AI data centers can raise electricity costs, but there is no single nationwide estimate of how much they add to a household bill. Their large, concentrated demand can push up wholesale energy and capacity prices, prompt utilities to build or upgrade infrastructure, and strain local grids. The effect depends on where a facility connects, how quickly new power and transmission can be added, how much it uses, and how regulators and utilities assign the costs.
That distinction matters: a wholesale-market price increase is not the same thing as a retail rate increase. The price paid by a household depends on its utility’s power procurement, tariffs, market exposure, and the treatment of grid investments. Available figures describe data centers overall, modeled wholesale-market effects, or regional demand scenarios—not the AI-related increase on an individual household’s bill.
How a data center can affect power prices and the grid
A data center is a large electricity customer whose demand is concentrated at one or a few locations. AI computing is part of that demand, but the published U.S. figures available here measure data centers generally rather than AI facilities alone. The grid must supply the facility when it needs power, deliver that electricity through local equipment and transmission lines, and maintain enough capacity to meet demand during high-use periods.
Those requirements create several possible cost channels. A new load can increase the amount of electricity generators need to supply. If available generation is limited, additional demand can raise wholesale prices. If the relevant lines or substations lack capacity, the utility or grid operator may need upgrades, new transmission, or a different connection arrangement. If existing resources cannot meet demand reliably, the region may also need additional generation or other capacity.

These effects are related but not interchangeable. Wholesale energy prices reflect the cost of electricity in a market; capacity prices relate to having resources available to meet future needs. Transmission and distribution investments are infrastructure costs. A utility’s revenue requirement and the retail rate a customer pays are further steps in the process. A rise in one measure does not automatically translate one-for-one into another.
How large is data-center electricity demand?
The U.S. Department of Energy’s December 2024 announcement of the Lawrence Berkeley National Laboratory’s 2024 Report on U.S. Data Center Energy Use says U.S. data centers used 176 terawatt-hours (TWh) of electricity in 2023, about 4.4% of total U.S. electricity consumption. The report estimated data-center use could reach 325–580 TWh in 2028, approximately 6.7%–12% of U.S. electricity.
These are estimates for data centers as a category, not an AI-only energy tally. The range for 2028 is broad, so it should not be treated as a precise forecast or as a measure of what any one facility will consume. It does, however, show why utilities and regulators are planning for data-center demand as a potentially significant new load.
The location and timing of that demand matter as much as the national total. A large facility arriving in a region with available generation and transmission may have a different price effect from a similar facility connecting where supply is tight or lines are already constrained. A national percentage cannot reveal which local network needs work or how a particular utility will recover the cost.

What the price estimates do—and do not—show
Published estimates use different methods and answer different questions. The Dallas Fed working paper measures modeled wholesale-price effects from existing data centers and possible future construction. The Energy Information Administration (EIA) compares a faster-demand scenario with a baseline while holding future generating capacity to its February 2026 Short-Term Energy Outlook baseline. Neither gives a measured change in household bills caused by AI alone.
| Source and measure | Reported result | How to interpret it |
|---|---|---|
| Lawrence Berkeley National Laboratory report, announced by DOE in December 2024; data-center electricity use | 176 TWh, or about 4.4% of U.S. electricity, in 2023; estimated 325–580 TWh, or approximately 6.7%–12%, in 2028 | Data centers overall, not AI-only consumption; the 2028 figure is an estimate range. |
| Dallas Fed working paper by Owen Kay, Robert Reaser, and Reid Taylor, March 20, 2026; average U.S. wholesale electricity prices | Existing data centers increased average prices by an estimated 3%–5% in the authors’ model. Their model estimates a 50% increase in a high-utilization 2028 construction scenario and 20% in a more moderate buildout scenario. | Model outcomes, not observed household bill increases. The future scenarios depend on construction and utilization assumptions. |
| EIA February 2026 faster-demand scenario; 2027 wholesale prices compared with its baseline | ERCOT: $37/MWh higher (79%); PJM: $2.60/MWh higher (4%); New England and New York ISO: $3.00/MWh higher (5%). | A scenario for faster overall demand growth with generating capacity held to the February baseline—not an estimate of AI’s causal effect alone. EIA cautions that results may differ from its subsequent March Short-Term Energy Outlook. |
The Dallas Fed results illustrate how much assumptions can matter: the 2028 modeled price increase differs substantially between the high-utilization and moderate-buildout cases. Those percentages should not be added to the EIA regional figures or presented as a forecast for a utility’s customers. The measures, periods, and methods differ.
Why local grid conditions can change the outcome
Electricity markets are regional, and their ability to respond to a new large load varies. Relevant factors include how much demand is expected to grow, how much of it is data-center demand, how quickly generation can be added, whether transmission can deliver power to the load, and how the region connects to neighboring systems. Utility procurement and retail tariffs determine how market and infrastructure costs can reach customers.

With faster demand growth but the same future generating capacity as in its February baseline, its modeled 2027 wholesale-price increase was much larger in ERCOT than in PJM or the combined New England and New York ISO result. EIA attributes ERCOT’s sharper response in part to its limited connections to neighboring grids and also identifies seasonal demand and wind output as relevant considerations. It describes PJM as interconnected with other eastern regions and as having access to additional generation.

