GST registration and the Composition Scheme solve different problems. Registration is your legal status (or obligation) under India’s GST law. Composition is an optional, simplified method of paying GST that an eligible registered taxpayer can choose. Decide in that order: establish whether registration is required or commercially useful, test composition eligibility, then compare input-tax credit, invoicing, geography, cash flow and compliance.

For a qualifying local business with simple supplies, modest input GST and customers who do not need GST shown separately, composition can reduce administrative work. Regular taxation is usually more suitable when you need input-tax credit, make important inter-state outward supplies, sell excluded products, or must issue tax invoices showing GST.

The short answer

Do not treat “GST registration” and “composition” as two competing registrations. A business first becomes (or remains) a GST-registered taxpayer when the law requires it or when registration is commercially useful. It can then use the regular method or, if every condition is met, elect the Composition Scheme.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Composition is not automatically better because a business is small. It trades simpler periodic compliance for material restrictions: you generally cannot collect GST separately from customers or claim input tax credit, and the scheme restricts inter-state outward supplies. The right choice depends on your PAN-wide turnover, state, supply mix, customers, purchases and growth plans.

Registration and composition answer different questions

What GST registration means

Registration gives a business a GSTIN and places it in the GST compliance system. Whether registration is compulsory depends on the applicable threshold, the nature and location of supplies, statutory exceptions and the business’s legal facts. A business may also register voluntarily for commercial reasons, such as customers requiring a GST tax invoice.

Aggregate turnover is considered on a PAN-wide basis rather than by looking only at one shop, branch or trade name. The registration decision therefore has to include the relevant supplies and entities linked to that PAN.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What composition means

Composition is an optional tax-payment route for an eligible registered person. It uses a prescribed composition rate for the relevant category instead of the ordinary output-tax and input-tax-credit mechanism. The taxpayer generally issues a bill of supply, cannot collect GST as a separate line from the customer, and cannot claim input tax credit under the scheme.

The statutory framework is in section 10 of the Central Goods and Services Tax Act and related rules. Read the current CBIC CGST Act together with the CBIC Composition Rules; a summary page or an old FAQ should not be used alone to determine eligibility.

Composition limits: useful guide, not a universal registration threshold

The GST Portal’s Welcome Kit for New Taxpayers describes these composition limits:

Business category Limit described in the portal guide Important qualification
Goods-only supplies ₹1.5 crore of PAN-based aggregate turnover in the preceding financial year Applicable state, category conditions and exclusions still have to be checked.
Goods-only supplies in listed special category states ₹75 lakh Only the states and conditions covered by the current rules qualify for this limit.
Services or mixed supplies ₹50 lakh Use the current rule for the state and supply category; do not assume the goods limit applies.

These figures describe scheme eligibility in that official guide. They are not a complete answer to whether a business must register. A registration threshold can differ by state, supply type and statutory exception.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why old threshold answers cause confusion

The CBIC FAQ includes answers referring to a ₹20 lakh registration threshold, or ₹10 lakh in certain states, and says that inter-state supplies can trigger registration. Those entries may not reflect later amendments, exceptions or the exact rule applicable to your supplies. Do not publish or act on a blanket statement such as “every business must register above ₹X.” Establish the current state- and supply-specific rule instead.

The portal’s registration guide says its system validation checks PAN-based annual aggregate turnover for the current and immediately preceding financial years against the applicable threshold. That is a portal check, not a substitute for interpreting the current law.

Eligibility is more than a turnover test

Before comparing prices or filing forms, check every condition that can disqualify a taxpayer. The following questions should be answered together:

  • State and structure: Where are the registrations and places of business, and is the taxpayer an individual, partnership, company or another permitted person?
  • PAN-wide turnover: What was aggregate turnover in the preceding financial year, and what is the realistic current-year forecast?
  • Supply mix: Are supplies goods only, services, restaurant supplies, or a mixture? The applicable limit and conditions can differ.
  • Excluded goods or activities: Does the business deal in goods or supplies excluded by section 10 or the rules?
  • Inter-state outward supplies: Will the business sell or provide taxable supplies to customers in another state?
  • Other registrations and interests: Do related businesses under the same PAN change the aggregate-turnover calculation or eligibility?
  • Customer requirements: Do buyers require a GST tax invoice, or can they accept a bill of supply without separately stated GST?

“Small business” is not a legal eligibility category. A low-turnover business can still be ineligible because of its supply mix or geography, while a business approaching the limit may need a transition plan before it crosses it.

