Cement plants reduce fuel cost most reliably by making the kiln stable and thermally efficient before changing fuels. Once heat losses and process swings are controlled, operators can select a blend—coal, petcoke, gas, biomass or prepared waste fuels—by its delivered cost per unit of usable heat and its effect on the kiln, not by purchase price per tonne alone.

Fuel moisture, calorific value, ash, sulphur, chlorine, preparation energy, burner and feeder limits, exhaust-gas capacity, bypass requirements and clinker chemistry determine whether a cheaper fuel actually lowers cost. The correct target is lower cost per tonne of saleable clinker at equal or better throughput, quality and compliance.

Why kiln-fuel savings are a production problem, not just a purchasing exercise

The kiln consumes heat continuously, so a fuel decision changes combustion, gas flow, material chemistry and equipment loading at the same time. A low-priced fuel with high moisture may deliver less net heat and increase consumption. High ash can alter the raw mix and clinker mineralogy. Sulphur or chlorine can cause deposits, trigger a hot-gas bypass or limit the substitution rate. A lower-calorific-value fuel may require more mass flow, stressing feeders, mills, burners and preheater ducts.

For that reason, “alternative fuel rate” is not a sufficient success metric. A plant can raise substitution while losing throughput, increasing electricity use or degrading clinker quality. Savings should be judged on delivered usable heat, total operating cost, tonnes of conforming clinker and the emissions and permit limits that apply at that site.

1. Establish a plant-specific baseline before changing fuel

Use a consistent production period and measurement boundary. Record fuel cost per tonne of clinker and specific thermal energy consumption (STEC), then separate kiln thermal costs from electricity, quarry, grinding and other plant expenses. The baseline should identify the equipment and material conditions that set the kiln’s heat demand.

Data to capture

  • Kiln type and configuration: dry or wet process, preheater stages, precalciner, cooler design and any bypass.
  • Clinker throughput, kiln feed rate, feed moisture and raw-material burnability.
  • Fuel type, delivered price, net calorific value as received, moisture, ash, volatile matter, sulphur and chlorine.
  • Burner, dosing, grinding, storage and conveying capacities, including minimum and maximum stable feed rates.
  • Exhaust-gas temperature and flow, preheater pressure drop, cooler-air temperatures and bypass operation.
  • Clinker free lime, strength-related indicators, kiln stability, emissions and permit constraints.

European Union best-available-techniques guidance makes clear that raw-material properties, fuel properties, kiln configuration and capacity all influence energy demand. Therefore, a benchmark from another plant is a reference, not a guaranteed target for yours.

Calculate usable-heat cost

Compare fuels on delivered cost per unit of net heat, using the measured calorific value at the moisture condition in which the fuel arrives. Include preprocessing, drying, grinding, storage, dosing, quality testing, handling losses and disposal or compliance costs. A simple screening calculation is delivered fuel cost divided by net calorific value; the investment and operating costs of making that fuel feedable must then be added. This avoids the common error of comparing a cheap tonne of wet waste with a more expensive tonne of dry, high-energy fuel.

2. Capture efficiency gains before a major fuel switch

Run the kiln smoothly near its set points

Frequent swings in feed, fuel, oxygen, draft or flame shape force operators to carry safety margins and can increase heat losses. Process-control optimization should keep oxygen, temperature, pressure, feed rate and fuel rate within a narrow, validated operating window. EU BAT guidance identifies stable operation near set points and optimized process control as core energy-reduction measures. Trend alarms and interlocks should be reviewed so that operators correct drift before it becomes a trip or a quality event.

Use accurate gravimetric solid-fuel feeding

Gravimetric feeders measure mass flow rather than relying only on volume or assumed bulk density. That improves the fuel-to-feed ratio when density, particle size or moisture changes. Stable dosing supports a consistent flame and reduces the over-firing that often follows uncertain feed measurement. Feeder calibration, hopper flow and dust control still matter; an accurate instrument cannot compensate for bridging or intermittent flow.

Improve preheating and precalcination where the configuration allows

Multistage preheaters and precalciners recover sensible heat from kiln gases and complete much of the calcination before material reaches the rotary kiln. New plants and major upgrades using dry-process kilns with multistage preheating and precalcination have an EU BAT-associated thermal-energy range of 2,900–3,300 MJ per tonne of clinker (European Commission, 2013). This range applies to that specific equipment scope; it is not a universal operating target for every kiln.

