When does a startup need GST registration? There is no single turnover number that answers every case. You must assess your PAN-based aggregate turnover, the states and Union territories in which you make supplies, the nature of those supplies, and whether a compulsory-registration category or an exemption applies. Some inter-State taxable supplies and other activities can require registration even when turnover is otherwise low. Once liability arises, section 25(1) of the Central Goods and Services Tax Act generally gives you 30 days to apply. After registration, you normally report outward supplies in GSTR-1 and file the applicable tax return, with eligible smaller taxpayers able to use QRMP for quarterly returns and monthly tax payments.

This guide explains the decision in the order a founder or finance operator needs it. Thresholds, exemptions, statutory categories and filing dates can change through notifications, so confirm the live position on the GST Portal and current CBIC material before acting.

Start with the four-part registration test

Assess these questions together rather than relying on turnover alone:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. What is the PAN-based aggregate turnover? Aggregate turnover is considered across the business associated with the PAN, not just one product line or one invoice.
  2. Where are supplies made? Registration is state- or Union-territory based. A person liable to register must apply in every State or Union territory in which that liability arises.
  3. What kind of supply or activity is involved? Taxable, exempt, inter-State and other supplies can have different consequences.
  4. Does a compulsory-registration rule or exemption apply? Section 24 of the CGST Act lists specified categories that can require registration independently of the ordinary threshold framework, while notifications may create exemptions.

Aggregate turnover is a starting point, not a safe harbour

CBIC’s general FAQ describes a threshold-based framework, but the applicable threshold is not universal for every Indian startup. State, supply type, goods-only conditions, notifications and statutory exceptions can change the result. A services startup, a mixed-supply company and a supplier dealing only in particular goods should not assume that the same turnover test applies to all three.

Do not treat a low current-month revenue figure as proof that registration is unnecessary. Aggregate turnover and the legal nature of supplies must be reviewed over the relevant period, using the business’s PAN-linked activities.

Inter-State and other compulsory categories

The CGST Act’s compulsory-registration list includes persons making inter-State taxable supplies and several other specified categories. The statute has exemptions and has been modified by later notifications, so the phrase “inter-State sale” is not, by itself, a complete legal analysis. Check the exact transaction, the supplier’s status, the recipient and any exemption that applies.

Online selling also needs a fact-specific review. Selling through a website, marketplace or other digital channel does not eliminate the need to test the statutory category. Consider whether the startup is making inter-State taxable supplies, supplying through an electronic commerce operator, collecting tax under a special mechanism, or falling into another listed category. Do not assume that every online transaction produces the same registration result.

When a threshold exemption may apply

An exemption can alter the outcome even where an activity appears to fit a compulsory category. Because exemptions and threshold notifications are amended, document the notification and conditions you rely on, including the relevant state or Union territory and the date on which the transaction occurs. If the business operates in several states, perform the analysis separately for each place where liability may arise.

The 30-day application window and effective date

Section 25(1) of the CGST Act states: “Every person who is liable to be registered under section 22 or section 24 shall apply for registration in every such State or Union territory in which he is so liable within thirty days from the date on which he becomes liable to registration, in such manner and subject to such conditions as may be prescribed.” This is the general statutory window; a special fact pattern or amendment can require a different treatment.

If you apply on time

GST Portal guidance explains that an application submitted within 30 days results in an effective registration date matching the date on which liability arose, subject to the application being granted. That date matters for determining the period from which the registered person must account for GST and comply with return obligations.

If you apply late

When the application is filed after the 30-day period, the effective date is generally the date registration is granted rather than the earlier liability date, according to the portal guide. A late application can therefore change the period covered by registration and requires careful review of supplies made during the intervening time. Do not wait for a year-end accounts exercise if the liability date has already arrived.

Practical registration sequence

  1. Map the PAN-linked businesses, branches and registrations already held.
  2. List each state or Union territory from which the startup makes supplies or otherwise becomes liable.
  3. Classify supplies as taxable, exempt, inter-State and any category named in section 24 or a relevant notification.
  4. Determine the date on which liability arose and set a 30-day internal deadline.
  5. Use the GST Portal registration process, with PAN as a mandatory identifier for the normal taxpayer route.
  6. Retain the calculation, transaction facts and notification references supporting the decision, and monitor the application until registration is granted.

Returns a registered startup generally handles

GSTR-1: outward-supply statement

GSTR-1 reports outward supplies. GST Portal guidance says covered normal and casual registered taxpayers generally file it even for a period with no business activity. A nil period is still a filing obligation unless a specific rule excludes the taxpayer.

For ordinary filing, the portal lists these due dates:

  • Monthly filers: the 11th of the succeeding month.
  • Quarterly filers: the 13th after the quarter ends.

