For a small seller in India, composition is usually the simpler option only when the business is eligible, sells mainly within the permitted geography, and does not need input tax credit or taxable GST invoices. Regular GST registration is generally the better fit when customers require tax invoices, purchases carry significant recoverable GST, or the seller makes inter-State outward supplies. Turnover alone does not decide the answer. You must check the applicable ceiling for your state and supply category, PAN-based aggregate turnover, the goods or services you sell, customer expectations, and the value of input tax credit.

The GST Portal describes composition as “a simple compliance scheme for small taxpayers.” It is optional, not a blanket exemption from GST. The official material says a composition taxpayer pays tax under the scheme and on specified inward supplies, but cannot collect GST from customers or claim input tax credit. The figures and restrictions below come from GST Portal guidance; verify the law and notifications that apply to your facts before opting in.

What is the difference between regular registration and composition?

A regular registered taxpayer charges GST where applicable, issues a taxable GST invoice, reports outward supplies through the prescribed returns, and can generally claim eligible input tax credit subject to the GST rules. A composition taxpayer chooses a simplified regime available to qualifying small businesses. Instead of a taxable tax invoice, the seller issues a bill of supply, follows the scheme’s payment and return process, and accepts important restrictions on customers, credits, and geography.

Composition is therefore a trade-off rather than a lower-cost version of ordinary registration in every situation. It can reduce compliance work, but the inability to collect GST and recover input tax may make it more expensive or commercially impractical for some sellers.

Decision point Composition may fit when… Regular registration may fit when…
Eligibility The business remains within the applicable category and state ceiling and satisfies all other conditions. The business exceeds a ceiling or falls into a restricted or excluded category.
Customer documents Customers accept a bill of supply and do not need a taxable GST invoice. Customers expect a GST tax invoice or use GST documentation in their own procurement process.
Purchases Input tax credit on purchases is not material to the margin calculation. Eligible GST paid on inventory, equipment, rent, or other inputs materially affects profitability.
Sales geography The seller can operate without inter-State outward supplies where the composition restriction applies. The business needs to sell goods or services across state borders.
Administration Simpler payment and return obligations are worth the commercial restrictions. The business can handle regular compliance in exchange for invoice and credit functionality.

This is a decision framework, not an eligibility ruling. The GST Portal’s official materials are the starting point, but your state, activity and current notifications control the result.

Check the turnover ceiling without treating one number as a guarantee

The GST Portal Welcome Kit reports the following preceding-financial-year ceilings for composition categories:

Category described in the Welcome Kit Figure reported by the Portal Qualification
Goods-only taxpayers generally ₹1.5 crore The figure appears in the Portal document and must be checked against the current applicable notification and the seller’s facts.
Named states listed in that document ₹75 lakh This is the limit reported for those states in the Welcome Kit; confirm whether the seller’s state and category are covered.
Services or mixed supplies ₹50 lakh The figure is the Portal document’s reported ceiling for services or mixed supplies, not a universal answer for every activity.

The document’s metadata does not establish a publication date, and the figures should not be presented as an exhaustive statement of law on every date. Before choosing composition, verify the current notification, the state-specific rule, and whether your supply category is goods-only, services, or mixed. Do not assume that a seller with turnover below a headline number automatically qualifies.

How the Portal validates turnover

The GST registration manual says the portal compares PAN-based annual aggregate turnover for the current and immediately preceding financial years with the applicable threshold. It uses the higher turnover. If the threshold is exceeded, the applicant is prompted either to proceed as a normal taxpayer or to modify the selected category. Read the portal result as a validation step, not as permission to ignore other conditions.

What composition gives you—and what it takes away

Lower-complexity payment and returns

The Welcome Kit says composition taxpayers pay quarterly through Form GST CMP-08 and file an annual Form GSTR-4. The GST Portal’s GSTR-1 guide excludes composition taxpayers from GSTR-1 filing, while normal and casual registered taxpayers generally furnish that outward-supply statement. Form requirements can change, so confirm the obligations for the relevant financial year before relying on this workflow.

Fewer outward-supply reporting steps can be valuable when the business has many small local transactions and limited accounting capacity. It does not eliminate bookkeeping: retain sales, purchase, stock, turnover and tax records, and track whether the business remains eligible.

No taxable GST invoice or GST collection from customers

A composition taxpayer cannot issue a taxable GST invoice or collect GST from the customer under the scheme. The seller issues a bill of supply instead. This matters when a buyer’s procurement policy requires a tax invoice, when a business customer expects to claim credit, or when quoted prices are conventionally stated as “price plus GST.” A composition seller must price with the tax cost built into the commercial amount rather than adding GST as a separately collected charge.

No input tax credit

The Portal states that a composition taxpayer cannot claim input tax credit on purchases. GST paid to suppliers therefore becomes part of the seller’s cost instead of being set off through credit. Compare the expected tax embedded in inventory, packaging, equipment, services, rent and other eligible inputs with the administrative savings from composition. A low-turnover business can still find regular registration preferable if its input purchases are substantial.

Tax can still arise on inward supplies

Composition does not mean that no GST is payable. The Welcome Kit describes payment of applicable tax on inward supplies, including reverse-charge tax, in addition to the composition payment. The precise treatment depends on the transaction and current rules; budget for these liabilities rather than assuming the scheme removes all GST costs.

Inter-State outward supplies are a critical restriction

The Portal guidance says a composition taxpayer cannot make inter-State supplies. If you ship goods to customers in another state, provide services across state borders in a way covered by the restriction, or plan to expand beyond the permitted geography, regular registration may be necessary. Map your actual delivery addresses and planned sales channels, not just the location of your shop.

