GST and VAT are usually two names for the same broad type of consumption tax. Both are commonly collected in stages: a registered business charges tax on taxable sales, claims eligible tax paid on business purchases, and remits the difference. The intended economic burden falls on the final consumer, not on businesses acting within the credit chain.

The label does not tell you what to charge or how to report it. Each jurisdiction sets its own rates, registration threshold, exemptions, input-credit rules, invoices, filing deadlines and cross-border treatment. Your obligations therefore depend on the country, transaction, product or service, customer and registration status involved.

What is the difference between GST and VAT?

“Goods and services tax” (GST) and “value added tax” (VAT) generally describe a staged tax on final consumption. The terminology varies by country, while the underlying design is often similar. The Organisation for Economic Co-operation and Development (OECD) treats GST as part of the broader VAT family when it has the core features of a value-added tax.

The OECD Council recommendation defines VAT this way: “Value Added Tax (VAT) refers to any national tax by whatever name or acronym it is known, such as Goods and Services Tax (GST), which embodies the basic features of a value added tax, i.e. a broad-based tax on final consumption collected from, but in principle not borne by, businesses through a staged collection process, whatever method is used for determining the tax liability (e.g. invoice-credit method or subtraction method).”

That is an umbrella definition, not a statement that every GST and VAT statute is identical. A country can use the GST label and still have distinctive rules for registration, exemptions, invoices or imports. Two countries that both say “VAT” can also treat the same service differently.

Question What the GST/VAT label tells you What local law must still establish
Who bears the tax? The design generally targets final consumption. Exemptions, restricted credits and non-business activity can affect the actual burden.
How is it collected? Usually through tax charged at successive stages of the supply chain. The jurisdiction may use an invoice-credit method, a subtraction method or another legally defined method.
What rate applies? Nothing universal. Standard, reduced, zero and exempt treatment is set by country and often by product, service or customer.
When must a business register? Nothing universal. Turnover thresholds, non-resident rules and simplified schemes vary.
What records are needed? Businesses normally need evidence of sales and purchases. Invoice content, digital filing, retention periods and deadlines are local requirements.

How the staged collection mechanism works

In a typical invoice-credit system, each registered trader accounts for tax on its taxable sales and deducts eligible tax shown on business purchase invoices. The business pays the net amount to the tax authority. If allowable input tax is greater than output tax for a period, the applicable system may provide a refund or carry-forward credit.

  1. A supplier sells to a business. The supplier charges tax when the supply is taxable and issues the required invoice.
  2. The purchasing business records the purchase tax. It keeps the invoice and checks whether the purchase is used for activities that permit a deduction.
  3. The business sells onward. It calculates tax on its own taxable sales and records that output tax.
  4. The business files a return. It reports output and allowable input amounts for the filing period.
  5. The net balance is settled. Output tax minus allowable input tax is remitted, or an excess input amount is handled under local refund or credit rules.

The European Commission describes the economic incidence in its general EU explanation: “VAT is a consumption tax because it is borne ultimately by the final consumer. It is not a charge on businesses.” That statement describes the intended EU design. Exempt activities, blocked deductions, mistakes, late registration and non-business use can leave a business with a real cost.

Illustrative EU arithmetic

The Commission’s example uses an iron mine buying helmets for €200 at a 20% VAT rate. The invoice total is €240: €200 for the helmets and €40 VAT. If the mine is entitled to deduct that input VAT, it records €40 as recoverable input tax rather than treating the full €240 as a tax cost. The 20% figure is only the Commission’s illustration; it is not a universal rate or a rate that applies to another country.

Why the distinction matters to a business

A business is often the collecting and reporting point in the chain, even when it is not intended to bear the tax. That creates operational responsibilities:

  • Determine whether the business must register, including rules for non-resident sellers.
  • Classify each sale as taxable, zero-rated, exempt or outside the scope of the relevant tax.
  • Apply the correct rate and calculate tax on the correct taxable base.
  • Issue invoices containing the fields required by the local authority.
  • Capture eligible purchase tax separately from amounts that cannot be deducted.
  • Submit returns and payments by the prescribed deadlines.
  • Keep records that support both output tax and input-credit claims.

Calling the tax “GST” instead of “VAT” does not remove any of those tasks. Conversely, seeing “VAT” on a supplier invoice does not prove that your business can deduct it; entitlement depends on the local rules, documentation and use of the purchase.

