When interest rates are falling, a certificate of deposit (CD) can protect a rate you have already locked in, while a high-yield savings account (HYSA) may reprice lower. When rates are rising, the HYSA usually has the advantage because its variable annual percentage yield (APY) can increase and your money remains available. Use an HYSA for emergency cash or money with an uncertain spending date; use a CD for funds you can leave untouched until a known maturity date.

The right choice is not a permanent verdict on the economy. It is a matching exercise: compare the account’s APY and rate rules with your time horizon, liquidity needs, early-withdrawal risk, fees, renewal instructions and deposit-insurance coverage.

How a high-yield savings account and a CD respond to changing rates

The difference starts with repricing. Interest-rate risk arises when the timing of an institution’s assets and liabilities differs, or when the yield curve changes. A variable savings account can reset as market conditions and the institution’s pricing change. A CD generally fixes the rate for a contractual term.

High-yield savings accounts are variable-rate accounts

A typical HYSA has no stated maturity. You can usually add money and request withdrawals while the account remains open, subject to the institution’s transfer rules. Its APY is not a promise that lasts until you close the account. Consumer-advertising rules require a bank to state that a variable rate may change after the account is opened and to disclose the method used to set that rate.

If market rates decline, the institution may reduce the HYSA’s APY. If market rates rise, the institution may raise it, although the size and timing of any change are controlled by the account terms and the institution’s pricing decisions rather than by an automatic one-for-one formula.

A CD is a time account with a contract

A CD accepts a fixed principal for a predetermined term at an agreed interest rate and yield. The Office of the Comptroller of the Currency describes it this way: “When you open a CD, you enter into a contract involving a fixed amount of money (principal) for a predetermined period of time (the term) and an agreed-upon interest rate and yield.” The OCC also says the institution “is not obligated to change those terms when interest rates change, unless the terms of the contract require a change in interest rate.”

That contract is the CD’s main advantage when rates fall. Your rate normally remains in place until maturity, even if newly offered CDs pay less. The same feature becomes a disadvantage when rates rise: an existing fixed-rate CD generally does not increase, so your money can be earning less than newly available accounts until the term ends.

What changes when the Federal Reserve changes rates?

A Federal Reserve policy move does not directly rewrite your account contract. Its effect reaches deposit products through market funding costs, competition among institutions and the institution’s own repricing decisions.

  • During a falling-rate cycle: an HYSA can be repriced downward after opening. A fixed CD can continue paying its contracted yield through maturity.
  • During a rising-rate cycle: an HYSA may reprice upward. A previously opened fixed CD generally remains at its original rate.
  • During an uncertain cycle: choosing one product for every dollar forces you to make one forecast. Matching different maturities to different spending dates reduces that risk.

The speed of repricing can differ from one institution to another. Therefore, a rate announcement is a reason to read your account’s current terms, not a guarantee of a particular APY change on a particular day.

HYSA versus CD: the comparison that matters

Factor High-yield savings account Certificate of deposit
Rate type Usually variable; the APY can change after opening. Usually fixed for the stated term, unless the contract specifies a variable or callable feature.
Maturity No stated maturity for a typical savings account. Predetermined term with a maturity date.
Access Designed for ongoing deposits and withdrawals, subject to the institution’s limits and processing times. Money is intended to remain until maturity; early access can trigger a penalty or lost interest.
Additional deposits Generally permitted. Commonly not permitted after opening, unless the specific CD allows them.
Rate certainty Low for future periods because the APY can reset. High through maturity for a fixed-rate contract.
Best rate environment Rising rates, when repricing upward is available. Falling rates, when the locked yield remains above new offers.
Main risk The APY falls while you still need the money. You need the money early or rates rise after you lock.
Renewal decision No maturity decision. Review automatic-renewal instructions before the maturity date.

Choose the account by the job your money must do

Emergency fund or uncertain spending date: use an HYSA

An emergency reserve exists for an expense you cannot schedule precisely. A car repair, medical bill or temporary loss of income may require access before a CD matures. For that money, the value of immediate availability and the ability to keep making deposits usually outweighs the benefit of locking a rate.

Keep the reserve in an account whose transfer process, withdrawal limits and settlement times you understand. A slightly higher advertised APY is not useful if moving the money takes longer than your emergency allows or if an unexpected withdrawal creates a penalty.

Known expense six months to five years away: consider a CD

A CD fits money with a date you can identify and a balance you can leave untouched for the full term. Examples include a planned tuition payment, a scheduled tax bill, a home purchase reserve or a replacement-car fund. Select a term that ends before the money is needed, allowing time for the maturity proceeds to become available.

The guaranteed yield compensates for giving up flexibility only if you can avoid an early withdrawal. Compare the CD’s maturity date and early-withdrawal terms with the actual date of the expense, not merely the number of months shown in an advertisement.

Mixed needs: combine liquidity with a CD ladder

You do not have to put every dollar in one product. Keep the amount needed soon in an HYSA and divide later-dated money among CDs with staggered maturities. For example, separate CDs can mature at different dates over the next year or several years. Each maturity creates a decision point: spend the proceeds, move them to the HYSA, or reinvest at the then-current rate.

A ladder limits the consequence of being wrong about rates. If rates rise, some money matures regularly and can be reinvested at higher yields. If rates fall, the CDs that remain outstanding continue to carry their contracted rates.

Unsure about rate direction: split by time horizon, not by prediction

Trying to call the next rate move can turn a savings decision into a market-timing decision. Instead, identify when each portion of the money might be needed. Near-term and uncertain funds stay liquid; funds with a firm later date can be locked for a matching term. This approach preserves an option to respond without requiring an all-or-nothing forecast.

