Preventing social engineering at a bank takes more than phishing training or a stronger email filter. A CISO needs a risk-based program that protects employees, customers, systems and payment processes with layered authentication, secure communications, independent verification, monitoring and clear response steps.
What should a bank’s social-engineering defense cover?
Social engineering targets people and the processes they use, not just inboxes. A convincing request may try to steal a password, persuade an employee to change payment details, persuade a customer to reveal a one-time code, or exploit a support interaction to take over an account. A bank’s control plan should account for employees, board members, third parties, service accounts, applications, devices and customers using digital banking.
For U.S. financial institutions, the Federal Reserve Board and other financial regulators’ August 2021 interagency authentication guidance describes a risk-management approach: assess risks, identify who needs access, choose controls suited to the institution’s risk profile and complexity, and periodically evaluate control effectiveness. It also calls for monitoring, logging and reporting. The guidance says it does not establish a compliance standard for the laws it references or impose new regulatory requirements; institutions should not mistake it for a jurisdiction-by-jurisdiction legal analysis.
Use the following comparison to decide where control ownership and assurance should sit. It is a planning framework, not an official regulator scoring rubric.

| Control area | Threat path and users covered | Planning question |
|---|---|---|
| Identity and access | Stolen credentials or excessive access involving workforce, third-party, service and customer accounts | Does authentication strength match the access risk, and can the bank monitor and review the access granted? |
| Email and internet access | Impersonation, malicious messages, links and attachments reaching staff | Are technical controls, configuration, monitoring and training working together? |
| Payment and support procedures | Fraudulent instructions or account-recovery requests directed at employees, call centers or IT help desks | Can staff verify the request independently without relying on the message or caller’s supplied details? |
| Customer protection | Impersonation or manipulation of digital-banking customers | Do customers know how to recognize legitimate contact, use available safeguards and report suspicious activity? |
| Detection and response | Suspected credential theft, device compromise or exposure of customer information | Can a report reach the right response team quickly, with clear containment and customer-notification decisions? |
How should a CISO assess users and access?
Start with an inventory of who and what can access sensitive systems, what each access path can do, and how it is authenticated. Include remote access, email, billing and payment workflows, customer-facing digital banking, help desks, third parties, non-human service accounts and devices. Risk assessment should consider the sensitivity of the information or transaction, the access channel and the likely impact if an attacker succeeds.
Use that assessment to define who needs access and what level of authentication and authorization is appropriate. Review access periodically and when a role, service or business relationship changes. Monitor and log relevant activity so suspicious access can be investigated and control effectiveness can be evaluated. The interagency guidance treats authentication as a concern across financial-institution systems and digital-banking customers, rather than as a password policy confined to employee logins.
Which identity controls make credential theft harder to exploit?
Use layered security. The interagency guidance identifies multifactor authentication (MFA) as an effective practice alongside measures such as network segmentation and least-privilege access, and says single-factor authentication is inadequate in many situations. Select controls according to the risk and the systems involved; do not assume a password alone is a sufficient defense for sensitive access.

Apply MFA or equivalent layered controls to email and other high-impact access paths, and assess how controls work for employees, customers, third parties and service accounts. Consider accessibility, recovery and support procedures as part of the design: a control that users cannot reliably complete may drive workarounds, while weak recovery can undermine the stronger sign-in process. The guidance discusses device-based public-key infrastructure as one approach, but does not endorse a particular product or device.
How can banks reduce phishing and email impersonation?
Use multiple defenses rather than expecting one filter or user decision to stop every message. The interagency guidance recommends vendor-recommended secure configurations, MFA or equivalent layered security, patching, monitoring, anti-phishing controls, DMARC verification, disabling email macros, segregating malicious attachments, clear notices for external messages and user education. It also recommends social-engineering exercises and tailoring training based on what they reveal. See the interagency guidance for the broader control context.
Configure domain authentication carefully
The FTC explains that SPF checks whether a sending mail server is authorized for a domain, DKIM uses a signing and authentication mechanism, and DMARC checks alignment with the visible From address and communicates a handling policy to receiving servers. These controls can help receiving systems assess messages claiming to come from a bank’s domain; they do not verify every sender or make a fraudulent message impossible. The FTC cautions that configuration requires expertise to avoid blocking legitimate mail. Its cybersecurity guidance for businesses explains the distinctions.

