If you could create breakout rooms in Microsoft Teams at work but cannot find the option now, the feature itself probably has not disappeared. Breakout-room control depends on your Teams account, meeting type, role, app, and organization’s meeting policy.

The fastest checks are these: use the Teams desktop app for Windows or macOS, make sure you are the meeting organizer or an appointed breakout-room manager, and confirm that the meeting is a regular Teams meeting rather than a town hall or a private/shared-channel meeting.

Who can create breakout rooms in Teams?

Breakout rooms are not available to every meeting participant. You must be one of the following:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The meeting organizer
  • A co-organizer with the required meeting permissions
  • An invited presenter from the organizer’s organization who has been appointed as a breakout-room manager

Being a presenter by itself is not enough. The organizer must explicitly grant breakout-room management rights.

How the organizer appoints a room manager

The organizer can do this before or during the meeting.

Before the meeting:

  1. Open Calendar in Teams.
  2. Select the meeting and choose View event.
  3. Select More options > Breakout rooms.
  4. Open Rooms settings.
  5. Turn on Assign presenters to manage rooms.
  6. Select Search for presenters.
  7. Choose the presenters who should manage rooms, then select Save.

During the meeting:

  1. Select Rooms in the meeting controls.
  2. Select Rooms settings.
  3. Turn on Assign presenters to manage rooms.
  4. Select the eligible presenters and choose Save.

Teams allows up to 10 breakout-room managers. The person must be an invited presenter from the organizer’s organization. Promoting an ordinary attendee to presenter after the meeting begins does not necessarily make that person eligible for room-management privileges.

How to create breakout rooms before a Teams meeting

Pre-creating rooms is useful when you want to name rooms or assign people in advance. The meeting must already be scheduled and invitations must have been sent. The organizer is the only person who can pre-create rooms and pre-assign participants.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Calendar in Teams.
  2. Select the meeting.
  3. Choose View event.
  4. Select More options > Breakout rooms.
  5. Choose Create rooms.
  6. Set the number of rooms, up to 50.
  7. Select Add rooms.
  8. Choose Assign participants.
  9. Select an assignment method.
  10. Choose Next, then Save.

The Breakout rooms menu may not appear while you are still composing the meeting invitation. Send the invitations first, then reopen the calendar event.

Pre-created rooms expire if they are not opened within 60 days. Once they expire, they cannot be recovered; you must create them again.

How to create breakout rooms during a meeting

Use the Teams desktop app for Windows or macOS. Microsoft currently labels the in-meeting control Rooms, even though the pre-meeting menu is called Breakout rooms.

  1. Join the meeting in the Teams desktop app.
  2. In the meeting controls, select Rooms.
  3. Choose the number of rooms, up to 50.
  4. Choose how participants should be assigned.
  5. Select Create rooms.

Depending on the meeting experience and account, Teams may offer automatic assignment, manual assignment, random assignment using Shuffle, or an option that lets participants choose their own rooms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose automatic assignment while creating the rooms if you want Teams to distribute the current participants. If you create empty rooms first and assign people later, automatic assignment is not available at that later stage; you will need to assign people manually or use shuffle.

Open one room

  1. Select Rooms.
  2. Hover over the room.
  3. Select More options > Open.

Close every room

  1. Select Rooms.
  2. Select Close rooms.

Participants normally return to the main meeting when a room closes. If closing all rooms produces an error, open the room list and close the affected rooms individually using More options > Close room.

Useful room-management controls

Task Teams path
Add a room Rooms > Add room
Rename a room Hover over the room > More options > Rename
Delete one room Close the room first, then choose More options > Delete
Delete all rooms Rooms > Remove rooms
Send a message to every room Rooms > Make an announcement

An announcement appears in each room’s chat and is marked IMPORTANT. Deleting breakout rooms can affect attendance reporting because deleted rooms are not included in attendance details.

Set a time limit for the rooms

  1. Select Rooms.
  2. Choose Rooms settings.
  3. Turn on Set a time limit.
  4. Choose the duration from the dropdown menus.

What devices can use breakout rooms?

The person creating or managing rooms must use the Teams desktop app for Windows or macOS. Participants can generally join rooms from a wider range of clients:

Client Can join a room? Can manage rooms?
Teams desktop for Windows or macOS Yes Yes, if authorized
Teams on the web Yes No
iPhone, iPad, or Android Yes No
Linux Yes No
PSTN telephone connection May participate with limitations No

Therefore, if you are using Teams in Chrome, Edge, Safari, or a phone app, the missing Rooms button may be expected. Install or open the current Teams desktop application and sign in with the account that owns or manages the meeting.

