AI road-condition surveys combine cameras or 3D sensors, location equipment and image-processing software to find visible pavement distress and record where it occurs. They can map cracks and help flag potholes and damaged areas for inspection, but a detection is not by itself an engineering diagnosis: image quality, sensor calibration, false positives and quality checks affect what the survey can reliably establish.

What an AI road-condition survey measures

A survey vehicle records the road as it travels, then software processes the captured data into observations about surface condition. The equipment may include downward-facing cameras, laser scanners or profilers, stereo cameras, positioning equipment and distance-measurement devices. These components do different jobs: cameras capture visible evidence, 3D sensors measure surface shape, and location systems connect observations to places along the road.

“AI” describes part of the interpretation process, not the whole survey. FHWA describes machine learning as training computer systems to identify features in images. To produce useful condition records, the system also needs to acquire data consistently, calibrate its sensors, process and locate detections, and check the results. The survey is decision support for investigation and maintenance planning—not an infallible, self-contained diagnosis.

How cameras detect cracks and visible damage

2D images show appearance, not depth

A vehicle-mounted camera can capture pavement as still images, video or a continuous line scan. In a line-scan system, the number of camera pixels determines transverse resolution across the road; longitudinal resolution along the direction of travel depends on vehicle speed and scan rate. An encoder can provide speed information so the scan rate adjusts as the vehicle moves, helping preserve uniform sampling. FHWA describes line-scan cameras configured to cover the road surface at a predetermined resolution in both directions. FHWA explains 2D and 3D pavement imaging.

Image-processing software can flag visual patterns associated with cracks and other surface distress. A common basis for crack mapping is that a crack appears darker than intact pavement. That is a useful visual cue, not a universal rule. A crack can be difficult to distinguish when resolution or contrast is poor, and shadows, lighting changes or stains can resemble damage or obscure it. A flat image can document how a surface looks, but does not generally establish how deep a crack is.

3D sensing adds surface geometry

Stereovision uses two cameras to capture overlapping views and match common points between them. Laser profiling takes a different approach: it projects a line onto the pavement and reconstructs three-dimensional points from how that line deforms, using calibrated system geometry. The resulting surface model can support estimates of crack shape and depth—information that a 2D image alone cannot provide.

FHWA notes that laser 3D imaging is less sensitive during data collection to lighting effects, stains and weak contrast between a crack and pavement than 2D visual methods. This does not make it immune to measurement or processing problems; it means the 3D measurement approach can reduce some image-appearance limitations. FHWA gives one system example that collected 2D and 3D data at 60 mph (about 96 km/h), with 0.3 mm depth resolution and 1.0 mm lateral resolution. These are reported capabilities for that example, not a general specification for current road-survey systems.

How a detection becomes a mapped condition record

  1. Capture the road surface. The survey vehicle gathers images or video, and may also capture laser or stereo data. The sensor configuration determines whether the record is visual only or includes surface geometry.
  2. Interpret patterns. Image-processing or machine-learning software identifies candidate features such as cracks or potholes. A candidate is an observation requiring quality control, not automatic proof of the cause, severity or repair urgency.
  3. Locate the observation. Positioning equipment and distance measurements associate the record with a point or stretch of road. Without reliable location references, a detected defect is harder to return to or incorporate into a road-network condition record.
  4. Compile measurements and outputs. Software can turn candidate features into mapped records and combine them with other survey measurements, road geometry and location data.
  5. Check quality and decide what needs follow-up. Survey accreditation, repeat runs, independent audits or comparison surveys can help assess consistency. Engineers and road managers can use the records to identify places for investigation and plan work.

England’s TRACS and SCANNER survey vehicles provide a documented example of this workflow. They continuously collect downward-facing road images and process the video with automatic crack-detection software. The crack map records each crack’s transverse and longitudinal position, length and angle relative to the direction of travel. Other measurements can be reported in segments and combined with geometry and location information. Those records can help identify lengths needing investigation, support value management and scheme prioritisation, and inform design. The UK Department for Transport describes the TRACS and SCANNER methods.

What the different survey approaches can tell you

Approach What it records Main use and limitation
2D camera imagery or video Visible surface appearance, including cracking that can be distinguished in the image Supports visual mapping, but does not generally establish depth and is sensitive to image quality, contrast, lighting, shadows and stains.
Line-scan camera A continuous image across the pavement; transverse resolution depends on pixel count, while longitudinal resolution depends on speed and scan rate Can maintain predetermined sampling across and along the road when configured appropriately; consistent sampling depends on the scan setup and speed information.
Stereo cameras Surface geometry reconstructed by matching common points in two camera views Adds 3D information that can support estimates of surface shape and crack depth.
Laser profiling or 3D imaging 3D surface points reconstructed from a projected laser line and calibrated geometry Adds geometry and can be less affected by lighting, stains and weak visual contrast during data collection than image-only methods.
Mobile LiDAR LiDAR data collected with scanners, GNSS receivers, inertial measurement units, cameras and ancillary equipment Provides a mobile mapping dataset; asset attributes may still need manual or semi-automatic application. FHWA’s cited planning summary draws on a 2013 report.
UAS or drone imagery Images collected from an unmanned aircraft system for road inspection Can be useful for particular inspection tasks, but a reported prototype had false-positive and processing-speed limitations; its results should not be generalized to all UAS systems.

