AI can help public-health teams spot possible outbreak signals earlier by sorting large volumes of public information, identifying patterns, and translating reports across languages. It cannot confirm an outbreak or stop one by itself. The warning only matters if experts verify it and authorities have the people, information, and resources to respond.

How AI can help spot an outbreak signal

Early clues can appear in many public sources, including news reports and other online material. Public-health analysts cannot manually review every item in every language. AI-assisted tools can help organize that material so teams can prioritize what deserves closer attention.

  • Find and sort reports: categorize large volumes of content by topic and help surface reports that may relate to a health threat.
  • Spot recurring signals: identify developing topics or repeated reports that analysts may want to investigate.
  • Extract useful details: help identify information such as locations and entities in reports.
  • Bridge language and format gaps: support translation and, in some systems, transcription of audio sources such as radio.

These functions help with triage: they can direct attention to material, but they do not establish that the reports are true, related, or epidemiologically significant.

What WHO’s EIOS system does

The World Health Organization’s Epidemic Intelligence from Open Sources initiative, or EIOS, is an operational example of public-health intelligence using publicly available information. WHO describes it as a way for public-health teams to monitor public sources daily and in near real time, complementing formal channels such as laboratories and hospitals.

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

On 13 October 2025, WHO announced EIOS version 2.0. The update includes AI-powered tools for automated analysis and signal detection, additional source handling such as radio channels with automatic transcription and translation, and support for multilingual use and collaborative monitoring. WHO offers EIOS free to Member States and eligible organizations.

WHO’s EIOS Collaboration page says the system processes material from tens of thousands of public online sources and hundreds of thousands of articles daily, categorizing content and extracting information such as locations and entities. WHO also reports that EIOS throughput increased tenfold during the early days of the COVID-19 crisis. Those figures describe scale and processing capacity, not accuracy or health outcomes.

By the end of 2025, 120 countries and 30 organizations and networks were using EIOS, according to WHO. Adoption shows that the system is in use; it does not show how many outbreaks it detected earlier or prevented.

What has to happen after an AI alert

WHO’s International Health Regulations surveillance benchmark describes a broader process: collecting, collating, and analyzing information for public-health purposes, then sharing it in time for action. A useful alert must move through that process rather than being treated as a conclusion.

  1. Detect: a tool surfaces a possible signal from public material.
  2. Verify: analysts check the source and seek appropriate corroboration, including clinical, laboratory, and official surveillance information where relevant.
  3. Assess: public-health experts determine whether the information describes a real event and whether it presents a meaningful risk.
  4. Share: relevant authorities and partners exchange information so the signal is not isolated in one system or jurisdiction.
  5. Act: health authorities decide on a proportionate response using available staff, procedures, and resources.

AI may reduce the time it takes to find or triage a report. It cannot supply missing laboratory capacity, trusted information-sharing relationships, trained staff, decision-making authority, or response resources.

Why a public report is not a confirmed outbreak

Open-source monitoring can surface incomplete accounts, misinformation, duplicated reporting, or claims that have not been checked. WHO’s notice for its EIOS COVID-19 Map warns that displayed open-source content may not have been reviewed or confirmed, may be incorrect, and is not a comprehensive representation of what WHO and the EIOS community are assessing.

That distinction matters: an online mention is a lead for investigation, not a diagnosis or proof of an outbreak. Automated systems can help teams decide what to review, but experts must evaluate the evidence before treating a signal as a public-health finding.

Why a One Health approach matters

Potential health threats can involve people, animals, and the environment, while useful information and response capacity may sit with different agencies and in different regions. WHO describes EIOS as a collaborative, all-hazards initiative with a One Health approach. Its pilot work on respiratory-pathogen surveillance maps existing systems, identifies gaps, and supports national workflows and information exchange.

That coordination is part of outbreak readiness, not an optional add-on to better detection. A signal is more useful when the relevant teams can share and assess it across sectors and borders.

Can AI predict the next pandemic or prevent millions of deaths?

AI can help identify possible signals sooner; that is different from predicting which pathogen will cause the next pandemic or proving that a warning prevented deaths. The WHO materials cited here describe EIOS functions, scale, and adoption, but do not provide validated AI-specific sensitivity, false-alert rates, measured lead-time improvements, or an independent causal estimate of deaths prevented.

WHO Executive Director of the Health Emergencies Programme Dr Chikwe Ihekweazu described EIOS 2.0 at its launch as “our bridge to the future: more open, more agile and more inclusive.” That statement conveys the system’s aims, not an independent performance evaluation.

The defensible conclusion is narrower: AI-assisted surveillance is a practical way to help public-health teams sift and organize large amounts of information, and it may contribute to earlier intelligence. Whether that contribution reduces harm depends on verification, information-sharing, and an effective response.

What to look for in an outbreak-warning system

A useful system should be judged as part of a whole surveillance and response process, not by the volume of material it can process alone. Relevant questions include:

  • Which sources does it cover, including public online material, radio, and routine clinical, laboratory, or animal-health channels?
  • How quickly and across how many languages can it surface and organize information?
  • How are signals verified and assessed by qualified public-health teams?
  • Can information be shared across the agencies and borders that need it?
  • Are trained staff, procedures, and response capacity available to act on a verified warning?

WHO’s EIOS Collaboration page also describes an eight-hour, self-paced Foundations of Public Health Intelligence course. Training supports the human expertise needed to interpret intelligence; it is not itself evidence of outbreak-warning performance.
