AI data centers are energy systems, not just rooms full of servers. Accelerators and other processors consume electricity to run models; storage and networking move data; power-conversion equipment, cooling, controls and redundancy keep the computing available. The resulting heat must be rejected through air, water or liquid systems, while a grid connection must be engineered to supply the facility’s maximum requested power. Global electricity totals, local grid stress, cooling energy and water use describe different parts of that system and should not be treated as interchangeable.
What electricity does an AI data center consume?
An AI workload runs on servers equipped with processors such as GPUs or other accelerators. Those servers draw power while training or serving models. Storage systems retain data and model files, and networking equipment moves data among servers and to users. The facility also needs electrical systems that do not perform computation directly.
- Power conversion and distribution: Transformers, switchgear, power supplies and distribution equipment deliver usable electricity to the IT equipment.
- Uninterruptible power supplies (UPS): Batteries and associated electronics bridge short interruptions and support an orderly transfer to backup generation.
- Cooling and environmental controls: Fans, pumps, chillers, heat exchangers, cooling towers and controls remove heat and maintain operating conditions.
- Networking and storage: These systems consume power even when the main computational load is elsewhere.
- Lighting, monitoring and security: Building services add a smaller but real load.
- Backup generators: Generators are installed for reliability and normally run only during tests, outages or other exceptional events, so their nameplate capacity is not ordinary electricity consumption.
The International Energy Agency (IEA) wrote in Energy and AI (2025), “There is no AI without energy – specifically electricity for data centres.” That statement describes the dependency, but published global totals still cover data centers as a whole, including non-AI workloads.
How much electricity do data centers use?
Global figures are estimates of annual energy, expressed in terawatt-hours (TWh). They are not a direct meter reading of AI alone, and a forecast is not a measurement. The IEA has revised its estimates as data and assumptions changed.

| Figure | Geography and boundary | Publication and status |
|---|---|---|
| 415 TWh in 2024 (about 1.5% of global electricity) | All data centers worldwide, including non-AI workloads | IEA, 2025 estimate for the 2024 year |
| About 945 TWh in 2030 | Global data centers | IEA, 2025 Base Case projection |
| 485 TWh in 2025 | All data centers worldwide | IEA, October 2026 update; estimate for the 2025 year |
| About 950 TWh in 2030 | Global data centers | IEA, October 2026 update; projection |
| 649 TWh in 2030 (Reference Case) | United States data centers | U.S. Department of Energy/Lawrence Berkeley National Laboratory (LBNL), 2025 scenario |
| 521–843 TWh in 2030 | United States data centers | LBNL, 2025 compounded uncertainty cases |
The U.S. scenarios cannot be compared directly with the IEA global total as though they share the same boundary. The LBNL Reference Case is equivalent in that analysis to 11.8% of forecast U.S. electricity use. Both the U.S. range and the global projections show why a single headline number can mislead: the outcome depends on demand growth, efficiency, utilization, deployment timing and other assumptions.
Annual energy is different from power capacity
Annual consumption answers “how much electricity was used over a year?” A grid connection or facility capacity answers “how much power might be needed at a moment?” Energy is measured in TWh; power is measured in megawatts (MW) or gigawatts (GW). A facility can have a high requested connection while drawing less on average because workloads fluctuate, equipment is reserved for peaks, or redundant systems are not operating continuously.
The LBNL definition of grid interconnection capacity is “The maximum amount of electrical power a data center requests from the utility or grid operator at its point of connection to the grid, typically established through a formal interconnection request.” That request includes IT equipment, cooling, other facility systems and design margins. Converting it to annual energy requires assumptions about average and peak demand, utilization, redundancy, maintenance and operating schedules. Nameplate capacity, average draw, peak draw and yearly consumption therefore describe different quantities.

Nearly all electricity entering a server becomes heat that must be removed. Cooling systems carry that heat from the equipment to a place where it can be rejected outdoors or to another heat sink. The path may involve room air, a liquid loop, chillers, heat exchangers and cooling towers.

Air-based room cooling
Conventional arrangements move heat from server rooms through computer-room air conditioners or air handlers. Chillers can cool the circulating water or refrigerant used by those units, and a cooling tower may reject heat outdoors. Fans and pumps consume electricity throughout this chain.
Air-side and water-side economizers
When outdoor conditions are suitable, an air-side economizer uses outside air to reduce mechanical cooling. A water-side economizer uses a heat exchanger and cooling tower to provide cooling while reducing or bypassing chiller operation. These options depend on climate, humidity, filtration requirements and the temperature limits of the IT equipment; they are not available at the same efficiency in every location or season.
Direct liquid cooling
Direct liquid cooling transfers heat from processors or other equipment into a circulating liquid loop, often through a coolant-distribution unit. Liquid carries heat more effectively than air and can reduce fan requirements for dense accelerator racks. It does not automatically mean a site is water-free: the loop may still reject heat through a cooling tower or other water- or air-based equipment.
How much electricity does cooling use?
The IEA reports that cooling’s share can range from about 7% of electricity in efficient hyperscale facilities to more than 30% in less-efficient enterprise facilities. Those values describe different facility categories and operating conditions, not a universal ratio for every AI site. A dense accelerator deployment, a mild climate, an economizer and a modern liquid loop can have a very different cooling profile from an older building in a hot climate.