FHWA’s mobile LiDAR overview describes the scanners, GNSS receivers, inertial measurement units, cameras and ancillary equipment that may make up a system. It also notes that asset attributes may need to be applied manually or semi-automatically to LiDAR datasets. The underlying NCHRP Report 748 was published in 2013, so it is useful for understanding system components and planning, not for establishing current product availability. FHWA’s summary of NCHRP Report 748 covers mobile LiDAR in transportation applications.

Why a pothole or crack detection still needs checking

Automated detection can narrow attention to locations that deserve review, but the output can contain both missed defects and false detections. Surface appearance varies, and a feature that looks like damage in one frame may be caused or obscured by a stain, shadow, lighting condition or weak contrast. A model that detects a pattern does not necessarily establish whether it is a pothole, how severe it is, what caused it or how urgently it should be repaired. Those decisions require condition assessment and, where needed, follow-up inspection.

A specific UAS example illustrates why model accuracy and operational readiness are separate questions. In a 2025 FHWA Federal Lands report, a prototype described by Petkova (2016) recorded video at 24 frames per second, analyzed one frame per second at 1080-pixel resolution, and flew at 3–4 meters altitude and 1 meter per second. The reported system was most useful for potholes, but had a high false-positive rate for other distress types. Its onboard computer could not process pothole classifications quickly enough for reliable real-time deployment. These findings concern that prototype and its cited tests; they do not establish the performance of all AI or drone surveys. The report also summarizes a separate Zhang and colleagues study, with 2009/2012 follow-up research, reporting 0.5 cm 3D reconstruction accuracy for its particular UAS-based method. That figure is likewise study-specific, not a general accuracy promise. FHWA’s 2025 UAS road-inspection report describes these examples.

How quality assurance makes survey data more dependable

Quality checks matter because an automated map is useful only if its measurements and locations are consistent enough for the intended decisions. The appropriate checks depend on the system and survey programme; an AI label alone does not tell a road manager whether a vehicle was calibrated, whether a result can be repeated or whether detections were independently checked.

For England’s TRACS programme, the Department for Transport describes vehicle accreditation before surveys and re-accreditation every three months. Its guidance also describes repeat surveys, independent audit and comparisons at randomly selected sites with an independent survey vehicle. These are England-specific programme controls, not a universal rule for every country or contractor.

The same Department for Transport guidance, updated 21 January 2026, says TRACS operates on England’s trunk roads and SCANNER is used for the classified road network. TRACS has operated since 2000, and surveys have been annual across mainline carriageway lanes since 2017. The guidance also says PAS 2161 was published in September 2024, with the Department for Transport, BSI, TRL and industry implementing it through exercises intended to demonstrate data comparability, accuracy and quality. These programme details describe England; they should not be read as requirements for road surveys elsewhere.

How to interpret an AI road-condition survey

When reading or commissioning a survey, first match the measurements to the decision. A camera-based crack map may help locate visible cracking; a question about surface depth or shape calls for a method that measures geometry. A dataset intended for maintenance planning also needs dependable road-location references and outputs that can be associated with road segments.

  • Ask what sensors were used. Distinguish ordinary 2D imagery from stereo or laser-based 3D measurement. Do not infer crack depth from a visual map unless the system measured geometry.
  • Check the acquisition conditions and resolution. For images, contrast, lighting, shadows and stains can affect detection. For line scans, sampling along the road depends on speed and scan rate as well as camera resolution across it.
  • Understand what each record represents. Find out whether the output is a candidate detection, a crack map with measurements, a segment-level condition result or a reviewed observation. Position, length and orientation are examples of useful crack-map fields in England’s TRACS workflow.
  • Ask how location and repeatability are handled. Survey data should connect to places that crews can find again. Calibration, accreditation, repeat surveys and independent comparison are examples of ways a programme can assess consistency.
  • Treat automated outputs as a prioritisation aid. Use them to identify where to investigate and support maintenance planning, not as a substitute for engineering assessment of cause, structural condition or repair urgency.

Traffic-speed vehicle surveys and UAS inspections also suit different operating needs. A vehicle-based system can collect road data as it travels and may combine imaging, geometry and location equipment. A UAS workflow gathers imagery from an aircraft and depends on its own capture and processing setup. The cited UAS prototype shows that useful detection of one defect class does not guarantee robust detection of others or real-time processing. The right method therefore depends on the defect being sought, the geometry or visual evidence required, location needs and the quality controls available—not simply on whether the system uses AI.
