Businesses should prepare for an international internet outage as a set of specific dependency failures—not as a predictable, single worldwide event. Start with a business-impact analysis, identify which services and data must continue, document offline and alternate operating methods, verify that backup communications do not share the same route or upstream dependencies, and exercise the plan.
Official guidance does not establish the probability, duration, or mechanics of a global internet outage. It does support continuity planning for interruptions to communications, cloud services, power, facilities, and infrastructure providers. The practical goal is to keep essential work safe and controlled while connectivity is unavailable, then restore and reconcile systems in a known order.
Define the outage you are preparing for
“International internet outage” can describe several different conditions. A cross-border fiber route may fail while domestic services continue. A cloud region, identity provider, DNS service, payment network, telecommunications carrier, or upstream transit provider may become unreachable. A power or facility incident may disable your local network even though the wider internet is operating. These scenarios have different remedies, so a useful plan names the failure mode instead of assuming that every service disappears at once.
NIST’s contingency-planning guidance places business impact analysis at the center of this work. Your analysis should identify the consequences of losing each service, the people who perform the work, the systems and data they require, and the suppliers and infrastructure those systems depend on. NIST SP 800-34 describes this as the foundation for selecting preventive controls, recovery strategies, testing, training, and plan maintenance.

1. Map essential services and every dependency
Begin with business services rather than a list of equipment. Examples include accepting orders, dispatching field staff, paying employees, supporting customers, manufacturing, monitoring safety systems, and meeting regulatory deadlines. For each service, record the minimum capability that must remain available and the maximum period the business can operate without its normal online process.
| Business service | Dependencies to map | Questions to answer |
|---|---|---|
| Sales and order intake | Customer-facing application, DNS, identity, payment network, carrier, electricity | Can orders be accepted by phone or a locally stored form? How will duplicate orders be prevented? |
| Customer support | Telephony or messaging, customer records, authentication, knowledge base | Which records can staff access offline, and how will updates be entered later? |
| Operations or production | Operational technology, local network, cloud control plane, suppliers, power | What safe state is available if remote control or telemetry fails? |
| Finance and payroll | Banking or payment rails, accounting application, identity, approvals | Which payments can be delayed, and who can authorize an exception? |
| Safety and compliance | Alarm systems, communications, facilities, records, emergency contacts | What must continue locally, and what evidence must be preserved during an outage? |
CISA describes communications infrastructure as both physical and cyber and notes that communications depend on energy, information technology, and transportation while many other sectors depend on communications. Map those relationships explicitly rather than treating an internet subscription as a single, isolated dependency. See CISA’s communications-systems primer.
Record people, authority, and suppliers
For every essential service, name a business owner, a technical owner, a decision-maker who can declare degraded operations, and a deputy for each role. Keep current contact methods that do not rely on the affected service. List carriers, cloud and software providers, DNS and identity services, payment partners, facilities, utilities, and critical suppliers. Include contract identifiers and escalation routes, but do not assume that a provider’s status page will be reachable during a connectivity incident.

2. Set priorities and recovery outcomes
Rank services by harm caused by delay, safety impact, legal or contractual obligations, financial exposure, and the number of people affected. A payroll calculation may tolerate a delayed run; a safety interlock or a time-sensitive shipment may not. Write the order in which capabilities should be restored and who owns each action.

For each priority, define the acceptable operating mode during the outage, the information that must be available, the conditions that permit a return to normal processing, and the reconciliation steps afterward. Distinguish between a service that can pause safely and one that must continue in a reduced form. The result is a recovery strategy, not merely an equipment inventory. NIST includes recovery strategies, contingency planning, testing and training, and maintenance as connected parts of the process in SP 800-34.
3. Document fallback modes for essential work
Manual processing for short disruptions
For work that can be performed safely without a live connection, prepare controlled paper or locally stored procedures. Use numbered forms, time stamps, named approvers, and a single place to hold completed records. State how staff verify identity, prevent duplicate transactions, protect sensitive information, and enter the backlog when systems return. NIST identifies manual processing as generally suitable for short-term disruption; it is not a substitute for a longer-term operating location or system recovery.
Alternate equipment
Identify spare or preconfigured devices for the roles that matter most. Store offline copies of required procedures, contact lists, configuration information, and recovery credentials under appropriate access controls. Test that the equipment can boot, connect to the intended alternate path, and access the minimum data required. A device that has never been used outside the primary network is an assumption, not a tested fallback.
Alternate locations
Choose an alternate workplace or operating site when the primary facility, local network, or power supply may be unavailable. Check its connectivity, electricity, physical access, staffing, safety controls, and ability to handle essential records. NIST lists alternate locations as an option for longer or facility-impacting disruptions. Document how work, equipment, and authority move there, and how the business returns without creating conflicting records.

