AI street surveillance does not necessarily mean that every city camera recognizes faces. Where facial recognition is used, the process typically involves capturing an image, locating and sometimes tracking a face across video frames, comparing an image with a reference collection, and returning possible matches for assessment. A match is a lead, not proof of identity. The system, image conditions, comparison settings, data sources, and human decisions all affect what the result means.
What “AI street surveillance” can mean
The phrase can describe several different activities, not one universal citywide system. Cameras and other sensors may collect information for purposes such as transportation or law enforcement. Some systems may analyze video or other data; facial recognition is one possible use, not an automatic feature of every street camera. Nor does the presence of cameras establish that a city has one integrated system that identifies and follows everyone.
Facial recognition is a comparison process. A system receives an image of a face, called a probe, and compares it with one or more reference images or templates. It can return candidate matches, but that output alone does not establish who the person is. A government agency, police department, or other operator may decide whether and how to use the result in an investigation or another process. That human and institutional step matters: technical output is not the same thing as a verified identity or a justified action.

How a face can be tracked and compared
1. A camera or sensor captures imagery
A camera supplies video or still images; a city may also collect other sensor data for different services. A facial-recognition process needs an image that contains a face to compare. The capture itself does not mean recognition has taken place: a system might collect or store footage without running a face search, and different cameras or agencies may have different purposes and controls.
Image conditions matter. The quality and usability of a face image depend on the circumstances in which it was captured and on system design. The National Academies’ 2024 study treats performance and differential accuracy as matters that need assessment, rather than assuming a single performance level applies in every setting.
2. Software locates a face and may follow it across frames
In video, a system may detect a face and associate observations of it across multiple frames. That can provide more than one image of the same apparent face for later comparison. It is important not to overstate what this means: tracking a face across frames in a video is not automatically the same as identifying the person, linking sightings across different cameras, or maintaining a citywide record of their movements.
A historical example illustrates one possible approach, not a description of all current products. In its January 2001 report, Adaptive Surveillance: A Novel Approach to Facial Surveillance for CCTV Systems, the National Institute of Justice described adjusting video parameters around a detected face and tracking it through multiple frames to acquire additional images. The project report also described using statistical information from the collected frames in multiple matching operations. It is evidence of that project’s approach, not a contemporary accuracy result or a claim about every surveillance system.

3. A probe is compared with reference data
The image or images selected for comparison form the probe. The reference collection contains the images or templates against which the probe is searched. The collection’s source, size, and permitted use affect what the search can return and what the result can responsibly support. A system may draw on different sources or connect with other systems, but there is no basis for assuming that every city or agency uses the same collection or has access to the same data.
A search returns candidate matches, not an automatic finding of identity. Its usefulness depends on the image, the comparison setup, the threshold used to return candidates, and the reference data. A result should therefore be interpreted in context, with attention to how the system was evaluated and what independent corroboration exists.
4. People and agencies decide what to do with the result
An operator or investigator may review a candidate and decide whether to pursue further checks. A responsible process distinguishes the system’s output from evidence that independently supports an identification. The Government Accountability Office (GAO) has documented law-enforcement use of facial-recognition services and has highlighted policy, training, and civil-rights safeguard issues. Its findings do not establish one universal operating procedure for every jurisdiction.

Can city cameras identify you?
It is possible for facial recognition to be used with surveillance imagery, but the existence of city cameras alone does not tell you whether a face search is being run, whether footage is retained, what reference data is available, or which agency can access it. Those questions depend on the particular city, system, purpose, policy, and legal authority.

GAO’s April 2025 assessment of smart-city technologies describes cities using cameras and other sensors for services that include transportation and law enforcement. It also notes that city data may be collected directly or purchased from data brokers, and that some smart-technology data could identify individuals. This describes the range of potential data practices; it does not show that every city buys personal data or connects it to facial-recognition systems.
At the federal level, GAO’s June 2021 survey covered 42 U.S. federal agencies that employ law-enforcement officers. Twenty reported owning facial-recognition systems or using systems owned by other entities. All 14 agencies in that survey that reported using facial recognition for criminal investigations also reported using non-federal systems. These are dated survey findings about the specified federal-agency sample, not a count of cities, local police departments, or current universal use.
How accurate is street facial recognition?
There is no single accuracy figure that can responsibly describe “AI street surveillance” in general. The available evidence here does not establish a comparable, current street-level metric across products, environments, image quality, thresholds, and demographic groups. A number without those qualifications could make a result sound more dependable—or less dependable—than the particular system and conditions warrant.
Performance needs to be assessed for the image and use case at issue. Relevant questions include whether the system was independently tested under conditions resembling the actual deployment, what threshold was used to produce candidates, what performance measures were reported, and whether results were examined across relevant demographic groups. The National Academies’ 2024 consensus study identifies performance measures and differential accuracy across races, genders, and ages as essential subjects for assessment.

