trademarks, stadium features, music and other protected elements.
  2. Contract with the correct organization. NCAA marks require an NCAA license; conference and school marks require their own agreements or authorized licensing arrangements.
  3. Clear marketing use. The same permissions must cover advertisements, screenshots, trailers and packaging, not only the game software.
  4. Apply quality and brand rules. A license can specify how logos, uniforms, colors and traditions may be displayed.
  5. Build the team without assuming player rights. Institutional clearance does not substitute for an athlete’s NIL authorization.

EA and CLC’s 2021 announcement described coverage of more than 100 institutions. EA later announced that College Football 25 launched worldwide on July 19, 2024. Its investor information said that edition included all 134 FBS universities, more than 150 stadiums and thousands of current athletes on PlayStation 5 and Xbox Series X|S. The institutional count and the athlete count are different measures: schools can be represented even when particular athletes are not.

How athlete NIL licensing works

NIL is a publicity right, not ownership of the team

NIL means an athlete’s name, image and likeness. In a game, that can include the name on a roster, a recognizable appearance, a uniform number associated with the athlete, ratings and promotional material that identifies the person. It is distinct from the school’s trademark license.

The opt-in process

OneTeam Partners says EA engaged it to facilitate NIL rights, with OneTeam and CLC managing athlete participation through the COMPASS app. The process is individual: each athlete reviews and authorizes use under the EA agreement rather than being automatically swept in by a school’s participation.

  1. Invitation and account setup: The athlete receives participation instructions and accesses the designated COMPASS process.
  2. Review of terms: The athlete sees the scope of the individual licensing agreement, payment language and applicable deadlines.
  3. Affirmative authorization: The athlete opts in and grants the requested name, image and likeness rights.
  4. Eligibility and roster processing: The licensing partners and EA process the authorization against roster limits, timing and game production requirements.
  5. Game use: If the athlete is selected for inclusion, the authorized NIL appears under the agreement’s terms.

The published 2024 onboarding document describes the EA individual licensing agreement as non-exclusive. It says an athlete receives a one-time flat fee of $600 for each EA game released that includes the athlete’s NIL, with payment made once a year when the athlete is featured and opted in by the stated deadline.

How much do players receive?

The most specific published figure is the $600 one-time flat fee per included EA game in the 2024 athlete onboarding terms. It is not a lifetime payment and does not automatically recur every year. A new game or a new inclusion is a separate event under those terms.

The Associated Press reported in 2024 that more than 10,000 athletes accepted the College Football 25 offer in March 2024. AP described the offer as a minimum $600 plus a copy of the game and promotional opportunities. The onboarding document and the AP description should not be blended into a claim that every athlete receives identical extras: the flat-fee language is explicit, while the copy and promotional elements were reported as part of the offer.

College Football 25 and College Football 26: what changed?

Item College Football 25 College Football 26
Release or participation reference EA announced worldwide launch on July 19, 2024 2025 opt-in directions for the next edition
FBS school count 134 FBS universities, according to EA investor information 136 NCAA Division I FBS schools in the 2025 opt-in directions
Roster specification Thousands of current athletes; no single school-roster limit stated in the cited announcement 85-player roster per school in the opt-in directions
Athlete participation Individual NIL deal; AP reported more than 10,000 acceptances Individual opt-in remains required
Guarantee of appearance Acceptance did not make every athlete a guaranteed visible player The directions expressly warn that opting in does not guarantee inclusion

The increase from 134 to 136 schools reflects the participation framework described for the later edition, not a promise that every school has the same number of named athletes. The 85-player limit is especially important: a school may have more eligible opt-ins than available real-player slots.

Why a real player may be missing

The athlete declined

An athlete who does not authorize the agreement cannot be represented as that real person under the NIL program. AP reported that EA planned to block users from manually adding or creating opt-out athletes as real players. The game can still permit generic or user-created players under its rules, but those creations are not the omitted athlete’s licensed identity.

The athlete opted in but was not selected

College Football 26’s 2025 directions state that opting in does not guarantee inclusion. The 85-player school roster can require selection among eligible participants, and production deadlines can prevent a late authorization from being processed.

The roster was captured at a different time

Transfers, eligibility changes, injuries, graduation and late enrollment can occur after a roster is locked for a release. An authorization may be valid while the player is absent because the game’s data set and the athlete’s status no longer match.

The athlete is represented generically

A team can still contain a player with a similar position, number or physical profile without using the real person’s protected identity. A generic replacement avoids claiming that the athlete authorized NIL use.

Editing is restricted

When a game blocks creation of an opt-out athlete as a real player, that is a rights-control measure rather than a technical failure. Users should not assume that a missing name can be restored through a roster editor.

NCAA NIL rules and the legal boundary with pay-for-play

NCAA guidance distinguishes a commercial NIL license from pay-for-play. NIL compensation is payment for authorized commercial use or promotional work; payment tied to athletic participation or achievement remains prohibited under the cited guidance.

Current NCAA guidance includes reporting obligations for specified third-party NIL deals worth $600 or more. The threshold is a reporting rule, not a statement that every athlete automatically receives $600 or that every deal is approved.

The NCAA’s April 2025 consent-judgment summary says prospective and transferring Division I athletes may discuss, negotiate and enter commercial NIL contracts with third parties before enrolling. It also says the judgment does not authorize compensation for athletic performance, athletic achievement or work that will never be performed. A game license is therefore structured as a commercial rights agreement, not a bonus for winning games or appearing in a particular contest.

Proposed Division I rules describe written NIL licensing or endorsement agreements, reporting thresholds and review of associated-entity deals for a valid business purpose and compensation within a reasonable range. Those proposals can change during implementation, so athletes and schools should verify the current NCAA or College Sports Commission guidance before relying on a threshold or definition.

How the House settlement affects the background economics

The House settlement addresses back damages for NIL-related claims, increased institutional benefits going forward and roster limits. Its summary described a model under which schools could provide up to 22% of average Autonomy-5 media, ticket and sponsorship revenue to athletes beginning in the 2025–26 period, if approved.

That proposed school-payment model is separate from the individual EA game license. A player could have a school-related benefit under the settlement framework and a separate commercial NIL agreement for a video game. Neither arrangement turns the other into a royalty, and the 22% figure should be presented as a proposed ceiling in the settlement model rather than a universal payment rate.

A practical way to analyze any college-football game license

When a new title, roster or marketing claim appears, use four questions in order:

  1. Who holds the right? Identify whether the asset belongs to the NCAA, a conference, a school or an individual athlete.
  2. What permission was used? Look for an institutional trademark license, an individual NIL opt-in or both.
  3. What compensation is documented? Separate institutional royalties or licensing terms from the athlete’s published flat fee and any reported copy or promotional benefits.
  4. What inclusion controls apply? Check roster limits, opt-in deadlines, selection rules, opt-outs and restrictions on user-created real-player identities.

This framework prevents the most common mistake: treating a school’s presence as proof that every athlete agreed to appear. It also explains why a game can accurately show a real stadium and uniform while using a generic player at the same position.

What the licensing model means for players and fans

  • For athletes: Read the term, payment timing, non-exclusive language, deadline and inclusion caveat before opting in.
  • For schools and conferences: Institutional participation does not replace individual athlete authorization.
  • For developers: Marketing, logos, stadiums, music, rosters and player identities can require different clearances.
  • For fans: A missing player is usually explained by consent, roster selection or timing—not by the school losing its license.
  • For anyone quoting dollar figures: Label the $600 as a one-time fee for each included EA game under the published 2024 terms, rather than calling it a lifetime or universal payment.