Optimize the cooler and recover excess heat

A well-performing cooler returns hotter combustion air to the kiln and precalciner, reducing the fuel needed to reach flame temperature. Check grate condition, air distribution, clinker bed depth, fans and cooler efficiency. The IFC/World Bank best-practice report notes that cooler optimization can reduce fuel demand while improving recovered-air temperature; quality and emissions performance may also benefit. Heat recovery from kiln or cooler exhaust can supply other plant duties where a practical heat sink exists, but fans, ducts, fouling and maintenance must be included in the business case.

Control bypass losses

A bypass removes a portion of hot kiln gas to control volatile compounds such as chlorine and sulphur. It may be necessary for stable operation, but every unit of hot gas discharged increases specific energy consumption. Measure bypass flow and temperature, quantify its heat loss and investigate raw-material or fuel-chemistry changes before assuming that higher substitution is economical.

3. Select a fuel blend by heat, chemistry and equipment fit

Conventional fuels such as coal, natural gas and petcoke can be compared with biomass, refuse-derived fuel and other prepared wastes, but the blend must satisfy the kiln’s operating envelope. The table below shows the principal checks.

Factor Why it changes cost or production What to verify
Net calorific value Lower energy per kilogram requires higher mass feed and may limit burner or feeder capacity. Laboratory value as received, variability and minimum guaranteed value.
Moisture Water must be evaporated, lowering net heat and potentially raising fuel demand. Seasonal range, drying energy and storage protection.
Ash Ash enters clinker and can change raw-mix balance, mineralogy, dust loading and heat demand. Ash quantity, composition, alkalis and compatibility with the raw meal.
Sulphur Can create internal cycles and build-ups; excess may require bypass or limit the blend. Sulphur in fuel and raw materials, deposit history and bypass capacity.
Chlorine and other volatiles May increase preheater deposits and gas-cleaning or bypass requirements. Input variability, permit limits and gas-system capacity.
Volatile matter and combustion behavior Affects ignition, flame length, burnout and carbon monoxide risk. Particle size, residence time, burner design and combustion tests.
Preparation and logistics Shredding, drying, grinding, storage and dosing add capital, electricity and labor. Full delivered cost, reliability of supply and safe handling requirements.

Holtec Consulting specifically cautions that high moisture lowers net calorific value and can increase fuel consumption even when the fuel is inexpensive per tonne. Its 2024 illustration at 10%, 15% and 20% thermal-substitution rates reports plant-specific fuel costs; those points should not be treated as a universal cost curve.

4. Increase alternative-fuel use without sacrificing throughput

Check gas-handling capacity

Many alternative fuels have lower calorific value and higher moisture than fossil fuels. Supplying the same heat can therefore increase mass flow and exhaust-gas volume. Higher gas flow raises preheater pressure drop and can push fans, ducts, cyclones, filters or the induced-draft system toward their limits. Monitor draft, pressure drop, oxygen, carbon monoxide, gas temperature and fan loading during every controlled increase.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Match the fuel to the firing location

Coarse or slowly burning material may be unsuitable for the main burner but workable at the precalciner, where residence time and temperature differ. Fine, consistent fuel may be needed at the main flame for stable ignition. Burner swirl, momentum, primary-air rate, flame shape and safe-feed interlocks must be assessed before changing the point of injection.

Protect clinker chemistry

Fuel ash becomes part of the kiln system. Changes in silica, alumina, iron, alkalis or sulphur can alter the raw mix and clinker phases. Track free lime, liter weight, mineralogical indicators, cement strength and setting behavior while the blend is changed. A fuel trial is successful only when the resulting clinker remains within the plant’s specification and downstream cement performance is verified.

Qualify emissions and permits

Alternative fuels can change nitrogen oxides, carbon monoxide, total organic carbon, dust, acid gases and trace-element behavior. The U.S. Department of Energy-funded technical work examined effects on clinker and cement, emissions, trace elements, kiln operation and concrete, supporting a qualification approach rather than an assumption that all waste fuels behave alike. Confirm monitoring frequency, sampling methods and permit conditions before routine use.

Use a controlled ramp-up

  1. Characterize representative fuel lots, including moisture, calorific value, ash, sulphur, chlorine and particle-size distribution.
  2. Run a stable baseline at the existing blend and record throughput, heat consumption, gas flow, quality and emissions.
  3. Increase one fuel component in small, documented steps while holding feed and operating targets constant where possible.
  4. Stop or step back if combustion becomes unstable, preheater pressure rises, deposits form, emissions exceed limits or clinker indicators drift.
  5. Confirm repeatability across multiple deliveries and operating conditions before treating the new blend as routine.