One useful comparison is power usage effectiveness (PUE), the ratio of total facility energy to IT energy. A PUE of 1.2, for example, would mean total facility energy is 1.2 times IT energy, but PUE must be reported with its measurement boundary and period. It includes infrastructure such as cooling and power-distribution losses; it does not by itself reveal water consumption, the carbon intensity of electricity or the efficiency of the servers doing the work.
How much water do data centers use?
Water impacts depend on both the cooling design and the electricity supply. Evaporative cooling towers consume water through evaporation and blowdown. Air-cooled chillers can use little or no water onsite, but they may consume more electricity than water-cooled alternatives. Economizers and operating changes can reduce chiller load, water use or both when weather and equipment limits permit.
Direct liquid cooling changes where heat is collected, not necessarily where it is ultimately rejected. A closed internal loop may carry heat to a cooling tower, dry cooler or another heat-rejection system. The water result therefore depends on the complete design rather than the label “liquid cooled.”

Site water is only one boundary. Electricity generation can require water upstream, and the amount varies by power technology, fuel, location and operating conditions. A fair comparison states whether it covers onsite water, water used to generate electricity, or both, and uses the same boundary for every facility.

A 2025 review by Lei, Lu, Shehabi and Masanet found that modeled workload-level water use varied by more than 10,000-fold across its analyzed cases. The review identified server efficiency, electricity-grid water factors, utilization, cooling type, infrastructure efficiency, climate, inactive-server share and server refresh cycle among the determinants. This result does not mean every user query differs by 10,000 times; it demonstrates why no universal “water per query” number is scientifically portable across workloads and locations.
Why can’t data centers connect to the grid faster?
Large facilities are geographically concentrated. Several projects may request substantial capacity at the same substation or in the same transmission region, creating a local constraint even when data centers remain a modest share of worldwide electricity use. Utilities may need new substations, transformers, transmission lines, protection systems and generation before a connection can operate reliably.
In its 2025 analysis, the IEA estimated that around 20% of planned data-center projects could face delays without action. It cited long and complex connection queues, transmission-line construction times of four to eight years in advanced economies, and wait times for critical components such as transformers and cables that had doubled over the previous three years. These are conditions reported in that analysis, not a permanent timetable for every project.

Where does the electricity come from?
A connected data center draws from the power system serving its location. That system’s generation mix differs by region and changes over time. The IEA’s 2025 analysis projected that renewables would supply close to half of additional global electricity demand through 2030, while natural gas and coal would also contribute and nuclear would become increasingly important toward the end of the decade and beyond. Those are scenario results, not a guarantee about a particular facility’s hourly supply.
Companies may sign power-purchase or other offtake agreements. An agreement can support procurement or financial matching, but it should not automatically be described as physical, local, hourly delivery unless the contract and grid arrangements establish that. To evaluate a claim, ask where the electricity is generated, when it is delivered, whether the facility is physically connected to that resource and what accounting method is being used.
The IEA’s October 2026 update reported that slow grid connections were prompting some U.S. developers to pursue onsite gas generation. Reliable onsite gas for a critical, variable load can require more generation capacity than average demand would suggest, because turbines must cover peaks and outages. Turbine supply, permitting, regulation, system design and financing remain practical constraints. Flexible operations, energy storage and non-firm connections paired with demand response are possible alternatives, but they require suitable incentives and operating rules.

Use consistent boundaries before comparing two facilities, forecasts or sustainability statements.
- Annual energy versus requested capacity: Compare TWh per year with MW or GW at the interconnection point, and state utilization, peak and redundancy assumptions.
- IT load versus whole-facility energy: Report PUE and specify whether cooling, power-distribution losses, storage, networking and other systems are included.
- Cooling electricity versus cooling water: Compare climate-specific electricity, onsite water and, where available, water used in electricity generation.
- Grid supply versus onsite generation: Separate power physically produced at the site from electricity imported through the grid.
- Contracts versus physical delivery: Describe the location and timing of power covered by an agreement instead of treating annual matching as hourly local supply.
- Forecasts: Label the publisher, publication year, base year, geography and scenario; preserve ranges rather than presenting an uncertainty case as a promise.
A practical checklist for reading an AI data-center claim
- Identify the boundary. Is the number for one building, a campus, a country or the world? Does it include non-AI workloads?
- Identify the unit and time basis. TWh is annual energy; MW and GW are power. Check whether the figure is measured, estimated, nameplate or requested.
- Separate IT from infrastructure. Look for PUE or a breakdown of cooling, power conversion, networking and storage.
- Read the cooling description completely. Determine whether heat is rejected with air, evaporative water, a dry cooler, a cooling tower or a combination.
- Check water boundaries. Distinguish onsite withdrawals or consumption from water associated with electricity generation.
- Check the grid status. A proposed connection, an approved interconnection, a contracted supply and an operating facility are different stages.
- Check the date and scenario. Forecasts from different editions can be revised; retain the publication date and uncertainty range.
What the numbers mean for local communities
A global share can appear small while a single project is consequential locally. A new load may compete for constrained substation capacity, require a transmission upgrade, alter generation dispatch or affect water availability at the site. Conversely, a facility with efficient cooling and flexible computing may reduce its peak demand relative to a continuously fixed load. Evaluating the local effect requires the connection point, peak and average demand, planned upgrades, cooling-water source and operating schedule—not only a global TWh statistic.
Bottom line
AI data centers use electricity in the processors and in every system that keeps those processors running. Cooling converts electrical demand into a heat-rejection problem that can consume additional electricity and, in some designs, onsite water. Grid interconnection capacity is the maximum requested power at a connection point, not annual consumption. The most reliable comparisons keep geography, dates, scenarios and system boundaries attached to every number.