Even a system with measured performance in one setting may not have that same performance in another. Image conditions, the comparison setup, reference data, and the population being assessed all matter. A candidate should not be treated as a definitive identification without considering the system’s validated performance under relevant conditions and independent corroboration. The GAO findings on agency use do not supply a universal accuracy standard.

Facial data can make surveillance more identifying and scalable than collecting images alone. In a June 2021 report, the Office of the Privacy Commissioner of Canada described facial recognition as relatively easy to add to existing surveillance infrastructure and warned that combining facial data with CCTV, government databases, or internet sources can create a powerful tracking tool. The Commissioner identified risks involving privacy, security, free expression, peaceful assembly, and human rights.
These concerns extend beyond whether a particular match is correct. Persistent or linked observation can affect people who are never accused of wrongdoing. Data access, sharing, retention, and security affect how information can be used later and who may be exposed if it is misused or compromised. The National Academies’ governance framework accordingly considers privacy, consent, equity, civil liberties, human rights, and safeguards alongside technical performance.
The Canadian Commissioner’s investigation of the Royal Canadian Mounted Police (RCMP) provides a specific legal example. The Commissioner concluded that the RCMP contravened Canada’s federal Privacy Act when it collected personal information from Clearview AI, whose collection the Commissioner found unlawful. This was a finding about a particular Canadian investigation and legal framework; it should not be generalized as the law in other countries or jurisdictions.

What to check when evaluating a system or city policy
No single safeguard list is a certification or a guarantee that a deployment is lawful or appropriate everywhere. The National Academies and GAO identify issues that residents, policymakers, and oversight bodies can use to understand how a system is meant to operate and what controls exist.
- Purpose and authority: What problem is the system meant to address, and what legal authority governs its use?
- Live or recorded use: Is imagery analyzed as it is captured, searched later from stored footage, or used in another way?
- Operating conditions: What image conditions and settings were covered in evaluation, and how closely do they match the intended deployment?
- Performance evidence: Is there independent testing, with relevant measures and demographic breakdowns, rather than a general accuracy claim?
- Threshold and review: How are candidate matches generated, who reviews them, and what additional evidence is required before action?
- Reference-data provenance: Where do the reference images or templates come from, how large is the collection, and are its sources appropriate for the stated purpose?
- Data controls: Who can access, share, and retain the images, templates, and results, and what security protections apply?
- Training and accountability: Are operators trained, are external services and agency policies tracked, and are decisions auditable?
- Public oversight: What notice, reporting, review, or independent oversight is available to the public?
These are practical questions, not proof that a system is safe simply because a policy answers them. Meaningful evaluation requires looking at actual practices as well as written rules, including how a candidate result is used and whether controls are enforced.
What federal reviews show about training and oversight
GAO’s September 2023 review examined seven selected U.S. Department of Homeland Security and Department of Justice law-enforcement agencies. The agencies reported using facial-recognition services to support criminal investigations. All seven initially used the services without requiring staff training; two required training as of April 2023. The result is limited to the selected agencies and the review’s reporting period, not every U.S. agency or current practice.

GAO also documented agency policy and civil-rights safeguard issues. Along with its 2021 survey, the review shows why knowing that a government body uses a facial-recognition service is not enough to understand the risks. Evaluation also needs to ask which service is used, what rules and training apply, how external systems are tracked, and how privacy and civil-rights concerns are addressed.
Understanding the result without overstating it
The core distinction is between observation, comparison, and identification. A camera captures imagery; software may detect and track a face across frames; a search compares a probe with reference data and returns candidates; and a person or agency may decide what investigative or administrative step follows. Each stage has different technical and governance questions.
For readers trying to assess a claim that a city system “identified” someone, the useful follow-up is not simply to ask whether AI was involved. Ask what image was searched, what reference set was used, what threshold and testing applied, who reviewed the candidates, and what independent evidence supported the conclusion. Without those details, a candidate match should remain a candidate—not be described as proof.
