Scaling agentic AI takes more than connecting a model to business software. Companies need to redesign workflows around outcomes, decide which actions agents may take, give people clear oversight and escalation responsibilities, and measure whether work is completed well. Without those changes, adding agents to a broken process can produce brittle automation rather than dependable results.

What changes when a business uses agentic AI?

Agentic AI describes systems that can plan tasks, coordinate steps and act across tools or workflows—not just generate an answer for a person to use. The term covers different levels of autonomy: an agent might draft a recommendation for approval, complete routine steps within guardrails, or handle a workflow while escalating selected exceptions. What it can do, and the consequences of an error, depend on the particular workflow.

That makes adoption an operating-model challenge as well as a technology project. Decisions move between people and systems; handoffs change; and someone still needs authority to set permissions, review performance and intervene when an agent reaches a limit. Genpact and HFS argue that workflows should be redesigned end to end, because automating individual steps inside a flawed process can make autonomy fragile.

Why is scaling agents difficult?

A Deloitte study fielded from April to June 2026 surveyed 501 US senior-manager-to-C-suite leaders involved in agentic AI strategy or implementation and interviewed 20 executives and AI and data-science leaders. Participating organizations were already at least piloting agentic solutions, so the findings describe that group—not all businesses. In the survey, 42% said their organization was testing a small number of agents or had a few deployments underway, 43% said deployments were expanding across functions, and 15% reported scaled, orchestrated multi-agent adoption. These are respondents’ reported stages, not audited deployment counts.

Asked about barriers to scaling, 72% cited a lack of unified, accessible data; 70% cited difficulty trusting and governing agents; and 67% cited integration cost and complexity. Deloitte also identified workforce and business processes as the weakest readiness areas. These findings point to a practical sequence: improve the work and its controls while addressing data and integration—not treat deployment volume as the only measure of progress.

The same leaders anticipated substantial change over the following four years: 74% expected nearly half of business processes to be redesigned or rebuilt around agents; 61% expected most processes to be powered by agents running continuously; and 61% expected most agents to be largely autonomous, with people primarily overseeing them. Those figures are expectations from the surveyed US organizations, not evidence that these outcomes will occur.

How should a company redesign a workflow?

Start with a business outcome, not an agent feature. Map how the work reaches that outcome today, including handoffs, approvals, exceptions, data dependencies and the cost of failure. Then decide where agent action is appropriate and where a person must retain judgment or approval.

  1. Choose a bounded workflow. Select work with a clear outcome and enough repeatability to evaluate. Document its inputs, systems, decision points, exception types and current performance.
  2. Separate routine steps from consequential decisions. Identify tasks an agent can perform, actions requiring human approval, and conditions that must stop the workflow or send it to a person. Consider how harmful an incorrect action could be and whether it can be reversed.
  3. Redesign the whole path. Remove unnecessary handoffs and clarify what happens when information is missing, systems disagree or the agent cannot proceed. Do not simply automate one step while leaving the surrounding process ambiguous.
  4. Set access and control boundaries. Specify the data and tools an agent can use, the actions it can take, and the records needed to review what happened. Match its permissions to the workflow’s risk and consequences.
  5. Run an evaluated pilot. Compare completed work with an agreed baseline. Examine errors, exceptions and rework as well as speed; change the workflow or guardrails when results reveal a failure mode.
  6. Expand only when the operating model is ready. Before adding teams or workflows, confirm that ownership, integration, monitoring, escalation coverage and outcome measurement work in practice.

Which deployment model fits the work?

Deployment is not a single jump from manual work to full autonomy. A company can match oversight to the workflow’s repeatability, risk and ability to recover from mistakes. Genpact and HFS distinguish routine human review or approval from supervised autonomy, where an agent operates within defined guardrails and escalates selected exceptions.