How a falling-rate example works

Assume, for illustration, that an HYSA and a one-year CD both advertise similar APYs when you open them. If the institution later cuts its savings APY as market rates fall, the HYSA’s future earnings decline. The fixed-rate CD continues under its original contract until the one-year maturity date.

The CD does not automatically win in every falling-rate situation. If you need the funds before maturity, an early-withdrawal penalty or forfeited interest can erase the advantage. A liquid account with a lower future APY may still be the better tool for money that must remain available.

How a rising-rate example works

Suppose you open a fixed-rate CD and market rates rise several months later. New CDs may offer higher yields, but your existing CD generally remains at its original rate. An HYSA can potentially reprice upward, allowing accessible cash to benefit from the new environment.

That flexibility has a trade-off: an HYSA’s higher rate is not guaranteed for the rest of the year. You must monitor the account’s terms and compare available offers if the rate becomes uncompetitive.

APY: what the advertised number does and does not tell you

APY is intended to express the annualized effect of interest and compounding under stated assumptions. CFPB rules provide that an account without a stated maturity, such as a typical savings account, uses an assumed 365-day term for the calculation. The rules also explain how known successive rates are included over their stated periods.

For a variable HYSA, the APY shown when you open the account describes the rate and assumptions in effect at that time; it does not guarantee the same rate later. When terms change, change-in-terms guidance requires the institution to provide the new rate and APY or explain when the new figures will be determined.

For a CD, read whether the advertised APY assumes that interest remains in the account, whether the rate is fixed for the entire term, and whether any special feature changes the rate. Compare APYs on the same basis and verify the actual term and maturity date.

Liquidity, penalties and renewal details to check

Early withdrawal

Ask how the institution calculates an early-withdrawal penalty before opening a CD. The consequence may be a stated number of days or months of interest, lost interest that has already accrued, or another contract-defined amount. Confirm whether principal could be affected under the terms and whether partial withdrawals are permitted.

Automatic renewal

Many CDs include renewal instructions. Find out whether the CD renews automatically, which term it renews into, and how long the post-maturity grace period lasts. Put the maturity date on your calendar. If the money is needed for a bill, arrange the transfer before a renewal can place it into a new term.

Transfers and withdrawal limits

For an HYSA, review transfer limits, cutoff times, linked-account requirements and how long an outbound transfer takes. A savings account can be liquid in principle but still unsuitable for a same-day obligation if the institution’s process is slow.

Fees and balances

Check the minimum opening deposit, any ongoing balance requirement, monthly maintenance fee and fees for transfers or other services. A fee can materially reduce the return on a small balance even when the headline APY is attractive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Deposit insurance and ownership limits

Confirm that the institution is covered by the appropriate federal deposit insurer before depositing funds. Bank deposits are generally evaluated for FDIC insurance by ownership category and institution; deposits at a federally insured credit union are evaluated under NCUA coverage. Coverage limits apply to the depositor’s combined eligible deposits in the same ownership category at that institution, so do not assume that opening several accounts at one institution creates a separate insurance limit for each account.

Read the institution’s insurance disclosure and verify that the legal owner and account registration match your intended coverage. Insurance protects eligible deposits if an insured institution fails; it does not protect you from a rate falling, an early-withdrawal penalty or choosing an unsuitable maturity.

What historical FDIC figures can—and cannot—tell you

FDIC national-rate tables provide context for how deposit categories have differed, but they are dated snapshots rather than live October 2026 quotes. The figures below should not be presented as current offers or as a forecast.

FDIC table date Savings national deposit rate 12-month CD national deposit rate What the table represents
February 18, 2025 0.41% 1.80% National deposit-rate snapshot; not a current quote.
May 19, 2025 0.42% 1.75% National deposit-rate snapshot; not a current quote.

The February table also listed 1-, 3-, 6-, 12-, 24-, 36-, 48- and 60-month CD categories. The May table separately reported national-rate and rate-cap data for savings and 1-, 3-, 6- and 12-month CDs. These categories help you compare like with like, but they do not identify the best rate available from a particular institution today.

A practical opening process

  1. Assign a purpose and date. Write down when the money might be needed and how much must remain immediately accessible.
  2. Separate the liquid portion. Keep emergency and uncertain-date funds in an HYSA or another account designed for access.
  3. Collect current terms. Record the APY, whether it is variable or fixed, minimum balance, fees, transfer rules and insurance status.
  4. For a CD, record the contract. Note principal, term, maturity date, early-withdrawal consequence, interest-payment option and renewal instructions.
  5. Test the timeline. Make sure the maturity date precedes the expense and that transfer time will not create a cash shortfall.
  6. Schedule a review. Recheck a variable account when rates or terms change, and review a CD before its renewal window.

Common mistakes and how to avoid them

  • Locking emergency money into a CD: separate the reserve before considering a term deposit.
  • Comparing a promotional APY with a permanent rate: identify how long the rate lasts and what happens afterward.
  • Ignoring the maturity date: a CD that renews automatically can tie up funds when you expected cash.
  • Assuming the HYSA rate is guaranteed: treat the opening APY as variable unless the contract says otherwise.
  • Choosing only by headline APY: subtract fees and account for the value of access and the potential early-withdrawal cost.
  • Putting all funds into one maturity: stagger dates when future needs or rate direction are uncertain.
  • Overlooking insurance registration: confirm the insurer, institution and ownership category before relying on coverage.

Bottom line

An HYSA is usually the better home for emergency savings, ongoing deposits and money whose date is uncertain because its liquidity has practical value and its rate can reprice upward. A fixed-rate CD is usually better for a known future expense when you can leave the principal untouched through maturity and want protection against falling rates. If both needs exist, keep the near-term portion liquid and build a CD ladder for later dates rather than making one forecast with every dollar.
