For ordinary weather communication, heat index is the easier answer; for strenuous activity outdoors, wet-bulb globe temperature (WBGT) usually describes the hazard better. Heat index estimates how hot shaded, light-wind conditions feel from air temperature and relative humidity. WBGT evaluates environmental heat stress by adding wind and solar conditions, so it is more informative for workers, athletes and people exercising in the sun.

Neither number is a universal safe-or-unsafe line. Use the measure that matches the exposure, then follow the guidance issued with that measure by your local weather service, employer, athletic organization or public-health authority.

First, clarify what “wet-bulb temperature” means

People often use “wet-bulb temperature” as shorthand for the broader wet-bulb globe temperature (WBGT). They are related but not interchangeable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A plain wet-bulb temperature is one temperature reading influenced by evaporation. It reflects how effectively water can evaporate under the current moisture and airflow conditions. In a traditional WBGT calculation, wet-bulb temperature is combined with a globe-temperature reading and a dry-bulb (ordinary air-temperature) reading. The globe reading captures radiant heat from the sun and surrounding surfaces.

This distinction matters because the comparison most useful for heat safety is usually heat index versus WBGT, not heat index versus a lone wet-bulb reading. A wet-bulb value by itself does not describe the full solar and radiant environment that a person may face outdoors.

What the heat index tells you

The heat index is an apparent-temperature estimate. The National Weather Service (NWS) calculates it from air temperature and relative humidity to approximate how hot shaded conditions feel to a person. It is designed primarily for public weather communication.

Its built-in assumptions

  • The person is in shade rather than direct sun.
  • Wind is light.
  • The activity level is ordinary rather than sustained, strenuous exertion.

Those assumptions are why the heat index works well for questions such as “How oppressive will it feel walking from my car?” or “How hot will a shaded patio be?” They also explain why the same number can understate risk during a long run, a football practice or heavy outdoor labor.

Sunlight changes the exposure

NWS materials state that full sunshine can increase heat exposure by up to 15°F beyond the heat-index value. That figure describes potential additional exposure, not a guaranteed adjustment for every person or location. It does not turn the heat index into a solar heat-stress measurement; it shows why a shaded “feels like” number should not be treated as a complete description of a person working or exercising in the sun.

Where it becomes less informative

The heat index is less suitable for active people and for some low-humidity situations. Relative humidity can be high enough to make evaporation difficult even when the air temperature is not extreme, but heat index does not account directly for radiant heat from pavement, walls or the sun, nor does it represent the extra heat produced by strenuous muscles.

What WBGT adds

WBGT is an environmental heat-stress measure. The NWS comparison describes it as accounting for temperature, moisture, wind and solar conditions, including sun angle and cloud cover. Traditional WBGT uses three readings:

  • Wet-bulb: a moisture-and-evaporation component.
  • Globe: a radiant-heat component affected by sunlight and surrounding surfaces.
  • Dry-bulb: the ordinary air-temperature component.

Because it incorporates the conditions that change an outdoor exposure, WBGT is particularly useful for outdoor workers, athletes, military-style training, event staff and anyone doing strenuous activity outside.

Why wind and sun matter

Wind can improve evaporation and carry heat away from the body, while direct radiation can add heat even when the air temperature and humidity remain unchanged. Cloud cover, sun angle and the heat stored in nearby surfaces also alter the load on a person. WBGT is intended to reflect those environmental differences; a heat-index forecast generally is not.

What WBGT can and cannot do

NWS says WBGT can be used to inform activity modifications during exercise or outdoor work. It is a decision aid, not a diagnosis and not a guarantee that a particular person will remain safe. Clothing, pace, fitness, acclimatization, hydration, medical conditions, medications and access to breaks all affect individual risk.

Heat index and WBGT side by side

Question or exposure Better starting point Reason Important limitation
How hot will a shaded place feel to the general public? Heat index It uses air temperature and relative humidity in a familiar apparent-temperature format. It assumes shade and light wind and does not represent strenuous exertion.
How stressful will outdoor practice or heavy labor be in sunshine? WBGT It includes wind and solar or radiant conditions along with temperature and moisture. The number must be interpreted with the activity guidance issued for that region or organization.
How should a forecast threshold be acted on? The locally issued measure and its matching guidance Local categories, schedules and recommended controls vary. No single value is a universal safe/unsafe boundary.
What should be used for a shaded indoor or vehicle-side comfort question? Heat index, if the local forecast provides it Its apparent-temperature framing matches a general comfort question. A hot vehicle, poor ventilation or direct sun can create conditions outside the assumptions.

Do not choose the “more dangerous” measure by comparing the size of the numbers. WBGT values are typically lower than heat-index values because they use a different scale and describe a different exposure. A lower-looking WBGT is not evidence that the outdoor activity is safer.

