AI is changing mobility across transport systems, not just inside vehicles. It can help agencies analyze traffic, coordinate connected and automated transport, dispatch public services, and link different travel modes. Whether those tools improve safety, access, reliability, or emissions depends on the data, infrastructure, service design, and oversight around them. Official sources describe potential and ongoing work—not proof that transport has become universally safer, faster, cheaper, or cleaner.
What AI in mobility includes
Mobility technology spans the systems that move people and goods: roads, public transport, vehicles, digital services, and the data connecting them. AI is one part of that larger shift. European Commission materials place it alongside technologies such as the Internet of Things, cloud and edge computing, and 5G, while describing applications that include traffic-flow management, connected and automated mobility, and Mobility as a Service (MaaS).
These applications are at different stages. A research plan, a government recommendation, a project portfolio, and an operating service are not equivalent evidence of deployment. Nor does the presence of AI establish that a system has improved an outcome; that requires appropriate measurement and evaluation.

Road networks generate data from transport operations and connected infrastructure. AI-enabled analysis can help interpret that information and support traffic-flow management or infrastructure decisions. The potential is part of a wider digital system: data must be available, shareable, and usable across relevant systems, with suitable connectivity and computing capacity.

The European Commission’s 2021 AI Watch report identifies data sharing, protection, and standardization as continuing challenges for smart mobility. It also points to fairness and transparency in mobility algorithms as areas requiring further work. Those are operational concerns, not peripheral technical details: incomplete or incompatible data can limit coordination, while opaque decisions can make it difficult to understand who is affected and why.
AI should therefore be understood as decision support within a larger transport-management setup, rather than a standalone fix for congestion. The reviewed official sources do not provide a measured, general reduction in traffic or travel times attributable to AI.
Connected and automated vehicles need more than onboard AI
Connected and automated mobility includes vehicles that exchange information with other vehicles or infrastructure, as well as automated transport functions. Its performance and safety depend on more than an onboard system: infrastructure, data exchange, standards, policy coordination, and human roles also matter.

The European Commission describes connected and automated mobility as having potential to improve efficiency, safety, accessibility, and emissions outcomes. These are possible benefits, not demonstrated universal results. The Commission’s 2025 smart-mobility research and innovation report assesses 247 projects, primarily funded through Horizon 2020 and Horizon Europe, and covers areas including connected and automated mobility, vehicle-to-everything integration, digital twins, and multimodal traffic management. That figure describes a research portfolio, not the number of commercial deployments or their market share.
In the United States, the Department of Transportation’s Transforming Transportation Advisory Committee issued recommendations in December 2024 addressing responsible AI use, automated-driving policy needs involving data, first responders, and the workforce, as well as innovation in project delivery and safety. The department’s page was last updated January 7, 2025. These are advisory recommendations, not binding rules or evidence that recommended approaches are already in place.
How public transport operations and automation are developing
AI-related work in public transport includes research into automation and data-supported service operations. In the United States, the Federal Transit Administration’s Strategic Transit Automation Research Plan 2.0 covers 2023–2028. It organizes work around enabling research, integrated demonstrations, and engagement with stakeholders, with the stated aim of safe, equitable, and effective transit automation. A research agenda signals continued development and evaluation; it does not mean that transit automation is broadly operational or that its intended outcomes have been achieved.

Data-driven dispatch and microtransit
The FTA’s publications index lists a September 2024 report on dynamic, data-driven microtransit with AI smart dispatch. This is an example of research and operational design in which data and dispatch decisions are connected. It should not be taken as evidence that every transit agency uses AI dispatch or that the approach delivers a particular service or cost result everywhere.

People, inclusion, and implementation
Automation and advanced systems also affect workers, maintenance, procurement, and riders’ access to service. A National Academies collection includes resources on mobility inclusion, connected and autonomous vehicle effects on state transportation department maintenance, and procurement and management of advanced technologies. These topics help frame implementation questions, but the collection does not establish a single approach that works in every region or agency.
How MaaS connects trips across modes
Mobility as a Service brings multiple transport modes together through a service or application, aiming to make multimodal travel easier to coordinate. The European Commission describes MaaS as a way to facilitate access to greener alternatives and says it “can help to decarbonise transportation.” The wording is appropriately conditional: the source does not quantify an emissions reduction caused by MaaS or AI.

For an integrated service to be useful, information and service arrangements across modes must work together. Data governance and protection matter when information is shared; service design matters for the traveler’s ability to access and use the options presented. Combining modes in an app does not by itself establish that those modes are available, accessible, or greener in practice.

What the wider transport figures do—and do not—show
The European Commission’s June 2024 transport overview reports that EU passenger transport grew 33% and freight transport grew 41% between 1995 and 2019. These figures describe historical transport-volume trends; they do not attribute growth to AI. The same overview states an EU policy goal of reducing transport greenhouse-gas emissions by 90% by 2050. That is a long-range policy target, not an observed result or an AI-specific target.
Keeping these distinctions clear matters when judging mobility technology. Growth in transport activity, a climate objective, and a proposed digital intervention are separate facts. The sources cited here do not establish a causal estimate of AI’s effect on transport emissions.
Why deployment depends on governance and readiness
- Data quality and interoperability: Systems need relevant data that can be shared and interpreted consistently. EU AI Watch identifies sharing and standardization as ongoing challenges.
- Privacy and protection: Mobility data can be sensitive. Coordination must be balanced with appropriate data protection and governance.
- Fairness and transparency: EU AI Watch identifies algorithmic fairness and transparency as issues needing further research. AI decisions should not be presumed neutral or self-explanatory.
- Safety and accountability: The U.S. advisory recommendations and FTA research agenda show that safety and readiness remain subjects of policy and research work. They are not proof of broad operational readiness.
- Access and inclusion: Better access is a potential benefit in European Commission materials, and the National Academies collection includes mobility-inclusion resources. Neither establishes equitable outcomes across services or populations.
- Infrastructure and people: Connectivity, computing, maintenance, procurement, workforce planning, and agency capacity all shape whether a system can be introduced and sustained.
Policy settings are regional. The U.S. Department of Transportation’s advisory recommendations, the UK Department for Transport’s June 10, 2025 Transport AI Action Plan, and EU policy and research materials describe their respective jurisdictions—not a single global deployment framework. The UK plan sets out the department’s approach to working with AI within the department and across the transport system, including user experience and growth while managing risks; publication of a plan does not mean each proposed deployment has occurred.
What to look for when evaluating a mobility AI claim
- Identify the use case: Is the system managing road flow, supporting vehicle automation, dispatching transit, or coordinating trips across modes?
- Check the evidence stage: Is the claim about a policy goal, research plan, demonstration, or operating service? Do not treat one as proof of another.
- Ask which outcome was measured: Safety, access, reliability, travel time, efficiency, and emissions are distinct outcomes. A claim about one does not prove the others.
- Look for the setting: Geography, infrastructure, participating agencies, data inputs, and human oversight affect what a result can show.
- Check accountability: Is it clear how decisions are reviewed, how affected people are considered, and how data is protected?
The European Commission’s 2025 review of 247 projects is useful for understanding the breadth of smart-mobility research in Europe, but a project count alone says nothing about commercial availability or measured system-wide impact. Across the examples here, AI is best understood as one component in a transport system whose results depend on deployment choices and the evidence used to evaluate them.