Why breakout rooms worked at your employer but not now

Your employer likely supplied several things that are different from your current setup:

  1. An organizational Teams account. A personal Teams Free account may not support the same meeting controls or participant movement.
  2. Meeting ownership or permissions. At work, you may have been the organizer, co-organizer, or an appointed manager. In a new meeting, you may simply be an attendee.
  3. The desktop application. Your employer’s computer probably used the Windows or macOS client rather than Teams on the web.
  4. An enabled meeting policy. The company administrator may have allowed breakout rooms for your account.

Breakout rooms do not require Teams Premium for ordinary Teams meetings. Premium licensing is associated with other meeting and event features and is not listed as a prerequisite for standard breakout rooms.

Meeting types that support breakout rooms

Microsoft lists these as supported:

  • Scheduled private Teams meetings
  • Meet Now meetings
  • Scheduled standard-channel meetings
  • Channel Meet Now meetings

They are not currently supported in town halls. Meetings organized in private channels or shared channels are also restricted. If you created the meeting in one of those channel types, schedule a regular Teams meeting instead.

A canceled meeting, or a channel meeting whose organizing thread was deleted, can also lose breakout-room functionality.

Check the 300-participant limit

Breakout rooms support meetings with up to 300 participants. There are two easy-to-miss behaviors:

  • If more than 300 people join, breakout rooms remain disabled even after the attendance count falls below 300.
  • Creating rooms while fewer than 300 people are present can lock the meeting’s capacity at 300.

That capacity restriction can carry into future occurrences until the rooms are closed and deleted. The 50-room limit is separate from the 300-participant limit.

Ask your administrator to check the Teams policy

In a work or school tenant, an administrator controls breakout rooms through the meeting-policy setting AllowBreakoutRooms. Its documented default is $true, but an administrator can disable it in a custom policy assigned to your account or to the meeting organizer.

An administrator can inspect the Global policy with:

Get-CsTeamsMeetingPolicy -Identity Global | Format-List AllowBreakoutRooms

To enable the setting on that policy, an administrator can use:

Set-CsTeamsMeetingPolicy -Identity Global -AllowBreakoutRooms $true

Checking only the Global policy is not sufficient if the organizer has a custom meeting policy. The administrator must check the policy actually assigned to the organizer. Policy changes can take up to 24 hours to take effect.

If a participant does not move into a room

Automatic movement can fail when the participant:

  • Uses Teams Free
  • Joined from an unsupported device or interoperability endpoint
  • Was not in the meeting when rooms were opened
  • Is using an outdated Teams client

Open Rooms, find the participant, select More options, and choose Ask to join. You may also need to assign a late-arriving participant manually after the rooms have already opened.

Quick troubleshooting checklist

  1. Leave the meeting and rejoin through the Teams desktop app for Windows or macOS.
  2. Confirm that you are signed in with the intended work, school, or organizational account.
  3. Check that you are the organizer, co-organizer, or an appointed breakout-room manager.
  4. Confirm that invitations were sent if you are trying to prepare rooms before the meeting.
  5. Check that the meeting is not a town hall, private-channel meeting, or shared-channel meeting.
  6. Check whether the meeting has exceeded 300 participants.
  7. Ask the Microsoft 365 administrator to verify AllowBreakoutRooms on the organizer’s assigned meeting policy.
  8. Update Teams and try again after any policy change has had time to propagate.

In most employer-versus-personal-account cases, the cause is one of three things: the new meeting is not owned by you, you are using the web or mobile client, or the account’s organization has disabled the feature.

FAQ

Can I create Teams breakout rooms from a browser?

No. The organizer or room manager must use the Teams desktop app for Windows or macOS. People joining through the web can participate, but they cannot create or manage rooms.

Why do I not see Breakout rooms in Teams?

You may not be the organizer or an appointed manager, you may be using the web or mobile app, the meeting may be in a private or shared channel, the event may be a town hall, your organization may have disabled breakout rooms, or the meeting may have exceeded 300 participants.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do all participants need the Teams desktop app?

No. Participants can join from the web, mobile apps, Linux, and some telephone connections. Only the person managing the rooms needs the supported desktop app.

Can a presenter manage breakout rooms?

Only if the organizer has explicitly appointed that presenter as a breakout-room manager. An ordinary presenter does not automatically receive room controls.

Do Teams breakout rooms require Teams Premium?

No. Microsoft does not list Teams Premium as a requirement for ordinary Teams breakout rooms.

How many breakout rooms can I create in Teams?

You can create up to 50 breakout rooms, with support for meetings of up to 300 participants. The participant limit can remain restricted if the meeting exceeds 300 attendees.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

To create breakout rooms, schedule a supported regular Teams meeting, use the Windows or macOS desktop app, and be the organizer or an appointed room manager. If this worked at your employer but not with your current account, compare the account, meeting role, client, meeting type, participant count, and the organization’s AllowBreakoutRooms policy in that order.
