Hot potato routing is a policy in which a network hands traffic destined for another network to that neighboring network at the closest suitable interconnection, instead of carrying it farther across its own network to a different exit. It reduces the transit traffic the choosing network carries, but does not guarantee the shortest end-to-end route or lowest latency.

What “hot potato” means in routing

The term describes an autonomous network’s choice of where to hand traffic to a neighboring network. “Closest” means closest from the perspective of the network choosing the exit—not necessarily geographically closest to either end user. RFC 4451 calls this approach “closest-exit” routing.

The metaphor is that the network holding the traffic tries to pass it on quickly. As RFC 4277 puts it, “whoever has it tries to get rid of it quickly.” The policy is about minimizing how far the choosing provider carries traffic within its own network.

Hot potato and cold potato routing compared

Suppose two transit networks interconnect at several locations. One network must choose where to hand traffic to the other. It can favor an exit close to itself, or carry the traffic farther through its own network to an interconnection the neighboring network considers preferable for reaching the destination.

TP-Link AC1200 Gigabit Dual Band WiFi Router (Archer A6)
  • Dual band router upgrades to 1200 Mbps high speed internet (300mbps for 2.4GHz plus 900Mbps for 5GHz), reducing buffering and ideal for 4K stream
  • Full Gigabit Ports - Gigabit Router with 4 Gigabit LAN ports, ideal for any internet plan and allow you to directly connect your wired devices
  • Boosted Coverage - Four external antennas equipped with Beamforming technology extend and concentrate the Wi-Fi signals
  • MU-MIMO technology - (5GHz band) allows high speeds for multiple devices simultaneously
  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
Policy Exit choice Effect on the choosing network
Hot potato (closest-exit) Use the suitable interconnection closest within the choosing network. Typically carries the traffic over less of its own network before handing it off.
Cold potato (best-exit) Carry traffic to an interconnection considered better for onward delivery. May carry the traffic farther across its own network before handoff.

“Best exit” describes the policy’s intended choice, not a universal guarantee of better performance. The choice reflects network policy and available routing information.

How BGP MED relates to the distinction

The RFCs describe the Multi-Exit Discriminator (MED), a BGP attribute, as one way the policies can differ. In the RFC 4277 explanation, hot potato behavior does not pass an externally learned MED into the network’s internal BGP (IBGP), while cold potato behavior passes it internally so the provider can carry traffic toward the exit the neighboring provider advertises as closest to the destination. RFC 4451 also discusses MED in distinguishing closest-exit from best-exit behavior.

This is an explanation of the mechanism discussed in those RFCs, not a universal configuration rule. Operators can use different policies and configurations; MED handling alone does not describe every network’s exit-selection process.

Why closest exit does not mean fastest route

Hot potato routing can reduce the choosing provider’s internal transit burden, but that is not the same as minimizing total distance or delay. After handoff, the neighboring network controls the next part of the route. The closest suitable exit for one provider may therefore produce a longer or slower end-to-end path than an exit farther across that provider’s own network.

TP-Link AC1200 WiFi Router Dual Band Wireless Internet Router (Archer A54)
  • Dual-band Wi-Fi with 5 GHz speeds up to 867 Mbps and 2.4 GHz speeds up to 300 Mbps, delivering 1200 Mbps of total bandwidth¹. Dual-band routers do not support 6 GHz. Performance varies by conditions, distance to devices, and obstacles such as walls.
  • Covers up to 1,000 sq. ft. with four external antennas for stable wireless connections and optimal coverage.
  • Supports IGMP Proxy/Snooping, Bridge and Tag VLAN to optimize IPTV streaming
  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
  • Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks

The RFCs do not establish a universal winner for latency, congestion, cost, or traffic symmetry. Actual results depend on the topology, policies, and conditions of the networks involved.

How route reflectors can affect closest-exit choices

A route reflector can select a route based on its own location in the network and advertise that route to clients elsewhere. Those clients may then receive an exit that is not the closest one from their own network location. RFC 9107 describes BGP Optimal Route Reflection (ORR), which can select routes from configured client standpoints to support policies such as hot potato routing, assuming the reflectors have the necessary candidate paths.
