Cities are turning routine trips by buses, sweepers, waste trucks and other fleet vehicles into repeated road inspections. Cameras, phones and sensors such as LiDAR or radar capture forward-facing data; computer-vision software flags possible potholes, cracks, damaged signs, faded markings, debris and other assets; and the results become records that maintenance teams can review and prioritize. The approach can provide fresher coverage than occasional manual surveys, but it is not a universal accuracy guarantee or an automatic repair system. Each city has to validate performance, privacy controls, workflow integration and operating cost on its own streets.
What a vehicle-based road-monitoring system does
A municipal program starts with vehicles that already travel a defined network. Instead of dispatching a dedicated inspection car to every block, a city can fit equipment to operations vehicles, buses, street sweepers or partner fleets. The vehicle follows its normal route while a camera, smartphone or sensor package records the road and nearby infrastructure.
Software analyzes the imagery or sensor observations for visual patterns associated with defects. A detection is normally a candidate condition, such as a dark depression that may be a pothole or a broken line that may be a pavement-marking defect. The system stores the location, time and category in a digital platform so staff can inspect the evidence, combine it with other information and decide what action is appropriate.
This changes the inspection model from an occasional snapshot to a stream of observations. It does not remove engineering judgment: the available city examples support decision assistance, defect logging and prioritization, not a claim that every alert is independently verified or that every alert automatically creates a repair order.

How the workflow operates
1. Select routes and vehicles
Departments first identify fleets that cover useful portions of the network. The best vehicle is not necessarily a specialized inspection truck; a waste truck or other operations vehicle may already pass residential streets frequently. Coverage depends on where that fleet actually travels, its schedule and whether the camera has a clear view.
2. Capture road-facing data
Hardware ranges from a dashboard-mounted mobile device to a multi-sensor rig. Alexandria, Virginia, describes options including smartphone-based equipment, camera-plus-LiDAR and camera-plus-radar configurations. LiDAR and radar can add depth or distance information, while a conventional camera supplies visual detail. The choice affects installation, data volume, night and weather performance, and cost.
3. Protect the footage
Privacy controls should be designed into collection and processing. New South Wales says its Asset AI program de-identifies footage before AI analysis. Alexandria says personal identification, building interiors and animals are automatically blurred. San José reports that personally identifiable information was blurred and that some categories were removed because of privacy and capacity concerns. Those are deployment-specific practices, not a single rule that applies to every city.

4. Detect and classify conditions
The model compares each frame or sensor observation with patterns learned from labeled examples. It may classify potholes, cracks, debris, signs, markings or other assets. A result should be treated as a probability or candidate record, with confidence and supporting imagery where the platform provides them. A model trained for potholes should not be assumed to perform equally well on parked vehicles, graffiti or encampments.

5. Create an operational record
Detections are mapped and attached to a digital asset or maintenance record. Staff can compare multiple passes, check the original footage, merge duplicates and prioritize work by severity, location, traffic importance or safety risk. Integration with work-order and asset-management systems determines whether the output is useful beyond a dashboard.
6. Review, improve and scale
Before expansion, cities compare detections with reviewed footage or field inspections, measure missed defects and false alarms, and check whether staff can handle the resulting workload. Alexandria says its pilot evaluates data accuracy, integration with city operational platforms and scalability. San José evaluated technology availability, performance, compatibility with city processes and public input.
What cities can monitor
- Pavement: potholes, cracks and other visible surface deterioration.
- Road assets: signs, pavement markings and related transportation infrastructure.
- Obstructions and street conditions: debris and, in some pilots, blocked bike lanes or parking-related conditions.
- Vehicles and curb activity: specialized categories such as recreational vehicles, lived-in vehicles or 72-hour parking, which may require tracking objects across time rather than recognizing one image.
Detection quality varies by category. A program that performs well on a large pothole may struggle with a partially hidden crack, a vehicle that moves slightly between frames or a condition that is rare in the training data.

