Data center developers should plan power as a staged, scenario-based engineering and utility program—not as a single megawatt request. Build a site-level model that separates peak capacity from annual electricity, test credible low, base and high demand cases, and update the model as servers, accelerators, workloads and cooling designs become more certain. In parallel, begin utility and regulator discussions early enough to account for interconnection studies, transmission or distribution upgrades, permitting and cost allocation.

That discipline matters because computing can be deployed faster than grid infrastructure. The International Energy Agency says a data center may become operational in two to three years, while energy infrastructure generally requires longer planning and construction periods. A project that waits for a finalized equipment list before opening an interconnection workstream can discover that its preferred energization date is unattainable.

Put the numbers in geographic and scenario context

National and global outlooks indicate why planning deserves executive attention, but they cannot determine whether a particular campus can be served. The estimates cover different geographies, methods and years, and data-center demand is concentrated in specific regions rather than spread evenly across a country.

Outlook Figure How to use it
United States Lawrence Berkeley National Laboratory’s 2026 update gives a 2030 central estimate of 11.8% of total U.S. electricity use, with a modeled scenario range of 9.5% to 15.3%. Treat this as a national scenario envelope, not a forecast for an individual campus or utility territory.
Global The International Energy Agency’s 2025 base case is around 945 TWh of data-center electricity consumption in 2030. Use it to understand global scale and uncertainty; do not combine it directly with the U.S. percentage.

LBNL’s U.S. estimate is bottom-up. It incorporates planned IT-equipment shipments, device electricity use, cooling simulations, and facility type and location. Those assumptions can change as procurement, utilization and efficiency develop. The model is a useful pattern for documenting assumptions; it is not a substitute for project electrical studies, equipment specifications or a utility’s capacity analysis.

The IEA also emphasizes uncertainty and the difficulty of integrating large, concentrated loads into grids. A developer therefore needs a local answer to three separate questions: how much power the facility may draw at its peak, how much energy it may consume over a year, and when each increment of that demand must be available.

Define the load that the site must actually serve

Separate peak capacity from annual energy

Peak capacity drives service size, transformers, switchgear, feeders, protection settings and the utility’s reliability assessment. Annual energy affects operating cost, fuel or renewable procurement, emissions accounting and some tariff structures. A campus can have a high peak with moderate annual utilization, or a large annual energy requirement with a flatter profile. Modeling one as a proxy for the other creates avoidable errors in both interconnection requests and financial plans.

Build low, base and high demand scenarios

Maintain at least three internally consistent cases. The cases should differ because of plausible changes in deployment or operations, not because someone applies an arbitrary percentage to a total.

Case Typical drivers to test Planning use
Lower-demand case Slower equipment deliveries, lower utilization, more efficient devices, delayed phases or less energy-intensive workloads. Tests whether contracts and fixed costs remain manageable if growth is slower than expected.
Base case Current procurement plan, expected workload mix, best-estimate utilization and the cooling design being engineered. Supports the current budget, schedule and initial utility submission.
Higher-demand case Faster accelerator deployment, higher utilization, additional halls, more demanding cooling or a shift toward power-intensive workloads. Reveals when additional feeders, substations, generation, storage or tariff capacity would be needed.

For each case, produce a time series by commissioning phase rather than one end-state number. Show the expected steady load, maximum coincident demand and ramp rate when a hall comes online. A utility may be able to serve an incremental schedule that it cannot serve as a single immediate block, or it may require upgrades before any phase can be energized.

Use sensitivity testing to identify the assumptions that change the answer most. The IEA’s use of sensitivity cases reflects substantial uncertainty in both data-center growth and efficiency. Re-run the model when an accelerator order changes, a workload contract is signed, a cooling design is revised, or a phase moves by more than the project’s agreed schedule threshold.

