India’s revised GST rates for most goods and services took effect on 22 September 2025. The rate on a transaction follows the applicable time-of-supply and supply-date rules—not simply the date a business bought its stock. Businesses therefore need coordinated changes to tax masters, price lists, inventory views, invoices, credit notes, input-tax-credit controls and e-invoice integrations. Specified tobacco products were excluded from this cutover pending a later notification.

What changed and when

The Ministry of Finance FAQ dated 3 September 2025 states that, following the 56th GST Council meeting, revised rates for services and goods other than cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco and beedi would be effective from 22 September 2025. Those specified tobacco products were deferred until a later notification.

The date is a system cutover for applicable supplies, not a date on which every invoice in a company’s database should be edited. A purchase made before the cutover can relate to a sale made afterwards, while an earlier supply can still be governed by the earlier treatment under the time-of-supply rules.

Which GST rate applies to a transaction?

GST is generally charged by reference to the date and facts of supply. The PIB’s 21 September 2025 FAQ puts the operating rule plainly: “GST is charged on the date of supply, not on the date of purchase.” Section 14 deals with supplies around a rate change where the supply date, invoice date and payment date do not line up.

Supply completed after the cutover

Goods purchased under the old rate but supplied on or after 22 September 2025 are billed at the applicable new rate. The tax result is determined by the sale’s time-of-supply facts, so a warehouse receipt or supplier invoice date does not by itself decide the output tax on a later sale.

Supply completed before the cutover

Where the supply predates the change, the invoice and payment timing must be evaluated under Section 14. Depending on which event occurred first and the statutory conditions, the earlier rate can remain applicable.

Advances received before the change

An advance received before the rate change may preserve the earlier treatment when the stated time-of-supply conditions are met. Your software should retain the advance receipt date, tax treatment and later settlement link instead of recalculating the entire transaction from the final invoice date.

Why one date field is insufficient

A robust transaction record should retain at least the supply or delivery date, invoice date, payment or advance date, place of supply, HSN or SAC, rate version and the rule used to select that version. A single “transaction date” field cannot reliably handle contracts, advances, returns and post-change adjustments.

What happens to old stock?

Stock bought before the rate change and supplied afterwards is charged at the applicable rate on the later supply. The PIB FAQ also confirms that stock already in the market may continue to be sold, provided billing reflects the new prices. An e-way bill issued before the change remains valid for its full permitted duration.

Separate cost, credit and selling-price views

Do not treat a rate cut as an automatic write-down of inventory cost. Keep these amounts distinct:

  • Purchase cost: the commercial value recorded when the stock was acquired.
  • Input tax credit: correctly charged pre-change GST that may remain creditable, subject to normal eligibility rules.
  • Selling price: the price selected for the customer, including any decision to preserve or change a consumer-facing MRP.
  • Output tax: GST calculated on the later supply using the applicable time-of-supply result.

This separation lets management measure margin correctly and prevents an accounting report from confusing recoverable input tax with product cost.

MRP and customer pricing decisions

A rate change can lower a tax-inclusive price immediately if the pre-tax price is held constant. A business may instead keep the consumer-facing price unchanged and absorb the difference, or revise the base price while complying with applicable pricing and labeling requirements. The choice is commercial; the billing system must calculate the tax consistently with the selected price policy and preserve the policy version used for each sale.

How GST changes affect prices and quotations

Maintain versioned price lists with an effective-from date and, where useful, an effective-to date. Every product or service price should identify whether it is tax-inclusive or tax-exclusive. Repricing only the current catalog is unsafe because open orders, quotations and recurring contracts may have different supply, invoice and payment facts.

Open orders and quotations

At the cutover, classify open documents rather than applying a blanket percentage change:

  • Deposits and advances must remain linked to their receipt dates and tax documents.
  • Cancelled or expired documents should remain available for audit without becoming active price sources.

Tax-inclusive calculation

For a tax-exclusive base value B and GST rate r, the tax-inclusive amount is B × (1 + r). If a tax-inclusive customer price T is held constant, the implied base is T ÷ (1 + r). Use decimal rate values in the calculation engine and round according to the applicable invoicing rules; do not store a rounded display amount as the only source value.