Examples from current city and state programs
| Location and program | Approach | Published result or capability | Important qualification |
|---|---|---|---|
| Alexandria, Virginia, SmartScan | USDOT SMART Grant Stage 1 collaboration with Virginia Tech Transportation Institute; city or partner vehicles using smartphone, camera-plus-LiDAR or camera-plus-radar approaches. | Collects roadway-condition data for a continuously updated infrastructure inventory; project launched in August 2025 with installation and testing milestones described for 2026. | The pilot is evaluating accuracy, integration and scalability. The vehicle is driven by a licensed city employee and is not autonomous. |
| New South Wales, Australia, Asset AI | Sensors, cameras or both fitted to council vehicles; footage is de-identified before AI analysis. | Digital NSW presents a road-condition update every 24 hours; most participating councils cover their entire network every two weeks. | These are platform capabilities and participating-network figures. Previously, roads were scanned every one to five years. A 10% efficiency gain is a target defined as reducing the maintenance backlog after 12 months, not a measured result. |
| San José, California, Road Safety Conditions Pilot | City-vehicle camera pilot running from December 2023 through July 2024, with footage collected primarily in District 10 and four vendors assessed. | 97% true positive rate for potholes; 88% accuracy for trash and debris; 70% for recreational-vehicle detection; 12.5% for lived-in-vehicle detection. | These are task-specific pilot results, not a general benchmark. 72-hour parking detection was unreliable because the model could not track vehicles that moved slightly. Graffiti and encampment detection were removed because of capacity and privacy concerns. |
| Markham, Ontario | Mobile devices mounted on operations-vehicle dashboards collected pavement information. | Built-in cameras supplied crack and pothole observations for staff reports. | A phone mount is only a capture accessory; it does not itself provide AI analysis, data management or maintenance-system integration. |
| Memphis, Tennessee | AI-enabled cameras on city vehicles as part of a broader data-powered pothole effort. | Google’s case study reports 75% more potholes identified than manual processes and describes 32,000 hours of city employee time per year as the task’s typical annual requirement. | Google attributes the increase to the effort together with other data-powered methods, not to cameras alone. The figures come from a vendor-published, undated case study. |
| San Antonio, Texas | Sensors retrofitted to a solid-waste truck. | The project documented the practical challenge of collecting road data for algorithm development. | There were not enough potholes to build robust AI algorithms, showing how local defect volume can limit training and evaluation. |
How accurate are AI pothole detectors?
There is no single city-to-city accuracy number. Results depend on the target condition, camera angle, lighting, weather, road material, route coverage, labeling quality and the definition of a correct detection. San José’s 97% pothole true-positive rate is meaningful for that pilot and task, but it cannot be used as a guarantee for another jurisdiction or for cracks, parking or vehicle categories.

Metrics also need precise names. A true-positive rate answers how many real potholes were detected; it does not say how many alerts were false. Overall accuracy can look high when a condition is rare, while a city may still receive too many false alarms to act on. Procurement teams should request confusion matrices or, at minimum, counts of detections, missed defects and false positives by condition and road type.
The San José results show why category-level testing matters. Trash and debris reached 88% accuracy, recreational-vehicle detection 70%, and lived-in-vehicle detection only 12.5%. The 72-hour parking model was unreliable because slight vehicle movement defeated tracking. A city should therefore pilot the exact decisions it intends to make rather than accepting a vendor’s strongest headline metric.
Why observation frequency matters
Repeated passes can expose a newly formed pothole sooner and show whether a defect is growing. Digital NSW describes a 24-hour road-condition update capability and says most participating councils cover their full network every two weeks, compared with scans every one to five years previously. Faster updates can help maintenance teams triage urgent conditions, but only where vehicles actually traverse the roads and the platform processes data on that schedule.
Frequency is not the same as completeness. A bus route may miss an alley, a waste truck may skip a road on a changed collection day, and rain or glare can reduce usable imagery. Cities should publish the participating fleet, geographic coverage, pass rate and periods when data is unavailable.

