Airlines should judge automated passenger recovery by the complete passenger outcome, not by how many rebooking commands a system generated or how quickly it cleared a queue. A working program moves an eligible traveler from disruption detection to a viable offer, correct reservation and ticketing, required departure-control and baggage handling, clear notification, and a completed journey with minimal additional delay.

Use a scorecard covering five linked results: elapsed time, recovery completion, journey impact, operational and financial effects, and passenger experience. Compare those results with a documented baseline across comparable disruption events, and publish the numerator, denominator, time window, and passenger segment for every rate. A fast result can still be a failure if passengers receive invalid options, wait for an agent, miss a connection, or incur avoidable care costs.

Define what “working” means before measuring it

Automated recovery is an end-to-end workflow. The system may search schedules and inventory, but the passenger is not recovered until the selected itinerary is booked correctly and the rest of the journey can operate. A usable measurement definition should include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • A disruption is detected and the affected passenger is identified.
  • At least one option meets the airline’s rules for timing, connections, cabin, ticket conditions, accessibility needs, and available inventory.
  • The passenger can accept the option through the intended channel.
  • Reservation, ticket, payment or refund records, and any required departure-control-system (DCS) records are synchronized.
  • Baggage routing, airport handling, partner-airline handoffs, and notifications are completed where applicable.
  • The passenger actually travels on the recovered itinerary or receives a documented final resolution.

This definition prevents a common reporting error: counting an automatically generated offer as a recovered passenger. A generated offer is an intermediate event; a completed, correctly ticketed journey is the outcome.

The scorecard: seven dimensions to track

Use one scorecard with event-level, passenger-level, and journey-level records. Define eligibility and accounting boundaries locally; the measures below are a practical starting point.

Dimension Measures to define What the result tells you
Speed Minutes from disruption detection to first viable itinerary, passenger notification, accepted booking, and final recovered itinerary Shows where passengers wait and where the workflow stalls
Recovery completion Eligible, offered, accepted, ticketed, confirmed, completed, abandoned, and requiring manual intervention Separates an automated action from a successful passenger outcome
Journey impact Arrival delay versus the original plan, missed connections, overnight stays, itinerary changes, and baggage exceptions Tests whether recovery reduced disruption rather than merely removing work from a queue
Operations Contact-center contacts and handling time, airport-agent workload, exception volume, schedule integrity, and crew-connection effects Shows how automation changes the wider operation
Economics Re-accommodation, hotel and care costs, revenue and seat-capacity effects, refunds, and cost per completed recovery Exposes cases where a fast solution is financially unsustainable
Passenger experience Clarity, suitability, ease of acceptance, satisfaction, complaints, opt-outs, and agent-request rate Checks whether passengers could understand and use the solution
Equity and resilience All of the above by route, cabin, disruption severity, itinerary complexity, accessibility or other relevant needs Reveals poor outcomes hidden by an aggregate average

Keep both a rate and a count. For example, report “12,400 of 18,000 eligible passengers received a viable option (68.9%)” rather than “68.9% recovered.” State whether the denominator excludes passengers who could not be contacted, had already reached an agent, or were traveling on partner inventory.

Capture a timestamped recovery funnel

Every affected passenger should have immutable timestamps for the following milestones. Store the source system and time zone with each event so that delays across airports and partners are not misread.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Disruption detected: the first reliable schedule, aircraft, crew, or airport event that makes the original itinerary untenable.
  2. First viable option found: the earliest itinerary that satisfies the airline’s policy and inventory rules. Record why alternatives were rejected.
  3. Passenger notified: the first successfully delivered message, not merely the time a message was queued. Preserve channel, delivery status, and language.
  4. Offer accepted: the passenger’s explicit selection, including whether acceptance occurred through self-service, an airport agent, or a contact center.
  5. Booking and ticket confirmed: reservation, ticket, payment or refund, and DCS updates have succeeded. A pending record is not a completed recovery.
  6. Final itinerary completed: the passenger reaches the destination or receives a documented final disposition such as a refund or care-and-transport resolution.

Report median and upper-tail elapsed times, such as the 90th or 95th percentile, alongside averages. The average can look healthy while a smaller group waits hours for inventory, a partner confirmation, or a failed notification retry.

