Target recognition is only one part of an autonomous weapon’s path from sensing to use of force. In the International Committee of the Red Cross’s description, a system receives information from its environment, acts on a generalized target profile, and may select and engage a target after activation without further human intervention. That does not mean every autonomous weapon uses AI, or that every AI tool used in targeting controls a weapon.

How does AI target recognition work in autonomous weapons?

At a high level, target recognition is the stage at which a system processes information about its surroundings and assesses whether something corresponds to a target profile. In the ICRC’s account, that process sits inside a larger sequence: the system takes in sensor information, identifies a possible match to a generalized profile, selects a target, and engages it. The person who activated the system may not choose or know the specific target, time, or location of the eventual use of force.

This is a conceptual description, not a universal technical blueprint. The cited material does not establish one standard model architecture, sensor package, training dataset, or recognition procedure for autonomous weapons as a class. The details depend on the particular system, and claims about a named system require evidence about that system.

From sensing to engagement

It helps to separate the main functions, even though a real system may combine them or implement them differently:

  1. Sensing: The system receives information about its environment through sensors. The ICRC’s high-level description does not specify a universal sensor type or how sensor data is processed.
  2. Recognition: The system assesses whether information from the environment corresponds to a generalized target profile. If AI or machine learning is used for automatic target recognition, it may contribute to that assessment; the sources do not establish a single method or performance level.
  3. Selection: The system determines which possible target, if any, to act on. Recognition and selection are related but not interchangeable: identifying something as a possible match does not, by itself, describe every step involved in deciding to engage it.
  4. Engagement: The system applies force against the selected target. In the ICRC’s description of an autonomous weapon system, once activated it can select and engage targets without further human intervention.

This sequence explains why recognition alone cannot answer whether a weapon is operating autonomously, what it will do, or what human control exists. Those questions also depend on what activates the system, how its target profile and operating constraints are set, what decisions it makes after activation, and whether a person can supervise or stop it in time.

A target profile is not necessarily a person’s target-by-target choice

A generalized target profile describes the kind of target the system is intended to act against; it is different from an operator selecting a specific target at the moment of engagement. The ICRC says the activating person may not know which particular target the system will encounter, or the eventual time and location of force. That distinction is central to understanding why activation and meaningful control are not always the same thing.

The description does not specify how a profile is encoded, how it is developed, or how a particular system evaluates a match. Nor does it establish that a profile is necessarily an AI model. Avoid assuming that a system uses a particular machine-learning technique, dataset, or threshold unless authoritative evidence identifies those details for that system.

Does every autonomous weapon use AI?

No. An autonomous weapon system and an AI-enabled targeting function are not synonymous. An ICRC-hosted article on AI and machine learning in armed conflict notes that some existing autonomous systems use simple rule-based control software. A system can therefore have autonomous functions without using machine learning to recognize targets.

Conversely, AI can support military decisions without controlling an autonomous weapon. The ICRC and Geneva Academy expert consultation report on military AI-based decision support covers tools that inform decisions about the use of force, including target selection and application of force. That is a broader category than weapons that, once activated, select and engage targets without further human intervention.

Category What it describes What should not be assumed
Rule-based autonomous function Software follows rules or conditions to perform an autonomous function. The ICRC-hosted article says some existing autonomous systems use simple rule-based control software. That the system uses AI or machine learning for target recognition.
AI-based decision support A tool informs a human military decision, potentially including target selection or the application of force. That the tool itself is a weapon, or independently selects and engages a target.
Autonomous weapon system, as described by the ICRC Once activated, the system can select and engage targets without further human intervention. That every such system uses AI, or that every system has the same architecture or degree of autonomy.

The distinction matters because the technical and human-control questions differ. For decision support, the relevant question may be how the information shapes a person’s judgment. For an autonomous weapon, the question also includes what the system does after activation and whether an operator can intervene before force is applied. The label “AI” alone does not answer either question.

What can—and cannot—be said about recognition performance?

The sources described here support a high-level account of sensor information, generalized target profiles, and control measures. They do not provide a general recognition accuracy figure, failure rate, deployment count, or common dataset for autonomous weapons. There is no sound basis in this material for saying that such systems recognize targets correctly a particular percentage of the time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Performance claims need to be tied to a named system and to the conditions under which it was assessed. A useful technical account would have to specify, at a minimum, what the system is expected to recognize, what data and conditions were examined, what counts as a correct or incorrect result, and how the result relates to target selection and engagement. The sources here do not supply those system-specific details, so a numerical estimate would be misleading.

The ICRC-hosted article identifies concerns that AI or machine-learning-based automatic target recognition could raise, including unpredictability, explainability, and bias. These are concerns about possible properties and consequences of such systems, not evidence that every system exhibits a particular failure or bias. Their relevance must be assessed in relation to the system and its use; the cited material does not quantify them across weapons.

Where does human review fit?

Human review can occur at more than one point. It can shape a system before activation, accompany its operation through supervision, or take the form of an intervention when circumstances change or an operating constraint is no longer met. These are different control opportunities: a person who sets limits before use is not necessarily monitoring each target, and a person watching a system is not necessarily able to intervene effectively.

