Speaking an app command does not grant that app access to your microphone, camera, location, or other protected resources. In the documented Google App Actions flow, the assistant interprets your words, matches them to an app-supported built-in intent (BII), and launches a configured Android destination. The app then performs its own Android permission check before using any protected feature. Understanding that separation explains why a voice command can open an app immediately yet still produce a system permission prompt a moment later.

This article uses Google’s documented App Actions model for Android. Google’s current developer pages also discuss Gemini, but they do not establish that every Gemini interface, device, account, or country exposes every App Action in the same way.

What happens after you speak an app command?

A request such as “Hey Google, start an exercise on Example App” passes through several distinct stages. Google describes the assistant as analyzing the meaning of the request and matching it to a supported built-in intent, such as actions.intent.START_EXERCISE. The app’s declaration then determines where Android sends the request and what context accompanies it. Finally, the app handles any sensitive operation under Android’s normal permission rules.

  1. Speech and meaning are analyzed. The assistant converts the utterance into an interpreted request. This is language understanding, not an authorization decision.
  2. A built-in intent is matched. A BII represents the task category the user wants, such as starting an exercise or searching an app. Google’s overview describes this matching process at Android Developers’ Google Assistant for Android documentation.
  3. The app capability is selected. Developers declare support for a BII in shortcuts.xml. Google says these declarations are registered when the app is uploaded through Google Play.
  4. Fulfillment launches a destination. The capability can map extracted parameters to Android intent extras and direct Android to an activity, a deep link, or a supported widget surface. The schema and fulfillment options are documented in Create shortcuts.xml.
  5. The app continues the task. Once its screen or other supported surface opens, the app decides whether it needs a protected resource. It must check the relevant permission at the point of use and follow Android’s grant, denial, or explanation flow.

For a Play-published app, “Hey Google, open AppName” can open the app by name without a deeper App Actions integration. A command such as “search for running shoes on Example App” requires an appropriate capability and fulfillment mapping; Google presents that phrasing as an example, not a guarantee for every app or account.

Voice recognition and destination routing therefore answer which app task should start. They do not answer whether the app may access a sensor or private data source.

Built-in intents and Android intents are different

Built-in intent: the user’s semantic task

A built-in intent (BII) is Google’s category for what the user wants to accomplish. “Start an exercise” is a semantic task even if different apps implement it with different screens. BIIs give the assistant a common vocabulary for matching natural language to app capabilities.

Android intent: the launch instruction

An Android intent is the configured instruction that opens an activity or another app destination. It can carry values extracted from the BII as extras, or route to a deep-link URL template. Google explicitly distinguishes the App Actions BII from the Android intent used for fulfillment; the distinction is explained in the shortcuts.xml schema guide.

In practical terms, the BII says “the user wants to start an exercise,” while the Android intent says “open this activity and pass the exercise details here.” Confusing the two can lead to a capability that matches correctly but opens the wrong screen or loses parameters.

What shortcuts.xml and shortcuts actually do

shortcuts.xml is the resource where an Android developer declares App Actions capabilities and shortcut information. The application manifest points Android to that resource. A capability identifies a BII, maps parameters, and specifies one or more fulfillment paths.

Static shortcuts

Static shortcuts are defined in the app’s resources and change when the developer ships a new app release. They suit stable, common destinations such as a fixed “start workout” or “open orders” action. Because they are release-managed, changing them requires updating and publishing the app.

Dynamic shortcuts

Dynamic shortcuts are personalized and can be updated while the app runs. Google’s Shortcuts Integration Library can make them eligible for suggestions on Google surfaces, including voice-related suggestions. Eligibility is not a promise that a shortcut will be displayed or selected. Details are in Push dynamic shortcuts to Assistant.

Characteristic Static shortcut Dynamic shortcut
Definition Stored with the app’s resources Created or changed at runtime
Update lifecycle Requires a new app release Can reflect a user’s changing data or preferences
Typical use Stable, broadly useful actions Personalized destinations and recent or user-specific tasks
Surface behavior May be eligible for Google suggestions; implementation does not guarantee that a particular utterance or surface will show it

Shortcuts and capabilities help the assistant find and route to an app feature. They do not bypass Android’s runtime permission system.

Why a permission prompt can still appear

Android apps run in a limited-access sandbox. On Android 6.0 (API level 23) and newer, an app that declares a dangerous permission generally must request it at runtime before performing the protected operation. Android’s guidance is to check the permission whenever the operation is needed, explain the request in context when useful, and keep the rest of the app usable if the user declines. See Request runtime permissions.

The assistant’s microphone is not transferred to the app

The microphone used to hear a wake word or spoken command is part of the assistant interaction. The documented App Actions and Android permission material do not describe that invocation as granting the target app microphone access. If the app needs to record audio after launch, it must have its own microphone permission.

