Build, buy and open source are not three mutually exclusive hosting choices. Build describes who assembles and operates a platform; buy describes procuring infrastructure or a managed service; open source describes how software is licensed and developed. Open-source software can run on infrastructure you manage or through a commercial managed service. Choose by mapping operational responsibility, security controls, total cost and compliance fit—not by assuming one label is safer or cheaper.

What are you actually choosing?

A useful decision compares operating models rather than treating “open source” as the opposite of “cloud.” A company can build a platform from open-source components and host it on purchased servers, or run those components on cloud infrastructure. It can also buy a managed platform that uses open-source software behind the scenes. These choices affect different things: who operates the service, who controls the software, and which security and maintenance tasks stay with your team.

  • Build or self-host: Your organization assembles and runs the platform, on premises or in an environment it controls.
  • Buy infrastructure: You procure infrastructure such as virtual machines, while still operating some of the software stack.
  • Buy a managed service: A provider operates some layers of the platform. The exact boundary varies by service.
  • Choose open source: You use software whose licensing and development model is open source. This alone says nothing about where it runs or who patches and supports it.

The practical question is which combination gives your organization an acceptable balance of control, responsibility, cost and evidence for its requirements.

Who owns security and maintenance?

Responsibility follows the service boundary. The UK National Cyber Security Centre (NCSC) says an organization operating an on-premises service is responsible for its security. Cloud providers take on some infrastructure protections, but customers retain duties that depend on the service and its configuration. No procurement label removes the need to understand the division of work.

Operating model Provider or operator typically handles Your organization still needs to handle
On-premises or self-hosted Your own team operates the service and the components it owns or runs. Service security and maintenance across those components.
Infrastructure as a service (IaaS) Foundational compute, storage and networking. Depending on the service, guest operating systems, applications and configuration. For Amazon EC2, AWS says customers handle guest OS updates and security patches, installed software and security-group configuration.
Platform as a service (PaaS) or managed platform Some platform operations and maintenance; the boundary varies by provider and service. Application security, identities, data and configuration, plus any controls the service leaves to the customer.
Software as a service (SaaS) The provider operates the application service. Assessing service fit, securing identities and data, and configuring the service appropriately.

The NCSC recommends considering PaaS rather than IaaS when building or hosting an application, and SaaS when a suitable service exists, because those models can delegate more responsibility. Treat this as guidance to assess service fit, not a rule that the most managed option is always appropriate. Its advice is to “delegate as much responsibility for security to your hyperscale cloud platform as you can,” while also making clear that customers must choose services that meet their needs, configure them securely and decide what data to store.

Do not assume containers settle the boundary

A container service may manage the application and orchestration platform, or it may leave you responsible for maintaining images and configuring or hosting orchestration. Check the service’s actual division of duties rather than relying on the word “container.”

Account for managed service providers

A managed service provider may become an additional party with privileged access. Review how access is limited and audited, how its management infrastructure is secured, what incident-response commitments apply and how supplier-chain duties are handled.

Is cloud or self-hosting more secure?

Neither model is inherently more secure. Self-hosting gives the organization direct operational responsibility and control, but it must implement and sustain the protections itself. Cloud introduces shared-infrastructure, contractual, jurisdictional and organizational considerations, while providers may be able to fund security measures at a scale an individual customer cannot. The Microsoft Research paper by David Molnar and Stuart Schechter (2010) presents these as trade-offs, not proof that either model is universally safer; it is useful for foundational framing, not current product or pricing comparisons.

Assess the concrete design and the people operating it. A capable internal team may be able to implement strong controls, but a plan that depends on patching, monitoring or incident response your organization cannot reliably sustain is a material risk. A managed service may reduce the number of controls your team operates, but the remaining responsibilities and the provider’s assurance evidence still need review.

How should you compare total cost?

Compare the full cost of operating the service, not just a server purchase or provider invoice. AWS specifically cautions that security management belongs in the total cost of ownership (TCO) for self-managed virtual-machine hosting. There is no universal break-even point: workload, staffing and service requirements affect the result.

Managed services can reduce work such as provisioning, software setup, patching and backup, depending on the service. That can reduce operational security burden, but it does not make customer-side security work disappear. Include both the provider charges and the remaining internal effort in the comparison.

What do control, portability and compliance change?

Control and provider dependency

Self-hosting can give you direct control over more of the stack, but that control comes with responsibility for operating it. A managed platform shifts selected work to the provider and makes your service dependent on its terms, operations and available interfaces. Open-source licensing does not by itself guarantee portability: assess how much your deployment relies on a particular provider’s services, configuration or management tools.

Data handling and compliance evidence

Confirm that the service’s data handling, location, terms and operational arrangements satisfy your organization’s requirements. Managed-service controls and provider evidence may help an audit, but they do not establish that the service meets every customer’s obligations. Google Cloud describes inherited controls as potential audit evidence and “shared fate” as a continuing provider-customer partnership; those are descriptions of its own approach, not an independent assessment or guarantee. Your organization must determine which controls it can rely on and which it must operate.

Support and incident coordination

Compare the provider’s support and incident arrangements with the responsibilities your team retains. Establish who detects and reports incidents, who can access relevant logs, how escalation works and which party coordinates action across the service boundary. For a self-hosted system, those operational capabilities must exist within your organization or its contracted support arrangements.

A practical way to make the decision

  1. Set the requirements. Define the workload, data sensitivity, availability needs, regulatory obligations, jurisdiction and procurement constraints. These determine what “suitable” means for your case.
  2. Draw the service boundary. For each candidate, list who provisions, patches, backs up, monitors and secures each layer—from infrastructure through application, identity and data. Verify the allocation in service documentation and terms.
  3. Test the operating model against your team. Identify the engineering, on-call and incident-response capacity needed for the tasks that remain yours. Include any privileged access granted to a provider or MSP.
  4. Calculate full TCO. Combine provider or hardware charges with internal labor, security operations, compliance evidence and ongoing maintenance. Do not assume a universal price winner.
  5. Check control and assurance. Review data handling, location, contractual terms, portability, inherited controls and the evidence available for audits. Decide whether the remaining risks and dependencies are acceptable.
  6. Select the least burdensome model that meets the requirements. Prefer delegation where a suitable service demonstrably fits, but keep ownership of secure configuration, application and identity protections, data decisions and provider oversight clear.

When does each approach fit?

  • Build or self-host when direct operation and control are necessary and your organization can sustain the security, maintenance and service-management duties.
  • Buy IaaS when you need provider-operated foundational infrastructure but are prepared to manage the guest OS, applications and configuration left to you.
  • Buy a managed platform or SaaS when its service boundary and terms meet your needs and delegating platform work is more useful than operating that layer yourself.
  • Use open-source software when its licensing and software characteristics fit your needs, while separately deciding who will host, patch, support and secure it.

For any of these, make the decision at the service level. A label such as “cloud,” “managed” or “open source” cannot substitute for a clear responsibility map, a realistic operating plan and a compliance assessment.