These are ordinary dates from portal guidance, not immutable deadlines. Government notifications can extend a particular period, so check the return tile and current notification before scheduling payment or filing.

GSTR-3B and nil periods

GSTR-3B is the summary return through which applicable tax liabilities are reported and paid. The portal provides a nil-return workflow for periods with no liability or activity and displays the applicable due date in the return tiles. A startup should still review whether any reverse-charge, interest or other amount prevents a return from being nil.

Monthly filing versus QRMP

QRMP means Quarterly Return with Monthly Payment. It changes the frequency of GSTR-1 and GSTR-3B, but it does not remove the requirement to pay tax every month. The GST Portal FAQ describes eligibility for taxpayers with aggregate annual turnover up to ₹5 crore, along with additional prerequisites such as filing the last due GSTR-3B. Eligibility, opt-in timing and portal dates should be checked for the live period.

Aspect Monthly filing QRMP
GSTR-1 frequency Monthly Quarterly
GSTR-3B frequency Monthly Quarterly
Tax payment cadence Monthly through the applicable return process Monthly payment through challan, with quarterly return filing
Turnover and prerequisites Use the ordinary filing route when not using QRMP Aggregate annual turnover up to ₹5 crore, plus portal-stated conditions including filing the last due GSTR-3B
GSTR-1 ordinary due date 11th of the succeeding month 13th after the quarter ends
Early invoice reporting Regular monthly GSTR-1 Optional Invoice Furnishing Facility for specified invoices in the first two months of a quarter

Monthly filing can suit a startup whose customers need frequent invoice data, whose transaction volume is high enough to justify monthly reconciliation, or whose turnover and filing history do not meet QRMP conditions. QRMP can reduce the number of formal GSTR-1 and GSTR-3B filings, but finance teams still need a monthly cash and invoice process.

How monthly QRMP payments work

Under QRMP, tax dues are paid monthly through a challan and the quarterly GSTR-3B later reports the quarter’s liability. Set a recurring monthly close so sales, eligible input tax credit, credits and debits are reconciled before each payment. The portal’s current instructions and due dates control the exact procedure.

When IFF is useful

The Invoice Furnishing Facility is optional for QRMP taxpayers. It allows specified invoices from the first two months of a quarter to be reported earlier, helping business-to-business customers see invoice information and claim credit sooner. IFF does not replace the quarterly return for the rest of the period; invoices not furnished through IFF are handled in the quarterly GSTR-1.

  • Online preparation: enter and submit data directly on the portal.
  • Offline utility: prepare data using the portal’s downloadable tool, then upload the generated file.
  • GST Suvidha Provider application: use a third-party application connected to the GST system.

Software can reduce repetitive entry, but the startup remains responsible for classification, invoice completeness, reconciliation and the final submission. Confirm that any provider supports the current return schema, IFF where relevant, user controls and the states in which you operate.

A filing-control calendar for founders

  1. At each month-end: close the sales register, identify taxable and exempt supplies, and separate inter-State transactions.
  2. Before GSTR-1: reconcile invoice numbers, credit notes, debit notes and customer GST details; select the monthly or quarterly date that applies.
  3. For QRMP months: calculate the expected liability and complete the monthly challan even though GSTR-3B is quarterly.
  4. Before GSTR-3B: reconcile output tax, eligible input tax credit and any reverse-charge or interest amount; use the nil workflow only after confirming that no amount is due.
  5. After filing: save acknowledgements, challans, working papers and the notification or portal date used for that period.

Common mistakes and how to avoid them

“Our turnover is below the threshold, so we do not need GST.”

This overlooks compulsory categories, inter-State taxable supplies, state-specific conditions and exemptions. Re-run the four-part test whenever the startup adds a state, product, marketplace channel or new customer type.

“Online sales are automatically exempt from registration.”

Digital sales still have to be classified under the Act and applicable notifications. Review the exact supply route and any electronic-commerce provisions before relying on an exemption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“QRMP means we pay only once a quarter.”

QRMP requires monthly tax payments through challans. The quarterly concession concerns the filing frequency of GSTR-1 and GSTR-3B.

“The 11th and 13th can never move.”

Those are ordinary portal dates. Extensions and special instructions can apply to a particular return period; verify the live due date in the portal.

“A nil period needs no return.”

GSTR-1 is generally required for covered taxpayers even when there is no business activity, and a nil GSTR-3B must be filed through the portal’s nil-return process when applicable.

When to obtain professional advice

Ask a qualified GST practitioner to review the position when the startup is close to a threshold, has operations in multiple states, exports, sells through e-commerce operators, faces reverse-charge transactions, or may fall into a special registration category. Keep the advice tied to the transaction date and the notification in force at that time. The GST Portal and current CBIC notifications should be the final checks before registration, opting into QRMP or submitting a return.
