There is no universal GST answer for a bank or payment fee. The correct treatment depends on the country, the legal entity that supplied the service, what the service actually does, whether GST is shown on a valid document, and whether your business is entitled to recover it. Ordinary account-operation charges may be exempt or input taxed, while merchant processing, settlement, or payment-technology services can have different treatment. Classify the underlying supply before posting any GST amount.
Start with the service, not the words “bank fee”
A statement label such as “bank charge”, “merchant fee”, or “payment processing” is not a tax classification. Two fees with similar names can represent different supplies, and the same service can be treated differently in different GST systems. Before you claim or record GST, identify five facts:
- Jurisdiction: Which country’s GST or VAT law applies to the recipient and the supplier?
- Supplier: Is the charge from a bank, card network, payment service provider, acquiring institution, software platform, or another entity?
- Actual service: Does the fee cover account operation, a transfer, card acceptance, settlement, switching, clearing, payment technology, or several functions?
- Tax evidence: Does the statement or tax invoice separately show GST, and does it meet local documentation rules?
- Recipient position: Is the business registered for GST, using the service to make taxable supplies, and otherwise eligible for an input-tax credit?
This sequence prevents a common error: posting every financial charge to an input-GST account simply because the business paid it.

Ordinary bank-account charges
Fees for opening, maintaining, or operating a bank account are often treated as exempt or input taxed financial supplies. That usually means the supplier does not charge recoverable GST in the ordinary way, and the customer cannot claim an input credit merely because the fee was incurred for business purposes.

Australia illustrates this distinction. Australian Taxation Office ruling GSTR 2002/2 lists account-opening, account-keeping, maintenance, transaction, and electronic-account-transaction fees as input-taxed financial supplies. For a registered Australian business, an input-taxed fee does not generate a GST credit under the ordinary credit rules.
Merchant acquiring and processing
A charge connected with accepting a customer’s card or digital payment may instead relate to processing, settling, clearing, switching, or another service supplied to a merchant. In GSTR 2002/2, the ATO identifies sales-processed fees for merchant card operations and specified processing, settling, clearing, or switching services supplied by a financial supply facilitator as taxable supplies. The ruling also says the result depends on all the facts and circumstances; a description on a statement is not conclusive.
That distinction matters because a payment provider may issue a document that includes GST even though a bank’s monthly account fee does not. Conversely, a payment-related line does not prove that GST was charged. Check the provider’s invoice and the contractual service description.

Bundled services
A single monthly charge can combine an account, payment, platform, and settlement functions. Local law may treat that arrangement as one composite supply or as multiple distinct supplies. Do not split a bundle arbitrarily. Review the agreement, fee schedule, and invoice, then apply the jurisdiction’s rules for mixed or composite supplies.
How major GST systems approach these charges
The examples below are jurisdiction-specific illustrations, not a universal rule. Confirm the current treatment with the relevant tax authority or adviser before filing a return.

| Australia | ATO GSTR 2002/2 lists account opening, keeping, maintenance, transaction, and electronic account transaction fees as input taxed. | Sales-processed merchant-card fees and specified processing, settling, clearing, or switching services can be taxable supplies, subject to the facts. | Whether GST is actually shown, whether the acquisition is creditable, and whether a valid tax invoice is held. The ATO guidance cited for purchases above $82.50 requires a valid tax invoice; confirm the current threshold and rules. |
| New Zealand | Do not infer the result from the Australian classification; apply New Zealand’s own financial-service rules. | Inland Revenue interpretation statement IS 26/02, issued March 24, 2026, covers payment processing and facilitation supplied to merchants, including payment technology, payment service providers, and buy-now-pay-later providers. Where settlement services are included, the supply can be a financial service that is GST-exempt or zero-rated where applicable. | Whether settlement is included and whether the contract is one composite supply or several supplies with distinct treatment. |
| Singapore | IRAS lists bank charges for operating bank accounts as examples of exempt financial services. | Do not assume a payment charge has the same treatment as an account charge; identify the actual service and tax shown. | A business making both exempt and taxable supplies may not recover all GST incurred on purchases unless it meets the De Minimis Rule. |
| United Kingdom | Apply UK VAT rules to the particular financial service and invoice. | A bank-transfer cost incurred for the supplier’s own business and recharged to a customer is not a disbursement under HMRC’s example; it forms part of the supplier’s own supply and VAT is due according to that supply. | Whether the cost was paid as the customer’s agent or was the business’s own cost. Other jurisdictions may reach a different result. |
New Zealand’s IS 26/02 states: “When the supply to merchants includes settlement services, there will be a supply of financial services, and these supplies will be GST exempt (or zero-rated if applicable).” That statement is specific to New Zealand’s law and the circumstances addressed in the interpretation statement.
A practical workflow for classifying and posting a fee
- Confirm the country and legal entity. Use the GST registration and reporting rules for the entity that received the service. A group company, branch, or overseas provider may require a different analysis.
- Collect the source documents. Save the provider’s fee schedule, customer agreement, transaction statement, and tax invoice. Record the service description, gross amount, any separately stated GST, currency, and transaction date.
- Map the actual function. Mark the charge as account operation, transfer, card processing, settlement, clearing or switching, payment technology, platform access, foreign-exchange service, or another category. If several functions appear, document why local law treats them as one supply or separate supplies.
- Verify the tax line. A GST amount must come from the provider’s documentation and applicable law. Never calculate a notional GST amount from the gross fee unless local rules specifically require that method.
- Test recovery eligibility. Check registration status, taxable business use, apportionment requirements, partial-exemption or de minimis rules, and invoice requirements. Supplier output-tax treatment and customer input-tax recovery are related but separate questions.
- Post the transaction. Charge the gross cost to bank charges or payment-processing expense. Split out a GST receivable or input-tax account only for the substantiated amount that is recoverable under local rules.
- Reconcile settlement. Match gross customer receipts, provider deductions, refunds, chargebacks, and the net bank deposit. Keep the reconciliation with the supporting documents.
Bookkeeping entries that keep the tax decision visible
The following structures are bookkeeping examples, not a determination that GST applies. Replace the amounts and account names with those required by your accounting system.
Fee with separately documented recoverable GST
Assume a provider statement shows a total deduction of 1,100 currency units, including 100 units of GST, and the entire acquisition is creditable.
- Debit: Payment-processing expense — 1,000
- Debit: GST receivable/input tax — 100
- Credit: Bank or settlement-clearing account — 1,100
The 100-unit amount is illustrative only. Use the exact tax shown and the local tax fraction; do not assume a particular rate from this example.
Fee with no recoverable GST
If the charge is exempt, input taxed, outside the relevant GST system, or unsupported for recovery, record the full amount as expense:

