Federal Reserve governors are nominated by the U.S. president and appointed with the advice and consent of the Senate. The Board of Governors has seven members, who ordinarily serve staggered 14-year terms. As members of the Board, governors share authority over the Board’s statutory responsibilities, including examining Reserve Banks and member banks, requiring certain reports, and generally supervising Reserve Banks. They also serve on the Federal Open Market Committee (FOMC), whose monetary-policy role is distinct from the Board’s broader responsibilities.
How a person becomes a Federal Reserve governor
A governor joins the Board of Governors through a federal appointment process: the president nominates a person, and the Senate must give its advice and consent. The appointment is to a seat on the Board, not to the leadership position of Chair or Vice Chair. Those are separate designations with their own confirmation and term rules.
- The president nominates. The president selects a nominee for a Board seat. Federal Reserve Act Section 10 directs the president to have due regard for fair representation of financial, agricultural, industrial, and commercial interests, as well as the country’s geographic divisions.
- The Senate considers the nomination. Senate consent is required before the nominee can be appointed as a governor. The Federal Reserve’s FAQ describes Board members as nominated by the president and confirmed by the Senate.
- The nominee takes a Board seat. The Board is provided by statute to have seven members. No more than one member may be selected from any one Federal Reserve district.
These rules describe the legal framework; they do not mean that the Board is made up of representatives who formally speak for particular industries or districts. The statute’s direction about representation guides presidential selection, while each governor serves as a member of the Board. The geographic rule likewise limits the number of Board members selected from a single district; it does not turn a governor into a delegate of that district.

The appointment process can involve a vacancy when a governor leaves before the end of a term. A person appointed to finish the unexpired portion of that seat serves under the remaining term rules, and that person may later be appointed to a full 14-year term. The statute therefore distinguishes between filling the balance of an existing term and receiving a new full term.

How long governors serve
A full term as a governor is 14 years. The terms are staggered: ordinarily, one term expires on January 31 of each even-numbered year. Staggering means that Board seats do not all reach the end of their regular terms at once, preserving continuity as nominations and confirmations occur over time.
A governor who has completed a full 14-year term cannot be reappointed as a governor. Someone appointed to finish another governor’s unexpired term may later be appointed to a full term. Board members may continue serving after a term ends until a successor has been appointed and qualified, so the end date of a term does not necessarily mean the seat becomes vacant immediately.
That continuation rule prevents an automatic gap between the statutory expiration date and the arrival of a qualified successor. It does not convert a completed term into a new 14-year appointment, and it does not remove the requirement for presidential nomination and Senate consent for the successor.

A person can be a governor under the 14-year statutory term and separately be designated Chair or Vice Chair for a four-year period. Those designations can be renewed, subject to the required Senate consent.
How the Chair and Vice Chairs are selected
The president designates a Board member as Chair and two members as Vice Chairs; one Vice Chair is designated as Vice Chair for Supervision. The Senate must consent to these designations. A nominee for one of these positions must already be a Board member or be appointed to the Board at the same time.

Each Chair or Vice Chair designation lasts four years. The leadership appointment does not replace the person’s status as a governor or reset the 14-year governor term. This distinction matters when a leadership designation ends: the person’s ability to remain on the Board depends on their separate governor appointment and term. A governor can therefore continue as a Board member after a four-year leadership designation concludes, subject to the rules governing the governor seat.
What the Chair does
The Chair presides over Board meetings, manages Board staff, and serves as the Board’s public spokesperson and representative. Section 10 of the Federal Reserve Act describes the Chair, subject to the Board’s supervision, as its “active executive officer.” The phrase does not make the Chair a one-person Board: the Chair is one member, and the law places the Chair’s executive role under Board supervision. Board decisions and statutory authorities remain institutional responsibilities rather than unilateral powers of the Chair.
What the Vice Chair for Supervision does
The Vice Chair for Supervision develops policy recommendations and oversees supervision and regulation of the firms covered by that role. This is a leadership responsibility within the Board’s structure, distinct from the separate process for appointing a governor and from the FOMC’s monetary-policy function. The designation gives a particular Board member a supervisory portfolio; it does not create a separate class of governor with a different statutory term.
What powers governors exercise through the Board
The Board of Governors is the central governing body of the Federal Reserve System. Its statutory powers are exercised principally by the Board as a body, rather than being personal powers held independently by each governor. The Federal Reserve Act gives the Board responsibilities that include oversight of Reserve Bank operations and aspects of financial supervision and regulation.
Section 11 of the Act authorizes the Board to:
- Examine the accounts, books, and affairs of Federal Reserve Banks and member banks.
- Obtain specified reports.
- Exercise general supervision over Federal Reserve Banks.
These powers give the Board tools to review the condition and activities of institutions within the Federal Reserve framework and to oversee how the regional Reserve Banks operate. They are statutory oversight powers, not a claim that every governor personally performs an examination, requests every report, or directs each Reserve Bank action.

