Bitcoin could become quantum-resistant through a staged migration, not a single emergency switch. A proposed output type called Pay-to-Merkle-Root (P2MR) would remove Taproot’s quantum-vulnerable key path while preserving a script-tree structure that can later verify post-quantum signatures. Users and services could then move coins into new outputs, followed—if the network agrees—by rules that stop accepting legacy ECDSA and Schnorr spends. These changes are proposals, not active Bitcoin mainnet rules.
What a quantum computer would threaten in Bitcoin
Bitcoin ownership is ultimately enforced by digital signatures. Today, the main signature systems are ECDSA for older output types and Schnorr signatures for Taproot. Both rely on elliptic-curve problems that ordinary computers cannot solve efficiently.
A sufficiently capable cryptographically relevant quantum computer (CRQC) could use Shor’s algorithm to derive a private key from a revealed public key. That would let an attacker create a valid-looking spend without the owner’s consent. The threat is therefore concentrated on public-key signatures, not on every cryptographic component in Bitcoin.
Long-exposure attacks
Some Bitcoin outputs reveal a public key on-chain long before they are spent. An attacker with a future CRQC could collect those keys and attack them whenever the relevant coins remain available. This is the long-exposure case described by BIP 360: the adversary has time to work against a known public key before a transaction is broadcast.

Short-exposure attacks
Other outputs reveal the public key only when a spend is broadcast. An attacker would have to obtain the transaction, derive the private key, create a competing transaction and get it confirmed before the legitimate transaction. BIP 360 treats this as a faster, more demanding attack and describes it as the nearer-term lower-risk case relative to long exposure.
What is not being replaced
The proposal is aimed at elliptic-curve signatures. Bitcoin’s hash functions are not being discarded by this migration plan. Hash-based address commitments, Merkle trees and proof-of-work involve different assumptions and would require separate analysis if quantum capabilities changed enough to affect them.
BIP 360: a bridge to post-quantum spending
BIP 360 proposes Pay-to-Merkle-Root, or P2MR. It resembles a Taproot-style script tree but removes the Taproot key-path spend, which is the part that exposes a single public key to a direct elliptic-curve signature attack. Spending would use script paths instead.
The design is intentionally incremental. BIP 360 says: “We designed P2MR with an eye towards integrating post-quantum signatures in the future, without proposing more complex changes while CRQCs are still in their infancy.” In practical terms, that means Bitcoin could first deploy an output structure that is safer against the key-path problem, then add a standardized post-quantum verification mechanism when the algorithm and encoding are ready.

How a P2MR spend would work
- Create a P2MR output. A wallet commits to a Merkle root containing one or more spending scripts rather than relying on Taproot’s direct key path.
- Reveal the selected script. When spending, the transaction provides the relevant leaf script and a Merkle proof showing that the script belongs to the committed tree.
- Verify the signature. Initially, compatible script mechanisms could support existing signing logic. A later opcode or leaf version could verify a post-quantum signature such as ML-DSA or another algorithm selected for Bitcoin.
- Keep room for upgrades. Reusing a tapscript-compatible tree lets implementations build on tested concepts instead of introducing an entirely unrelated transaction format.
P2MR alone does not make every existing coin quantum-resistant. It provides a destination into which coins can be moved and a framework for adding stronger signature verification.
A likely migration sequence
1. Deploy a new output type
Bitcoin would need an accepted consensus and relay format for P2MR addresses, descriptors, witnesses and script rules. Wallet software would have to recognize the new output, display it correctly and prevent users from accidentally sending funds to an unsupported destination.
2. Add post-quantum verification
A future soft fork or another agreed upgrade path could add an opcode or leaf version that checks a standardized post-quantum signature. BIP 360 mentions ML-DSA and SLH-DSA as examples under consideration; it does not select either one for Bitcoin.
3. Migrate coins and infrastructure
Owners would move funds from legacy outputs into quantum-resistant outputs. Exchanges, custodians, payment processors, hardware-signing systems, block explorers and fee estimators would need to understand the new transaction shapes. The change is broader than changing an address prefix: signing libraries, transaction-size calculations, policy rules, multisignature workflows and backup procedures all change.

4. Decide how legacy outputs are treated
BIP 361 sketches a two-phase approach. Phase A would stop sending new payments to vulnerable addresses. After a defined interval, Phase B would tighten ECDSA and Schnorr verification so that legacy signatures could no longer authorize spends under the new rules. BIP 361 is a draft proposal; no such sunset is active on Bitcoin mainnet.
5. Enforce the final policy or consensus rules
The network would need an activation method, a timetable and clear behavior for nodes that do not upgrade. Until those rules are activated, a wallet cannot make a coin quantum-resistant merely by labeling an address that way.
Which post-quantum algorithms could Bitcoin use?
NIST finalized three principal post-quantum standards on August 13, 2024: FIPS 204 for ML-DSA, FIPS 205 for SLH-DSA and FIPS 203 for ML-KEM. ML-KEM is a key-establishment mechanism, not a transaction-signature algorithm. NIST says organizations should begin migration now and expects ML-DSA and SLH-DSA to underpin many deployments. That is general cryptographic migration guidance, not a decision for Bitcoin.

