UK small businesses can fund research and development through HMRC R&D tax relief, competitive Innovate UK grants, repayable innovation loans, general business finance, or research partnerships and procurement programmes. The right route depends on what the project is trying to achieve, the company’s accounting period and costs, whether a live competition matches the work, and whether the business can take on debt. These routes are not interchangeable: a tax claim is not a grant application, and government-backed lending is not free project funding.
Compare the main ways to fund R&D
Start by distinguishing money that may offset eligible R&D expenditure from money awarded to carry out a particular project, repayable borrowing, and support that provides expertise or access rather than unrestricted cash. A company may need to assess more than one route, but each has its own rules and application process.
| Route | What it provides | Best fit | Key qualification |
|---|---|---|---|
| HMRC R&D tax relief | Corporation-tax relief or a credit for qualifying R&D expenditure, under the rules for the relevant accounting period. | A company carrying out qualifying science or technology R&D and incurring costs that meet the rules. | Eligibility depends on the work, costs, company circumstances, accounting period and filing requirements. Check current HMRC guidance, including claim-notification and additional-information requirements. |
| Innovate UK grants | Competitive project funding through themed or open innovation competitions. | A project that fits the scope, timetable and requirements of a live competition. | Each call sets its own eligible applicants, project costs, co-funding terms and deadline. The GOV.UK Innovate UK profile lists grants from £25,000 to £10 million, but that broad range is not an offer to an individual applicant. |
| Innovate UK innovation loans | Repayable finance for selected innovative projects. | A UK-registered SME with a later-stage project, a route to commercialisation and the ability to repay. | Round 25, which offered loans of £100,000 to £5 million, closed on 4 March 2026. A future round may have different terms and dates. |
| Growth Guarantee Scheme | Government-backed support for participating lenders providing business finance. | An eligible trading business seeking general investment or growth finance. | It is lending support, not an R&D grant. Published guidance states a maximum of up to £2 million per business group and a turnover ceiling of £45 million; other conditions apply. |
| Collaboration and business support | Potential access to research expertise, facilities, knowledge transfer, public-sector challenges or procurement opportunities. | A business that needs capability, a partner, infrastructure or a route to a public-sector customer. | Support may be non-cash or tied to a particular collaboration or opportunity rather than a general project budget. |
These figures describe the named programmes or guidance, not a forecast of what a particular company will receive. Grant calls and loan rounds are time-limited, and a programme-level range does not establish that a suitable competition is currently open.

Before choosing a funding route, write down the technical advance the project seeks and the uncertainty the team must resolve. R&D tax relief is tied to qualifying work seeking an advance in science or technology and to costs that satisfy the rules. A new product idea, commercial ambition or routine development task should not be assumed to qualify merely because it is novel for the business.

Describe the problem in technical terms: what capability or performance the project is trying to achieve, what was uncertain at the outset, and what work the company undertook to address that uncertainty. This helps the company assess its tax position and also makes it easier to judge whether a grant competition genuinely matches the project rather than just its industry label.
HMRC’s guidance says, “Even if your project does not succeed, you may still qualify for relief.” That does not mean every failed project qualifies. The work and costs must still meet the applicable rules; failure to achieve the intended result is not, by itself, proof of eligibility.
Use the accounting period to identify the tax-relief rules
The accounting period is a threshold check, not an administrative detail. HMRC’s guidance distinguishes periods beginning before 1 April 2024 from those beginning on or after that date. For accounting periods starting on or after 1 April 2024, the relevant routes are the merged R&D expenditure credit or, for qualifying loss-making R&D-intensive SMEs, Enhanced R&D Intensive Support (ERIS). Do not apply historic SME relief rules to a new-period claim without checking the current rules.

Identify the start date of the period for which the company is considering a claim, then use HMRC’s current guidance for that period. The company’s financial year-end alone is not enough to select the treatment: the relevant distinction is when the accounting period begins. The company’s status and the nature of the claim also matter, so the scheme name is not a substitute for an eligibility assessment.
HMRC claim requirements can include claim notification and an additional information form. Check the current instructions and required timing for the company’s circumstances before filing; the funding overview does not establish whether a particular company must complete a notification or which costs it can include.
Check whether a live Innovate UK grant fits
Innovate UK grants are awarded through competitions, not as an automatic entitlement for businesses that conduct R&D. Search the Innovation Funding Service for open calls and compare the project against the individual competition page. A broad match to a sector or technology area is not enough if the call’s technical scope, applicant rules or timetable do not fit.

- Search by the project, not only by the company. Use the technical challenge, intended development stage and sector to identify calls that may be relevant.
- Read the full competition terms. Confirm eligible applicants, project scope, eligible costs, co-funding requirements, award terms and closing date on that call’s page.
- Check timing and delivery capacity. Decide whether the business can prepare a credible application and carry out the proposed work within the competition’s schedule.
- Apply only to a genuine fit. A competition’s headline theme or maximum award does not establish that the company, project or planned spending qualifies.
The GOV.UK Innovate UK business-support profile gives a broad grant range of £25,000 to £10 million. Its publication date is not stated on the page described here, and the range is profile-level context rather than a promise about any particular competition. The terms of the live call are the relevant source for an application.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Consider innovation loans only if repayment is realistic
Innovation loans serve a different purpose from grants: the money is repayable. Innovate UK Round 25 described loans of £100,000 to £5 million for UK-registered SMEs undertaking late-stage R&D with commercial potential. It also called for evidence that the business needed public funding and could repay the loan. That round closed on 4 March 2026; it should not be treated as an open source of finance.
For any future round, assess the project’s maturity, commercialisation route and the business’s ability to service and repay borrowing before investing time in an application. Check the current competition notice for its dates, loan terms and eligibility. Round 25 shows the type of later-stage activity that has been targeted in that round, not a guarantee that another round will use the same terms.