Eligibility depends on activity, category and restricted goods

The registration manual distinguishes composition categories. It notes that some restricted HSN codes are available under the section 10(2A) category but not under another manufacturer category. The material reviewed does not provide a complete current exclusions list. That means a turnover check is insufficient: identify the exact goods or services, the relevant HSN or service classification, and the category selected in the portal.

  • Check whether any activity or customer arrangement creates a category-specific exclusion.
  • Confirm that your PAN-based aggregate turnover and state meet the current threshold.

If the portal offers different composition categories, do not select one merely because its turnover limit appears attractive. The category must match the business activity and the applicable law.

Choose by customer economics, not only by compliance effort

When composition can work well

  • Your customers are final consumers or small buyers who do not need a GST tax invoice.
  • Sales are local and you do not need inter-State outward supplies.
  • GST on purchases is modest compared with the value of simpler filings.
  • Your product mix clearly fits an eligible category and remains below the applicable ceiling.
  • You can include the tax cost in your pricing without losing competitiveness.

When regular registration is usually more practical

  • Business customers insist on a taxable GST invoice.
  • Input GST on inventory, equipment or services is a significant part of your cost base.
  • You sell through channels or contracts that require regular GST documentation.
  • You need inter-State outward supplies now or expect them soon.
  • Your turnover, activity or goods fall outside composition eligibility.

Run both options through a simple margin model. For composition, include the tax paid under the scheme, inward-supply or reverse-charge liabilities, and GST embedded in purchases that cannot be credited. For regular registration, include the value of eligible input credit and the cost of regular records, invoices and returns. Use realistic customer prices: a customer who will not accept a bill of supply can eliminate the apparent savings from simpler compliance.

A practical decision process for a small seller

  1. Map the business. Record the state or states involved, products and services, customer types, sales channels, current turnover and expected growth.
  2. Calculate the portal-relevant turnover. Assemble PAN-based annual aggregate turnover for the current and immediately preceding financial years. Use the higher figure when comparing with the applicable threshold, as described in the registration manual.
  3. Verify the current ceiling. Check the latest notification for your state and category. Treat ₹1.5 crore, ₹75 lakh and ₹50 lakh as figures reported in the Welcome Kit, not as a substitute for that check.
  4. Check activity restrictions. Match each product or service and its classification to the composition category. Investigate restricted HSN codes and exclusions before applying.
  5. Test customer documents. Ask key customers whether a bill of supply is acceptable. If they require a taxable GST invoice, model regular registration even if composition is otherwise available.
  6. Value input credit. Total the GST you expect to pay on eligible purchases and compare the lost credit under composition with the compliance cost of regular registration.
  7. Test geography. Confirm whether every planned outward supply can comply with the composition restriction on inter-State sales. Include marketplace, courier and remote-service plans.
  8. Review the filing calendar. Compare CMP-08 quarterly payments and annual GSTR-4 with the regular taxpayer statements applicable to your business. Confirm the current year’s forms on the GST Portal.
  9. Document the decision. Keep the turnover calculation, classification checks, customer requirements and cost comparison with your tax records. Revisit them when turnover, products or sales geography changes.

How to apply or validate the choice on the GST Portal

Use the Portal’s registration guidance rather than relying on an old screenshot or third-party checklist. During registration, the system evaluates the PAN-linked turnover information and can prompt an applicant to proceed as a normal taxpayer or change the selected category when the threshold is exceeded. Review every prompt against your records and the current notification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open the GST Portal’s registration instructions for “Normal Taxpayer / Composition.”
  2. Prepare PAN, business, turnover, activity and supply information before starting the application.
  3. Select the category that matches the actual activity, not merely the lower-compliance option.
  4. Check the turnover validation result and investigate any difference between portal data and your books.
  5. Before final submission, confirm invoice wording, customer acceptance, sales geography and input-credit consequences.

The GST Portal provides the filing forms; paid software is not a prerequisite. A qualified GST practitioner can help where classification, reverse charge, mixed supplies or state-specific eligibility is unclear.

Can an existing regular taxpayer switch to composition?

The Welcome Kit says an already registered normal taxpayer cannot opt into composition in the middle of a financial year. Treat that as the Portal’s guidance and verify the current timing, option forms and filing requirements before planning a switch. A change in scheme also affects invoice practices, pricing, customer communications, inventory and credit treatment, so do not change status without a transition plan.

Common mistakes and how to avoid them

“I am below the limit, so I qualify.”

Turnover is only one test. PAN-based aggregate turnover, state, supply mix, activity and restricted goods can alter the result. Recheck all categories before opting in.

“Composition means I can add GST to my bill.”

It does not. The scheme prevents collection of GST from customers and requires a bill of supply rather than a taxable GST invoice.

“There is no GST cost under composition.”

Composition tax and applicable tax on inward supplies, including reverse charge, still need to be considered. GST embedded in purchases is not recoverable as input tax credit.

“Local sales today mean inter-State sales will be fine later.”

The Portal restriction applies to inter-State outward supplies. Reassess the scheme before accepting an out-of-state order or launching a nationwide channel.

“The old return calendar still applies.”

Forms and filing requirements can change. Confirm CMP-08, GSTR-4 and any regular-taxpayer statements for the relevant year on the GST Portal.

Bottom-line decision rule

Choose composition only after confirming current eligibility and proving that your customers, purchasing pattern and sales geography can live with its restrictions. Choose regular registration when taxable invoices, input tax credit, inter-State growth or customer procurement rules are central to the business. If the financial result is close, regular registration generally preserves more commercial flexibility, while composition is most compelling for a clearly eligible, local, consumer-facing seller that values simpler compliance over credit and invoice functionality.