This comparison is not proof that a particular data center caused the difference, and it is not a ranking of what household customers in those regions will pay. It shows why the same additional demand can produce different wholesale-market results under different grid conditions. A constrained area may have fewer ways to draw on other resources, while a more interconnected region may have additional supply options; the actual outcome still depends on available power, network limits, and the assumptions in the scenario.
When can wholesale prices affect household bills?
A higher wholesale price can affect a retail customer if the utility’s power costs are exposed to that market price and the utility’s rate structure passes some of the cost through. The timing and amount depend on the utility’s procurement arrangements, the applicable tariff, and decisions by the relevant regulator. Some bills may also reflect the cost of grid investments through approved rates, rather than through a direct change in the wholesale price of energy.
PNNL’s September 22, 2026 report says data centers have not been the primary driver of residential price increases to date, although they have pushed wholesale energy and capacity prices higher in several markets. It identifies market exposure, tariff design, forecast uncertainty, and stranded-asset risk among the factors shaping retail outcomes. The report therefore does not support a claim that every household is already paying a specific data-center surcharge, or that a wholesale increase will appear on all residential bills in the same way.

Who pays for power plants, lines, and other upgrades?
There is no single nationwide rule that determines who pays every cost associated with a new data center. Cost allocation depends on the utility tariff, regulator, and regional grid operator, as well as the type of work and how it is approved. The policy question is how to let a large customer connect and receive reliable service without unfairly shifting costs to other customers—or leaving existing customers responsible for infrastructure that is built but later underused.
DOE’s January 17, 2025 technical brief, Electricity Rate Designs for Large Loads: Evolving Practices and Opportunities, describes issues utilities and regulators are considering. They include assigning system costs fairly to large-load customers, limiting stranded-asset risks if planned utility investments are underused, and managing reliability risks if demand outpaces supply. Rate design also has to account for the possibility that large-load customers may match use with carbon-free supply or provide capacity through on-site generation.
FERC’s June 18, 2026 action addressed large-load integration through tailored show-cause orders to the six regional transmission organizations and independent system operators under its jurisdiction. The orders gave those operators 60 days to justify existing tariffs or propose changes. Topics included transmission-service applications and studies, cost-shift prevention and transparency, co-location and behind-the-meter generation, service for flexible loads, and study processes for generation serving nearby or co-located large loads.
The orders set a process for review; they do not establish that every data center will pay every grid cost it causes. Nor do they by themselves determine a particular utility customer’s rate. The applicable tariff and the outcome of the relevant regional and utility proceedings remain central to any local answer.

What can reduce pressure on the grid?
Mitigation is possible, but no single measure guarantees lower retail bills. The benefit depends on when and how an option is used, what constraint it addresses, and whether the utility’s rate design rewards or charges for its contribution.
- Flexible load: Shifting or reducing consumption when the grid is constrained can help manage peaks. FERC’s June 2026 reform topics include transmission service for flexible loads, reflecting the need to consider how such demand participates in grid arrangements.
- On-site generation: Power produced at or near a facility may change how much it draws from the grid. Its treatment depends on the connection, tariff, and whether the generation can provide useful capacity or support when needed.
- Battery storage: PNNL’s September 2026 report says storage can shave peaks, reduce exposure to volatile wholesale prices, support reliability, and defer some higher-cost grid investment. Those are possible system benefits, not a guaranteed reduction in a household rate; the effect depends on system operation and tariff design.
- Better use of existing grid assets: Planning and operating available infrastructure effectively may help accommodate new demand, though it cannot remove every local capacity constraint.
- Generation and transmission planning: Building resources and lines in time to serve forecast demand can reduce the risk that load arrives before the system can reliably supply it. The costs, schedule, and allocation of those investments still need to be addressed.
- Transparent rate structures: Tariffs that make large-load cost responsibilities and risks clear can help limit unfair cost shifts and stranded investments, while accounting for flexibility or customer-provided resources where applicable.
How to assess a proposed data center near you
To understand whether a specific project could affect local prices or reliability, look beyond headlines about its projected electricity demand. The most useful evidence is usually in the utility’s filings, the applicable tariff, and the regional operator’s interconnection or planning materials. Those records can show what is proposed, what upgrades may be needed, and how costs are expected to be assigned.
- Identify the serving utility and grid operator. A local utility manages the customer relationship and may handle distribution upgrades; the regional transmission organization or independent system operator coordinates wholesale-market and transmission issues where applicable.
- Check what the demand figure represents. Find out whether a stated load is a requested maximum, an expected operating level, a phased projection, or an estimate that includes future expansion. Do not treat projected data-center load as an AI-only figure unless the source specifically separates it.
- Look for identified constraints and upgrades. Review utility planning documents and interconnection or transmission studies for substations, lines, generation, or other work tied to serving the load. A proposal is not proof that every listed investment is approved or will be built.
- Read the tariff and cost-allocation terms. Look for charges, minimum commitments, security or other requirements, and provisions covering upgrades or costs if the project’s demand changes. The specific documents and terms vary by utility and proceeding.
- Separate market effects from retail-rate effects. A wholesale-price study does not tell you how much a residential customer will pay. Check whether your utility buys power in the affected market, how its rates recover power and infrastructure costs, and whether a regulator has approved a related change.
- Check the status and date of the proceeding. A filed proposal, a regulator’s order, and a project operating at full demand are different stages. For FERC’s June 2026 large-load orders, later outcomes should be described only after consulting the relevant operator’s response or subsequent FERC action.
What the evidence can and cannot establish
The figures available for this topic support three conclusions: data-center electricity demand is large and expected to grow; modeled wholesale-price effects can vary considerably by buildout assumptions and region; and retail consequences depend on market exposure, tariff design, investment decisions, and cost allocation. They do not establish a single national increase in residential bills attributable to AI data centers.
Recommended Free Tools
The distinction is especially important when comparing estimates. DOE’s electricity-use figures cover data centers generally. The Dallas Fed estimates are working-paper model results for wholesale markets. EIA’s regional numbers come from a faster overall demand scenario with generation held to a baseline, not from an AI-only causal analysis. PNNL discusses the factors governing residential outcomes and possible storage benefits, rather than assigning a universal household surcharge.
