An agentic payment is a payment an AI agent initiates while acting on a human or business instruction. The agent may receive a scoped, agent-specific payment token, present it to a merchant, and request that the merchant process the purchase. The merchant still sends the transaction through its acquirer; the issuer or network makes the payment decision; clearing exchanges transaction data; and settlement transfers amounts between financial institutions.

The crucial distinction is that permission, identity, authorization, clearing, and settlement are separate controls and events. A signed agent request can prove which approved agent sent a message, but it does not prove that the user intended every action, guarantee issuer approval, or make settlement instant.

What an agentic payment is—and what it is not

In a conventional online purchase, a person selects an item, enters payment details, and confirms checkout. In an agentic payment, software performs some or all of those actions after receiving a bounded instruction such as “buy this type of product under this price” or “renew the service if the monthly cost stays below the approved limit.” The agent can search, choose, and submit a payment request, but it does not become the card issuer, merchant, acquirer, or payment network.

The word token here means a payment credential used in processing. It does not mean an LLM text token and does not automatically mean a cryptocurrency token. An agentic token can substitute for the underlying card credential and carry context such as an approved agent, merchant, amount, purpose, or other limits. Exact token formats and policy checks depend on the provider.

Likewise, “authorization” has two meanings that must not be merged. A user authorizes an agent to act by granting delegated authority. Separately, an issuer or network authorizes—or declines—a particular transaction request. The first answers “may the agent try this?” The second answers “will this payment request be approved?”

The agentic payment lifecycle

1. The user defines intent and grants authority

The process starts with an instruction, not with a card number. A user or business specifies what the agent may do, often including a merchant category, spending ceiling, destination, timing, or recurrence rule. In Visa’s documented Intelligent Commerce flow, the user completes authentication, including a passkey setup or step-up cardholder verification, and then confirms a payment instruction before the agent requests credentials. The platform checks the credential request against that instruction. This is Visa’s implementation, not a universal permission format. See the Visa Intelligent Commerce overview.

A useful policy should state both what is allowed and what is forbidden. “Buy one replacement filter from the approved supplier for no more than $60” is more enforceable than “buy whatever is needed.” The payment provider may bind the resulting credential to the instruction, but the business remains responsible for defining sensible limits and reviewing exceptions.

2. The agent is identified and its messages are protected

Merchant systems need a way to distinguish an approved agent from an unknown program pretending to act for a customer. Visa’s Trusted Agent Protocol specifications describe signed messages, public-key verification, nonces, consumer-recognition objects, and payment objects. A merchant can validate that a request was signed by a recognized key and that the message was not altered in transit.

Cryptographic identity answers “which agent sent this message?” It does not answer whether the agent misunderstood the user, whether the purchase is good value, or whether an issuer will approve the transaction. Key rotation, revocation, replay protection, and clear ownership of signing keys are therefore operational requirements, not optional extras.

3. A scoped payment token is provisioned

Instead of exposing the underlying card credential at every step, the provider can issue a token for the agent’s use. Visa describes agent-specific tokens and controls that check the intended merchant and amount. Mastercard describes Agentic Tokens as an extension of its existing tokenization approach and discusses scoped tokens tied to a Verifiable Intent record in its agentic-payments building-blocks guide.

“Scoped” does not mean universally identical. One implementation may constrain merchant identity and amount; another may add product purpose, geography, expiration, velocity, or a one-time-use rule. Confirm the actual controls exposed by the provider. A token is not a blank cheque and should not be treated as one.

4. The agent presents the credential to the merchant

The agent supplies the merchant with the payment information required by the checkout or protocol. Visa’s rules define an Agentic Payment Provider as transferring a token to the merchant, after which the merchant completes the transaction through its acquirer. The initial Intelligent Commerce flow described by Visa uses guest checkout or key entry; other integrations can use APIs or protocol-specific messages.

At this point, the merchant should validate the token, the agent or intent context that accompanies it, and any merchant-side rules. A valid token can still be rejected because it is expired, outside its scope, already used, or inconsistent with the order.