Translate the IT plan into an electrical demand model

  1. Inventory equipment by phase. List servers, accelerators, networking, storage and ancillary loads expected in each energized space. Record nameplate information where available and mark estimates that still require vendor confirmation.
  2. Model operating behavior. Convert equipment quantities into expected operating demand using utilization and workload assumptions. Keep a separate maximum-demand case for coincident operation, maintenance states and startup conditions.
  3. Add facility overhead. Represent cooling and other building loads explicitly. LBNL’s methodology uses cooling simulations and facility characteristics because overhead varies with design and location; a generic multiplier can hide a major engineering difference.
  4. Apply redundancy and availability requirements. Show what must be installed for reliability versus what is expected to run simultaneously. Distinguish capacity installed for resilience from normal operating demand.
  5. Map the load to the site schedule. Tie each increment to land, building, equipment delivery, permits and commissioning milestones. The resulting curve should show when the grid must provide capacity, not only when the project expects to be fully built.
  6. Check electrical studies. Use the model as an input to short-circuit, protection, harmonics, power-quality, thermal and stability studies performed by qualified engineers and the utility. Update the model when study results impose operating limits.
  7. Document uncertainty. Preserve the calculation trail so that the utility, lenders, regulators and internal teams can see which changes are factual updates and which are scenario choices.

Open the utility and regulatory workstream early

Ask the serving utility and relevant regulators for a written view of the process, not just a preliminary capacity comment. LBNL describes interconnection as central to identifying required transmission facilities and upgrades and determining how costs are allocated.

Questions to resolve at the first meetings

  • What capacity is currently available at the proposed voltage and substation, and under which operating conditions?
  • Which interconnection studies are required, what inputs must the developer provide, and what are the study milestones?
  • Will transmission, substation, feeder, protection or distribution upgrades be needed?
  • Which party pays for each upgrade, and when are deposits, security or construction payments due?
  • How does the project obtain a queue position, and what events could cause that position or schedule to change?
  • Which tariff, standby, demand, interruptible or innovative-rate options could apply to the proposed load profile?
  • What permits, environmental reviews, fuel approvals or right-of-way actions affect the utility work?
  • What conditions must be met before each phase can be energized, and how are delays communicated?

Put the utility schedule beside the building schedule. If a study or substation has a longer lead time than a building shell, the project should either move that work forward, resequence construction or develop a lawful interim supply plan. Do not treat a nonbinding capacity indication as an interconnection commitment.

Evaluate supply and flexibility options on the same basis

Buying more grid capacity is only one lever. The Department of Energy identifies proactive planning, innovative tariffs, grid optimization, alternative financing, and supply-chain and workforce development as planning strategies. It also points to on-site generation and storage as possible flexibility approaches. None is universally preferred; each must be tested against the site’s reliability, cost, emissions, permitting and delivery constraints.

Option Questions to answer Risks to examine
Utility service and grid upgrades When can firm capacity be delivered, what upgrades are required, and how are costs allocated? Study and construction delays, queue uncertainty, tariff changes and exposure to upgrade costs.
On-site generation Can it provide firm capacity, emergency service, or limited peak support under applicable rules? Fuel availability, emissions, air permits, noise, maintenance, interconnection controls and community acceptance.
Battery or other storage How many hours, cycles and response events are required, and can storage reduce coincident peaks? Duration limits, degradation, fire safety, siting, replacement cost and whether the utility recognizes the capacity.
Operational load flexibility Which workloads can be delayed, shifted geographically or curtailed without violating service agreements? Customer-service commitments, data movement, latency, revenue loss and control-system complexity.
Tariff or financing structure Can a rate, contract or financing arrangement align investment with staged demand? Eligibility, minimum commitments, regulatory approval, credit support and changing market conditions.

Use six decision axes

  1. Firm capacity and reliability: Determine what the site can depend on during normal, contingency and maintenance conditions.
  2. Time to service: Compare the date a solution can be permitted, built, tested and placed in service with each commissioning milestone.
  3. Total delivered cost: Include energy, demand charges, fuel, upgrades, interconnection studies, financing, replacement and decommissioning. Identify who bears each grid-upgrade cost.
  4. Flexibility: Quantify whether the option can ramp, curtail or shift load, and how quickly controls must respond.
  5. Emissions and resource impacts: Assess emissions as well as water and other local resource effects where relevant.
  6. Execution risk: Review permits, fuel and equipment supply chains, skilled labor, operations, cybersecurity and vendor support.

