Cities can prepare for robotaxis by setting public goals and operating rules, making curb regulations digitally legible, designing safe and accessible pickup and drop-off points, checking physical and digital road infrastructure, and coordinating permits, emergency response, reporting, and enforcement. The right approach depends on local streets and which level of government controls vehicle operations and street use; there is no universal robotaxi curb-design standard.
What should a city decide before changing its streets?
Start with what the street should deliver for residents, businesses, transit, emergency access, and people with disabilities—not with a particular vehicle or curb-management technology. Robotaxi pickup and drop-off is one demand among many, alongside paratransit, freight, buses, bicycle access, walking, parking, and public space.
Austroads’ local-government readiness framework identifies ten preparation areas spanning legal issues, infrastructure, financial effects, and stakeholder engagement, with three levels of preparedness. Toronto’s Automated Vehicles Tactical Plan groups its directions under social equity and health, environmental and economic sustainability, privacy, road safety and security, integrated mobility, and transportation efficiency. The plan described collaboration among 30 city divisions during its 2019–2020 implementation period; that figure is historical, not a current staffing count.

Other bodies may regulate for-hire passenger service. Toronto, for example, describes Ontario as the regulator for public-road AV testing and the city’s role in preparing first responders and law enforcement. New York City’s test program likewise distinguishes state authorization from city permitting and for-hire licensing requirements.

How can cities make curb rules clear and enforceable?
Build an accurate, maintained inventory of curb locations and rules. At a minimum, the record should make it possible to determine where a zone is, what uses it allows, when restrictions apply, and what loading or other conditions govern it. Rules also need a process for recording changes so operators and the public are not relying on stale information.
Alexandria, Virginia, is digitizing curb zones, restrictions, and loading areas using the Curb Data Specification and Open Mobility standards. The city says it intends to share standardized curb information with mobility providers, delivery companies, and autonomous vehicles. This is an example of making local rules shareable, not a requirement that every city adopt the same system.
Technology should follow a defined problem, not substitute for policy or enforcement. Open Mobility Foundation guidance recommends identifying the problem, affected users, and present and future use cases before deciding whether technology is needed. It also points cities to practical readiness questions:

- Does the city have legal authority to deploy and enforce the chosen system?
- Which department owns curb data, updates it, and resolves conflicting records?
- What data will be collected, who can access it, and how will storage, retention, privacy, and ownership be governed?
- Can staff operate, maintain, procure, and update the system as rules and demand change?
Where should robotaxis pick up and drop off passengers?
There is no single location type that fits every street. A city can consider fixed pickup and drop-off zones, flexible curb rules, or digitally managed curb access, then assess each against local conditions and legal authority. A designated space may make a stopping location clearer, but allocating it also affects other users; a flexible approach must still give passengers, drivers, and enforcement staff rules they can understand.
New York City’s 2023 curb action plan describes growing competition from for-hire trips and violations including double parking and unsafe pickups and drop-offs. It proposed dedicated pickup/drop-off zones for for-hire vehicles in high-volume locations and continued work on paratransit loading zones. The city also said parking design standards should reflect Public Rights-of-Way Accessibility Guidelines. Its release cited 550,000 bicycle trips each day in New York City as evidence of wider street-space demands; that is not a robotaxi usage statistic.
For a development site, Singapore’s 2025 pickup and drop-off guide addresses design principles, operations, and infrastructure, including preparation for future vehicle types such as autonomous vehicles. Its scope is development pickup and drop-off points, not a universal standard for city streets. The guide supplements prevailing technical-agency codes and standards, which take precedence.

When evaluating any proposed zone or curb policy, consider the full path a passenger must travel—not only the vehicle stopping point. Check whether people can board and alight without blocking pedestrian or bicycle movement, whether the location works for people with disabilities, and how it connects to transit and paratransit. Also assess effects on bus operations, freight loading, nearby businesses, and emergency access.

What road and digital infrastructure should be reviewed?
Review road conditions and information systems together. Signs, markings, work zones, and other road assets shape how people use a street; digital information can help communicate rules and changing conditions. A city should identify local issues and responsible agencies rather than assume robotaxis require one standard retrofit package.
Austroads’ 2026 report, designed for Australia and New Zealand, sets out 135 design principles across 24 topic areas: 11 physical-infrastructure topics and 13 digital-infrastructure topics. Its coverage includes kerbside management for AV passenger pickup, drop-off, and deliveries, as well as limiting congestion from fleet staging, parking, and idle circulation. The report recognizes that technology maturity and agency readiness differ. Its framework can organize a local review, but it does not establish a universal design specification for every city.

For each corridor or site under consideration, a review can ask:
- Are signs, markings, and curb restrictions consistent and understandable?
- How will temporary work zones or changed street conditions be communicated and handled?
- Where could vehicles wait, stage, park, or circulate while idle, and what congestion or access effects could result?
- Can curb rules and road information be kept current across the systems used by the public, operators, and city staff?
What should permits, reporting, and emergency plans cover?
Set safety and accountability expectations through the authorities that actually govern vehicle testing and passenger service. New York City provides one jurisdiction-specific example: its permit information calls for state DMV authorization, an NYC DOT testing permit, annual fee payment, and data reporting. For-hire AV activity must also meet Taxi and Limousine Commission rules and licensing requirements. New York law, as described on the city’s page, requires a test-vehicle operator to be present and ready to assume control while AV technology is operating. These are New York requirements, not a model law for every jurisdiction.
In a 2024 announcement about its testing requirements, New York City said applicants must provide information on testing experience and capabilities, detailed plans, operator training, safety, compliance with traffic and curb rules, emergency-responder coordination, cybersecurity practices, and regular data reporting, including instances when a human operator takes over. These provisions illustrate the kinds of issues a city and its state partners may need to address; requirements vary by location and program.

Emergency preparation should be coordinated with responders and law enforcement, not left to an operator’s general assurances. Toronto’s plan describes first-responder and law-enforcement engagement and guidance for work-zone and law-enforcement interaction plans within Ontario’s testing context. Its reported implementation details belong to that historical plan period, not a claim about current operating status.
How should a city choose among curb-management approaches?
Compare options against the city’s goals and capacity rather than treating one technology or zone type as inherently best.

Across all three approaches, test safety for passengers, pedestrians, cyclists, and emergency vehicles; access for people with disabilities; effects on buses, freight, businesses, and other curb users; and consistency with goals for equity, mobility, emissions, and street use. Include lifecycle costs and the staff capacity needed to enforce and revise rules. The choice is a local policy decision, not a universal ranking.