Which measure answers your specific question?

If you are planning ordinary daily activities

Start with the heat index shown by your weather service when you want a quick sense of how hot shaded conditions will feel. Check whether the forecast is for your exact location and whether it includes a heat advisory or other local action guidance. If you will spend hours in direct sun, add the exposure created by the sun, clothing and activity rather than treating the displayed heat index as the complete hazard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you are exercising outdoors

WBGT is the more relevant starting point when the activity is sustained or strenuous. Coaches, event organizers and participants can use the local WBGT category to decide whether to shorten sessions, move them to a cooler time, add rest and water breaks, relocate to shade or cancel. The organization’s published protocol controls; a number copied from a different city or a different measurement method may not fit your field.

If you work outside

Use the WBGT or other heat-stress measure specified by your employer or occupational-safety program. A worksite can have a different solar load from the nearest official station because of pavement, roofs, reflective surfaces, structures and local wind. When an on-site measurement is required, a properly used WBGT meter is more informative than relying on a general heat-index display.

If you are in shade but still feel dangerously hot

Shade lowers radiant exposure but does not remove heat and humidity. Consider duration, exertion, clothing, hydration access and your own medical risk. Move to a cooler environment and seek help for confusion, fainting, loss of coordination or other signs of heat illness, regardless of which index is displayed.

How to use forecasts and measurements correctly

For a general forecast

  1. Open the official forecast for your location and note which metric is being displayed.
  2. Read the accompanying category, advisory or recommended actions; do not rely on the number alone.
  3. Check the forecast period. Heat conditions can change sharply between morning, afternoon and evening.
  4. Ask whether your plan involves direct sun, heavy clothing, limited airflow or strenuous work. If so, a heat-index value may not describe the full exposure.
  5. Apply controls such as shade, timing changes, rest and hydration before beginning the activity.

For a worksite or athletic venue

  1. Identify the protocol used by the employer, league, school or event organizer.
  2. Use the specified WBGT source or a calibrated on-site instrument; do not mix a heat-index threshold with a WBGT threshold.
  3. Record the time, location, reading, activity and environmental conditions when the protocol requires documentation.
  4. Follow the protocol’s work-rest, practice-modification or cancellation category.
  5. Recheck conditions as the sun, clouds and wind change. A morning reading may not represent the afternoon exposure.

A WBGT meter is worth considering only when you have a real need for on-site measurement, such as a worksite, sports facility or outdoor event. Most people planning ordinary daily activities need the official forecast and its guidance rather than a personal instrument.

Why the numbers are not interchangeable

Heat index and WBGT combine different variables for different purposes. Heat index is an apparent-temperature estimate based on air temperature and relative humidity under shaded, light-wind assumptions. WBGT is a heat-stress estimate that incorporates wind and solar or radiant conditions. They therefore can move differently during the same day.

For example, a cloudy, breezy field may have a lower radiant load than a sunny field even when both locations show similar air temperature and humidity. Conversely, a shaded forecast may look tolerable while athletes running in direct sun accumulate additional heat. The correct response is to use the metric and action table intended for that exposure, not to convert one value into the other.

Reading a changing environment

A forecast value is a snapshot or projection, not a permanent label for an entire day. Relative humidity may rise overnight, while sunlight and wind change rapidly after sunrise. Heat index can therefore increase as moisture rises even if the air temperature changes little. WBGT may climb when clouds break or the sun becomes higher, and it may fall when cloud cover thickens or wind picks up. Those changes are precisely why outdoor programs recheck conditions rather than relying on a single morning number.

Location matters as well. A weather-station reading may not match a blacktop field, a roof, a loading dock or a construction site surrounded by reflective surfaces. Two sites in the same town can have different radiant loads and airflow. If the employer, school or event has a site-specific protocol, use its specified instrument or forecast source instead of trying to “correct” a nearby heat-index value yourself.

Questions to ask before starting

  • Will people be in direct sun, partial shade or full shade?
  • Is the task ordinary movement or sustained, strenuous exertion?
  • How long will the exposure last, and when is the hottest period expected?
  • Can participants reach shade, fluids and a cooler recovery area quickly?
  • Are clothing, protective equipment, medications or health conditions likely to increase heat strain?
  • What category, work-rest schedule or cancellation rule does the responsible organization publish?

Answering these questions often changes the decision more than debating whether one index number looks high or low.

Choosing a measurement tool

General readers usually do not need to purchase a sensor. An official local forecast, its heat category and the associated advice are normally the practical starting point for errands, commuting and household decisions. A personal instrument becomes more useful when an organization must evaluate a particular field, work area or event site and needs readings that reflect local sun, wind and surfaces.

