Start by defining the first release, then compare Indian iOS freelancers and development teams on shipped work, the people who will actually build the app, and how they handle testing, source code, acceptance, and handover. Before work begins, put scope, milestone payments, change requests, confidentiality, intellectual-property rights, and maintenance in a written agreement. There is no established market-wide hourly rate in the sources cited here, so compare estimates against the same scope rather than relying on a single price example.
Choose the hiring route that fits the work
The right choice depends less on a provider’s label than on the scope and the amount of coordination you can manage. A commercial hiring guide recommends considering freelancers for bounded work and agencies for broader builds, but that is provider advice, not a universal rule or an independent comparison study.
| Route | May fit when | What to verify |
|---|---|---|
| Individual freelancer | You need a clearly defined feature, interface fix, code review, or small build, and can manage delivery. | Relevant shipped iOS work; the person’s contribution; availability; communication; testing and handover practices; and a clear contract and rights chain. |
| Agency or development studio | The product needs coordinated design, backend, QA, project management, or team continuity. | Who is actually assigned, their responsibilities, client references, subcontracting arrangements, milestone acceptance, and source access and handover. |
| Marketplace engagement | You want to find independent providers and use a platform’s contract and payment workflow. | Current platform terms and fees; provider identity and references; scope; platform-specific IP and tax terms; and whether the intended relationship complies with platform rules. |
Upwork’s legal center describes service contracts and work-product provisions. Review the terms that apply to the arrangement you select; platform terms should not be assumed to replace a separately negotiated agreement or legal review. Upwork Legal Center.
Define the first release before requesting estimates
A short brief makes proposals easier to compare and helps expose assumptions that can otherwise turn into expensive changes. Describe the product outcome, not just a list of screens.

- Users and purpose: who the app serves and what problem it addresses.
- Core journeys: the main tasks a user must be able to complete.
- Release scope: required screens and functions for launch, plus items that can wait.
- Technical dependencies: backend or API work, accounts, payments, integrations, and any existing systems.
- Quality needs: accessibility, supported devices and operating-system targets, testing expectations, and launch geography.
- Open questions: decisions that depend on technical discovery. Ask candidates to list assumptions, risks, and exclusions before estimating.
Ask each candidate to estimate against the same brief and identify the people, work stages, QA coverage, and maintenance included. If you are considering both iOS-only and cross-platform proposals, make that distinction explicit rather than comparing unlike scopes.
Vet the actual developer and delivery process
Portfolio logos and proposal résumés do not establish who will do the work. Ask for evidence and make the proposed working relationship concrete before committing to a full build.
- Review relevant work. Request live App Store examples or a demonstrated build where available. Ask what the proposed developer personally contributed, what was handled by others, and whether the project resembles yours technically.
- Confirm the assigned people. For a team, ask for named roles and availability, who owns each deliverable, and whether substitutions or subcontracting require your approval.
- Speak with references. Ask past clients about communication, delivery against milestones, quality of handover, and how scope changes were handled.
- Check how work will be visible. Agree on access to a buyer-controlled source repository, regular working builds, issue tracking, documented decisions, and relevant build and test artifacts.
- Start with a paid, bounded milestone. Define its deliverable, repository access, review criteria, and handoff. Avoid a large advance payment without staged deliverables.
A commercial guide also recommends confirming assigned staff, checking references, and considering a paid trial. Treat those as useful vetting prompts, not proof that a particular provider or route is inherently safer. Outsource From India’s hiring guide.

Put the important terms in writing
Before sharing sensitive product information or starting development, agree in writing on what will be delivered, how it will be accepted, how rights will transfer, and what happens when plans change. India’s Press Information Bureau summarized a 2017 government model software-procurement RFP with provisions covering scope, service levels, change mechanisms, disputes, intellectual property, liability, payment, and acceptance. That procurement summary is a useful checklist, not a contract template for an individual cross-border app project. Press Information Bureau summary, 23 May 2017.
- Scope and completion: deliverables, exclusions, assumptions, target platforms, supported OS/device targets, and the definition of completion.
- Milestones and acceptance: dates, working builds and source access, objective acceptance tests, defect reporting, review windows, and the process for requested changes.
- Fees and payment: fixed fee or rates, payment triggers, expenses, currency, taxes, late-payment terms, and how out-of-scope work is priced and approved.
- Ownership and components: who owns code, designs, documentation, and other work product; when rights transfer; how pre-existing and third-party components are treated; applicable license obligations; and whether the developer must sign further documents.
- Confidentiality and security: what information is confidential, who may access data, security responsibilities, and return or deletion of information at exit.
- Staffing and subcontracting: named team members, approval before substitutions or subcontracting, and confirmation that contributors are bound by compatible confidentiality and IP terms.
- Support and exit: defect-correction period, maintenance response times, termination rights, repository and credential handover, dispute process, and governing law.
Upwork’s platform terms include work-product, IP-assistance, and confidentiality provisions for engagements governed by those terms. Their effect depends on the platform arrangement and does not settle the legal effect of a separate agreement. For a material commercial build, have counsel familiar with both the buyer’s jurisdiction and the contractor’s location review the contract. Upwork Legal Center.

A 2026 commercial guide gives estimates of $15,000–$40,000 for its example of a mid-range app with three to four screens, API integration, and both iOS and Android through a vetted mid-size Indian agency, and $40,000–$80,000 for its example of a complex product with a custom backend. These are that provider’s scope-dependent project estimates, not a government statistic or independent market survey; the first example includes Android as well as iOS. Do not infer an hourly rate from either total. Outsource From India, 2026 guide.

No current market-wide hourly rate for Indian iOS developers is established by the sources cited here. Request itemized proposals against one written scope, then compare assumptions, exclusions, team seniority, QA, maintenance coverage, and milestone plan along with the fee.

Tax and legal treatment depend on the parties, project, location, and hiring arrangement. The Income Tax Department of India describes software-development services broadly, including application and information-system development, support, language conversion, added functionality, debugging, adaptation, and user documentation. Its transfer-pricing material concerns tax classification and certain international transactions between associated enterprises; it does not determine the tax position for every independent contractor engagement. Income Tax Department of India: Transfer Pricing.
Upwork states that India GST may apply to services for clients and freelancers based in India, and that a valid GSTIN can affect its collection of the tax. This is specific to Upwork, and the platform notes that applicability can change; it is not a general rule for direct contracts or other platforms. Check the current invoice treatment for your engagement and consult a tax professional about your own cross-border situation. Upwork India GST guidance for Enterprise clients.
