Cities use rat sightings and 311 service requests as operational signals: a report can prompt an inspection or other response, and clusters of reports can help direct attention to places that may need it. But a complaint is not a rat count. It records that someone reported a condition—not how many rats are present, whether the sighting was verified, or whether a treatment worked. Chicago and New York City show two different ways local agencies turn reports into action, and why durable control requires more than responding to complaints.
What happens after someone reports rats?
A 311 rat report is best understood as the first step in a service workflow. A resident reports a sighting or a rodent-related condition; the city records a request; and the responsible agency may investigate, inspect the location, or take another action. The report can help officials decide where to look. It does not, by itself, establish that an infestation is present or prescribe a particular treatment.
The workflow is local, not a national standard. Cities differ in which department receives a report, what information is collected, whether an inspection is complaint-triggered or proactive, and what actions follow an inspection. Chicago and New York City illustrate the distinction between request-level response and a broader system of geographically targeted, interdepartmental work.
What to include when reporting
Use the official 311 channel for the city where the problem is located—such as its phone service, website, or app, if offered—and choose the closest rodent or sanitation-related category available. Exact menus and labels vary. Give a specific location, describe what you saw or the condition that may be attracting rodents, and say when you observed it. Distinguish a direct sighting from signs such as a burrow or damaged waste container. If the issue is on a particular property or in an alley, identify that location as precisely as possible.

A report should communicate an actionable location and condition, not try to estimate the local rat population. Do not assume that submitting one request automatically dispatches an exterminator or results in baiting: the city’s inspection rules and follow-up determine what happens. The published descriptions of Chicago’s and New York City’s processes, for example, show different responses.
Chicago: a sighting can lead to an alley investigation and burrow treatment
Chicago’s Data Portal describes the Department of Streets and Sanitation as investigating reported rat sightings and examining alley conditions. The response it describes can include notifying sanitation ward offices when garbage carts are damaged and placing rodenticide in rat burrows. In other words, the report can lead to attention to both the reported sighting and nearby conditions relevant to sanitation. The description is not a promise that every report receives each action.
The portal’s Chicago Rodent map dataset description says the records include open and completed service requests dating to January 1, 2011, and are updated daily. That makes the records useful for viewing requests and their status over time, but a request record is still not the same thing as an independently confirmed rat or a completed treatment.

Chicago notes that 311 can receive duplicate reports, and that some duplicates are identified in request status. If several people report the same location or event, raw request totals may therefore exceed the number of distinct incidents. Anyone using the data to compare blocks, neighborhoods, or time periods should check how duplicates are handled rather than treating every row as a separate rat sighting.

There is another important distinction: the portal page is a dataset description, while the public-facing map page is community-created. Chicago says it has not reviewed or endorsed changes to that map. A map view should not be presented as an official city analysis or proof that the city uses that map as its targeting model.
New York City: complaint response within designated rat-mitigation zones
New York City describes Rat Mitigation Zones (RMZs) as areas with high rat activity where agencies coordinate resources to address rats and the conditions that sustain them. The approach is broader than responding to individual reports: the Health Department, Parks and Recreation, Sanitation, Education, and the Housing Authority coordinate work related to sanitation and the removal of food, water, and habitat. The city’s rat-mitigation-zones portal provides data on complaints, initial inspections, compliance inspections, and exterminator visits.
How the inspection sequence works
- Initial inspection: An inspection may follow a 311 complaint or be started proactively. The complaint is one way an issue comes to the city’s attention, not the only way.
- Failed initial inspection: A failure may lead to an abatement order, requiring action to address the cited condition.
- Compliance inspection: The city describes a follow-up inspection two to three weeks later to check compliance.
- Further action: Failure at compliance may lead to a summons. After a failed compliance inspection, the Health Department may send an exterminator; a visit can involve bait or monitoring.
These are the steps described for this local program. They do not mean every 311 rat complaint produces an inspection, an abatement order, a summons, or an exterminator visit. Nor should NYC’s zone-based approach or inspection sequence be assumed to apply in other cities.

What complaint data can tell us—and what it cannot
Complaints can help identify where residents are encountering rats or conditions they associate with rodents. They can also help agencies prioritize inspections and dispatch work. In one Chicago study, researchers compared public complaint rates with trap success in 13 community areas and reported a high correlation. They then used complaints to predict relative abundance across Chicago’s 77 community areas. This supports complaints as a useful indicator of relative rat abundance in that studied setting; it does not turn each report into a confirmed observation or supply an exact population count.