5. The issuer or network authorizes the transaction

The merchant sends an authorization request through its acquirer and the applicable card network. The issuer evaluates the request under ordinary payment rules, including account status, available funds or credit, fraud controls, and network data. Mastercard’s transaction overview defines authorization as the decision to approve or decline a transaction request; the same lifecycle applies when the credential originated from an agent.

A correctly signed agent request is therefore not a guarantee of approval. Conversely, an issuer approval does not prove that the agent stayed within the user’s business policy. Systems should record both decisions: the delegated-intent result and the network authorization result.

6. Clearing exchanges records and settlement moves funds

After authorization, the transaction enters clearing. Clearing is the exchange and processing of transaction details so the relevant accounts can be posted and positions reconciled. It is a data and accounting process, not the final movement of money.

Settlement is the subsequent exchange of amounts owed between issuers and acquirers. The Mastercard Switching explanation distinguishes authorization, clearing, and settlement in these terms. Visa’s April 2026 Visa Core Rules and Visa Product and Service Rules describe presentment into interchange and an issuer’s obligation to pay the acquirer for qualifying valid transactions.

Network settlement does not promise that a merchant receives usable funds immediately. The merchant’s funding date depends on its acquirer agreement, reserves, batching, currency conversion, and other operational conditions. An agent can receive a success response at authorization while the financial institutions complete clearing and settlement later.

Keep the five control layers separate

Layer Question it answers What it does not prove
Delegated authority What may the agent do for this user or business? That every attempted transaction will be approved
Agent identity Did the request come from an approved agent and remain unaltered? That the agent’s decision was wise or within the user’s intent
Payment token Which credential can be used, under which scope and constraints? That the merchant will accept it or the issuer will fund it
Network authorization Will the issuer or network approve this transaction request? That the transaction has cleared or settled
Clearing and settlement How are transaction records exchanged and amounts transferred between institutions? That a merchant’s bank makes funds available immediately

Using these labels in logs and customer interfaces prevents a common failure: presenting “the agent was verified” as if it meant “the purchase was authorized and settled.” Each layer has a different owner, signal, and remedy.

How token controls limit an agent’s spending

A payment token can reduce exposure of the underlying credential and let a provider apply machine-readable policy. Typical controls include:

  • Merchant binding: the token works only for a named merchant, merchant account, or approved acceptance context.
  • Amount limits: a maximum per transaction, order, day, or instruction.
  • Purpose or category limits: restrictions based on an approved product, service, or merchant category.
  • Time and use limits: an expiration time, a single use, or a defined number of uses.
  • Context checks: comparison of the requested amount and merchant with the authenticated user instruction.

These controls are provider-specific. Mastercard’s Agent Pay materials describe a Verifiable Intent framework that links identity, authorization, and transaction details; Visa’s overview describes checking the intended merchant and amount and retaining purchase-outcome signals. Neither description establishes one industry-wide token schema.

Do not describe the agent as “holding the user’s card.” In a given deployment, the agent may receive a network token, a stored credential reference, or another credential mechanism provisioned by a payment provider. The implementation determines what the agent can see and what information reaches the merchant.

Security and dispute boundaries

Authentication protects the user’s instruction

Passkeys, step-up verification, and device biometrics can establish that the user approved an instruction or credential request. They help prevent an unauthorized person from enrolling an agent, but they do not evaluate every future choice the agent makes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Signatures protect message integrity

Signed requests and public-key validation can show that an approved key produced a message and that the contents were not changed. Nonces and freshness checks help prevent replay. A signature is not proof of benign intent, product quality, or absence of fraud.

Token policy limits blast radius

Merchant, amount, purpose, and time restrictions limit what a compromised or misbehaving agent can attempt. They cannot eliminate mistaken purchases, deceptive merchants, account takeover, or disputes. Providers and merchants still need monitoring, revocation, refund, and chargeback procedures.

Evidence supports investigation

Retain the authenticated instruction, agent identity and key version, token scope, authorization response, order details, and outcome signals with consistent timestamps. Visa says purchase-outcome signals and user instructions may support dispute resolution. That evidence can clarify what happened, but it does not guarantee a particular dispute result.

