Blockchain-based bond settlement uses a distributed ledger to record or coordinate the delivery of a bond and the payment for it. The design varies: a bond may be represented as a token while cash moves through conventional payment infrastructure, or both the bond and cash may be tokenized. In either case, delivery versus payment (DvP) is the key safeguard: the bond transfer and payment are linked so that neither should complete on its own.

What bond settlement does

Settlement is the completion of a bond trade: the seller delivers the securities and the buyer pays the agreed amount. It follows the trade agreement, which establishes details such as quantity, price and settlement terms. Settlement is not the same as issuing a bond. Issuance creates the bond obligation and makes it available to investors; settlement handles a later exchange of ownership and payment.

In conventional markets, different institutions may maintain different records and send messages to reconcile the transaction. Central securities depositories (CSDs) provide securities accounts, central safekeeping and related asset services. Brokers can arrange or initiate trades, while custodians hold securities for clients and support settlement. These roles may continue in a tokenized arrangement: using a ledger does not by itself remove an intermediary, change the legal status of a security, or establish who has authoritative ownership records.

Distributed ledger technology (DLT) describes systems in which participants share or coordinate a ledger. Institutional bond platforms may be permissioned, restricting participation to approved organizations. “Blockchain-based” is often used broadly, but it should not be taken to mean that every bond DLT is a public blockchain or that any user can access it.

How a bond trade moves through settlement

The exact workflow depends on the platform’s rules, legal structure and connection to payment and custody systems. A typical high-level sequence is:

  1. Issue and represent the bond. The issuer creates a bond obligation. The ownership record may be native to a DLT platform, or a token may represent a claim on a security held in existing infrastructure. The latter approach can still depend on the CSD that holds the underlying security.
  2. Agree and validate the trade. Buyer and seller agree on the bond, amount, price and settlement terms. An authorized platform or its participants validate instructions and eligibility under the applicable rulebook. This is not an open-ended capability of public blockchains: access and settlement depend on the system’s participants, controls and governing arrangements.
  3. Check that both sides can perform. The system needs to establish that the seller can deliver the bond and the buyer can pay in the chosen settlement asset. That asset might be central-bank money, commercial-bank money or funds sent through a conventional payment system. The choice affects how the payment leg is completed and which institutions or infrastructure are involved.
  4. Link delivery and payment. Under DvP, delivery of the bond is a precondition for payment, and payment is a precondition for delivery. If the system can execute both legs atomically on one ledger, both complete together or neither does. If the legs sit on separate ledgers or systems, they need a coordination mechanism; connecting them does not automatically provide the same single-ledger atomicity.
  5. Update records and service the bond. The platform and connected infrastructure record the outcome and support later lifecycle events, such as coupon payments and redemption at maturity. Which system holds the authoritative record, and how custodians access it, depend on the arrangement.

Why delivery versus payment matters

A bond trade has two principal legs: the security and the money. If one side transfers its leg but the other side does not, the first side may be exposed to principal risk—the risk of losing the full value delivered rather than receiving the agreed counterpart. DvP is designed to prevent that mismatch by making the two transfers conditional on each other. The Bank for International Settlements (BIS) defines the relationship this way: “With DvP, the transfer of an asset is a precondition for payment, and vice versa.”

On a single ledger, a platform may be able to treat the transfer of the bond and the payment as one atomic operation: both happen or neither happens. That is different from simply recording two related instructions. Where the bond and cash are held in separate systems, the design must specify how they coordinate, how it handles delays or failures, and when each leg is considered complete. A connection between systems is not, by itself, proof that the exchange is atomic.

DvP addresses principal risk in the exchange; it does not eliminate every risk around a bond transaction. Operational failures, cyber incidents, liquidity constraints, legal disputes and platform governance remain relevant. The legal rules and record-keeping arrangements determine how a transfer is recognized and what happens when the process encounters an error.

What is tokenized—and what moves as payment?

“Tokenized bond settlement” can describe materially different arrangements. The bond token is only one part of the design; the payment asset and the relationship between the ledger and existing infrastructure matter just as much.

Arrangement Bond leg Payment leg What to understand
Tokenized representation with conventional payment A token represents a security or claim recorded in, or connected to, existing infrastructure. Payment is made through a conventional payment system. The token does not necessarily replace the CSD or the underlying securities record. The parties need to understand how the token maps to the security and how the payment leg coordinates with its transfer.
Tokenized bond with tokenized cash The bond is recorded on a DLT platform, either as a native digital security or in another legally defined form. Cash also moves as a token, potentially including central-bank money or another specified settlement asset. If both legs can be executed on the same ledger, atomic settlement may be possible. The type of money, its issuer and the rules for its transfer still matter.
Bond and payment on linked systems The security leg is handled by one ledger or infrastructure. The cash leg is handled by a separate ledger or payment system. Interoperability and coordination are needed. The design must explain sequencing, failure handling and how the two systems establish completion.

These are design categories, not a guarantee that any particular bond fits neatly into one of them. A single transaction can combine a DLT platform with conventional custodians, settlement systems or payment rails. The arrangement should identify what the token represents, where funds reside, which records establish ownership and which rules apply to each leg.

Two documented institutional examples

World Bank CHF digital bond

On 15 May 2024, the World Bank (IBRD) priced a CHF 200 million, seven-year digital bond on SDX’s private-permissioned DLT platform. The World Bank Treasury case study identifies Commerzbank as sole underwriter and as issuer and paying agent. The transaction used wholesale Swiss franc central bank digital currency from the Swiss National Bank for real bond transactions under Project Helvetia III.