The Board may delegate some functions under statutory conditions. However, the Act excludes rulemaking and functions pertaining principally to monetary and credit policies from that general delegation authority. That limitation helps distinguish responsibilities that may be assigned under the statute from the functions the law reserves from that general delegation mechanism. It also underscores why a governor’s vote or participation on the Board cannot be reduced to an individual enforcement or inspection role.
The authority to examine or supervise should not be read as a claim that every governor personally conducts examinations or handles every supervisory matter. The legal authority belongs principally to the Board, which operates as an institution and may delegate certain functions where the law allows.
How governors’ FOMC role differs from Board powers
Every member of the Board of Governors also serves on the Federal Open Market Committee. The FOMC is the Federal Reserve body that sets monetary policy. The Board and the FOMC are related parts of the Federal Reserve System, but their responsibilities are not interchangeable.
| Institution or role | What it does | How governors participate |
|---|---|---|
| Board of Governors | Exercises statutory responsibilities such as examining Reserve Banks and member banks, obtaining reports, and generally supervising Reserve Banks. | Governors are Board members and share in the Board’s institutional responsibilities. |
| Federal Open Market Committee (FOMC) | Sets monetary policy. | All Board members serve on the FOMC. |
So, a governor’s involvement in monetary policy comes through FOMC membership, while examination and general-supervision authority are Board responsibilities. Saying that the Board sets monetary policy would blur this distinction; saying that governors have no monetary-policy role would miss their participation on the FOMC. The same person can therefore exercise responsibilities in two institutional settings, but the legal source and purpose of those responsibilities differ.
How the Board differs from the regional Reserve Banks
The Board of Governors is not the same institution as the 12 regional Federal Reserve Banks. The Board has seven members appointed through the presidential nomination and Senate-consent process. The Reserve Banks are regional institutions whose operations are subject to the Board’s general supervision under the Federal Reserve Act.

This distinction is useful when reading about the Federal Reserve: “governor” refers to a member of the Board of Governors, not to a leader of one of the regional Reserve Banks. Board members also take part in the FOMC, which has its own monetary-policy role within the System. A reference to a Reserve Bank president or regional Reserve Bank should not be mistaken for a reference to one of the seven presidentially nominated governors.
Independence and removal
Federal Reserve governors are not immune from removal under all circumstances. The statute permits earlier removal for cause. At the same time, the Federal Reserve says governors cannot be removed for their policy views. The distinction is between protection for policy judgments and absolute tenure: the former is described by the Federal Reserve, while the latter is not what the statute provides.
The long, staggered terms are intended to help insulate the Board from day-to-day political pressures. They do not eliminate the appointment process, Senate confirmation, the statutory possibility of removal for cause, or the separate four-year cycle for Chair and Vice Chair designations. Nor does a four-year change in the Chair automatically remove the person from the Board; the governor’s separate appointment and term control that question.
Common points of confusion
- Governor versus Chair: Every Chair is a Board member, but the Chair’s four-year designation is separate from the governor’s 14-year term.
- Board authority versus an individual governor’s authority: Statutory examination, reporting, and supervision powers belong principally to the Board as a body, rather than to each governor acting alone.
- Board versus FOMC: The Board has broader statutory and supervisory responsibilities; the FOMC sets monetary policy. Governors serve on both.
- Board versus regional Reserve Banks: The seven-member Board is a separate body from the 12 regional Reserve Banks, which fall under the Board’s general supervision.
- Policy independence versus immunity from removal: Federal Reserve guidance says governors cannot be removed for policy views, while the statute allows earlier removal for cause.
- Full term versus an unexpired term: Completing someone else’s remaining term is not the same as completing a full 14-year term. A person who fills an unexpired term may later be eligible for a full term, while a person who completes a full term cannot be reappointed as a governor.
Primary sources for the appointment and authority rules
The appointment, term, Board-size, and leadership-designation rules are set out in Section 10 of the Federal Reserve Act. The Board’s examination, reporting, general-supervision, and delegation provisions are in Section 11. The Board of Governors’ publications The Fed Explained: Who We Are and The Federal Reserve Board: Selection and Function, along with its FAQ “Who are the members of the Federal Reserve Board, and how are they selected?”, explain the institutional roles and selection process.

How long does a Federal Reserve governor serve?
A full governor term is 14 years, with terms staggered so that ordinarily one expires on January 31 of each even-numbered year. A governor who completes a full term cannot be reappointed as a governor. Members may continue serving until a successor is appointed and qualified.
Can a governor serve after filling someone else’s vacancy?
Yes. A person appointed to complete an unexpired term may later be appointed to a full 14-year term. That rule differs from the prohibition on reappointing someone who has completed a full 14-year governor term.
How are the Federal Reserve Chair and Vice Chairs chosen?
The president designates a Board member as Chair and two members as Vice Chairs, including a Vice Chair for Supervision. The Senate must consent to each designation. Each leadership designation lasts four years and is separate from the person’s governor appointment.

Federal Reserve governors are presidential nominees who require Senate confirmation. Governors exercise the Board’s institutional powers— including examinations, required reports, and general supervision of Reserve Banks—and all serve on the FOMC. Understanding the separate Board, FOMC, leadership, and regional Reserve Bank roles prevents the most common misconceptions about what any one governor can do.
