Carbon trading can support economic growth when a well-designed emissions market makes low-carbon investment more attractive, encourages efficiency and innovation, and channels public revenue into development priorities. Those outcomes are possible, not automatic: global coverage and revenue figures show the scale of carbon pricing, but do not prove that carbon trading itself caused GDP growth.

What carbon trading means

Carbon trading most often refers to an emissions trading system (ETS), also called cap and trade. A regulator sets a limit on total emissions from covered sectors and issues or distributes allowances under the system’s rules. Covered entities must hold enough allowances for their emissions; those that emit less than their allocation can sell surplus allowances to others. Trading establishes a market price, while the cap constrains the total emissions covered by the system. The World Bank explains the cap-and-trade mechanism.

An allowance is not the same as a carbon credit. Allowances are compliance instruments within an ETS and its cap. Carbon credits are issued for reductions or removals under a crediting mechanism and methodology. The World Bank’s Carbon Pricing Dashboard tracks ETSs, carbon taxes, and crediting mechanisms as distinct categories.

How an ETS differs from a carbon tax

Both an ETS and a carbon tax are forms of direct carbon pricing, but they set different things directly. An ETS fixes the emissions quantity covered by its cap and lets the market determine the allowance price. A carbon tax directly sets a price on emissions; the resulting quantity of emissions is not pre-defined in the same way. Neither instrument is inherently the better choice everywhere: coverage, price predictability, revenue use, competitiveness measures, and interactions with other policies all matter. The World Bank’s overview explains the basic distinction, while its State and Trends of Carbon Pricing report index provides broader policy context.

Does carbon trading help economic growth?

It can, through several channels, but the effect depends on policy design and what governments and businesses do in response. The World Bank says predictable carbon pricing can shift relative costs and help inform long-term investment decisions; it also says well-designed carbon pricing and markets can encourage efficiency and innovation. These are mechanisms and potential effects, not a guarantee of higher GDP. World Bank’s carbon-pricing overview

Investment incentives

A credible, stable price on emissions makes emitting activities relatively more costly over time. That can improve the investment case for cleaner equipment, processes, and products—especially when businesses can anticipate how the rules will evolve. A short-lived or unpredictable policy signal is less useful for decisions with long payback periods. The investment effect is therefore tied to confidence in the cap, market rules, and policy durability, rather than to the mere existence of trading.

Efficiency and innovation

Trading gives covered entities flexibility to choose where and how to reduce emissions. A company that can cut emissions at lower cost may do so and sell surplus allowances, while another may buy allowances as it adapts. This can encourage cost-effective abatement across the covered system and reward processes that use less energy or emit less. Whether it actually delivers those results depends on the cap’s stringency, market rules, coverage, and enforcement.

Public revenue and development priorities

Governments may raise revenue by auctioning allowances; a carbon tax also raises public revenue. Authorities can direct proceeds toward infrastructure, development, or environmental priorities, but revenue alone does not establish that spending is productive or that growth follows. The economic effect depends on how the funds are allocated and the results of that spending.

What the latest global figures show—and what they do not

The World Bank’s annual figures describe carbon pricing across multiple instruments, not the effect of ETS trading alone. Keep the report years separate: the 2025 report describes 2024 revenue and coverage, while the World Bank’s 2026 release reports 2025 revenue and then-current coverage.

World Bank reporting Coverage and instruments Revenue Price
2025 report, describing 2024 About 28% of global greenhouse-gas emissions covered by carbon pricing; 80 carbon-pricing instruments in operation. More than $100 billion in carbon-pricing revenue in 2024; over half was earmarked for environment, infrastructure, and development projects. Revenue was more than three times higher in real terms than a decade earlier. Not stated in the cited 2025 summary.
2026 release, describing 2025 Just over 29% of global greenhouse-gas emissions covered by direct carbon pricing; 87 carbon-pricing policies globally. More than $107 billion in public-budget revenue in 2025. Nearly $21 per tCO2e average direct carbon price; this is not a local allowance quote.

These figures establish that carbon pricing covers a growing share of emissions and raises substantial public revenue. They aggregate carbon taxes and other pricing instruments alongside ETSs, however, and do not quantify a counterfactual—what economic growth would have been without carbon trading. They cannot establish that trading caused a particular GDP result.

Who may benefit from carbon-pricing revenue?

Potential beneficiaries depend on the government’s choices. Revenue can support infrastructure, development, or environmental programs, and the World Bank’s 2025 report says over half of the more than $100 billion raised across carbon-pricing instruments in 2024 was earmarked for those kinds of projects. That is an allocation figure, not proof that every project produced growth or that the proceeds came from ETSs alone. State and Trends of Carbon Pricing 2025

In 2025, carbon pricing generated more than $107 billion for public budgets globally, according to the World Bank’s 2026 release. That figure covers carbon-pricing instruments in aggregate; it is not an ETS-only revenue total. The release quotes Managing Director and Chief Knowledge Officer Paschal Donohoe saying, “When designed well, they can help to drive efficiency and innovation, while mobilizing resources for development priorities.” This is an attributed statement about carbon pricing and carbon markets, not a measured causal estimate of economic growth. World Bank, 2026

What determines whether carbon trading works well?

  • A meaningful, credible cap: The cap determines the quantity constraint. Its stringency and expected path influence the price signal and the scale of incentives to reduce emissions.
  • Clear coverage and rules: Which sectors and emissions are included, how allowances are allocated or auctioned, and how compliance is monitored shape both effectiveness and cost.
  • Reliable enforcement: Participants need rules that are consistently applied so allowances represent real compliance obligations.
  • Predictability and policy coordination: A durable framework helps businesses plan; overlapping policies and competitiveness concerns can affect how costs and incentives are distributed.
  • Transparent revenue decisions: The case for a development benefit depends on where proceeds go and whether the spending achieves its aims.

There is no universal result across jurisdictions. The World Bank’s report index is a starting point for policy context, and its Carbon Pricing Dashboard provides jurisdiction-level information on ETSs, carbon taxes, and crediting mechanisms.
