Data-center operators use AI and operational software to interpret facility data, forecast how control changes could affect energy use, and manage power and cooling within engineering limits. Google has described an AI-assisted cooling system that recommends actions to human operators; Microsoft has reported software for coordinating server power and has outlined newer cooling designs. These are different approaches, not a single industry-standard system.

How AI supports data-center cooling decisions

Cooling systems must remove heat while keeping equipment within operating limits. Sensors and equipment telemetry can provide information such as temperatures, power use, pump speeds and system status. Software can use those readings to estimate what may happen if operators adjust cooling controls.

In a 2018 account, Google DeepMind authors Rich Evans and Jim Gao described the system this way: “Every five minutes, our cloud-based AI pulls a snapshot of the data centre cooling system from thousands of sensors and feeds it into our deep neural networks, which predict how different combinations of potential actions will affect future energy consumption.” Google DeepMind’s account describes recommendations made subject to safety controls and human oversight. This is operational decision support, not an unrestricted chatbot issuing commands to critical infrastructure.

Recommendations and automated control are not the same

A system can present a suggested setting for an operator to review, or it can make adjustments automatically inside defined safety limits. The choice depends on the system design and the facility’s operating controls; the Google account describes recommendations and operator oversight. It should not be generalized to every data center.

What the reported 40% cooling reduction means

Google DeepMind reported in 2016 that its AI reduced energy used for cooling by up to 40 percent at Google data centers. The figure is a company-reported maximum for cooling energy, not a verified industry average and not a claim that total facility electricity fell by 40 percent. Google’s report is a specific historical result; it does not establish what another operator would achieve today.

How operators measure facility efficiency

Power usage effectiveness, or PUE, is facility energy divided by energy used by IT equipment. A PUE of 1.0 would mean that measured facility energy equals IT equipment energy; values above 1.0 reflect additional facility overhead, including cooling and power distribution. PUE helps describe overall facility efficiency, but it does not identify which change caused a shift or measure AI savings by itself.

Google reports a 2025 fleet-wide average PUE of 1.09 on its data-center metrics page. That is a company-reported fleet average, not a result attributed solely to AI control. Google Data Centers’ efficiency metrics also reports 83 percent less overhead energy than the industry average; because the comparison methodology and basis matter, that figure should be read in the context of Google’s own published explanation rather than as a directly comparable result across operators.

AI and software can manage power as well as cooling

Cooling is only part of a facility’s energy challenge. Servers draw power to perform computing work, and power availability can constrain how much equipment a facility can run. Software-based power capping can coordinate server power demand with infrastructure limits, potentially making capacity available for other workloads.

Microsoft Research said in June 2023 that its power-capping system had reached millions of servers across Microsoft data centers and freed hundreds of megawatts of capacity. This is a deployment and capacity-management claim, not a reported reduction in cooling energy. Microsoft Research’s account illustrates how software can help manage infrastructure constraints without implying that every server or operator uses the same method.

Cooling hardware still matters

AI does not remove heat; physical equipment must still transfer it away from servers and ultimately reject it from the facility. Microsoft says liquid-cooled servers can reduce electricity needed for thermal management compared with air-cooled servers and help chips operate in a favorable temperature range. This is Microsoft’s engineering rationale, not a quantified, universal comparison between facilities. Actual results depend on system design and operating conditions. Microsoft’s explanation of liquid cooling discusses the approach as hardware infrastructure, which can complement operational software rather than replace it.

Water strategy is a separate design question

Cooling technology, heat rejection and water use are related but not interchangeable measures. Microsoft said in December 2024 that data-center designs launched from August 2024 use a cooling approach intended to consume zero water for cooling during normal operation. That claim is scoped to those newer designs and normal operation; it does not mean all Microsoft facilities are water-free. Microsoft’s announcement describes a design commitment, not a universal statement about existing facilities or every operating condition.

Compare outcomes using the right measure

Cooling energy, total facility energy, PUE, water use and freed power capacity answer different questions. A cooling-energy reduction does not automatically establish the same reduction in total facility energy; a PUE value does not reveal the cause of efficiency; and freed power capacity is not itself a cooling-savings figure.

The figures above come from company statements with different scopes, dates and methods. A fair comparison between operators would require aligned information about the site, baseline, measurement period and metric. The cited material does not establish a harmonized independent comparison of AI cooling performance across data-center operators. Site climate, workloads, cooling equipment, grid supply, water strategy and safety constraints all affect what a system can achieve.