Composition versus regular taxation: decision table

Decision axis Composition may fit when… Regular taxation may fit when…
Eligibility The taxpayer meets the applicable turnover, supply, state and structural conditions. A restriction applies, the conditions are uncertain, or the business needs treatment outside the scheme.
Input tax credit Purchases and capital items carry little recoverable GST, so forfeiting ITC has limited economic effect. Inputs, equipment, rent or other business costs carry meaningful GST that the business needs to claim, subject to ordinary ITC rules.
Customer invoice Customers can accept a bill of supply and do not need GST separately stated. Customers expect a tax invoice showing GST or need eligible ITC supported by that invoice.
Sales geography Sales remain within the pattern permitted by the composition rules. Inter-state outward sales are an important or planned part of the business.
Compliance capacity The business values the scheme’s prescribed payment and return pattern and can maintain the required records. The business can manage regular invoices and returns and gains more from ITC and normal GST treatment.
Growth Forecast turnover should remain within the applicable limit and the supply model is stable. Rapid growth, new states, new products or new services could make composition invalid or commercially unsuitable.

The table expresses practical implications of the statutory and portal restrictions. It is not a legal election by itself: confirm eligibility and the tax result for the actual transaction pattern.

A practical decision process

1. Map the business before looking at rates

  1. List every GST-relevant supply made under the PAN, including supplies from other registrations and locations.
  2. Classify each supply as goods, services, restaurant supply, mixed supply or an excluded category.
  3. Record the customer’s state and whether any outward supply crosses a state border.
  4. Calculate preceding-year aggregate turnover and prepare a realistic current-year forecast.

This prevents the common mistake of comparing schemes using only the turnover of one outlet or one product line.

2. Test registration separately

Use the current threshold and exception applicable to the state and supplies. If the law requires registration, apply even if composition later proves unavailable. If registration is not compulsory, consider whether customers, marketplaces, contracts or procurement policies make voluntary registration commercially useful.

3. Test composition eligibility

Check the current section 10 conditions and rules for the taxpayer’s category, excluded goods, services, inter-state activity and other restrictions. Do not infer eligibility from turnover alone. If a condition is unclear, obtain a written fact-specific view before opting in.

4. Quantify the ITC and pricing effect

Make a twelve-month schedule of GST paid on inventory, equipment, rent, professional services and other inputs. Under composition, the business cannot claim input tax credit under the scheme. Compare that forgone credit with the prescribed composition amount and with the margin impact of not charging GST separately.

Also ask how customers compare offers. A registered regular taxpayer may show GST on a tax invoice, while a composition taxpayer issues a bill of supply and absorbs the tax cost in the quoted price. The cheapest nominal rate is not necessarily the lowest total cost.

5. Stress-test growth and geography

Model the effect of a new inter-state customer, a new product category, a second branch, a large equipment purchase and turnover crossing the applicable limit. If any event would make the option invalid, decide who will monitor it and how quickly the business can switch treatment.

How to choose composition when registering

A person applying for a new registration can select the composition option in Form GST REG-01. The option is considered after registration is granted; selecting it in the application does not remove the need to satisfy all conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Prepare the PAN, constitution, business addresses, bank and authorised-signatory details required by the GST portal.
  2. Calculate aggregate turnover and classify supplies before starting the application.
  3. In Form GST REG-01, select the composition option only after checking the current state and category rules.
  4. Submit the registration application and retain the acknowledgement and supporting records.
  5. After the registration is granted, verify that the portal status and books reflect the chosen treatment before issuing invoices.

Use the portal’s registration instructions for the current screen labels and validation behaviour.

How an existing regular taxpayer opts in

An already registered taxpayer who wants composition generally files Form GST CMP-02 before the relevant financial year begins. Under the rules, this route makes the option effective from the beginning of that financial year, subject to the conditions being met.

  1. Review the preceding-year turnover, current-year plan and all restrictions before the financial year starts.
  2. Reconcile inventory and input-tax-credit records and identify any transition requirements under the current rules.
  3. File Form GST CMP-02 within the prescribed time through the GST portal.
  4. Change billing, pricing, books and customer communications from the effective date.
  5. Keep evidence supporting the eligibility review and the date of the election.

Because transition consequences can depend on the facts and later notifications, check the current rules rather than relying on a generic conversion checklist.

Invoicing, payments and returns under composition

Bill of supply instead of a tax invoice

A composition taxpayer issues a bill of supply and does not collect GST as a separately payable amount from the customer. The composition rules require the wording “composition taxable person, not eligible to collect tax on supplies” at the top of the bill of supply. The business must also display “composition taxable person” on notices or signboards at its business premises.

That sentence is from the CBIC Composition Rules. A paper bill book is optional; the rules require the prescribed particulars and wording, not a particular commercial template. Whether paper or software is used, verify that the current document contains all required fields.

Prescribed rate and payment cycle

Composition tax is paid at the prescribed rate for the taxpayer’s category. Rates and category treatment should be checked in the current rules and notifications, including the CBIC amended CGST Rules document; do not assume one rate applies to every composition business.