Score alternatives by phase rather than selecting one solution for the entire campus. A temporary flexibility measure may bridge an early phase while a permanent substation is built, but only if reliability, legal authority and operating responsibilities are explicit.

  • Reserve utility study capacity and submit consistent load data before issuing equipment orders that assume a particular service level.
  • Keep transformer, switchgear, generation and storage lead times visible alongside server and accelerator deliveries.
  • Use gated commitments: release the next building or equipment order only when the corresponding power milestone is credible.
  • Plan commissioning tests with the utility, including protection settings, synchronization, transfer schemes, ramp limits and communications.
  • Maintain a contingency path for a delayed feeder, substation or permit; define what load can be postponed and what customers must be notified.

A phased plan also improves financing. Capital can be matched to demonstrated demand, while the utility receives a more credible sequence than a single maximum-load request.

Establish update triggers and governance

Forecasts become unreliable when no one owns the assumptions. Assign a power-program lead who can reconcile the engineering model, utility correspondence, procurement status and commercial commitments.

Recommended review triggers

  • An accelerator, server or cooling vendor changes its power or delivery specification.
  • Expected utilization or workload mix changes materially.
  • A customer contract adds a new service-level or latency requirement.
  • A building phase moves, expands or changes redundancy.
  • The utility changes study results, upgrade scope, tariff terms or energization milestones.
  • Permitting, fuel, workforce or supply-chain conditions threaten an alternative supply option.

At each review, publish the revised peak and annual-energy curves, the scenario that now governs design, the decisions required and the consequences of doing nothing. Retire obsolete assumptions rather than leaving conflicting versions in circulation.

Failure: requesting one end-state megawatt figure

Recovery: Submit a time-phased load curve with peak, annual energy, ramp behavior and commissioning dates. Ask the utility which phase can be served and what upgrades each phase triggers.

Failure: waiting for a final equipment bill of materials

Recovery: Start with ranges and confidence levels, then update as procurement matures. Early uncertainty is manageable; an undisclosed late change is not.

Failure: counting installed backup capacity as ordinary grid capacity

Recovery: Separate emergency, standby and routine operating roles. Confirm fuel, emissions, maintenance, synchronization, permits and the utility’s treatment of any export or parallel operation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Failure: assuming storage automatically solves an interconnection shortfall

Recovery: Test duration, recharge power, cycling, degradation, safety, controls and the specific peak the storage must cover. Verify whether the utility and regulators recognize its contribution.

Failure: ignoring demand flexibility until the grid is constrained

Recovery: Identify shiftable workloads and contractual limits during architecture design, then quantify the response time and customer impact before offering curtailment.

A practical decision checklist

  • Is there a documented site-level model for every commissioning phase?
  • Are peak capacity, annual energy and ramp rate shown separately?
  • Do low, base and high cases use explicit equipment, utilization, efficiency, cooling and schedule assumptions?
  • Has the utility confirmed the interconnection process, study milestones, upgrade scope and cost responsibility?
  • Are regulators, permitting authorities and affected infrastructure owners included in the schedule?
  • Have grid service, on-site generation, storage, tariffs and operational flexibility been compared on reliability, timing, cost, flexibility, environmental and execution criteria?
  • Does every major assumption have an owner, confidence level and update trigger?
  • Are procurement commitments gated to credible power and energization milestones?
  • Is there a documented response if a feeder, substation, permit or equipment delivery slips?

Bottom line for developers

The defensible approach is continuous, site-specific planning. Start with a transparent bottom-up load model, maintain multiple scenarios, and distinguish the power needed at the meter from the energy consumed over a year. Engage the utility and regulators before the equipment plan is final, because interconnection studies and grid construction can outlast a data-center build. Then compare grid expansion, on-site supply, storage, tariffs and flexible operations using the same reliability, schedule, cost, environmental and execution tests. Updating those decisions as compute plans mature gives the project a better chance of reaching each energization milestone without overbuilding or discovering an avoidable grid constraint late.