Privacy, safety and public accountability
Road-facing cameras can incidentally record pedestrians, homes, license plates and private activity. A responsible deployment defines what is captured, when it is blurred, who can access raw footage, how long it is retained and whether data is shared with other agencies. Alexandria’s automatic blurring of identities, building interiors and animals illustrates one approach; San José’s removal of certain categories illustrates another way to reduce risk by limiting scope.
Public input is part of implementation, not an optional afterthought. San José included public input in its evaluation, while Alexandria lists privacy and operational integration among its pilot concerns. Residents should be told the program’s purpose, vehicle markings, retention policy, complaint channel and whether images are used only for infrastructure management.
Safety also includes human oversight. Alexandria explicitly says its SmartScan vehicle is operated by a licensed employee and is not autonomous. Cities should prevent staff from treating an AI alert as an engineering conclusion, traffic citation or automatic enforcement action without the separate legal and technical process those actions require.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteHow a city should evaluate a pilot
- Define decisions first. Specify which conditions will trigger inspection, a work order, a public notice or no action. Avoid collecting categories that staff cannot use.
- Set a representative test area. Include different pavement types, neighborhoods, traffic levels, weather and lighting. San José’s experience in District 10 demonstrates why a geographically narrow pilot should not be generalized.
- Establish ground truth. Have trained reviewers inspect synchronized footage or field locations and record real defects, misses and false alarms.
- Measure each task separately. Report true-positive rate, precision or false-positive rate, and latency for potholes, cracks, debris, signs and any vehicle or parking category.
- Test operational integration. Confirm that locations, images, severity fields and timestamps move into the city’s existing asset, work-order and ticketing systems without duplicate manual entry.
- Audit privacy and retention. Verify blurring, access permissions, deletion schedules, vendor handling and procedures for public records requests.
- Calculate the full burden. Include installation, connectivity, storage, model tuning, staff review, vehicle downtime, field verification and support—not just the camera price.
- Publish a scale decision. State what improved, what failed, which areas were not covered and what conditions must be met before expansion.
Common failure modes and practical fixes
Too few examples of the target defect
San Antonio found that its solid-waste-truck project did not encounter enough potholes to build robust algorithms. The remedy is to collect data across seasons and deliberately include varied examples, or to narrow the initial promise until a reliable dataset exists.

High scores on one task, weak results on another
San José’s spread from 97% pothole true positives to 12.5% lived-in-vehicle accuracy is a warning against one-number marketing. Require task-specific acceptance thresholds and allow a category to remain out of scope.
Tracking and duplicate alerts
Conditions that require observing an object over time, such as 72-hour parking, are harder than single-frame detection. Use stable geospatial identifiers, repeated passes and human review for borderline cases; do not infer duration from one image.
Data that cannot enter maintenance operations
A map full of pins is not a repair program. Require export or API connections to asset and work-order systems, clear ownership of each alert, and a service-level expectation for review.

Vehicle-mounted equipment can be automated in collection and triage while the vehicle remains human-driven and final decisions remain with staff. Describe the actual workflow so residents do not mistake a candidate detection for a confirmed hazard or a guaranteed repair.
What this means for residents and taxpayers
Residents may see potholes reported sooner, fewer road surveys that require dedicated vehicles and more consistent records for maintenance planning. They may also encounter cameras that collect incidental street imagery. The public benefit depends on whether the city publishes coverage and performance, protects personal information and converts detections into funded work.
For taxpayers, the useful comparison is not “AI versus no AI.” It is the total cost and response time of repeated vehicle observations, manual inspection, resident reports and field verification for the city’s particular network. A platform that produces many unreviewed alerts can increase workload; one that integrates cleanly and catches defects between scheduled surveys can reduce backlog. The 10% NSW efficiency figure is a target, so local governments should measure their own backlog and response times rather than assume savings.
Bottom line
AI cameras make ordinary fleet routes useful as recurring road-condition surveys. They can locate candidate potholes and other assets, refresh records more often and help crews prioritize inspections. The strongest evidence is local and task-specific: San José’s pothole result was far better than its lived-in-vehicle result, while San Antonio showed that too little local data can block robust model development. Cities should deploy with clear coverage, privacy, human review, system integration and published evaluation criteria, treating AI as maintenance decision support rather than an infallible inspector.