A WBGT meter is therefore a conditional purchase for occupational, athletic or event use, not a universal household solution. The value comes from using the instrument as part of a written protocol: identify who takes the reading, where and when it is taken, which activity category applies, and what action follows. A number without that decision rule can create false reassurance. No single retail price or product model applies to every operation, so select equipment according to the organization’s measurement requirement rather than the largest display or the lowest advertised cost.

Cooling vests, sun hats and similar items can supplement a plan, especially for outdoor work, but they do not replace shade, scheduling, rest periods or limits on strenuous work. Equipment should support administrative and environmental controls, not be used to justify keeping an otherwise unsafe schedule.

Protective actions that apply in real settings

NWS workplace materials identify controls that reduce exposure or give the body more opportunity to cool. They should be applied as part of a plan, not treated as substitutes for changing a dangerous activity.

  • Work-rest cycles: schedule breaks and adjust the work-to-rest ratio as heat stress increases.
  • Limit strenuous work: reduce intensity, duration or the number of simultaneous demanding tasks when conditions warrant.
  • Hydration and supervision: make fluids available, monitor people working or exercising in heat and use a clear response plan for symptoms.

Cooling garments and sun hats are supplemental personal protective equipment mentioned in the NWS handout. They may improve comfort or reduce part of the exposure, but buying equipment alone does not make an unsafe schedule safe. Engineering, administrative and work-rest controls remain important.

Common interpretation mistakes

“The higher number must be the more dangerous one.”

False. The scales are different, and WBGT is usually numerically lower. Compare the reading with the guidance written for that measure.

“The heat index already includes the sun.”

False. Its standard calculation represents shade and light wind. NWS says full sun can add up to 15°F of exposure beyond the displayed heat-index value.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A wet-bulb reading is the same as WBGT.”

False. Wet-bulb temperature is one component of traditional WBGT. WBGT also uses globe and dry-bulb information to represent radiant and air-temperature effects.

“One local threshold works everywhere.”

Not necessarily. Regional categories, forecast availability and activity guidance vary. Use the threshold issued for your location, organization and activity.

“A forecast number predicts exactly how my body will respond.”

No index includes every personal factor. Age, health conditions, medications, acclimatization, clothing, pace and access to cooling can change risk substantially.

Bottom line for choosing a measure

Choose heat index when the question is general apparent heat in shade and light wind. Choose WBGT when the question is heat stress during strenuous outdoor work, sport or recreation, especially in direct sun. If your local authority, employer or event organizer publishes one of these measures with action categories, follow that pairing rather than substituting a value from the other scale.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The safest interpretation always combines the number with the setting: sun or shade, wind, activity, clothing, duration and the people involved. When those conditions change, reassess the plan instead of assuming yesterday’s reading or a nearby forecast still applies.

Frequently Asked Questions

Can I convert a heat-index value into WBGT?

No. They use different inputs and describe different exposures, so there is no reliable one-number conversion for safety decisions. Use the measure and action table issued for your location, employer, league or event.

Why is WBGT often numerically lower than heat index?

They are different scales, not competing readings of the same quantity. WBGT incorporates wind and solar conditions, while heat index is an apparent temperature for shade and light wind. A lower-looking WBGT does not automatically indicate lower danger.

Which measure should I use for a run or football practice?

Use the local WBGT guidance when the activity is sustained or strenuous, particularly in direct sun. Follow the team or event protocol for shortening practice, adding breaks, moving into shade or canceling.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is heat index useful in direct sunlight?

It can provide general context, but its standard assumptions are shade and light wind. NWS says full sunshine can increase heat exposure by up to 15°F beyond the heat-index value, so do not treat the display as a complete sun-exposure estimate.

Should a household buy a WBGT meter?

Usually not for ordinary daily planning; an official forecast and its guidance are generally sufficient. A meter is more appropriate when a worksite, sports facility or event needs on-site readings tied to a formal activity protocol.

Does shade make a high heat index safe?

Shade reduces radiant exposure but does not remove heat, humidity, duration or exertion. Continue to use breaks, fluids, acclimatization and supervision, and move anyone with concerning symptoms to a cooler environment and seek help.

What if my area reports only heat index?

Use the local heat-index categories and advice for general planning, then account for direct sun, strenuous work, clothing and duration. Organizations with higher-risk outdoor activity should follow their occupational or athletic protocol for WBGT or another specified heat-stress measure.

Can a nearby weather station represent my worksite?

Not always. Pavement, roofs, reflective surfaces, structures, shade and local wind can change the exposure. If site-specific measurement is required, use the organization’s specified WBGT source or properly used on-site instrument.

The Bottom Line

Heat index is the practical public “feels like” measure for shaded, light-wind conditions. WBGT is generally the better decision aid for strenuous outdoor work, sport and recreation because it includes wind and solar effects. Neither replaces local action guidance or attention to symptoms and changing conditions.
