Businesses build a deforestation-free supply chain through a risk-based due-diligence system: set an accountable policy, map commodities and production sites, collect traceability evidence, assess and mitigate risks with suppliers and affected communities, then verify results continuously. A certificate or supplier declaration can support that system, but neither proves deforestation-free sourcing on its own.
What a deforestation-free supply chain requires
“Deforestation-free” is not a single purchase specification. It is a control system that follows a commodity from production through processing, trading and delivery, while checking both environmental and legal risks. The system must cover direct suppliers and the upstream relationships they rely on, because a company’s buying decisions can influence land-use change several tiers away.
The most reliable approach has five connected parts:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Policy and accountability: senior leaders define the commitment, scope and consequences for non-compliance.
- Supply-chain mapping: the company identifies commodities, suppliers, intermediaries and production locations.
- Risk assessment and traceability: evidence is collected at a level that matches the risk.
- Mitigation and remedy: suppliers receive clear corrective requirements and, where appropriate, support to change practices.
- Monitoring and verification: records, remote observations, audits and stakeholder information are reviewed repeatedly.
These elements should operate as a loop. A new supplier, product, country, grievance or land-use signal should trigger a fresh assessment rather than waiting for an annual review.

1. Set policy, ownership and incentives
Define the commitment
Write a policy that names the commodities and activities covered, the no-deforestation cut-off date used by the business, applicable legality requirements, and the evidence suppliers must provide. Include subsidiaries, agents, traders, processors and contract manufacturers where they influence sourcing. Explain how the policy applies to purchasing decisions, product design, mergers, new markets and supplier renewal.
Assign decision rights
Give a senior executive clear accountability and create a cross-functional working group. Procurement owns commercial implementation; sustainability or environmental teams define risk methods; legal teams interpret market rules; operations and quality teams manage records and corrective actions. Internal audit or an independent reviewer should be able to test whether controls work in practice.
Put expectations into contracts
Supplier contracts should require accurate origin information, access to relevant records, notification of changes in source, cooperation with verification and a time-bound correction process. Consequences should be graduated: additional evidence and training first, suspension or termination when a supplier refuses to correct a serious or repeated breach. Incentives such as longer contracts, technical assistance or preferred status can help responsible producers, particularly smallholders, meet requirements.

2. Map commodities, suppliers and production sites
Start with a complete inventory
List every forest-risk commodity and product in the company’s portfolio, including ingredients, packaging, fuel, private-label goods and materials bought through distributors. Record the product description, commodity, supplier, processor, trader, country of production and the facility or plot where it was produced when available. Map ownership and subcontracting so that a familiar brand name does not conceal an unknown upstream source.
Prioritise the first mapping effort
Do not wait for perfect data across every relationship. Begin with commodities, origins, suppliers and sites where the potential impact or uncertainty is greatest. A high-volume commodity from a region with rapid forest conversion deserves earlier and deeper work than a low-risk source with strong, independently corroborated records. Revisit the map whenever a supplier, formulation, route or production country changes.

Maintain a usable data model
Give each supplier, facility and production area a stable identifier. Store source documents, dates, quantities, ownership links and status in a system that procurement and compliance teams can both access. Preserve historical versions: replacing an old origin record without retaining the previous one makes it impossible to investigate a later allegation.
3. Match traceability depth to risk
Traceability can stop at different points in a chain. The correct level depends on the likelihood and severity of deforestation, the reliability of available information and the potential consequences of getting the decision wrong.
| Traceability level | What it can show | When it may be insufficient |
|---|---|---|
| Supplier or trader | Who sold the material and what records they maintain | When the supplier cannot identify origin, mixes sources or operates in a high-risk area |
| Jurisdiction or region | Land-use context, local controls and broad sourcing patterns | When risk varies sharply between farms or plots |
| Facility or farm | Production location, operator and applicable permits | When a farm aggregates output from multiple plots or lacks reliable boundaries |
| Plot-level | Specific geolocation and evidence that the production area meets the cut-off and legality conditions | When coordinates are inaccurate, outdated or disconnected from the delivered batch |
High-risk circumstances generally call for more granular, potentially farm- or plot-level information. A chain-of-custody model must also be understood: segregated material is kept separate, while mass-balance or controlled-mixing models require different reconciliation and claim checks. Ask whether quantities, dates and locations can be reconciled from production through shipment, not merely whether a supplier can issue a “sustainable” statement.
4. Assess deforestation and legality risk
Evaluate the source context
Assess the commodity and country or subnational region, the pace and pattern of land-use change, tenure conditions, enforcement capacity and the rights of Indigenous Peoples and local communities. Consider whether production could involve conversion after the company’s cut-off date, illegal clearing, disputed land or weak documentation.
Evaluate the business relationship
Review the supplier’s history, ownership, environmental controls, grievance record, subcontractors and ability to trace mixed material. A supplier with a polished policy but no plot records, corrective-action history or independent corroboration should not receive the same risk rating as one with verifiable controls.

Use multiple evidence types
Useful evidence may include land titles or permits, production and shipment records, geolocation data, chain-of-custody documents, credible certification, remote-sensing observations, audit reports and consultations with relevant stakeholders. No single source is conclusive. Check the scope, date, methodology, independence and coverage of each item, and investigate inconsistencies instead of averaging them away.
Crashes, No Sound, or Screen Glitches?