Useful funnel calculations include:

  • offer rate = passengers with at least one viable option ÷ eligible disrupted passengers
  • acceptance rate = passengers accepting an option ÷ passengers offered an option
  • successful completion rate = passengers completing the recovered itinerary ÷ eligible disrupted passengers
  • automation containment = completed recoveries without agent intervention ÷ completed recoveries
  • notification delivery rate = passengers with confirmed delivery ÷ passengers selected for notification

Publish the counts behind each percentage. A high acceptance rate among a small, easy-to-reach group does not establish that the whole disruption population was served.

Measure the passenger’s actual journey

Compare the recovered journey with the original itinerary, not just with the time at which an offer was accepted. Track additional arrival minutes, number of itinerary changes, connection loss, overnight accommodation, airport transfers, baggage delay, and whether the passenger had to repeat information to an agent.

Ask passengers whether the option was clear, suitable, and easy to accept. A short post-flight survey is practical because the traveler can judge the complete experience. IATA’s PaxInsight service describes collecting responses 24 to 48 hours after travel, representative sampling by class and origin-destination pair, and benchmarking by route, airline, and class. It covers more than 60 travel attributes; that breadth is a general passenger-experience capability, not a disruption-specific performance target.

Keep survey results separate from transaction metrics. A booking can be technically correct while the passenger considers the option unsuitable, the message confusing, or the acceptance process unusable on a mobile device. Report response rate and nonresponse differences so that highly dissatisfied travelers who did not answer do not disappear from the result.

Include operational and financial consequences

Operational effects

Track contact-center contacts per disrupted passenger, average and total handling time, airport-agent interventions, exception queues, duplicate bookings, invalid offers, schedule integrity, and crew-connection impact. Automation may reduce routine contacts while increasing specialist work if it creates more complex exceptions. Monitor the full workload, including manual review after an automated attempt.

Financial effects

Attribute re-accommodation expense, hotel and meal care, ground transport, refunds, fare differences, partner charges, and compensation to the event and passenger. Add revenue and seat-capacity effects: placing a passenger on another flight can protect the journey while displacing a saleable seat. Calculate cost per completed recovery and show its distribution by disruption type; one large airport closure should not determine the apparent economics of ordinary missed connections.

Network and resource effects

Record whether the selected strategy protected aircraft rotations, crew legality, onward connections, and available inventory. A strategy that minimizes passenger delay by consuming scarce seats may worsen later disruptions. The decision model should make these trade-offs visible rather than optimizing a single “fastest rebooking” number.

Use a disciplined evaluation design

  1. Document the baseline. Record the prior workflow, automation scope, policy version, inventory sources, notification channels, and system versions. Freeze definitions before comparing periods.
  2. Define the eligible population. Specify which cancellations, delays, misconnections, airport closures, and partner events qualify. Record event severity, geography, time of day, passenger mix, and partner-inventory availability.
  3. Preserve event and outcome data. Keep system-generated actions as well as final reservation, ticketing, DCS, baggage, and travel records. Reconcile duplicate or late-arriving messages.
  4. Compare like with like. Stratify by disruption type and severity. When practical, use a phased rollout or matched comparison group. If conditions changed without a comparison, describe the result as an association, not proof that automation caused it.
  5. Report distributions and segments. Publish counts, rates, medians, upper-tail times, and results by route, cabin, itinerary complexity, accessibility need, and contact channel.
  6. Audit exceptions. Sample failed notifications, duplicate or invalid offers, partner-ticketing failures, abandoned self-service sessions, and cases handed to an agent. Link each failure to a system or policy cause.
  7. Validate usefulness with passengers. Combine survey responses and complaints with transaction logs. Investigate cases where the system marked recovery complete but the traveler reported confusion or an unsuitable itinerary.

This design is measurement guidance, not evidence that any cited airline has conducted a controlled causal trial. Disruption mix, inventory, weather, airport capacity, and operating policies can change at the same time as the automation.

Segment results so averages do not hide failures

At minimum, publish separate results for single-flight delays, cancellations, missed connections, and large-scale airport events. Also split by domestic or international itinerary, cabin, loyalty or fare conditions where relevant, direct versus connecting journeys, partner involvement, accessibility requirements, and self-service versus agent-assisted handling.