Rates and product treatment are jurisdiction-specific

There is no worldwide GST rate or VAT rate. A jurisdiction may have a standard rate plus reduced rates for particular goods or services. It may also use zero-rating or exemption. The same item can therefore produce different results in different countries, or different results for different customers and uses within one country.

Zero-rated supplies

A zero-rated supply is taxable at a rate of zero. In systems that use this category, the seller commonly still reports the sale and may preserve a right to deduct related input tax. The exact entitlement, evidence and filing treatment must be confirmed locally.

Exempt supplies

An exempt supply is generally removed from tax collection rather than taxed at zero. Exemption commonly restricts recovery of input tax connected with that activity, although the scope of the restriction and any partial-exemption calculation are jurisdiction-specific. Do not substitute “zero-rated” for “exempt” on an invoice or return.

Mixed activities

A business selling both taxable and exempt items may need to apportion purchase tax. A purchase used entirely for taxable sales can be treated differently from a shared cost, such as premises or software used by several departments. The allocation method and supporting records come from the relevant tax authority.

Registration thresholds and simplified regimes

Registration is not triggered by the label itself. Countries set their own turnover tests, effective dates, voluntary-registration options, special schemes and rules for businesses without a local establishment. Thresholds can also differ for domestic and foreign businesses.

The OECD’s Consumption Tax Trends 2024 reported that most OECD countries had a VAT-liability threshold, while some had exceptions. The report also highlights the importance of threshold design and simplified regimes for foreign businesses. Because the amount, measurement period and exclusions vary, use the authority for the jurisdiction in which you make supplies rather than relying on a global threshold.

Questions to answer before registering

  • Where is the business established, and where are staff, inventory or fixed establishments located?
  • What is the rolling or annual value of taxable sales, and which sales count toward the threshold?
  • Are digital services, imported goods or marketplace sales subject to a separate registration rule?
  • Does a non-resident need to register from the first taxable sale?
  • Is a simplified or non-resident scheme available, and what records does it require?
  • When does the registration become effective, and can the business claim pre-registration input tax?

Input tax credits: what can and cannot be assumed

Input-credit systems are designed to prevent tax from accumulating at each business stage, but a credit is a legal entitlement, not an automatic refund of every tax-paid expense. Eligibility can depend on the supplier’s status, a valid invoice, the timing of the claim, the business purpose and the nature of the onward supply.

Common restrictions include purchases used for exempt activities, private or non-business use, missing or incorrect invoices, and expenses subject to special statutory limits. A business with mixed use may need an allocation and an annual adjustment. Keep the calculation and the evidence that supports it.

Where input tax exceeds output tax, the system may allow a refund or carry the credit into a later period. Some jurisdictions apply additional verification, minimum amounts or special timing rules. A cash refund should never be assumed solely because the arithmetic produces a negative balance.

Invoices, returns and records

Administrative rules are local. They can specify mandatory invoice numbers, dates, supplier and customer identifiers, tax-registration numbers, descriptions, taxable amounts, rates, exemptions, currency conversions and references to reverse-charge treatment. Electronic invoicing or digital filing may be compulsory for particular businesses or transactions.

Returns can be monthly, quarterly, annually or on another schedule. The return may require separate boxes for standard-rated, reduced-rated, zero-rated, exempt, imported or reverse-charge transactions. Payment deadlines may not match the filing deadline.

Recordkeeping checklist

  • Sales invoices and credit notes, including the tax treatment used.
  • Purchase invoices and import documents supporting input-credit claims.
  • Contracts, customer-location evidence and delivery records for cross-border supplies.
  • Calculations for partial exemption, mixed use and currency conversion.
  • Copies of filed returns, payment confirmations, refund claims and authority correspondence.
  • Reconciliations between the sales ledger, purchase ledger, general ledger and tax return.

The Canada Revenue Agency, for example, presents separate guidance for rates, input tax credits, registration, returns and remittance. That structure illustrates why a business should consult the authority’s topic-specific instructions rather than search for one generic “GST rules” page.

Cross-border sales need a transaction-by-transaction analysis

International sales cannot be resolved by asking whether the business uses GST or VAT. The result can depend on place of supply, whether the customer is a business or consumer, whether the transaction involves goods or services, import arrangements, marketplace involvement, registration status and any reverse-charge or simplification rule.

