Policymakers should protect people’s ability to live well now while avoiding decisions that leave future generations with fewer opportunities, greater risks or unsustainable public obligations. There is no single score that can settle that balance. A sound approach makes effects across age groups and time visible, tests choices against uncertainty, gives affected people a voice and holds institutions accountable for results.
What does intergenerational fairness require?
Intergenerational justice is broader than dividing a fixed pool of money or resources between young and old. The OECD’s 2024 account, drawing on the United Nations Secretary-General’s 2013 report, describes the central obligation this way: “the pursuit of welfare by the current generation should not diminish the opportunities for a good and decent life for succeeding generations.” That principle does not mean that every decision must favour people who are not yet born. It means policymakers should identify whether present gains are being secured by transferring serious costs, risks or lost opportunities to people with no say in the choice.
Intergenerational equity often refers to fairness in how resources and opportunities are distributed over time. Intergenerational justice also asks how decisions are made and who is responsible for harm. The OECD’s account includes distributive, procedural, restorative and retributive dimensions: who benefits and bears costs, who participates, whether harms are repaired, and whether responsibility for wrongdoing is addressed. These questions apply to public budgets, environmental stewardship, social policy and institutions alike.

A government cannot justify severe deprivation today by gesturing vaguely toward future benefits. But short-term gains also need scrutiny when they depend on accumulating debt, degrading environmental conditions or weakening institutions that later generations will have to rely on.

Future people cannot take part directly in today’s decisions, and no official or forecasting method can represent their preferences perfectly. The practical aim is more modest: make foreseeable long-term effects harder to overlook, disclose the assumptions behind decisions and create ways to revise policy as evidence changes.
Measure well-being, not just economic output
GDP is useful for tracking production and helping assess a country’s fiscal capacity. It is not a complete measure of whether people are doing well or what a society is passing on. It does not, by itself, describe the distribution of income, health, education, security, housing, social connection or environmental quality. A policy can raise output while imposing costs on particular communities or damaging assets that matter to future welfare.
The United Nations’ 2026 Beyond GDP initiative sets out a framework, an indicator dashboard and implementation recommendations for measuring progress beyond GDP. The UN page says GDP does not show what people value; Secretary-General António Guterres described the report as “a major milestone in correcting a longstanding blind spot in measuring progress: The over-reliance on GDP.” A dashboard is useful because different measures reveal different consequences. It should support deliberation rather than pretend that one index can resolve ethical disagreements.
Distribution matters within each generation as well as between them. Report outcomes by age and other relevant groups where the data allow, and distinguish averages from the experience of people facing different circumstances. The OECD cautions that averages can hide large gaps. A narrowing gap is not automatically good news: it may result from a better-off group losing ground rather than a worse-off group improving. Policymakers should therefore show both group outcomes and the overall trend, rather than treating a single average as a verdict.
The OECD’s 2024 *How’s Life?* report identifies warning signs in health, subjective well-being and social connection, and argues that stronger action is needed to maintain current well-being for future generations. Those dimensions complement fiscal and environmental indicators. They can reveal pressures that are missed if success is judged only by current spending, economic growth or a projected budget balance.

A practical method for assessing a policy
Before approving a major policy, investment or programme, officials can use a consistent sequence of questions. The purpose is not to manufacture a definitive numerical answer, but to make the consequences, uncertainties and value judgments reviewable.
1. Define the decision and the people affected
State the policy choice, the alternatives being considered and the status quo against which they will be compared. Identify who is likely to benefit, who may bear costs and when those effects occur. Where relevant, distinguish children, young adults, working-age people and older adults, as well as groups differentiated by income, location or other factors that affect exposure. Do not assume that an age group is internally uniform.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsSet out the welfare dimensions that matter for the decision. A housing programme, for example, may affect affordability, health, access to education or work, public expenditure and land use. A climate adaptation project may affect safety, household costs, local services and ecosystems. The dimensions should follow the policy’s actual effects, not a generic checklist added after the decision has effectively been made.
2. Examine more than one time horizon
Use impact assessment, scenario analysis, horizon scanning and strategic foresight to examine direct and indirect consequences over relevant periods. A policy may deliver benefits quickly while creating maintenance costs later; another may require near-term investment to reduce future exposure. The appropriate horizons depend on the decision. A public building, a pension commitment and a short-term income measure do not have identical lifetimes or consequences.
Separate what is known from what is uncertain. Explain the assumptions behind forecasts and test whether conclusions change under plausible alternatives. Give particular attention to risks that could be difficult or impossible to reverse. The OECD recommends strategic foresight and regulatory impact assessment to anticipate long-term effects and age-based inequalities. The UN’s 2024 Declaration on Future Generations calls for forward-looking impact assessment and anticipatory risk analysis.