Deployment choice How work proceeds Best fit What must be in place
Supervised pilot An agent handles bounded steps, with a person reviewing or approving work at defined points. A new or uncertain workflow, or one where mistakes have meaningful consequences. A clear review standard, an accountable reviewer, a way to capture errors and a baseline for evaluating completed work.
Cross-functional deployment Agents support a process spanning teams or functions, with people responsible for handoffs and exceptions. A repeatable workflow whose dependencies cross organizational boundaries. Shared process ownership, working system integrations, consistent data access and named escalation routes across teams.
Supervised autonomy An agent operates within set limits and sends defined exceptions to people rather than seeking approval for every routine action. Stable, well-understood work where outcomes and exceptions can be monitored and actions are sufficiently controlled. Tested guardrails, appropriate permissions, traceable activity, reliable evaluation and people empowered to intervene.

Before moving a workflow to a less hands-on model, assess six things: how repeatable it is and how often exceptions occur; the impact and reversibility of agent actions; data accessibility and integration effort; the quality of audit records and evaluation; whether decision rights and escalation coverage are clear; and whether complete outcomes can be measured. A workflow that performs well on routine cases but has rare, high-impact exceptions may still need strong human controls.

How should leaders change roles and decision rights?

For every deployed agent, name the person or team accountable for its outcomes. Make authority explicit rather than assuming that users, managers or IT will fill gaps informally. Employees need to know what decisions remain theirs, what work is delegated, when to check an agent’s output and how to raise an exception.

How can companies prepare the workforce?

Training should cover the work people will actually do with agents: setting tasks, judging outputs, monitoring exceptions, using escalation routes and understanding the boundaries of delegated authority. Managers also need to model when to rely on an agent and when to question its work. Give teams a safe way to test workflows and report problems before expanding use.

In a 2025 Boston Consulting Group survey of more than 10,600 workers across 11 countries, 72% reported regular AI use, but only 36% felt adequately trained in AI use. In that same survey, 13% said AI agents were currently integrated broadly into workflows. BCG associated more training and leadership support with adoption; the survey figures do not establish that training alone causes adoption or a particular business result. The broader lesson is to treat workforce preparation as part of the deployment, not as an optional course after the technology is installed.

How should a business evaluate value and ROI?

Measure the full workflow, not just the time an agent spends generating an output. A productivity-only metric can miss whether work was completed correctly, whether a person had to redo it or whether the agent simply moved effort to another team. Choose measures that match the process and compare them with a baseline.

  • Completion and quality: share of workflows completed to the required standard, including error and correction rates.
  • Flow: end-to-end cycle time, backlog and handoff delays.
  • Exceptions and recovery: escalation frequency, time to resolve exceptions, and whether failures are detected before they affect customers or operations.
  • Human effort: review time, rework and changes in employee experience or workload.
  • Business outcome: the customer, operational or financial result the workflow exists to deliver.
  • Cost to operate: relevant integration, oversight, maintenance and infrastructure costs, considered alongside the outcome achieved.

Define how each measure is calculated and which cases count before the pilot starts. Track performance across normal and exception cases, and review it after workflow or guardrail changes. An agent deployment is not proof of ROI: value depends on the outcome achieved after accounting for the human work and operating costs that remain.

What adoption figures do—and do not—show

Adoption estimates from different sources are not directly interchangeable. BCG’s 2025 worker survey covers AI broadly in several measures, while Deloitte’s 2026 survey concerns leaders at US organizations already piloting agentic AI. Salesforce reports a different kind of evidence: its 2026 Agentic Enterprise Index says average activated agents per organization in its analyzed cohort rose from 5 in February 2025 to 13 by April 2026. Inclusion required businesses to have production agents active every month in the period, and the index uses Salesforce product data. It is evidence about that selected product-usage cohort, not a general-market estimate.

Across these sources, survey expectations, employee reports and platform usage each answer different questions. None establishes a guaranteed return, a universal pace of adoption or a single workforce outcome. For an individual business, the useful evidence is whether its own redesigned workflow produces reliable outcomes under clear human and technical controls.