Long-term implementation maturity and the ability to replace an algorithm if weaknesses emerge also matter.

| Scheme or baseline | Representative signature size | Relative to 64-byte Schnorr | Important qualification |
|---|---|---|---|
| Schnorr (Bitcoin baseline) | 64 bytes | 1× | Chaincode Labs comparison, 2025 |
| CRYSTALS-Dilithium | 2,420 bytes | About 38× | Chaincode Labs comparison, 2025; the standardized successor is ML-DSA |
| FALCON-512 | 666 bytes | About 10× | Chaincode Labs comparison, 2025; Falcon is in additional NIST standardization work (FIPS 206 development) |
| SPHINCS+ | 7,856 or 17,088 bytes | About 122× or 267× | Chaincode Labs comparison, 2025; hash-based design with very large signatures |
Lattice-based options
ML-DSA (formerly known as CRYSTALS-Dilithium) and Falcon use lattice-based constructions. They offer different compromises between signature size, public-key size, signing cost and verification cost. Falcon’s representative signature is much smaller than Dilithium’s in the Chaincode Labs table, but implementation complexity, constant-time engineering and hardware support are part of the decision.
Hash-based options
SLH-DSA, derived from the SPHINCS+ family, relies on conservative hash assumptions and avoids the same lattice assumptions. Its signatures are much larger in the cited comparison. That may be acceptable for some applications, but on a blockchain it directly increases transaction bandwidth, fee pressure and storage requirements.
Why “smallest signature” is not enough
A Bitcoin deployment also has to evaluate public-key size, address and descriptor length, signing latency, verification parallelism, key generation, random-number requirements, multisignature semantics, hardware-wallet memory, recovery tooling and cryptographic agility. A scheme that looks attractive in a laboratory benchmark may be awkward or expensive once every node and wallet processes it.

Fees and block capacity
A 666-byte signature is already roughly ten times the 64-byte Schnorr baseline; a 2,420-byte signature is about 38 times larger. Transactions carrying several post-quantum signatures could become substantially more expensive unless fee policy, witness accounting or block limits change. Users may respond by consolidating UTXOs less often, batching payments more aggressively or choosing simpler authorization policies.

Bandwidth and synchronization
Every full node would relay and store the larger witness data. Nodes with slower links could fall behind during periods of heavy post-quantum spending. Implementers would need to measure relay behavior, compact-block interactions and initial synchronization under realistic workloads rather than assuming that today’s transaction profile remains valid.
Verification and denial-of-service resistance
Post-quantum verification costs vary by algorithm and implementation. Bitcoin policy would need limits that prevent an attacker from filling blocks with computationally expensive signatures. Parallel verification, caching and carefully bounded script execution could help, but those are engineering choices still open to design.
Keys, addresses and backups
Public keys and recovery data may be larger than current wallet records. Descriptors, watch-only systems, QR exports, seed-to-key derivation schemes and hardware-wallet displays would need updated limits. A migration plan that changes consensus but ignores backup and recovery workflows would leave users exposed to operational loss even if the cryptography is sound.

No action is required today solely because of BIP 360 or BIP 361: neither proposal is an active mainnet rule. If a future upgrade is activated, users should follow the exact guidance shipped by their wallet and service providers rather than importing a generic address format.
- Update wallet software only from an authenticated release channel. Quantum migration will involve new address types and signing code, making fake upgrade prompts especially dangerous.
- Check whether each UTXO is exposed. A wallet may contain outputs with different public-key exposure characteristics. The migration order could prioritize exposed keys, but the final policy would determine what is mandatory.
- Send a test transaction. Verify that the receiving wallet recognizes the new output, that the transaction confirms and that recovery from the wallet’s backup works before moving a large balance.
- Recalculate fees. Post-quantum witnesses can be much larger, so an old fee estimate may underpay for timely confirmation.
- Coordinate with custodians and exchanges. A service may support receiving a new output type before it supports withdrawals, multisignature deposits or recovery exports.
- Retain verifiable records. Keep the migration transaction IDs, updated descriptors and an offline backup of the post-quantum keys or seed material.
Institutional holders should additionally test signing ceremonies, quorum policies, disaster recovery, address whitelists and audit systems before a deadline is announced.

Can Bitcoin survive a quantum computer?
It can plausibly adapt if the network agrees on standards and users migrate before a cryptographically relevant quantum computer can exploit exposed keys at scale. The hard part is coordination: defining a safe output, selecting durable signature primitives, deploying wallet and node support, handling much larger transactions and deciding what happens to coins that never move.
BIP 360 addresses the structural problem by removing the vulnerable Taproot key path and preserving an upgrade route. NIST’s standards provide candidate building blocks, while BIP 361 illustrates one possible policy and consensus timetable. None of those documents by itself changes the rules that miners and nodes enforce today.
Quick Recap
How to judge future announcements
- Confirm whether the announcement is a Bitcoin Improvement Proposal, an activated consensus change or only a wallet-provider feature.
- Look for a specified algorithm, signature and public-key encoding, witness limits and fee treatment.
- Check whether the proposal explains migration for exposed keys, multisignature outputs, custodial funds and coins that cannot be moved.
- Distinguish a recommendation to stop creating vulnerable outputs from a rule that invalidates existing signatures.
- Require reproducible test vectors, audited implementations and a clear activation threshold before treating a new address as safe for significant funds.