3. Make trade-offs and fiscal implications visible
For each alternative, show who gains, who pays, when costs fall due and which effects are uncertain. Assess distributional consequences alongside fiscal sustainability and resilience. This is important for both public investment and social programmes: a policy may be affordable in the current budget while creating future obligations, or may look costly now while reducing exposure to later harm. Explain the relevant time profile rather than presenting a single-year figure as the whole story.
Do not conceal an ethical choice inside a technical discount rate. Discounting converts costs and benefits occurring at different times into comparable present values, but the chosen rate affects how much weight distant effects receive. The OECD identifies the question of how far responsibilities extend and how current interests should be weighted against future interests, while noting methodological and practical challenges. The reviewed sources establish no universally correct ethical discount rate. Where discounting is used, state the rate and its rationale, show sensitivity to alternative assumptions where relevant, and distinguish ethical weighting from empirical forecasts about future conditions.
4. Give affected people a meaningful role
Invite young people and other affected groups into policy design, implementation and evaluation, and pair participation with age-disaggregated evidence. Participation can improve procedural fairness and surface impacts that conventional models miss. It does not remove the need for expert analysis or establish that one participant speaks for an entire generation. Explain how input was gathered, how it affected the options and why some proposals were not adopted.
Youth exclusion is also a material welfare and economic concern. The OECD’s 2020 report estimated that one in ten OECD residents aged 15–24 was not in education, employment or training in 2019, with an economic cost equivalent to 0.9%–1.5% of OECD GDP. These figures refer to that year and population scope; they are not a current 2026 estimate. The report’s evidence base covered 34 OECD member countries, the European Commission, eight selected non-member countries and 81 youth organisations. That describes the report’s comparative scope, not a randomised evaluation of a particular intervention.
5. Assign responsibility and review results
Set out which public bodies are responsible for delivery, what indicators will be published and how progress will be monitored. Publish material assumptions and identify who can scrutinise the analysis independently. A commitment without an owner, a measurement plan or a route for challenge is difficult to test and easy to neglect.

Review implementation against the intended outcomes, not just whether money was spent or a process completed. If new evidence shows that costs, risks or distributional effects differ from the forecast, identify whether the policy should change. Periodic review does not make every commitment reversible: it makes it possible to correct avoidable failures while being transparent about obligations that cannot easily be undone.

Ageing and public budgets
Population ageing increases demand for pensions, health care and social care. Governments need to address how those services will be funded and delivered while also investing in young people and maintaining sustainable public finances. Treating the issue as a simple contest between older and younger people obscures the actual choices: service design, revenue, workforce capacity, prevention, eligibility and the distribution of costs all matter.
A useful assessment would show who is served by a proposed change, how costs and benefits are distributed across age and income groups, and whether the funding path remains credible over time. It would also examine what happens to people who rely on care or income support now, rather than using long-term fiscal goals as a reason to ignore immediate needs. The point is to make competing responsibilities explicit, not to assume that one generation’s welfare must be sacrificed for another’s.
Climate risks and environmental conditions
Environmental decisions can create long-lived effects, including exposure to hazards and damage that may be difficult to reverse. The OECD reported that, on average, one in seven people across OECD countries was exposed to extreme heat in 2023. It also classified water stress as medium-high in half of OECD countries with available data. These figures are specific to the OECD’s stated geography, year and data coverage; they do not describe every country or prove that any single policy caused the exposure.

For a climate-related decision, officials should consider current safety and affordability alongside future risk, identify which communities face the greatest exposure, and test options against uncertainty. Averages can conceal local differences, so national indicators should be supplemented by information relevant to affected places and groups. Where a decision could lock in long-lived infrastructure or irreversible environmental change, explain those consequences and the alternatives before commitment.

Institutions can make long-term commitments more credible
Intergenerational analysis is most useful when it is part of ordinary government decision-making rather than an occasional report. The OECD points to Wales’s Well-being of Future Generations Act (2015) as an example of a formal commitment to integrate intergenerational justice into policymaking and governance. It is an institutional example, not proof by itself that outcomes improved. New Zealand’s Treasury long-term fiscal, investment and wellbeing reporting provides another example of stewardship and reporting tools for examining longer-term and intergenerational outcomes; those mechanisms should not be treated as conclusive evidence of policy success either.
These examples illustrate a governance principle: long-term duties need to be connected to concrete responsibilities. Governments can make that connection by assigning cross-government roles, requiring relevant proposals to disclose long-term and distributional effects, publishing indicators and assumptions, and providing independent oversight. The OECD’s guidance and the UN’s Declaration on Future Generations both support coordinated government action and accountability for commitments. Public reporting allows legislatures, communities and future administrations to check whether promised protections were delivered.
Use evidence to inform the judgment, not replace it
Available indicators can show where benefits and burdens fall, reveal trends and expose uncertainty. They cannot decide how much weight to give a person’s welfare simply because that person lives decades later, nor can they erase conflicts among present-day needs. The sources cited here do not provide a common headline measure that converts current and future welfare into one directly comparable score.
A defensible decision therefore combines a broad well-being dashboard with fiscal analysis, distributional assessment, environmental and resilience considerations, public participation and transparent assumptions. Policymakers should state the value choices they have made, explain the alternatives they rejected and provide a way to check results over time. That approach neither treats the future as an afterthought nor asks people facing urgent needs today to bear costs on behalf of an imagined tomorrow.