Mastercard Agent Pay Card tokenization and network payment lifecycle Agentic Tokens and a Verifiable Intent concept linking identity, authorization, and transaction details Designed with technology, acquiring, and checkout partners Mastercard initiative and stated design; availability varies by implementation
Machine Payments Protocol (MPP) and card extension Can combine machine-native interactions with card or other supported settlement paths The agent requests a resource, receives a payment requirement, and authorizes payment within the interaction API/protocol exchange; Visa announced a card specification and SDK Protocol and SDK announcements do not equal universal production acceptance
Onchain machine-payment paths such as x402 May settle onchain rather than through the card-clearing model Protocol-level payment authorization and wallet or token controls Resource request and payment response can be combined Do not infer that every agentic payment is onchain or settles instantly

Visa’s March 18, 2026 MPP announcement describes adapting tokenized card credentials to MPP-compatible workflows. Its later analysis of agentic payments and onchain data discusses MPP and x402 as part of a broader protocol landscape. A protocol can define how an agent and service interact without replacing the financial institutions that authorize, clear, or settle a card transaction.

What the reported volume figure means

Visa reported roughly $15.0 million in adjusted volume across 109.6 million transactions since May 2025 for x402 in its 2026 analysis. The figure is Visa’s reported x402 activity, not a measurement of all agentic payments, all card transactions initiated by agents, or the total market. It should not be used as a market-size forecast or compared directly with network-wide card volumes.

A practical implementation checklist

A company allowing an agent to buy on its behalf should document the following before enabling live spending:

  1. Define the authority. Record allowed merchants, categories, amounts, currencies, recurrence, expiration, and escalation conditions.
  2. Authenticate enrollment. Require a user-authenticated setup event, such as a passkey or step-up verification, before issuing credentials.
  3. Bind identity. Register the agent’s signing keys, validate signatures and nonces, and maintain revocation and rotation procedures.
  4. Constrain the token. Apply the narrowest merchant, amount, purpose, time, and usage limits that satisfy the task.
  5. Validate at checkout. Compare the order with the instruction and token scope before sending the authorization request.
  6. Log each decision separately. Store delegated-intent approval, agent verification, token checks, issuer authorization, clearing records, and settlement references as distinct events.
  7. Plan failure and recovery. Define what happens when a token expires, authorization is declined, a merchant changes the amount, a key is revoked, or the user disputes the purchase.
  8. Explain status to users. Label a transaction as attempted, authorized, captured, cleared, settled, refunded, or disputed rather than showing one generic “approved” state.

Common mistakes to avoid

  • “The agent was authenticated, so payment is guaranteed.” Identity and issuer authorization are different checks.
  • “The token gives the agent spending power everywhere.” Agentic tokens are intended to carry scope, but the exact policy is implementation-dependent.
  • “Authorization means the merchant has been paid.” Clearing and settlement occur afterward, and merchant funding depends on the acquirer arrangement.
  • “All agentic commerce uses blockchain.” Card-network extensions, machine-payment protocols, and onchain approaches coexist.
  • “A cryptographic signature proves the purchase was legitimate.” It verifies signed data and trusted keys; it does not resolve mistaken intent, fraud, fulfillment, or chargebacks.
  • “The network provider is the merchant or acquirer.” In the cited Visa rules, the agent provider transfers a token to the merchant and is not itself the party authorizing, clearing, or settling the card transaction.

Where the technology is heading

The near-term direction is a layered model: authenticated human intent, verifiable agent identity, constrained payment credentials, ordinary issuer authorization, and established clearing and settlement. Machine-payment protocols add a programmable interaction in which a service can state its payment requirement and an agent can authorize payment before receiving a resource. The same agent may use different rails for different purchases.

Availability, rules, and rollout are changing quickly. Treat a provider announcement or developer specification as evidence of that provider’s design and stated capability, not as proof that every merchant, issuer, acquirer, or geography supports it. For any deployment, verify the exact token scope, acceptance path, settlement currency, dispute process, and production availability in the contracts and technical documentation that apply to that implementation.

Agentic payments therefore do not eliminate the payment system; they add an automated decision-maker in front of it. The safest design makes every boundary visible: what the user allowed, which agent acted, which credential was used, why the merchant accepted it, whether the issuer approved it, and when the financial institutions actually settled the obligation.
