Banks can integrate tokenized deposits with payment systems by linking a bank-controlled token platform to existing payment and settlement infrastructure, or by using a shared programmable ledger where commercial-bank money, central-bank money and assets can settle together. The key is not simply moving a deposit onto a ledger: the design must keep the bank’s liability records aligned with payment instructions, interbank obligations and the asset that provides settlement finality.

An API-linked approach can offer an incremental connection to existing systems, but separate systems may leave payment and asset legs exposed to delays or mismatches. A unified ledger can support atomic settlement across components placed on that ledger, at the cost of new infrastructure and shared governance. Neither model resolves legal treatment, customer protection or operational risk on its own.

What a tokenized deposit is—and what it is not

A tokenized deposit is a bank deposit represented and transferred through a token-based system. The tokenization changes how the claim is represented and how instructions may be processed; it does not automatically change who owes the money. The Federal Reserve’s September 2026 note characterizes tokenized deposits as claims that remain on a commercial bank’s balance sheet and legally remain deposits subject to regulation. In the U.S. context, the note says they may be eligible for deposit insurance. That is not a universal legal conclusion: treatment depends on jurisdiction, product structure and applicable law.

This distinction matters because the recipient needs to know which institution is obligated to pay, and the banks involved need to know how the transfer is recorded and settled. A token transfer alone does not establish that an interbank obligation has been discharged, or when payment is legally final.

How this differs from a transferable stablecoin

The Bank for International Settlements’ 2023 report describes a transferable stablecoin as a claim on its issuer that can pass from holder to holder. A deposit payment has a different banking relationship: the recipient’s bank account is credited, while interbank settlement supports the transfer. Any integration design should therefore make clear who owes the customer the money and what settlement asset supports the movement between banks.

Three ways to connect tokenized deposits to payment infrastructure

The BIS’s 2023 report describes three broad integration patterns. They differ in how much infrastructure is shared and how directly payment and asset transfers can be coordinated. The patterns are design choices, not a universal ranking.

Architecture How it works Settlement and atomicity Main trade-off
API bridge to existing systems APIs connect conventional payment infrastructure to a programmable platform. Clearing and settlement continue through conventional bank accounts and systems such as real-time gross settlement (RTGS). Existing systems perform clearing and settlement. APIs joining independently operated systems do not, by themselves, make all money and asset legs atomic. An incremental way to connect systems, but it preserves coordination and reconciliation work between them.
Tokenized private money with settlement triggered through APIs The programmable platform holds tokenized private money and assets. APIs and smart contracts coordinate updates on the platform with settlement in the existing central-bank system. The BIS describes atomic settlement for private money and other assets in this model, but not for transactions involving CBDC on the platform. It can coordinate more of a transaction than a simple bridge, while still relying on an external central-bank system.
Unified ledger Wholesale CBDC or tokenized reserves, tokenized private money and assets coexist on a programmable platform. Can support settlement finality and atomic settlement across the components on the ledger. Requires new infrastructure and shared governance. It need not mean one ledger for the whole economy; multiple use-specific ledgers could coexist and connect through APIs.

1. API bridge: connect without replacing the existing settlement system

In a bridge model, the bank links a programmable token platform to its existing payment infrastructure through APIs. The platform can support token-based instructions or asset workflows, while conventional bank accounts and systems such as RTGS continue to handle clearing and settlement. This can provide a route to connect new services without relocating every payment function to a shared ledger.

The boundary between systems is the central limitation. If one system records a token or asset transfer and another settles the money leg, each system must communicate with the other and recover cleanly from delay, rejection or failure. An API can carry an instruction and report a result; it does not inherently make separate system updates one indivisible transaction. In a multi-leg transaction, one side could be completed while another remains pending unless the integration includes a suitable coordination and exception-handling design.

2. API-triggered settlement: coordinate private money and assets

A second pattern places tokenized private money and assets on a programmable platform, while APIs and smart contracts coordinate account updates with settlement in the existing central-bank system. The BIS says this can provide atomic settlement for private money and other assets in its described model, but not for transactions involving CBDC on-platform. The scope of that claim matters: atomicity applies to the components and settlement arrangement the model actually coordinates, not automatically to every external payment rail or asset.

This model can be useful when a bank wants programmability on a platform but is not moving central-bank settlement onto that platform. Its design still depends on reliable coordination between the platform and the central-bank system, as well as a clear rule for what happens if one side accepts an instruction and the other does not complete it.

3. Unified ledger: place money and assets together

A unified ledger brings wholesale central-bank money, tokenized commercial-bank money and assets onto a programmable platform. Because the relevant components can share the platform, a transaction may be designed so payment and asset transfer occur together, supporting atomic settlement and finality across those components. “Unified” does not require one ledger for an entire economy. The BIS notes that use-specific ledgers could coexist and connect through APIs.

The trade-off is institutional as well as technical. A shared platform requires decisions about governance, participation, data and operational responsibilities, in addition to new infrastructure. A bank considering this model must assess not only the ledger’s capabilities but also who can use it, who controls changes and how it connects to systems outside the platform.

How settlement works between banks

The settlement asset is the anchor of the design. BIS analysis treats central-bank reserves as the trusted final settlement asset in the current monetary system. When a customer pays someone at another bank, the tokenized deposit remains a liability of the issuing commercial bank; the banks must also settle their interbank obligation according to the payment arrangement they use.

A complete design should answer four related questions. First, how does a token transfer correspond to an entry in the issuing bank’s books? Second, how is the obligation between the sending and receiving banks cleared? Third, what asset moves to settle that obligation? Fourth, at what point is the payment legally final? Tokenization does not answer these questions by itself.