Exception and approval procedures
Give staff a short decision tree: continue normally, switch to a manual method, move to alternate equipment, relocate, or stop safely. Define who can approve pricing, shipment, payment, access, and safety exceptions. Include a clear stop condition for situations in which data integrity or physical safety cannot be maintained.
4. Test whether backup communications are genuinely independent
A second contract does not automatically provide a second path. For each proposed channel, document its physical route, last-mile carrier, upstream provider, power source, geographic region, DNS and identity dependencies, and the facilities it shares with the primary service. Two services may fail together if they use the same conduit, tower, power feed, carrier, cloud region, or authentication system. This independence test is a planning inference from CISA’s description of interdependent communications and infrastructure systems; it is not a claim that any particular provider is independent.
| Option | Failure mode it may address | Independence checks | Operational questions |
|---|---|---|---|
| Second fixed connection | Primary access circuit or local carrier failure | Different entry route, carrier, upstream network, building equipment, and power feed | Can critical users reach required applications if identity or DNS is also impaired? |
| Alternate access technology | Local cable, fiber, or last-mile failure | Different physical medium, site, region, and backhaul | What capacity remains for essential users, and what traffic is blocked? |
| Out-of-band voice or messaging | Loss of normal collaboration tools | Separate carrier, power, authentication, and contact directory | How are decisions logged and sensitive details protected? |
| Offline or local operations | Provider, route, application, DNS, or identity outage | Local data, local power, and no mandatory live connection | How long can the process run, and how is the backlog reconciled? |
Test the backup under load with only the people and systems designated as essential. Measure whether staff can authenticate, find current procedures, contact one another, and complete a representative transaction. Record capacity limits and the point at which nonessential traffic must be blocked.

5. Separate power continuity from internet continuity
A battery backup or generator can keep local networking, servers, and other equipment powered during a utility interruption. It cannot recreate an unavailable international route, carrier, cloud service, DNS system, or upstream provider. CISA’s implementation guidance recommends considering battery backup and generator options for critical facilities: CISA infrastructure-dependency implementation guidance.

Size power protection from the actual load and required operating duration. Check outlet type, voltage, inrush current, battery replacement, generator transfer arrangements, ventilation, fuel, maintenance, and shutdown procedures. Connect only equipment that supports the priority service, and test graceful shutdown when runtime is nearly exhausted. Document which devices share a circuit and whether the alternate communications path uses the same building power.
6. Prepare data, backups, identity, and reconciliation
Decide which data must be readable offline, which records may be recreated from source documents, and which information must never be stored on an unmanaged device. Keep an offline-accessible version of essential contact lists, operating procedures, asset information, and recovery instructions, protected against unauthorized disclosure and tampering.
Backups are useful only when they can be restored into a working process. NIST’s SP 1339 addresses operational-technology environments and advises integrating backups with change management, creating them regularly, testing them, and reviewing them during recovery exercises. Apply that guide to OT systems; it is not a universal schedule for every business or application.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteFor each critical application, document backup ownership, retention, encryption, access during an identity outage, restore order, and validation checks. Test a restore without relying on the same identity, DNS, or network service that may be unavailable. Define how records created manually are compared with restored records, who resolves conflicts, and when duplicate or incomplete transactions are closed.