The GST Portal guide describes quarterly payment through Form GST CMP-08 and an annual return in Form GSTR-4. Put both deadlines on a compliance calendar, reconcile sales and purchases each quarter, and retain the calculation supporting the amount paid.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

No input tax credit under the scheme

Composition taxpayers cannot claim input tax credit under the described scheme. GST paid to suppliers becomes part of the business’s cost unless another current-law mechanism applies. This is why a retailer with low-tax purchases may find composition workable while a capital-intensive business may prefer regular taxation.

Geography and restricted supplies

The official guidance notes a restriction on inter-state outward supplies for composition taxpayers. A local seller should therefore check the customer’s location, delivery terms and place-of-supply consequences before accepting an out-of-state order. Do not assume that an occasional courier shipment, online order or service delivered remotely is “local” without analysing the applicable GST rule.

Excluded goods and activities can also end eligibility even when turnover is below the relevant limit. Review the statutory list and current rules whenever the business adds a product, changes its service model, starts a restaurant operation or enters a new line of trade.

What happens when conditions stop being met?

The composition option ceases to be valid when the taxpayer no longer satisfies the conditions. The rules require a move to ordinary tax treatment and filing the withdrawal intimation within seven days of the relevant event. The exact effective date, invoice change, stock treatment and credit consequences depend on the event and current rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Monitor turnover, supply category and customer state continuously rather than waiting for the annual return.
  2. Flag any proposed inter-state outward supply or excluded product before the transaction is accepted.
  3. When a disqualifying event occurs, stop issuing composition bills at the required point and preserve the evidence of the event date.
  4. File the required withdrawal intimation within the prescribed seven-day period.
  5. Switch to ordinary tax invoices, GST collection and regular returns from the applicable effective date.
  6. Reconcile stock and input-tax-credit consequences with a practitioner if the transition involves significant inventory or capital goods.

Common mistakes and how to prevent them

Calling composition a “lower registration”

Composition does not replace registration. A taxpayer must still have the appropriate GST registration and comply with the conditions attached to the option.

Using the goods limit for a services business

The portal guide separately describes a ₹50 lakh limit for services or mixed supplies. Classify the actual supplies before using the ₹1.5 crore or ₹75 lakh goods figures.

Calculating turnover outlet by outlet

Use PAN-based aggregate turnover and include the relevant businesses and registrations. The GST portal’s validation itself refers to PAN-based annual turnover for the current and immediately preceding financial years.

Collecting GST on a composition bill

A composition taxpayer is not eligible to collect tax on supplies. Configure invoices and point-of-sale systems so staff cannot add a separate GST line, and train anyone who quotes prices to customers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Claiming supplier GST as ITC

Input tax credit is not available under composition. Keep purchase records for costing and audit support, but do not treat supplier GST as recoverable ITC under the scheme.

Ignoring customer geography

An inter-state outward supply can conflict with composition restrictions. Add a state check to order acceptance, e-commerce settings and dispatch workflows.

Waiting until year-end to detect disqualification

Loss of eligibility can require a prompt change of invoices, payments and filings. Review the conditions monthly or whenever the business changes products, locations or customers.

A small-business worksheet

Complete this worksheet before selecting a method:

  • State or states of registration and principal place of business.
  • Legal structure and all businesses linked to the PAN.
  • Preceding-year aggregate turnover and current-year forecast.
  • Percentage of supplies that are goods, services, restaurant supplies, mixed or excluded.
  • Expected inter-state outward supplies, including online and remote transactions.
  • GST paid on inventory, equipment, rent and other inputs that would be lost as ITC under composition.
  • Customer demand for GST tax invoices and eligible ITC.
  • People responsible for CMP-08, GSTR-4, invoice wording and turnover monitoring.
  • A written trigger list for moving out of composition.

If the answers point to a stable, local, low-input business and customers accept bills of supply, composition may be a sensible simplification. If the answers point to substantial ITC, inter-state growth, excluded supplies or invoice-sensitive customers, regular taxation is generally the more workable route—provided the taxpayer is eligible and can meet its compliance obligations.

Where to verify the rules

Frequently Asked Questions

Can a small business choose composition without GST registration?

No. Composition is an option available to an eligible registered taxpayer; it is not a substitute for obtaining the required GST registration.

Can a composition taxpayer add GST separately to a customer’s bill?

No. The prescribed bill-of-supply wording states that the taxpayer is not eligible to collect tax on supplies. The customer price must be structured without a separately collected GST amount.

What should I do if I expect to cross the composition limit during the year?

Review the current rules immediately, stop relying on composition once a disqualifying event applies, file the required withdrawal intimation within the prescribed period and change to ordinary invoices and returns from the applicable effective date.
