October 15, 2026, was the earliest date allowed by a proposed City of Miami banner plan—not confirmation that every planned GTA 6 banner went up that day. The proposal covered as many as five downtown buildings, while separate actions in Miami Beach and Miami-Dade County were at different stages.
What the October 15 date meant
Miami Today reported on September 15, 2026, that the City of Miami proposal would allow a banner campaign to begin no earlier than October 15. It still needed a second commission reading for final approval at the time of that report. The proposed window was capped at 56 consecutive days and had to end by December 31. Those terms set a possible campaign period; they do not establish that banners were installed on the first eligible day or that all proposed locations were used. Miami Today
Where the proposed banners could appear
The City of Miami proposal covered up to five buildings in a bounded downtown area. Individual banners could be as large as 10,000 square feet. The report described a possible application fee of $208,000 for each banner larger than 5,000 square feet. If all five locations used banners above that threshold, the applications could total $1.04 million; that was a conditional estimate, not confirmed revenue or an independently audited cost. |---|---|---|
| City of Miami | A banner proposal had passed its first reading on September 10; final commission approval was still required in the September 15 report. Miami Today | That every proposed banner was approved, installed, or displayed from October 15. |
| Miami Beach | Commissioners voted 4-3 to authorize negotiations for a separate campaign. Rockstar Report | That a final agreement had been signed. |
| Miami-Dade County | A possible partnership was under discussion. Axios reported on August 28 that it had not been formally agreed or approved. Axios Miami | That the county had authorized or committed to the campaign. |
| Kaseya Center | CBS Miami reported on September 22 that crews were installing a large “Welcome to Vice City” rooftop sign. CBS Miami | The agreement behind the promotion; CBS said it was unclear. |
Why the “Vice City” wording drew attention
The proposed campaign intersected with local concerns about how Miami would be represented. Miami Today quoted Commissioner Christine King saying the operator had taken “Vice City” away from the City of Miami and describing that as a compromise amid concerns about negative advertising. Mayor Eileen Higgins was quoted saying, “We don’t like being referred to as ‘Vice City’.” Commissioner Damian Pardo said, “There aren’t any revving cars, there aren’t any guns.” Miami Today

What is confirmed—and what remains open
The reports establish a proposed City of Miami banner window and locations, a Miami Beach vote to negotiate, county discussions that were not formally approved as of August 28, and the reported installation of a rooftop sign at Kaseya Center by September 22. They do not establish the final installed inventory across all jurisdictions on October 15 or an executed agreement covering every placement. Miami Today Rockstar Report CBS Miami Axios Miami