- Debit: Bank charges or payment-processing expense — total fee
- Credit: Bank or settlement-clearing account — total fee
Do not create a GST control balance merely because the expense relates to business activity.
Mixed-use or partly recoverable fee
Where local rules require apportionment, first record the documented GST, then apply the permitted taxable-use or partial-exemption calculation. Post the recoverable portion to input tax and the non-recoverable portion to expense. Retain the calculation, the recovery percentage, and the rule used for the reporting period.
Reconciling card and online-payment deductions
Payment providers commonly deduct their fee before remitting funds. If customer receipts total 10,000 and the provider deposits 9,700 after a 300 fee, recording only the 9,700 deposit understates sales. A clearer reconciliation records:
- Gross customer receipts: 10,000
- Payment-provider fee: 300, classified after the GST analysis
- Net settlement to bank: 9,700
Where refunds, chargebacks, rolling reserves, or multiple currencies exist, reconcile each settlement batch to the provider report. Investigate differences rather than forcing the bank deposit to equal sales. The reconciliation should show how the fee classification and any input tax amount were derived.
When a customer reimburses the charge
Passing a fee to a customer does not automatically make it a tax-free disbursement. The key question is whether you paid the amount as the customer’s agent, in the customer’s name and for the customer’s account, or whether it was your own business cost.

HM Revenue & Customs gives a bank-transfer example: a fee incurred for the supplier’s own business and then recharged to the customer is not a disbursement. It becomes part of the supplier’s own supply, with VAT due according to that supply. The UK result should not be copied into another country without checking its agency and recharge rules.
Questions to document for a recharge
- Who contracted with the bank or payment provider?
- Whose name appears on the provider’s invoice?
- Did the customer authorize you to incur the cost as agent?
- Was the amount merely passed through, or did you add a margin or combine it with your service?
- What tax treatment applies to your main supply to the customer?
Issue the customer invoice using the treatment required for your own supply, rather than copying the tax label on the bank’s statement.

Claiming GST on every bank deduction
Why it fails: many account fees are exempt or input taxed, and some statements do not show GST at all.
Correction: review the service and tax document, then reverse unsupported input tax and retain the classification note.

Correction: obtain the contract and fee schedule; identify each function and apply the local composite-supply rules.
Using the supplier’s GST treatment as proof of recovery
Why it fails: a supplier may charge tax correctly while the customer is not registered, has exempt activities, lacks a valid invoice, or has only partial taxable use.
Correction: run a separate customer-side eligibility test before posting input tax.
Recording only the net settlement
Why it fails: sales and fees disappear into one bank amount, making revenue, expenses, GST, and chargebacks difficult to reconcile.
Correction: record gross receipts, the classified fee, and the net deposit as a three-way reconciliation.
Calling every recharge a disbursement
Why it fails: your own payment cost may be part of your taxable supply.
Correction: establish agency, documentation, and contractual responsibility before using pass-through treatment.
Controls to keep each reporting period defensible
- Maintain a fee register with supplier, service description, jurisdiction, GST shown, recovery decision, and reviewer.
- Store invoices and statements in the same record set as the settlement reconciliation.
- Review new providers, pricing plans, and contract changes; a renamed fee can represent a changed supply.
- Set an approval rule requiring tax review for bundled platform, settlement, or cross-border charges.
- Reassess partial-exemption, taxable-use, and de minimis calculations at the frequency required locally.
- Check current authority guidance before filing because rates, thresholds, invoice rules, and interpretations can change.
A concise decision path
- What country’s rules apply?
- Who supplied the service?
- What function did the supplier perform?
- Is the supply exempt, input taxed, zero-rated, taxable, or otherwise outside scope under that country’s rules?
- Is GST separately documented?
- Is your business entitled to recover it, in full or in part?
- Are you recharging your own cost or paying a customer’s expense as agent?
- Can the ledger entry be traced from gross receipt or bank deduction to the invoice and reconciliation?
If any answer is uncertain, hold the amount in the appropriate expense or clearing account rather than claiming an unsupported credit, and obtain jurisdiction-specific advice before the return is filed.
