For Hostile Waters: Antaeus Rising on PC, start the game with -setusupthebomb, press F8 during play to open the console, enter a code, then press F8 again to return to the game. The documented codes include unit invulnerability and expanded build access, but the available references do not establish a separate cheat that directly unlocks every weapon.
How to enable cheats on PC

Start the game with the command-line parameter
-setusupthebomb. The PC cheat listing documents this as the step that enables cheat mode. GameFAQs’ PC cheat listing is contributor-submitted, not an official developer guide. -
While playing, press F8 to open the console.

The documented activation sequence is for PC. The sources do not verify the same parameter or console procedure for the Dreamcast version.

Can you unlock all weapons with a cheat?
The documented codes do not include a distinct command explicitly verified to unlock every weapon. buildall 1 is the closest option for broadening what you can build; filthylucre 1 supplies eJ/energy and build access. A GameFAQs contributor additionally says buildall refills the ship’s main guns and soul catcher chips, but that is not the same as confirming a universal weapon unlock.

The official manual says: “As Antaeus is refitted and research undertaken, many high firepower weapons will become available to help destroy the forces of the Cabal.” In other words, refitting and research are the documented normal route to more weapons. Using the cheat sequence with the Steam version
A Steam Community guide reports a workaround for installations where the launch parameter alone does not enable the console: set -setusupthebomb in the game’s launch options, back up and delete HostileSetup.exe, duplicate HostileWaters.exe, rename the duplicate to HostileSetup.exe, and launch the game from Steam. This is a community-reported file workaround, not an official or guaranteed fix; its compatibility with current game versions and operating systems has not been established. The guide advises using Steam’s file verification to restore files if the changes cause problems. See the guide’s instructions before changing installation files.