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallRecord a reasoned rating
Document the factors that produced a low, medium or high rating, the information gaps and the decision-maker. A risk rating should determine the next action: accept with routine monitoring, require more evidence, commission an investigation, pause purchasing or exit the relationship. Keep the rationale so a later reviewer can reproduce the decision.
5. Create a risk-management and mitigation plan
When risk is more than negligible, specify prevention and mitigation actions, owners, deadlines and success criteria. Actions might include obtaining plot coordinates, separating compliant material, changing a processor, improving supplier controls, conducting an on-site investigation or suspending a source until evidence is complete.
Work with suppliers rather than relying only on penalties
Many producers, especially smallholders, lack geospatial tools, legal expertise or funds for audits. Training, shared data collection, translation, practical templates and financial or purchasing incentives can improve outcomes. Assistance must not become an excuse to keep buying material while serious risk remains unresolved; define the evidence required before normal purchasing resumes.
Address impacts beyond one contract
Engage affected communities, Indigenous Peoples, civil-society organisations and local authorities where relevant. Landscape-level programmes can address roads, fire, insecure tenure or illegal networks that a single buyer cannot solve. Consultation should be safe, accessible and documented, with a channel for complaints and a process for remedy when harm is substantiated.

6. Verify claims and monitor continuously
Triangulate the evidence
Verification depth should follow the risk rating. Compare supplier declarations with purchase and shipment records, geolocation data, remote-sensing information, independent audits, site investigations and stakeholder testimony. An audit is a sample at a point in time, not proof that all future deliveries are compliant. Remote sensing can flag change but normally needs ground or documentary investigation to establish what happened and who is responsible.
Define monitoring triggers
Set alerts for new suppliers, changed coordinates, unusual volume increases, missing documents, complaints, fires or observed forest loss. Reassess after a regulatory change, merger, product reformulation or change in the chain-of-custody model. Track whether corrective actions close on time and whether the same issue recurs.
Report what the system did
Public or customer reporting should explain the policy scope, commodities covered, risk methodology, progress, unresolved limitations and remediation outcomes. Avoid presenting a percentage of certified volume as a deforestation-free result unless the certification’s scope and controls actually support that conclusion.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the EU Deforestation Regulation changes
Businesses selling into the European Union or exporting from it must separately check the current European Commission legal text and guidance. The EU Deforestation Regulation (EUDR) is product- and role-specific; whether an organisation is an operator or another supply-chain actor depends on what it does with a product in scope.
The Commission’s explainer says due diligence covers relevant products first placed on the EU market or exported from it. The operator collects information such as the product and quantity, supplier, country of production, evidence of legal production and geolocation of the production plot. The explainer describes a deforestation cut-off after 31 December 2020 and, for harvested wood, a forest-degradation condition. Product codes and legal roles determine whether a particular item is covered, so a company should not infer coverage from a commodity name alone.

The consequence of missing information is explicit in the Commission’s guidance: “If the operator cannot collect the required information, it must not place the relevant product on the EU market or export it.” Confirm current implementation dates, FAQs, country-risk classifications, product codes and role-specific obligations before making a compliance claim or setting a contractual deadline.
How to choose traceability and monitoring systems
Software, mapping services and deforestation-risk data can make a programme manageable, but using a tool does not itself establish legal compliance or certify a supplier. Compare systems against the needs of the risk model:
- Granularity: can the system move from supplier or jurisdiction records to farm and plot coordinates?
- Chain of custody: does it support segregated, mass-balance or other relevant models and reconcile quantities?
- Data provenance: are coverage, collection date, update frequency, methodology and independent corroboration visible?
- Detection and remedy: does it identify likely conversion and support investigation, corrective action and grievance handling rather than only generate a badge?
- Interoperability: can records be exported or connected to procurement, supplier and regulatory files?
- Accessibility: can small suppliers enter accurate data without excessive cost, bandwidth or technical expertise?
Run a controlled pilot with representative suppliers and known difficult cases. Test how the system handles missing coordinates, mixed lots, changed ownership, conflicting documents and a real alert. Keep the underlying evidence in a format that remains usable if the vendor or platform changes.

- First 30 days: appoint an executive owner, approve the policy scope, inventory commodities and identify EU-facing products and responsible legal roles.
- Days 31–90: map direct suppliers, processors, traders and known production sites; create a risk-screening method and data dictionary; issue supplier requirements.
- Months 4–6: collect origin and geolocation evidence for priority sources, investigate gaps, classify risks and approve mitigation plans with deadlines.
- Months 7–12: verify high-risk sources through independent checks, stakeholder engagement or site investigation; train procurement and suppliers; integrate records with purchasing controls.
- Every cycle thereafter: monitor alerts and grievances, test controls, close or escalate corrective actions, update maps and report results.
Useful performance indicators include the share of priority suppliers mapped to production level, the proportion of high-risk volume with independently corroborated evidence, time to resolve a critical gap, repeat findings, grievance outcomes and the percentage of purchasing decisions that followed the documented risk process.
Quick Recap
Common failure modes and corrections
- Stopping at the first-tier supplier: require upstream origin, processor and trader information for higher-risk materials.
- Treating a certificate as conclusive: check its commodity, geography, time period, chain-of-custody model and audit quality against the actual claim.
- Applying identical checks everywhere: use a documented risk-tier system so scarce investigative resources target the greatest potential harm.
- Accepting unverifiable coordinates: validate that boundaries are plausible, current and connected to the delivered quantity.
- Buying while a serious gap remains: define a stop-or-escalate threshold and record who authorised any exception.
- Ignoring local rights and complaints: provide accessible channels, investigate allegations and include affected stakeholders in remedy decisions.
- Building a one-time project: assign recurring monitoring, change triggers and internal testing so controls evolve with the supply chain.