The World Bank’s press release gives a settlement date of 11 June 2024, a maturity date of 11 June 2031 and Swiss law as the governing law. It says coupons and redemption were to use tokenized CHF on SDX. It also describes SDX connections to conventional settlement systems via SIX SIS, allowing investors to hold the digital bond through traditional custodians. The World Bank described this CHF 200 million issue as its largest CHF bond issuance since 2009. Those are features of this specific transaction, not a standard package for all tokenized bonds.

The example illustrates why a digital bond should not be understood as a token floating free of legal and operational infrastructure. The applicable law, the platform’s records, the role of the paying agent and the connections to custodians and settlement systems all form part of the arrangement. David Newns, Head of SIX Digital Exchange, said in the World Bank release that settling wholesale transactions in tokenized central bank money is a “critical, foundational requirement” for blockchain-based capital-markets infrastructure. That is an attributed industry view, not proof that every design must use tokenized central-bank money.

German tokenized bonds in ECB trials

Deutsche Börse Group reported that Clearstream, DekaBank and DZ Bank jointly issued two tokenized €5 million bonds using D7 during European Central Bank trials in 2024. Its account says that securities and funds were processed from issuance through distribution, settlement and lifecycle management, with the Bundesbank Trigger Solution connecting to TARGET2. This is another institutional example of a private DLT platform linked to central-bank-money payment infrastructure; it does not establish that all DLT bonds use the same connection or workflow.

Potential benefits—and the conditions behind them

The proposed efficiency case is that shared records and coordinated execution could reduce the need for repeated reconciliation across separate databases, automate some post-trade steps and link settlement more directly to asset records. BIS says DvP can reduce counterparty risk and the need for escrow and post-trade reconciliation. A unified ledger could bring messaging, reconciliation and settlement together, but that possibility depends on how institutions implement and connect their systems.

Market evidence should be read narrowly. In its 2025 report, BIS counted more than 20 tokenized sovereign, supranational and agency (SSA) bonds, totaling over $4 billion across nine currencies. Its comparison found a 17-basis-point bid-ask spread for tokenized bonds versus 30 basis points for conventional bonds, and no significant difference in issuance costs. These are findings from that report’s comparison; they do not establish that tokenization will always improve liquidity or reduce costs for every bond or market.

The European Central Bank’s 2026 analysis discusses programmability, composability and atomicity as features of tokenization, while qualifying the potential benefits. It notes that gains depend on platform integration: maintaining interfaces and communication links between separate platforms can be costly. It also cautions that efficiency improvements may be smaller in bond markets that are already digital, automated and streamlined. A more automated process is not automatically a cheaper or faster one once integration and operational requirements are included.

Trade-offs, dependencies and failure points

Liquidity may need to be available in advance

Atomic settlement can require participants to have both the bonds and the cash in the right place before execution. That can tie up liquidity: funds or securities set aside for one transaction may not be available for another while they await settlement. The ECB’s 2026 analysis specifically identifies pre-positioned liquidity as a potential requirement. The effect depends on the platform’s timing, funding arrangements and how it handles transactions that cannot proceed.

Interoperability adds coordination work

A platform can reduce reconciliation within its own environment while creating a need to connect with other platforms, custodians or payment systems. Separate systems need interfaces and rules for communicating instructions and outcomes. Participants should establish how delayed or failed operations are handled, rather than assuming that linking ledgers makes transfers seamless.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Legal status and authoritative records must be clear

A token alone does not prove legal ownership or finality. The governing law, the platform’s rules and the record-keeping arrangement determine how the security is constituted and how a transfer is recognized. In a tokenized claim on an immobilized bond, the relationship between the token and the underlying security is especially important. The World Bank transaction, for example, specified Swiss law and described connections to conventional systems; those details cannot be generalized to other jurisdictions or issues.

DLT does not erase operational or institutional roles

CSDs, custodians, banks and payment systems may remain part of the workflow. They can provide custody, access, funding or settlement functions even when a DLT platform records a bond or coordinates a trade. Participants still need to know who operates the ledger, who can correct or resolve disputed records, and how a holder accesses the asset through existing institutions.

How to assess a blockchain-based bond settlement arrangement

For an investor, issuer or market participant evaluating a particular arrangement, these questions reveal more than the label “blockchain bond”:

  • What exactly is tokenized? Is the bond native to the ledger, or does a token represent a claim on a security held in a CSD? Is the cash leg tokenized too?
  • What is the settlement asset? Is payment in central-bank money, commercial-bank money or made through a conventional payment rail? Who issues or holds it, and what settlement-bank or issuer exposure follows from that choice?
  • Where do the two legs execute? Are both on one ledger, or do they cross systems? What coordination mechanism links them, and how is completion established?
  • Which law and records govern ownership? What law applies to the security, who maintains the authoritative ownership record, and what platform rules apply to transfers and errors?
  • What liquidity must participants provide? Must cash or securities be pre-positioned? What happens if one leg is unavailable, delayed or rejected?
  • How does the arrangement connect to existing infrastructure? Can traditional custodians and market systems access it, or must a participant use a separate platform? Who provides custody and supports ongoing asset servicing?

Clear answers matter because tokenization changes the way records and instructions may be handled, but the settlement outcome still depends on money, securities, legal rules and operational connections working together. BIS has described tokenized government securities as being in their infancy and noted legal and regulatory uncertainty and limited market experience. The available institutional examples therefore show possible architectures, not a universal model or proof of market-wide performance gains.
