AI can give governments more ways to analyze diplomatic signals, prepare for negotiations and produce policy communications—but the available evidence does not show that models independently conduct diplomacy or have demonstrably changed negotiation outcomes. Their strategic value lies in assisting the people and institutions that make decisions, while governments are also negotiating rules for AI itself.

What does “AI as a diplomatic weapon” mean?

Here, “weapon” is a metaphor for strategic capability: tools that may help a government process information, develop scenarios, draft messages or shape narratives. It does not mean that an AI system has diplomatic authority or acts as an independent negotiator. A model can generate analysis or language; people and institutions remain responsible for policy positions and commitments.

That distinction matters because AI’s possible influence is broader than its demonstrated effect. Faster analysis or more persuasive communication could affect how a government prepares and presents its position. But the sources available do not establish a measured causal effect of AI on an international agreement, a country’s vote or public opinion.

How can AI assist negotiation preparation?

Forecasting and scenario analysis

A 2022 study by Stiftung Wissenschaft und Politik, conducted as a pilot with Germany’s Federal Foreign Office, examined whether AI could predict state behavior in the UN General Assembly. The authors concluded that AI could become an important, possibly indispensable tool in preparing for and conducting negotiations, particularly by producing scenarios and forecasts.

  • Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
  • Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

That is a finding about potential analytical assistance—not proof that an AI forecast changed a vote, produced an agreement or improved a negotiating result. A forecast is only as useful as its data, assumptions and uncertainty estimates. Governments would need to compare predictions with historical behavior, test them against authoritative information and let analysts inspect how a model reached its output.

Information retrieval and summaries

Models can help staff search large collections of documents, summarize material and retrieve information. These tasks may reduce the effort needed to assemble a briefing, but a fluent summary is not itself verification. Diplomatic staff still need to check dates, context, translations and claims against reliable source documents—especially where a small factual error could misstate another government’s position.

Drafting and communications

Generative AI can assist with drafting policy documents and public-facing material, or adapting text for different audiences. That capacity could make it easier to prepare messages quickly and in multiple forms. It does not establish that a message is accurate, culturally appropriate or persuasive to its intended audience. Human review remains essential for factual checks, tone, context and the political meaning of a phrase.

How widespread are these uses in government?

Government-wide adoption figures show that public administrations are exploring tasks relevant to diplomatic work, but they are not counts of foreign ministries or negotiation teams. The OECD’s Digital Government Outlook 2026 reports the following generative-AI uses among 36 countries:

Automated reports or summaries to inform decision-making 15 of 36 42%
Citizen-engagement content, such as consultation replies and newsletters 15 of 36 42%
Assistance with policy-document creation 13 of 36 36%

These figures describe government use across functions; they do not establish diplomatic-service adoption or prove that the tools improved decisions. Separately, the OECD’s 2025 report, Governing with Artificial Intelligence, analyzes 200 government AI use cases across 11 functions. That broader picture helps explain why AI-assisted search, summaries and drafting are plausible in policy work, without showing how frequently foreign ministries use them.

How is AI itself becoming a subject of diplomacy?

Governments are not only considering how to use AI; they are also negotiating how it should be governed. The G7 Hiroshima Process, documented in an OECD stocktake published on 7 September 2023, brought member countries’ views on generative-AI opportunities and challenges into a shared process. The OECD described its questionnaire-based report as a snapshot of trends identified in the first half of 2023, not a lasting or global census.

The UN’s Advisory Body on AI proposed international-cooperation and governance steps in its September 2024 final report. The UN says its consultation process involved more than 2,000 participants across all regions, more than 50 consultation sessions and over 250 written submissions from more than 150 organizations and 100 individuals. Those figures describe the consultations behind the report, not agreement by all participants on a single governance approach.

A separate UN initiative is the Independent International Scientific Panel on AI, created by General Assembly resolution A/RES/79/325 on 26 August 2025. The UN Secretary-General described its purpose this way: “In a world where AI is racing ahead, this Panel will provide what’s been missing – rigorous, independent scientific insight.” The panel is an institutional effort to inform international discussion, distinct from the use of AI systems in diplomatic negotiations.

Could AI change bargaining power or public perceptions?

There are plausible ways it could matter: a government with stronger analytical tools might develop scenarios more quickly; drafting assistance might expand its communications capacity; and AI-generated or AI-targeted narratives might affect the information environment. These are mechanisms to consider, not demonstrated outcomes in the evidence cited here.

A 2021 European Parliament study framed AI governance as a potential external-policy tool and considered its implications for global politics and the balance of power. Because it predates today’s generative-AI wave, it is useful for the longer-running strategic and regulatory dimension, not as evidence about the current effects of large language models.

It is therefore important to separate the capacity to generate analysis or content from proof that other governments or publics were persuaded by it. The evidence reviewed here does not quantify AI’s effect on negotiation results, state perceptions or international public opinion.

What safeguards matter in diplomatic settings?

The OECD’s 2025 framework organizes trustworthy AI in government around three pillars: “enablers, guardrails and engagement.” Applied to diplomatic work, these suggest practical questions for institutions deploying or evaluating AI. The diplomatic-specific steps below are implications of the framework, not results from a diplomatic trial.

Enablers: build the capability to use AI responsibly

  • Use appropriate data and infrastructure. Establish what information a tool may access and whether sensitive negotiation material is excluded from systems that are not approved to handle it.
  • Develop staff skills. Train users to check sources, identify uncertainty and recognize where a model may be unreliable, rather than treating a polished response as authoritative.
  • Set procurement and partnership expectations. Clarify accountability, data handling, security and review arrangements when tools or services come from outside the institution.

Guardrails: control risks and retain responsibility

  • Protect confidential material. Apply clear rules for what may be entered into a model, particularly for active negotiations and sensitive diplomatic communications.
  • Verify outputs and record provenance. Check claims against authoritative sources and make it possible to identify where analysis or draft text came from.
  • Expose uncertainty and test for bias. Assess the limits of forecasts and summaries, including language, cultural and training-data biases that could distort how a position is interpreted.
  • Keep human responsibility explicit. Officials—not a model—must own policy positions, external statements and commitments.

Engagement: account for people and international differences

  • Consider affected audiences. Public servants and citizens may encounter AI-assisted consultation replies or other government communications; institutions should consider transparency and appropriate oversight.
  • Include cross-border perspectives. Differences in access to computing resources, data and expertise may shape who can deploy these capabilities. International coordination should account for states with different levels of capacity.
  • Assess compatibility and participation. Governance arrangements may differ in inclusiveness, enforceability and fit across jurisdictions. Those differences are part of the diplomatic problem, not merely technical details.

What can be concluded today?

AI is best understood as a potential source of analytical and communications support, and as a topic of international bargaining in its own right. A specialist 2022 pilot supports the case for exploring forecasts and scenarios in negotiation preparation; government-wide adoption data show that related generative-AI tasks are being used across public administrations. Neither establishes that AI systems negotiate autonomously or that they have caused a diplomatic outcome. The practical question for governments is how to use the assistance while preserving verification, confidentiality, accountability and human control.
