HLS Lazy Muxing 2.0 makes HLS packaging demand-driven: RTSP ingest and archive recording keep running, but the HLS muxer starts only when a viewer requests a playlist. In a simulation of 100 cameras at about 30 frames per second, the author reports nearly fivefold lower CPU use when viewers are idle; that result is specific to the author’s test and is not an independently verified 80% reduction for other systems.
What changes when HLS is lazy
The design separates the always-on recording path from the viewer-facing HLS path. Incoming camera frames feed a ring buffer. The recorder consumes that buffer and writes the archive whether or not anyone is watching. The HLS muxer is an optional consumer, started in response to a playlist request and stopped after a period without requests.
RUSEGAL, the Habr article’s author, summarizes the distinction in Russian: “Архив – постоянный, HLS – временный.” In English translation: “Archive is permanent, HLS is temporary.” The point is that no-viewer status can suspend packaging without suspending capture or archive recording.
Lifecycle in the described implementation
- Ingest: RTSP streams continue delivering frames into the ring buffer.
- Archive: The recorder continues consuming frames and writing the archive.
- Viewer arrives: A playlist request causes the system to create the HLS muxer.
- Viewer leaves: The muxer remains active until no request has arrived for more than 60 seconds, then it is stopped. The 60-second threshold is the author’s implementation sketch, not a universal setting.
How the design aims to avoid a slow first segment
Starting a muxer on demand can add startup delay: a new HLS stream may otherwise have to wait for incoming frames and a suitable keyframe before it can produce a usable segment. The proposed approach has the muxer read recent frames from the ring buffer and begin from a keyframe in that history. That can let the first segment contain recent content rather than forcing the viewer to wait for a future keyframe.

When using an adapter, if the device is recognized as USB 2.0, try using the other side with the USB-C port. Simply flip the capture card and reconnect it to be recognized as USB 3.0
How much history is useful depends in part on camera keyframe cadence. With long intervals between keyframes, the buffer may need to retain more data to offer a recent keyframe at startup. The author describes a limited buffer and frequent keyframes as the preferred operating conditions; the article does not establish a general memory requirement or a specific keyframe interval.
What the reported CPU result does—and does not—show
RUSEGAL describes a simulation involving 100 cameras at approximately 30 FPS. The comparison is between a run with active HLS viewers plus recording and a run with idle viewers and recording only. The article reports that CPU use falls nearly fivefold in the idle-viewer case, a rough basis for the headline’s 80% framing.

How to assess whether this architecture fits your deployment
The useful design question is not simply whether a server can stop doing work when nobody is watching. It is which work can stop without compromising the service you still need. This approach keeps source ingest and archival writes live, while making HLS packaging conditional on viewer demand.

- Archive continuity: Confirm that the recorder is an independent consumer and does not depend on an active HLS muxer.
- First-viewer delay: Check whether the ring-buffer history includes a usable keyframe and how quickly the muxer can produce a playlist and segment.
- Memory use: Account for the retained history needed to cover the cameras’ keyframe cadence.
- Idle policy: Choose an inactivity timeout that balances prompt CPU release against repeated muxer startup when viewers come and go.
- CPU measurement: Compare active-viewer and idle-viewer periods under the same camera count, frame rate, recording behavior, server configuration, and observation window. Record both CPU and memory so a CPU reduction is not mistaken for a cost-free change.
How the article distinguishes this from Flussonic
RUSEGAL’s article describes Flussonic as separating ingest, DVR/archive, and just-in-time packaging, then distinguishes that product’s source-lifecycle use of “on-demand” from RUSEON’s demand-driven HLS muxer. This is the author’s conceptual comparison, not a current, independently checked vendor comparison or a controlled performance test. The meaningful axis is which stage becomes demand-driven; it does not establish comparative CPU performance.
For an implementation comparison, focus on whether ingest and archive persist without viewers, how first-segment startup handles keyframes, how much buffer history is retained, and CPU measured under equivalent workloads. The article’s performance figure does not supply enough information for a quantitative vendor bake-off.