Protected follow-on operations

A voice command may open a feature that later needs a camera, microphone, location, contacts, storage, or another protected resource. Whether a prompt appears depends on the feature and the app’s current permission state:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • If the feature needs no dangerous resource, no runtime permission prompt is required.
  • If the permission was already granted, the app can proceed subject to any other service or account checks.
  • If the permission is missing, Android presents the app’s runtime request when the app asks for it.
  • If the user denies access, the app should disable or limit only the dependent feature and offer a usable alternative where possible.

Android’s documented guidance states: “If the user denies or revokes a permission that a feature needs, gracefully degrade your app so that the user can continue using your app, possibly by disabling the feature that requires the permission.”

Version-specific user controls

Android version Relevant behavior What it means in a voice-launched flow
Android 6.0 / API 23+ Dangerous permissions are requested at runtime Opening an app through voice does not replace the normal request and user decision
Android 11 / API 30+ Microphone, camera, and location requests can offer “Only this time” A one-time grant may expire, so a later voice-launched use can require another decision
Android 12 / API 31+ Privacy indicators notify users when apps access the microphone or camera Users get a visible signal during protected access, regardless of how the app was opened

These are Android platform rules, not promises that every assistant surface will display an identical sequence of screens.

How developers connect a spoken request to an app feature

Google’s setup documentation describes a publication and testing path rather than a shortcut-only switch. A developer should treat the assistant route and the permission route as two related but separate parts of the feature.

  1. Choose a supported BII. Map the user task to the closest documented built-in intent. For example, an exercise app might use actions.intent.START_EXERCISE; an app with in-app search may use the search-oriented capability Google documents.
  2. Declare the capability in shortcuts.xml. Add the capability, parameter mappings, and fulfillment definitions. Decide whether the destination is an explicit activity, a deep link, or another supported surface. Use the schema reference at developer.android.com/develop/devices/assistant/action-schema for the exact element and attribute names.
  3. Make the Android destination handle the request. Read the parameters delivered through the configured Android intent or deep link, validate them, and show an appropriate state if a value is missing or unsupported.
  4. Implement permission checks at the operation boundary. Before recording, opening the camera, reading location, or using another protected resource, check the permission. If it is absent, explain the immediate feature need and invoke Android’s runtime request. Do not assume that successful voice matching means the permission is granted.
  5. Publish through Google Play. Google’s App Actions setup guide says the app must be published on Google Play for the documented integration flow. Declarations are registered as part of the upload process.
  6. Test on a physical or virtual device. Google’s guide supports either device type. A physical Android phone is optional; an emulator can be used for the documented testing steps. The setup, preview, test-release, review, and deployment process is described at Build App Actions.

Test both a first-time user, who has not granted the feature’s permission, and a returning user whose permission is already granted. Also test denial, “Only this time” expiration where applicable, malformed parameters, and opening the destination directly without voice.

A practical troubleshooting guide

The app opens, but the requested task does not

  • Confirm that the utterance maps to the BII your capability declares; an app name alone may only open the app.
  • Verify that extracted parameters are mapped to the Android intent extras or deep-link template expected by the destination.
  • Check that the activity or deep link handles the request when the app is cold-started, not only when it is already open.

The assistant does not invoke the capability

  • Check that the app is Play-published and that the capability has gone through the available preview or testing process.
  • Try the literal examples from Google’s documentation, such as “Hey Google, start an exercise on Example App” or “Hey Google, search for running shoes on Example App,” while remembering that examples are not universal guarantees.
  • Allow for surfacing decisions: Google says actions may be selected based on quality and relevance, so an implemented capability is not a promise that every utterance will trigger it.

A permission prompt appears after a successful voice launch

This is normally expected when the destination needs a protected resource that the app has not been authorized to use. Explain the feature in context, let the user choose, and provide a degraded path after denial. If the app should not need that resource for the requested task, inspect the code path to ensure it is not requesting permission prematurely.

The app works on one device but not another

Check Android version, account and region availability, app release track, Google app or assistant surface, and whether the device is Android Go. The documented App Actions overview lists Android 5 (API 21) and higher on Android phones, with Android Go excluded; platform and product availability can change.

What users should and should not expect

Google’s documented mechanism is a routing contract, not a universal assistant standard. The available material does not support a feature-by-feature comparison of every Android assistant vendor or every Gemini surface. A command can be recognized yet fail to produce the intended app action because the app, BII, account, device, language, region, or surface is unsupported.

Likewise, shortcut eligibility is not display certainty. Static and dynamic shortcuts provide metadata and destinations that Google can use for suggestions, but the assistant still decides whether a particular request is relevant enough to surface.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line

Think of an Android voice request as two gates. Google App Actions can match the user’s words to a BII and route an Android intent to an app activity, deep link, or supported widget. Android then independently enforces the target app’s runtime permissions. A successful voice launch proves that routing worked; it does not prove that microphone, camera, location, or any other protected access was granted.