The difference matters in practice. A sighting is an observation made by a person; a service request is a record that the person contacted the city; an inspection finding is what an inspector records at a site; a baiting or exterminator visit is an intervention; and a population estimate is a separate measurement. These are related but not interchangeable. A complaint dataset can inform targeting without proving the size of a rat population or the effect of a treatment.
Reporting patterns can shape the map
Not every rat sighting becomes a 311 record. Residents may differ in awareness of reporting options and comfort engaging with government. A 2025 multi-city study cautions that these factors can affect public reporting. Consequently, an area with many requests may reflect high rodent activity, stronger reporting, or both; an area with fewer requests may have less activity, less reporting, or both. Complaint totals are an imperfect proxy, not a neutral census.
The same qualification applies to changes over time. A rise in reports can result from a change in rat activity, reporting behavior, awareness, or service access. A decline can mean fewer rats, fewer reports, or some combination. Without additional monitoring, totals alone cannot establish that the underlying population rose or fell.

What the multi-city findings do—and do not—show
A study published in Science Advances on January 31, 2025 assembled complaint and inspection records from 16 cities. It found significant increasing trends in rat numbers in 11 of those 16 cities (69%). That is a result for the cities and time series included in that study; it is not a current ranking of cities, a finding about every city, or a way to infer the trend on a particular block.

The same study’s relative-weights analysis associated 40.7% of variation in city rat trends with mean temperature increase, 34.3% with vegetation cover, and 19.4% with human population density. Those figures describe model-attributed variation across the study’s cities. They are observational associations, not causal shares, predictions, or neighborhood-level forecasts. They cannot tell a resident how many rats are present at a particular address or establish why a specific city’s reports changed.

Responding to a report can address an immediate service need, but repeated complaint response may not remove the conditions that allow rats to persist. Food, water, shelter, waste handling, and building or property conditions can sustain activity. If city services act only after a resident reports a sighting, locations where people report less may receive less attention even if conditions warrant it.
Chicago’s Office of Inspector General made this issue central to its July 28, 2026 audit. It found that the city’s rat program relied on complaint-based responses, was not integrated with other city services, and was unlikely to achieve long-term control. The audit also noted rodenticide as the primary abatement method and its environmental harms. Its recommendations included proactive surveys, meaningful intervention thresholds, greater priority for non-toxic measures such as sanitation and habitat modification, outcome evaluation, interdepartmental coordination, and safe-use policies. The Inspector General’s conclusion was that lasting control requires a coordinated strategy addressing food and shelter, not just responses to sightings. Measure service and conditions separately
A useful evaluation distinguishes what the city did from what changed afterward. Service measures might describe requests received, inspections completed, response time, or follow-up actions. Outcome measures need to examine rodent activity or the conditions that support it, preferably through monitoring that does not rely solely on incoming complaints. The 2025 multi-city study recommends rigorous long-term monitoring independent of complaint data. That matters because a lower complaint count, by itself, cannot show that control succeeded.

How the two city examples differ

The comparison shows two locally documented models, not a universal 311 system. Chicago’s description explains a complaint-response workflow and its service-request records; NYC describes complaint-triggered or proactive inspections within high-activity zones and coordinated agency work. Neither example makes complaint totals a direct measure of rats.
How to read a city’s rat-report map or dataset
- Identify the record type. Check whether a point represents a complaint, an inspection, a violation, a treatment, or a follow-up. A plotted request does not necessarily mean an inspector confirmed rats.
- Check dates and status. Look for the period covered, update schedule, open and completed statuses, and whether follow-up events are separate records.
- Look for duplicate handling. Several requests can refer to one underlying event. Do not equate the number of rows with the number of distinct sightings.
- Separate activity from reporting. Differences between areas may also reflect awareness of 311 or willingness and ability to report.
- Look for independent measures. Inspection findings, trapping, proactive surveys, or other activity monitoring can add information beyond complaint volume.
- Ask what changed on the ground. Records of completed service describe activity by the city; they do not by themselves demonstrate a lasting reduction in rodents.
Chicago’s portal notes daily updates for its dataset, but an update schedule does not remove the limitations of the underlying reports. Likewise, NYC’s separate complaint, inspection, compliance, and exterminator-visit records can help readers understand the workflow, but the record types should be interpreted according to what each one documents.
The practical answer
Report a specific rat sighting or rodent-related condition through the city’s official 311 channel so the responsible agency has a location to assess. The report may prompt a real investigation or service response: Chicago describes investigating sightings and examining alleys, while NYC allows complaint-triggered inspections alongside proactive ones. Whether that leads to baiting, enforcement, sanitation work, or another action depends on the local program and what an inspection finds.