For each segment, show eligibility, offer rate, completion rate, median time to notification, 95th-percentile time to a confirmed itinerary, additional arrival delay, agent-request rate, cost per completion, and passenger clarity. A small segment should carry a sample-size warning rather than being merged into a broad average.

What published examples do—and do not—prove

Amadeus reported that more than 580,000 disrupted passengers were notified in four months in an Air France self-re-accommodation case described in its 2021 Global Report. The same report said 89% of disrupted passengers who successfully used the self-service option found the information and next steps clear. That 89% denominator is successful self-service users, not all notified passengers, and the case does not establish a causal result against a control group.

An Amadeus disruption-management white paper gives an illustrative airport-closure scenario involving 50 affected flights and 8,000 passengers: about 30 minutes for schedule and crew recovery, 40 minutes for passenger recovery, and 70 minutes to find a solution for all passengers. These are scenario timings, approximately from 2018, not cross-airline service-level targets.

The same white paper states that disruption costs airlines 8% of revenue, or $60 billion worldwide. It is an older vendor estimate whose cited passage does not establish a current-year basis or directly comparable methodology, so it should not be presented as a current industry statistic.

Vendor material also describes capabilities such as mass re-accommodation, configurable policies, strategy comparison, KPI dashboards, itinerary- and passenger-level review, and possible rebooking on other carriers. Those are product descriptions, not independent evidence of superiority. A Finnair testimonial hosted by Amadeus says customer satisfaction and operational efficiency improved while contact-center workload decreased, but it provides no quantified baseline or method. A September 2, 2025 Amadeus press release records a technology agreement with Bulgaria Air and a statement about faster, more flexible service; it establishes the collaboration, not measured post-deployment outcomes.

Compare recovery strategies on outcomes, not features

When comparing an automated policy, an internal tool, or a software platform, use the same event definitions and scorecard for each option. Compare:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Completion and exception rates, including agent handoff and failed-ticketing rates
  • Elapsed time from detection to a confirmed itinerary and final arrival impact
  • Clarity, suitability, satisfaction, complaints, and opt-out rates
  • Contact-center and airport workload
  • Direct recovery cost, care expense, revenue displacement, and capacity effects
  • Integration coverage across schedule, reservation, inventory, ticketing, DCS, baggage, partner systems, and notifications
  • Outcome differences by route, passenger cohort, disruption severity, and accessibility need

Do not let a feature checklist substitute for outcome evidence. A system that offers many strategies may still underperform if inventory confirmation, partner ticketing, or notification delivery is unreliable.

Common measurement failures and fixes

  • Counting offers as recoveries: add accepted, ticketed, confirmed, and completed stages with explicit denominators.
  • Using one “average recovery time”: retain separate timestamps and report upper-tail percentiles.
  • Pooling incomparable events: stratify airport closures, mass cancellations, weather events, and individual misconnections.
  • Ignoring manual work after automation: measure agent contacts, handling time, and exception queues through final resolution.
  • Measuring notification dispatch instead of delivery: capture channel delivery, bounce, retry, and passenger-open or acknowledgement signals where lawful.
  • Optimizing cost alone: pair cost with arrival delay, completion, care, revenue, and satisfaction outcomes.
  • Assuming correlation is causation: use phased or matched comparisons and disclose uncontrolled changes.
  • Hiding subgroup harm: publish route, cabin, complexity, accessibility, and partner-inventory segments.
  • Leaving accounting boundaries vague: state whether compensation, refunds, partner charges, and displaced revenue are included.

A practical governance cadence

Review event-level failures during the disruption, a daily operational dashboard for open cases, and a monthly or quarterly outcome report for policy changes. Assign owners for data quality, passenger communications, inventory and ticketing integration, care costs, and survey analysis. Every policy change should carry a version number so that a later improvement can be tied to a measurable change in completion, journey impact, cost, or experience.

The decisive test is simple: after comparable disruptions, do more eligible passengers receive and complete a suitable itinerary, with less waiting and avoidable journey harm, at an acceptable operational and financial cost? Only a scorecard that follows the passenger through final resolution can answer that question.