5. Evaluate oxygen enrichment as a site-specific capital option

Oxygen injection can raise the oxygen concentration in combustion air, support burnout of difficult fuels and sometimes relieve a gas-volume constraint. It is not free heat: oxygen production and injection consume electricity, and equipment, controls, safety systems and maintenance require capital.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An IFC/World Bank report describes one plant-specific case in which oxygen optimization allowed alternative fuel to rise from 66% to 75% of heat input, while production reached 105% of the baseline. The same case identified sulfur supply, chlorine-bypass capacity and feeder or control limitations as constraints. It demonstrates what was achieved at that installation, not a sector-wide expected result.

Reported figure Scope and qualification
100–200 MJ/t clinker thermal-energy reduction Range reported for oxygen-enrichment applications in the 2017 IFC/World Bank report; site performance varies.
10–35 kWh/t clinker additional electricity Electricity penalty reported in the same technical assessment and required in the economic calculation.
66% to 75% alternative-fuel heat share; 105% of baseline output One optimized plant case, not a guaranteed substitution or production rate.

Build the business case from local electricity and fuel prices, oxygen-system capital cost, maintenance, available power, bypass and fan capacity, and the value of additional clinker. If the oxygen penalty costs more than the avoided fuel and the process benefit, enrichment will not reduce total cost.

6. Use benchmarks without turning them into promises

The International Energy Agency’s 2023 cement pathway reports kiln thermal energy intensity of 3.6 GJ per tonne of clinker in 2022 and a 3.4 GJ/t milestone for 2030. It also reports low-emissions fuels at 5% of cement thermal energy use in 2022 and 30% in 2030. These are pathway values, not guaranteed performance levels for an individual plant.

Measure What it tells management What it does not tell management
Fuel cost per tonne of clinker Whether total fuel spending is falling after production is normalized. Whether the change is sustainable or caused by a temporary fuel price.
Specific thermal energy, MJ/t clinker Whether kiln heat efficiency is improving. Whether clinker quality or emissions remain acceptable.
Alternative-fuel heat share How much fossil heat is displaced. Whether the blend is cheapest or supports maximum throughput.
Clinker tonnes per operating hour Whether production capacity is being preserved. Whether extra electricity, maintenance or bypass costs offset the gain.
Quality and emissions results Whether the product and permit envelope is protected. Whether the fuel supply will remain reliable.

7. A practical decision sequence for management

  1. Stabilize: fix control, feeding, cooler and preheater problems that create avoidable heat loss.
  2. Measure: establish a consistent baseline for heat, cost, throughput, quality, emissions and bypass.
  3. Screen: rank available fuels by delivered usable-heat cost and variability, not purchase price alone.
  4. Check fit: confirm burner, feeder, storage, gas-handling, bypass, power and permit capacity.
  5. Trial: introduce the blend under controlled conditions with predefined stop criteria.
  6. Validate: require repeatable clinker quality, emissions compliance and production results across representative fuel lots.
  7. Invest selectively: approve drying, preprocessing, feeder upgrades, controls or oxygen enrichment only when the site-specific total-cost case is positive.

Common failure modes and corrective actions

  • Buying by tonne price: Recalculate using net calorific value as received and all preparation and handling costs.
  • Chasing a substitution percentage: Replace the percentage target with cost per tonne of conforming clinker, throughput and emissions limits.
  • Ignoring moisture variability: Add covered storage, sampling and drying capability where seasonal moisture changes destabilize heat input.
  • Overlooking ash chemistry: Rebalance the raw mix and monitor clinker phases before increasing a high-ash fuel.
  • Exceeding gas-system capacity: Check fan margin, preheater pressure drop and filter loading before raising mass feed.
  • Assuming a case study transfers directly: Treat reported oxygen-enrichment and substitution results as plant-specific evidence and repeat the engineering assessment for your kiln.
  • Counting fuel savings but not electricity: Include grinding, shredding, drying, oxygen generation, conveying and additional fan power in the total.

Bottom line

The dependable route to lower cement-kiln fuel cost is sequential: stabilize the process, remove avoidable thermal losses, compare fuels by usable heat and chemistry, then increase alternative fuels only within the burner, gas-handling, bypass, quality and permit limits of the specific kiln. Oxygen enrichment and other capital measures can expand the operating envelope in selected plants, but their electricity and investment costs must be proven locally. Production is protected when every fuel change is judged by total cost per tonne of compliant clinker—not by fuel price or substitution rate alone.