Goods

For goods, establish where the goods are located, who arranges transport, who acts as importer and which party pays import tax. Export relief, import accounting and evidence requirements differ by jurisdiction. A sale that is zero-rated on export may still require proof of dispatch and may not remove the importer’s obligations in the destination country.

Services and digital supplies

For services, identify the service type and customer status before applying a place-of-supply rule. Business-to-business and business-to-consumer transactions can follow different rules. Digital services may have special registration or collection mechanisms, particularly when the customer is located abroad.

Marketplaces and intermediaries

A marketplace can be treated as a supplier or collection intermediary under some regimes, while in others the underlying seller remains responsible. Confirm which party must register, issue the invoice and report the tax for each sales channel.

Reverse charge and simplifications

A reverse-charge mechanism can shift the reporting obligation from the supplier to the customer. One Stop Shop arrangements in the European Union are an example of a regional simplification for certain cross-border consumer sales; they are not a worldwide solution and do not replace every domestic registration or import rule.

A practical workflow for deciding whether GST or VAT applies

  1. Map the parties and locations. Record the seller’s establishment, the customer’s status and location, the goods’ location or the service’s relevant connection.
  2. Describe the supply precisely. Separate goods, services, bundled supplies, subscriptions, licences, transport and installation where the law treats them differently.
  3. Check registration status. Apply the jurisdiction’s threshold, non-resident and marketplace rules, including any effective date.
  4. Classify the tax treatment. Determine whether the supply is standard-rated, reduced-rated, zero-rated, exempt, outside scope or subject to reverse charge.
  5. Determine the taxable base and rate. Include items the local law requires and exclude items it treats separately.
  6. Validate input credits. Match each purchase to a taxable business activity and retain the required invoice or import evidence.
  7. Prepare the invoice and ledger entries. Use the mandated wording, identifiers, currency and tax amounts.
  8. File and reconcile. Tie the return to the ledgers, investigate differences and pay or claim the resulting balance by the deadline.
  9. Recheck changes. Review the treatment when the customer, route, product, platform, threshold or law changes.

Common mistakes and how to correct them

Assuming the label supplies the answer

Mistake: treating every GST as identical to every VAT. Correction: use the label only as a starting point, then verify the jurisdiction’s statute and authority guidance.

Using one global rate

Mistake: applying a rate copied from another country or from a general example. Correction: identify the country, product or service, customer type and effective date before configuring the rate.

Claiming every purchase tax

Mistake: deducting tax on exempt, private or inadequately documented expenses. Correction: test business use, onward-supply treatment and invoice requirements for each category.

Confusing zero-rated and exempt

Mistake: using the terms interchangeably. Correction: select the statutory category because it affects reporting and often affects input-credit recovery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring non-resident and marketplace rules

Mistake: waiting for a domestic turnover threshold while selling directly to foreign consumers or through a platform. Correction: check destination registration, collection and simplification rules before launching the channel.

Relying on an old invoice template

Mistake: keeping fields or wording after the authority changes its requirements. Correction: review templates, accounting settings and digital-filing specifications whenever the tax authority updates its guidance.

How widespread are these taxes?

The OECD reported that 175 countries and territories had implemented a VAT as of 1 July 2024 in Consumption Tax Trends 2024. That is a count of jurisdictions with VAT systems, not a count of systems using identical rates or compliance rules.

An OECD guideline publication from 2017 referred to about 165 countries operating a VAT when its guidelines were completed in 2016. That older figure is historical context; the 2024 count is the more relevant present-day reference.

Where to verify your obligations

Start with the official tax authority for every country in which the business is established, stores goods, makes sales or has customers who trigger a special rule. Look specifically for pages covering registration, rates and place of supply, input credits, invoices, returns, imports, exports, reverse charge and digital or marketplace sales.

For a simple domestic business, the authority’s published guidance and a controlled bookkeeping process may be sufficient. Businesses with multiple countries, mixed taxable and exempt activities, large imports, digital services or marketplace sales should obtain advice from a qualified tax professional who understands each affected jurisdiction. The key question is not whether the invoice says GST or VAT; it is which law applies to the particular supply and whether the records prove the treatment chosen.

Bottom line

GST and VAT are often different names for a common staged consumption-tax architecture. Businesses generally collect tax on taxable sales, recover eligible tax on purchases and remit the net amount, while final consumption is intended to bear the cost. Rates, thresholds, exemptions, credits, invoices and cross-border obligations are set locally, so a reliable answer always identifies the jurisdiction and the transaction before deciding what to charge or report.