Before activation: define the envelope of use

The ICRC presents control measures and recommendations that can limit the target types, duration, geographic scope, scale, and situations in which a system is used. These limits define the operating envelope: what the system may be tasked to do, where and for how long it may operate, and under what circumstances. Limits are useful only insofar as they are clear enough to guide the system’s operation and the people responsible for it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For example, an operational plan can specify a geographic boundary and a time window. Those parameters do not establish that recognition is accurate, but they can constrain where and when an autonomous function is permitted to act. Likewise, limiting the target types or scale of use can narrow the intended mission. These are illustrative ways to understand the categories of control identified by the ICRC, not descriptions of a particular deployed system.

During use: supervision must be actionable

The ICRC emphasizes that meaningful supervision depends on an operator receiving information and having an opportunity to intervene in time. A display that reports status only after an engagement cannot support intervention before that engagement. Likewise, nominal authority to stop a system is not an effective safeguard if the operator cannot understand its status or act before force is applied.

Deactivation and requests for additional operator input can be important safeguards. Their practical value depends on the circumstances of use and on how the system communicates its status. Human review is therefore not just the presence of a person in the process; it also concerns what that person can know, decide, and do in the available time.

When a limit is exceeded: pause, stop, or seek input

U.S. Department of Defense Directive 3000.09, dated January 25, 2023, is a U.S. policy requirement, not a universal international rule. It says autonomous and semi-autonomous weapon systems will be designed to allow commanders and operators appropriate levels of human judgment over the use of force. It also requires engagements to remain within timeframes, geographic areas, and other constraints consistent with commander and operator intentions. If a system cannot meet those constraints, it must terminate the engagement or obtain additional operator input before continuing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The directive also addresses understandable human-machine interfaces, transparent status feedback, and clear activation and deactivation procedures. Together, these provisions connect oversight to design: operators need a way to understand what the system is doing and a clear means to activate, deactivate, or provide input. The directive’s requirements should be described as U.S. policy; they do not by themselves establish a rule adopted by every state.

How to assess a human-review arrangement

The ICRC’s recommendations and the U.S. directive point to practical questions for evaluating control. The following comparison axes are a synthesis of those materials, not a universal legal checklist or a substitute for assessing a specific system and operation.

Review point Questions to ask Why it matters
Before activation Who sets the target types, duration, geographic area, scale, and situations of use? Are the constraints consistent with the intended operation? Pre-use limits shape what the system is permitted to do, even if a person does not select the specific target later.
During supervision What status information does the operator receive? Is the interface understandable, and does it reveal enough for the operator to assess whether the system remains within its constraints? Supervision requires usable information, not merely a human assigned to observe.
At intervention Can an operator provide input or deactivate the system before the relevant use of force? Is the process clear and timely in the operating context? An intervention opportunity is meaningful only if the operator can act before it is too late.
When constraints cannot be met Does the system stop the engagement or seek additional operator input before continuing? The DoD directive specifies termination or additional input in the circumstances it describes; the response should not be left ambiguous.
Across the operation Do limits cover target type, time, geography, scale, and the operational situation, and are they still appropriate as circumstances change? Different constraints address different dimensions of use; no single boundary answers every control question.

This framework also helps distinguish between controls that are designed into an operation and controls that depend on real-time intervention. A geographic or time limit can restrict an engagement envelope, while status feedback and deactivation procedures address what an operator can do as the system operates. The existence of one kind of control does not establish the presence or effectiveness of the others.

What does international humanitarian law require, according to the ICRC?

The ICRC’s 2026 position paper, Autonomous Weapon Systems and International Humanitarian Law: Selected Issues, states that existing international humanitarian law applies to autonomous weapon systems and that its obligations regarding the conduct of hostilities must always be fulfilled by humans using weapons. The paper puts the point this way: “It is not the weapon system that must comply with IHL, but the humans using it.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is the ICRC’s stated position about responsibility for fulfilling IHL obligations; it should not be confused with a claim that a machine itself bears legal responsibility. The paper also advocates new legally binding rules on autonomous weapons. That call is the ICRC’s recommendation, not an adopted global treaty. The distinction is important: saying existing IHL applies is not the same as saying that the ICRC’s proposed additional rules are already in force.

Separately, the 2023 U.S. Department of Defense directive sets design and operational policy for the systems within its scope. Its human-judgment requirements are relevant to U.S. policy, but they should not be presented as the universal legal test for every country or as a replacement for the ICRC’s account of existing IHL and its advocacy for further rules.

What readers should take away

  • In the ICRC’s description, target recognition uses sensor information and a generalized target profile within a larger process that can proceed from selection to engagement.
  • Autonomy does not automatically mean machine learning, and AI decision support is broader than a weapon that independently selects and engages.
  • Human control can be shaped before use through limits on target types, time, geography, scale, and situations, and during use through informed supervision and timely intervention.
  • U.S. DoD policy calls for appropriate human judgment and for an engagement to stop or seek additional operator input when specified constraints cannot be met.
  • The ICRC says humans using weapons must fulfill IHL obligations, while separately advocating new legally binding rules that have not thereby become an adopted global treaty.
