A browser does not give a screen reader a screenshot of a web page. It interprets the page’s semantic information, builds an accessibility tree, and exposes that information through the operating system’s accessibility API. Assistive technologies use it to communicate the interface to users. That architecture is why semantic HTML matters—and why adding ARIA alone cannot make a custom control accessible.

How a web page reaches a screen reader

The process is a conceptual pipeline; browsers and platforms do not all implement or expose every feature identically.

  1. The page supplies meaning. HTML elements, text, labels, relationships, and any ARIA attributes provide information about the interface.
  2. The browser interprets it. It determines the native HTML semantics and applies relevant ARIA roles, states, and properties.
  3. The browser builds an accessibility tree. This structured representation contains relevant user-interface objects and their semantic information. The W3C’s WAI-ARIA 1.2 specification says, “The accessibility tree and the DOM (Document Object Model) tree are parallel structures.” They are related, but the accessibility tree is not simply a visual rendering or a copy of the DOM.
  4. The browser maps information to the platform. It exposes the representation through the operating system’s accessibility API.
  5. Assistive technology uses that information. A screen reader or other assistive technology consumes the platform-facing data and communicates the interface to a user.

For examples of platform APIs—including Microsoft UI Automation, macOS NSAccessibility, Linux AT-SPI, Android’s Accessibility Framework, and iOS UIAccessibility—see MDN’s guide to what accessibility means in web development. Because the browser, operating system, and assistive technology meet at this boundary, behavior can differ across their combinations.

What the accessibility tree communicates

A sighted user may infer meaning from appearance: a rectangle looks like a button, a bold line looks like a heading, or a colored indicator signals a selected state. Visual styling alone does not provide that semantic information to assistive technology. The exposed representation needs to communicate the relevant role, accessible name, state, and relationships.

ARIA provides roles for widgets and page structure, properties and states such as checked or read-only, live-region information for dynamic updates, and ways to express relationships. It is useful when native HTML does not expose the semantics a custom control or dynamic interface needs. The W3C WAI overview of ARIA describes these capabilities.

Why native HTML is the better starting point

When a native element fits the interaction, use it. Native elements come with built-in roles and states and, where applicable, expected keyboard behavior. MDN’s ARIA guidance recommends semantic HTML when a native element is available; ARIA supplements HTML when a needed mechanism is missing.

Choice What it provides What the author still needs to do
Native semantic HTML Built-in semantics and, for interactive elements, expected behavior such as keyboard support. Choose the element that matches the purpose, provide an accessible name where needed, and keep its content and state accurate.
Custom widget with ARIA Roles, states, properties, and relationships that describe an interface HTML does not express natively. Implement interaction and keyboard behavior, keep announced states synchronized with the interface, and ensure the semantics accurately describe what users can do.

Example: a button or a clickable container?

For an action, a real <button> communicates its button role and supports expected keyboard interaction. A generic container with a click handler does not become an equivalent button simply because it looks like one. Adding role="button" supplies a role, but does not implement keyboard behavior or ensure the control works correctly. The author must make the interaction match what the semantics announce.

When ARIA helps—and when it misleads

Use ARIA when it fills a genuine semantic gap: for example, to describe a custom widget’s role or state, a relationship between interface parts, or a dynamic update. But ARIA communicates meaning; it does not create the underlying interaction. A control announced as expanded, checked, or available must actually behave consistently with that state.

Incorrect or redundant ARIA can make the exposed information confusing. The W3C’s ARIA in HTML rules prevent ARIA from contradicting strong native semantics and caution against nonsensical information. Avoid duplicating a native role or assigning a role that conflicts with what the element does.

Structure helps people navigate

Meaningful headings, regions, and landmarks give users ways to orient themselves and move through a page. The W3C’s Page Structure Tutorial notes that some mobile reading modes may show only main content when it is correctly marked up, and that some browser plugins use landmarks to jump between sections. These are supported examples, not guarantees that every browser offers those features or that markup alone determines their behavior.
