A result on Have I Been Flocked means the site has a record of an operator querying a license plate in Flock’s database. It does not prove that a Flock camera captured the vehicle, that police stopped it, or that anyone was investigated. A missing result proves even less: the site’s records are incomplete and may arrive months or years after a search.
What Have I Been Flocked is—and what it is not
Have I Been Flocked is an independent website that collects publicly released audit logs of searches in Flock Safety’s automated license-plate-recognition (ALPR) system. Governments may release logs in response to public-records requests or publish redacted versions through Flock transparency portals. The site says its collection is incomplete because relatively few governments make logs easy to obtain and many records are redacted. It says it is not affiliated with Flock Safety or a government agency, and that it is fiscally sponsored by the Alternative Newsweekly Foundation while remaining editorially independent. That makes the site a lookup of searches represented in records it has obtained—not a live tracker, a complete national search history, or a search of camera detections. Flock’s system data is a separate thing: its Trust Center describes ALPR data as including plate images, vehicle characteristics, timestamps, and camera-location identifiers.

What a search result establishes
According to the site’s FAQ, a result means an operator on the Flock system queried its database for the plate entered, using the Flock application or website. The operator is not necessarily a police officer. The record is evidence of a database query—not evidence of what happened on the road.
- It does not establish when or whether the vehicle passed a Flock camera.
- It does not show what a camera detected or returned.
- It does not establish that the driver was stopped or that a person was investigated.
Search rules depend on the agency. The site’s FAQ says many agencies do not require a warrant or suspicion for a search; that is the site’s description of agency practices, not a universal statement of law.

Why a missing result is inconclusive
The site can show only searches present in records it has obtained. How current its database is depends on when agencies provide records or portals publish them; the site says substantial delays of months or years can occur. A search may therefore be absent because the relevant records were never obtained, have not yet arrived, or do not expose identifying details. No result cannot establish that no one searched the plate.
How to read the record type and visible fields
Have I Been Flocked distinguishes three kinds of logs. Their contents and redactions differ, so the amount of detail visible on a page does not necessarily reflect everything the underlying system recorded. The site’s data page describes the log categories.

A displayed name also needs context. The site says audit logs often contain partial names and that it matches truncated or redacted names against public records to improve identification. If a name appears resolved, treat it as the project’s match—not necessarily a full name directly supplied in the original log. The site describes its approach on its name-resolution page.
Why the database may contain duplicates or uncertain records
Sources may overlap without recording exactly the same details, making it difficult to determine whether two entries represent the same search. In a June 2025 example, Have I Been Flocked reported 1,907,643 unique record fingerprints in June 2025; 382,998 records in the largest single source — Have I Been Flocked, 2025. These are the site’s figures and methodology example, not an independently audited count of all Flock searches. The site says its example suggests that no single source contains all national searches, or that sources record different information about the same searches; it believes both occur. It presents uncertain records as distinct rather than guessing at deduplication or discarding them. Details are on its duplicate-handling page.

How to distinguish a policy claim from evidence of use
Flock’s Trust Center describes agency searches as tied to a specific investigation, automatically recorded, and reviewable by supervisors. It also says agencies choose whether to share data and that sharing is not automatic. Those are the vendor’s descriptions of its controls; they are not a substitute for a particular agency’s configuration or a released audit record.
Flock’s privacy page says collected data includes plate images, vehicle characteristics, timestamps, and camera-location identifiers, with retention generally set to seven days unless local law requires otherwise. Separately, the Associated Press reported on August 13, 2026, that Flock announced further platform changes amid scrutiny. The AP described planned requirements including mandatory abnormal-search auditing for law-enforcement customers, locking users out pending internal review when abnormal behavior is detected, a records-management code linking searches to a case, automatic review flags for emergency overrides, offense-type controls for limiting outside searches, and a standard retention reduction from 30 days to seven. The report said longer preservation would apply when data is evidence tied to a case number. These were announced requirements and implementation timing; the report does not establish that every agency has already implemented each safeguard. Read the Associated Press report for its account.

Those sources answer different questions: a vendor page describes stated policy or controls, an agency’s released record may show a particular logged event, and independent reporting can document what was announced and when. Do not treat a policy statement as proof of how every agency operates. As the Associated Press quoted Police Executive Research Forum executive director Chuck Wexler: “It’s a balancing act. A community has a legitimate interest in how information is used, but it also has a legitimate interest in the effectiveness of a police department in preventing crime,” and “I think a balance can be struck, but it’s more likely to come from department policy than company changes.”

If you want information about a specific search, request records from the agency that conducted it. The site’s guide suggests identifying a relevant date range and requesting audit or search logs, timestamps, user identifiers, case references, network-sharing settings, and event or system activity logs. You can also ask for relevant configuration records, such as sharing rules and retention settings. Release, redaction, and response depend on the agency’s records and applicable rules; a request is not a guarantee of access. See the site’s records-request guide.

The site says it displays information already in the public domain and does not control or access the underlying Flock database. Its FAQ says readers can contact the project to correct a factual error in its presentation or request redaction of visible sensitive information.