7. Exercise the plan and keep it current
Run exercises that remove the online services your business actually uses, not just a fictional “internet down” announcement. Include operations, IT, finance, security, facilities, communications, and senior decision-makers. A practical exercise sequence is:
- Trigger: Announce loss of the selected route, provider, application, identity service, or facility without revealing the recovery steps.
- Triage: Have the incident lead confirm scope, safety issues, affected services, and the authority to enter degraded operations.
- Communicate: Use the alternate channels and contact lists; record who received the message and who did not.
- Operate: Perform a representative essential task using the documented manual, alternate-equipment, or alternate-location method.
- Recover: Restore services in the stated priority order and validate data before releasing the backlog.
- Reconcile: Compare offline records with system records, resolve duplicates, and preserve an audit trail.
- Improve: Assign owners and due dates for every gap, then retest the changed procedure.
Update the plan after changes to systems, providers, facilities, staffing, or operating locations. NIST identifies testing, training, exercises, and plan maintenance as continuing elements of contingency planning in SP 800-34.
8. Establish incident communications and external coordination
Prepare internal messages for staff, customers, suppliers, regulators, and emergency contacts. Keep them factual: which service is affected, what work is paused, what alternative channel is approved, how often updates will be issued, and where staff must record actions. Do not promise a restoration time that has not been verified.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →CISA says its National Coordinating Center for Communications monitors national and international incidents that may affect emergency communications and coordinates response and recovery in emergencies. The NCC description provides useful coordination context, but the center is not a business hotline or a direct service available to every company. Your plan still needs provider contacts, sector contacts, emergency services, and internal authority.
9. Compare continuity options by the same decision criteria
When choosing investments, evaluate every option against the same criteria rather than buying the most visible technology. A communication channel, local power system, alternate site, or manual process should be judged by:
- Failure mode: Does it address power, local equipment, provider, route, application, identity, or facility loss?
- Independence: Does it avoid shared power, physical routes, carriers, upstream providers, regions, DNS, and authentication?
- Recovery time and duration: How quickly can it be activated, and how long can it support essential work?
- Capacity: How many users, transactions, locations, or devices can operate, and what is intentionally excluded?
- Security and integrity: How are access, sensitive data, approvals, audit records, and reconciliation handled?
- Burden: What staffing, cost, maintenance, training, testing, and replacement work is required?
Use the answers to stage investment. First remove single points of failure for safety-critical and revenue-critical services. Then improve alternate access, local operating capability, data restoration, and exercise quality. A technically sophisticated backup that staff cannot operate is less valuable than a modest fallback that is documented and practiced.
10. A practical implementation checklist
First 30 days
- Name service owners, incident authority, deputies, and current contact methods.
- List essential services and map internet, cloud, identity, DNS, payment, telecommunications, power, facility, and supplier dependencies.
- Identify which work can pause, continue manually, move to alternate equipment, or move to another location.
- Check that emergency procedures and contact lists are available without the primary collaboration platform.
Days 31–60
- Document provider routes, shared facilities, power sources, upstream networks, regions, and authentication dependencies.
- Configure and test approved alternate communications and local operating procedures.
- Review backup ownership, restore order, retention, access controls, and reconciliation steps; apply OT-specific guidance where relevant.
- Assess UPS or generator needs from measured equipment loads and required runtime.
Days 61–90
- Run a loss-of-connectivity exercise involving business and technical teams.
- Perform at least one representative manual transaction and one restore validation.
- Record capacity limits, safety issues, communication gaps, and duplicate-record risks.
- Assign corrective actions, retest them, and schedule recurring exercises and plan reviews.
Common planning mistakes and corrections
- Mistake: treating “the internet” as one dependency. Correction: identify the exact route, provider, application, DNS, identity, payment, power, and facility components required for each service.
- Mistake: buying two services that share infrastructure. Correction: verify physical, carrier, upstream, geographic, power, DNS, and authentication diversity.
- Mistake: assuming a UPS restores connectivity. Correction: use it for local power continuity and pair it with a genuinely independent operating path or offline procedure.
- Mistake: writing a manual workaround that nobody has practiced. Correction: run a representative transaction, define approvals, and test reconciliation.
- Mistake: restoring systems without checking records. Correction: establish validation, conflict resolution, and audit steps before releasing queued work.
- Mistake: relying on one executive or one administrator. Correction: assign deputies, document authority, and maintain access to procedures during an identity or collaboration outage.
A resilient response to an international internet outage is therefore a maintained operating system for the business: prioritized services, known dependencies, independent alternatives where feasible, safe local capability, recoverable data, and practiced decisions. It reduces the chance that one route, provider, facility, or online application will determine whether essential work can continue.