- [Quantity] : 4 pcs key fobs included.
- [Frequency] : 13.56 MHz
- [Compatibility]: Work for all Yamiry smart locks. Other brands of smart locks and devices can be used as long as they support 13.56Mhz cards.
Make staff-facing safeguards actionable
Use external-message notices that staff can recognize, restrict risky email features such as macros, and isolate malicious attachments from routine handling. Keep systems patched and monitor for suspicious activity. Train employees on the kinds of requests relevant to their role, including unusual payment instructions, credential requests and attempts to bypass normal verification. Use exercises to identify where people or procedures need improvement, then adjust the training rather than treating course completion as proof that the risk is controlled.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →How should employees verify a wire or other high-risk request?
Verify the request through a trusted, independent channel before acting. For example, if an email asks an employee to send a wire, change beneficiary details or urgently disclose sensitive information, the employee should contact the purported colleague, vendor or client using contact information already known to be genuine—not a number, link or reply address in the suspicious message. The FTC gives this advice in its business cybersecurity guidance.
- Pause the transaction. Do not use links, phone numbers or contact details supplied in the request to validate it.
- Reach the requester independently. Use a known, previously established contact method, or an approved internal directory or workflow.
- Confirm the material details. Verify the requested action and the relevant payment or account changes through the bank’s approved process.
- Escalate inconsistencies. If the requester cannot be reached, details do not match, or the request pressures staff to bypass controls, route it to the designated fraud, security or supervisory team.
- Record the outcome. Preserve the request and the verification result through the bank’s approved case or transaction process.
Define the verification and escalation process in advance for high-risk transactions. It should not depend on an employee improvising a second check while under time pressure. This workflow is an operational application of independent verification advice, not a substitute for the institution’s payment rules or applicable legal obligations.

How should banks protect customer interactions and digital banking?
Customer-facing protection must cover more than login screens. The interagency guidance addresses digital-banking customers as well as internal users and calls out controls for customer call centers and internal IT help desks. A social engineer may try to persuade a customer to disclose credentials or a code, or persuade a support agent to reset access for an impostor. Apply identity verification to support and recovery interactions as well as routine access, with procedures suited to the risk of the requested action.
Explain to customers how to identify legitimate bank communications, which protective controls such as MFA the institution offers, how to use account-activity alerts, where to report suspicious activity, and when the bank may use enhanced authentication or contact them. Include current examples of threats identified in the interagency guidance, including phishing, social engineering, mobile-based trojans and business email compromise. Keep those explanations current as services and threats change.

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesWhat should a bank do when a customer reports a suspicious message?
Give customers a clear, easy-to-find reporting contact and make sure the receiving team can route the report to the appropriate fraud or security process. A customer should not have to decide whether a message is technically a phishing attack before reporting it. Guidance for businesses from the FTC recommends alerting relevant internal support, changing compromised passwords, isolating infected devices, reporting scams and notifying affected customers when personal information is compromised; banks should apply such response steps through their own incident procedures and obligations. See the FTC’s cybersecurity guidance and guide to scams and small businesses.

For a suspected account or device compromise, prioritize containment and preserve the information needed for investigation under the bank’s response plan. Tell customers what to do through a trusted channel, and do not send them back to the suspicious message to resolve the issue. If personal information may have been compromised, follow the bank’s notification procedures and applicable requirements.
How can the CISO tell whether the program is working?
Evaluate controls periodically, not only after an incident. Review whether access remains appropriate, whether authentication and email safeguards are operating as intended, whether reports reach the right teams, and whether exercises expose gaps in training or procedure. Use those findings to update controls and customer education as systems, threats and services change. The interagency guidance calls for periodic evaluation, monitoring, logging and reporting, and for adapting practices to each institution’s risk profile, complexity and risk appetite.
When selecting or adjusting a control, consider its threat coverage, integration with identity, email, payment and case-management processes, the monitoring and evidence it provides, accessibility and friction for staff and customers, operational ownership and support needs, and how it will be tested and updated. Those factors help distinguish a control that exists on paper from one that can be used, monitored and improved in the bank’s actual workflows.