Keep the token, bank records and settlement result in sync

The token platform and the bank’s liability record must not imply conflicting balances or payment status. The integration should define which system is authoritative for each record, what event changes the customer’s deposit balance, and how the bank confirms that the related interbank settlement has occurred. Those definitions are especially important when platform updates and settlement-system updates happen at different times.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a simple transfer, the customer-facing result should distinguish between an instruction being accepted, a token or account entry being updated, and the interbank payment becoming final. If a payment involves an asset transfer as well as money, the design should also specify whether both legs complete together or whether one can remain outstanding.

Atomic settlement is conditional, not a property of the token

Atomic settlement means that the relevant legs of a transaction either complete together or do not complete. It can reduce the chance that one party transfers an asset without receiving the corresponding payment, but only where the systems and rules governing those legs actually coordinate them. A shared platform may make this possible for components on that platform. Two separate systems connected by APIs do not gain atomicity merely because they exchange messages quickly.

The BIS’s 2025 report describes tokenization as bringing messaging, reconciliation and asset transfer together. For cross-border payments, a shared platform could bring tokenized central-bank and commercial-bank money together for payment instructions, settlement and post-transaction monitoring. Such a platform would still need to accommodate jurisdictional differences while harmonizing enough standards to support composability and atomic transactions.

What a bank should evaluate before choosing an architecture

The right choice depends on the bank’s payment use case, existing systems, counterparties and applicable rules. Compare the architectures against the same operational and legal questions rather than treating any one design as suitable for every institution.

  • Settlement asset and finality: Identify the central-bank or other settlement asset used, how it moves and when legal finality occurs. Do not treat a ledger confirmation as a substitute for defining finality.
  • Atomicity: Map every money and asset leg. Establish which legs settle together and which may be separated across systems.
  • Integration burden: Account for APIs, middleware, updates to legacy account systems, reconciliation and the handling of exceptions when systems disagree or become unavailable.
  • Interoperability: Define message and data standards, identity and permissioning, ledger governance, and connections to other banks and payment systems. Cross-border use also requires room for jurisdictional differences.
  • Risk and safeguards: Assess liquidity management, key and node controls, privacy, resilience, redemption, financial-integrity compliance, customer protection and operational governance.
  • Jurisdiction and product terms: Determine which deposit, payment, data and central-bank-access rules apply to the specific product and geography. Architecture alone does not establish legal status or deposit-insurance eligibility.

Safeguards for tokenized private money

The BIS’s 2026 discussion says tokenized private-money arrangements should be conditioned on strong safeguards. It highlights redeemability at par against central-bank money at the wholesale layer, robust governance and risk management, transparency about backing assets, and compliance with financial-integrity and consumer-protection requirements. These are design and policy considerations, not a claim that every existing tokenized-deposit product already meets them.

Programmable delivery-versus-payment can reduce operational friction and errors when it is properly designed. That benefit depends on the transaction rules, the systems involved and the safeguards around them. A bank should not assume that automating an instruction removes the need for controls, exception handling or clear customer terms.

What the New York Fed’s proof of concept does—and does not—show

In 2023, the New York Fed’s New York Innovation Center conducted a proof of concept that simulated domestic and cross-border U.S. dollar wholesale payment scenarios on a shared, multi-entity ledger. The test used commercial-bank deposit tokens and a theoretical wholesale CBDC, with simulated data in a test environment.

The announcement reported that the simulated design demonstrated settlement finality, a common source of truth, standard transaction data, privacy, smart-contract programmability for liquidity management and simultaneous near-real-time settlement. These results show what the experiment explored under its test conditions; they are not production evidence and do not establish that every bank or payment system can achieve the same outcomes. Per von Zelowitz, Director of the New York Innovation Center, said: “From a central banking perspective, the proof of concept was conducive to exploring tokenized regulated deposits and understanding the potential functional benefits of central bank and commercial bank digital money operating together on a shared ledger.”

A practical sequence for planning an integration

A bank can make the architecture decision more concrete by working from the payment obligation outward, rather than beginning with the choice of ledger technology.

  1. Define the payment and parties. Specify who pays, who receives, which banks hold the relevant deposits and whether the transaction includes an asset leg or crosses jurisdictions.
  2. Map the liabilities and records. Identify which bank owes each customer, how token movements map to bank-book entries and which system records the authoritative status of each leg.
  3. Select the settlement asset and finality rule. State what settles the interbank obligation and precisely when the payment is considered final under the arrangement.
  4. Choose the integration pattern. Decide whether an API bridge to existing settlement is sufficient, whether API-triggered settlement better coordinates tokenized money and assets, or whether a shared ledger is needed for atomic settlement across components.
  5. Specify failure and exception handling. Define what happens when an instruction is rejected, settlement is delayed, a system is unavailable or two records show different statuses. Include how the bank resolves the discrepancy and communicates payment status.
  6. Set governance and safeguards. Establish participant roles, access and permissioning, operational controls, liquidity processes, privacy protections, resilience expectations, redemption terms and compliance responsibilities.
  7. Validate the design in its actual legal and operating context. Confirm applicable jurisdictional rules, customer protections and any relevant deposit-insurance treatment for the product. A technical design or proof of concept cannot settle these questions on its own.

Common integration mistakes to avoid

  • Calling a token transfer final without specifying settlement. State whether the entry is an instruction, a bank-book update or a legally final interbank payment.
  • Assuming APIs create atomicity. A bridge can connect systems, but separate systems still need rules for incomplete or conflicting legs.
  • Using “deposit” as a universal legal label. The Federal Reserve’s description is U.S.-specific; legal treatment and insurance eligibility depend on the jurisdiction and product.
  • Treating a proof of concept as a production benchmark. The New York Fed experiment used simulated data in a test environment and does not establish operational performance at scale.
  • Overlooking shared governance. A platform used by multiple entities requires clear allocation of control, responsibilities, data access and operational risk.