Understand what the Growth Guarantee Scheme does
The Growth Guarantee Scheme can support eligible UK-trading businesses through accredited finance providers. The business applies for finance through a participating provider; the scheme is not a government grant paid directly to a company, and it does not make all R&D expenditure eligible for tax relief.
Guidance from the Department for Business, Innovation, Science and Trade in 2026 states a turnover ceiling of £45 million and a maximum of up to £2 million per business group. Other scheme conditions include viability and more than half of turnover coming from trading activity, alongside other eligibility requirements. A business should check the current scheme conditions and the provider’s assessment before relying on this route.

Look for expertise, facilities and procurement opportunities
Cash is not the only useful form of R&D support. The government’s business-support guide identifies Knowledge Transfer Partnerships, Catapult centres and the Small Business Research Initiative (SBRI) as routes that can connect companies with knowledge, facilities, collaboration or public-sector challenges. Their value depends on what the business needs: research capability, access to infrastructure, a partner or an opportunity to develop a solution for a public-sector buyer.
These routes should not be described as unrestricted grants. A partnership may provide knowledge transfer or expertise; a centre may provide facilities or collaboration; a procurement competition may be tied to a defined public-sector challenge and its own terms. Check the current programme details and the specific opportunity to establish whether it provides cash, in-kind support, a paid contract or another form of benefit.
A practical sequence for choosing and preparing a route
- Write a short technical description. State the advance sought, the uncertainty, and the work planned to resolve it. Separate technical R&D from routine business activity and commercial objectives.
- Identify the accounting period. Record its start date and determine whether it begins before or on/after 1 April 2024. Use HMRC’s current guidance for the applicable period rather than relying on historic scheme summaries.
- Map project spending and other support. Keep a record of costs being considered and identify grants, subsidies or other funding connected with the work. The rules for individual costs and interactions with other support require checking against current HMRC requirements and the specific funding terms; do not assume all project spending is eligible.
- Search for a competition with matching terms. Use the Innovation Funding Service, then test the project against the individual call’s scope, applicant criteria, budget rules, co-funding and deadline.
- Assess debt separately. Consider a loan or scheme-backed finance only after weighing repayment capacity and the business’s broader financial position against the project’s likely timetable and commercial path.
- Check non-cash routes. If the main gap is specialist knowledge, facilities or access to a public-sector challenge, examine the current KTP, Catapult or SBRI opportunity rather than assuming a cash award is the only option.
- Prepare records before making a tax claim. Keep project information, technical explanations and cost evidence organized. Check HMRC’s current claim and filing requirements; where eligibility or cost treatment is uncertain, obtain advice suited to the company’s circumstances.
When advance assurance may help a first-time claimant
HMRC offers a voluntary advance-assurance route for first claims, but it is not open to every company and it is not the claim itself. HMRC’s 18 May 2026 guidance says a qualifying first-time claimant may receive full-claim advance assurance for up to three accounting periods, subject to company and group conditions. A business should check those conditions before applying rather than assume that first-time status alone is enough.
Recommended Free Tools
HMRC says an applicant should be able to explain the technical uncertainties, how the company tried to resolve them and the costs involved. Prepare a clear account of the work and supporting cost records so the company can explain its position. An accountant or R&D tax adviser may help with a claim, but professional advice does not guarantee that the work or expenditure qualifies.
Common mistakes that can lead to a poor funding decision
- Treating all product development as qualifying R&D. The tax test concerns a qualifying advance in science or technology and the applicable costs, not simply whether a product or business idea is new to the company.
- Using an outdated tax summary. The rules depend on the accounting period, and periods beginning on or after 1 April 2024 use the merged credit or, where conditions are met, ERIS.
- Reading a programme range as a likely award. The Innovate UK profile range does not tell a business which live call fits or what an applicant can receive.
- Relying on a closed round. Round 25 ended on 4 March 2026. Verify that a loan competition is currently open and read its own conditions before planning around it.
- Confusing supported borrowing with a grant. Growth Guarantee Scheme finance comes through accredited lenders and remains subject to scheme and lender conditions.
- Assuming a failed project cannot qualify—or that failure proves it can. The outcome alone does not decide eligibility; the work and costs must satisfy HMRC’s rules.
- Submitting a broad or unsupported cost figure. Keep evidence linking spending to the work and check the current cost rules rather than assuming every project cost counts.
- Applying to a competition based on its title alone. Scope, costs, match-funding or co-funding terms and deadlines are set by the specific call.
What to verify before committing time or money
Tax rules, grant calls, loan rounds and scheme terms can change. Before making a decision, check the current HMRC guidance for the relevant accounting period, the live Innovation Funding Service competition page, any current Innovate UK loan round, and the latest Growth Guarantee Scheme conditions and provider information. For partnerships and procurement opportunities, use the current programme or competition terms.
The available national-level information does not establish that a particular grant is open or suitable for an unspecified business. A sound choice requires the company’s project description, accounting-period dates, UK and company circumstances, cost profile, financing needs and ability to meet any award or repayment terms.