Billing-software changes you should make

GST rate updates should be implemented as controlled master-data and rule changes, not by editing posted invoices. A practical change set includes:

  1. Version tax masters. Add effective-from and effective-to dates to each GST rate, HSN/SAC mapping and exemption status. Keep old versions queryable.
  2. Implement time-of-supply routing. Pass invoice, supply, payment, advance, return, debit-note and credit-note facts through the Section 14 decision logic.
  3. Preserve posted documents. Recalculate drafts and eligible open documents, but never overwrite a finalized invoice. Correct an error with the prescribed amendment, debit note or credit note and retain the audit trail.
  4. Separate tax-inclusive and tax-exclusive prices. Rebuild price lists from stored base values and rate versions so a rate change does not compound rounding errors.
  5. Validate place of supply. Select CGST and SGST or IGST from the customer’s registration and place-of-supply data, and store the source decision with the invoice.
  6. Synchronize every endpoint. Publish the same approved rate master to POS terminals, ecommerce checkout, inventory, accounting, ERP, mobile billing and e-invoice API integrations.
  7. Add effective-date controls. Block a future rate from being used before its effective date and flag a retired rate when it is selected for a new transaction.
  8. Build reconciliation reports. Identify stock supplied after the cutover, invoices using each rate version, unallocated advances, open credit notes and input tax carried from pre-change purchases.
  9. Log the rule path. Store who approved a rate, when it was published, which software component used it and whether a user overrode the calculated result.

Invoices, credit notes and returns

Returns can involve two different tax histories: the original sale and the later return. The system should retrieve the original invoice’s rate, place of supply and tax split while applying the legal treatment for the return or adjustment date. A credit note must not silently inherit the current catalog rate when the original document used an earlier version.

For cancellations, retain the original invoice number, cancellation reason, timestamp and e-invoice status. For partial returns, maintain line-level quantities and tax amounts so that the remaining sale and the returned portion reconcile to the original document.

Input tax credit after a rate change

Correctly charged pre-change input tax remains creditable when the purchase otherwise satisfies the normal ITC conditions. A lower output rate does not, by itself, erase a valid credit from an earlier purchase.

Different treatment applies where a supply becomes exempt. The Ministry of Finance and PIB FAQs indicate that ITC linked to supplies becoming exempt may require reversal. Your accounting workflow should therefore identify the affected inputs, calculate the applicable reversal, post it to the correct period and retain the working papers.

Controls for ITC continuity

  • Keep the supplier invoice’s original GST rate and date even after the item master changes.
  • Match purchase invoices, receipt records and tax statements before moving credit into the filing ledger.
  • Flag credits associated with newly exempt outward supplies for review.
  • Reconcile credit-note effects before the next return is prepared.
  • Prevent a product-rate update from rewriting historical purchase tax.

E-invoicing requirements and the 40% rate master

IRIS IRP release notes record that a new 40% GST rate was added to the production Tax Rate Master on 21 September 2025. If your business has a product or service that legitimately uses that rate, the ERP and API connector must transmit the same rate code and tax split accepted by the production IRP.

The same IRP portal states that, from 1 April 2025, taxpayers with aggregate annual turnover (AATO) of ₹10 crore or more must report invoices, credit notes and debit notes within 30 days of the invoice date. This is a reporting deadline, not permission to delay internal posting: configure an alert well before day 30 and a hard stop or escalation for documents approaching the limit.

Integration checks

  • Confirm that the production tax-rate master, not a sandbox copy, contains every rate your business may send.
  • Map HSN/SAC, taxable value, CGST, SGST, IGST, cess and place of supply to the IRP schema.
  • Store the IRN, acknowledgement details, cancellation window and error response against the source document.
  • Retry only after classifying an API error; duplicate submissions can create reconciliation problems.
  • Monitor the 30-day age of every reportable invoice, credit note and debit note for AATO-eligible taxpayers.

Invoice Management System and GSTR-2B sequencing

The 55th GST Council release recommended a legal framework in which taxpayer actions in the Invoice Management System (IMS) support GSTR-2B generation, credit-note ITC reversal and sequencing of GSTR-3B after GSTR-2B is available. The release also notes that recommendations take legal effect through notifications or law amendments, so confirm the operative notification before enabling an automated filing decision.

For software design, this means an invoice status such as accepted, rejected, pending or amended should be visible to purchasing, tax and finance users. Credit-note workflows need an explicit decision about when related ITC is reversed and how that decision flows into reconciliation and return preparation.

Inventory and accounting reports to add

After deployment, managers need reports that distinguish physical stock from tax treatment. Useful reports include:

  • Items purchased before the change but supplied afterwards, grouped by rate version.
  • Opening stock, receipts, issues and closing stock with purchase cost separated from recoverable tax.
  • Tax-inclusive selling-price changes and the margin effect of absorbing or passing through a rate change.
  • Open orders, quotations and advances whose expected supply date crosses the cutover.
  • Invoices and credit notes still using a retired rate, with an exception reason.
  • Pre-change purchase ITC carried into the current period and any reversal linked to newly exempt outward supplies.
  • Differences between POS, inventory, accounting and e-invoice totals.

Implementation plan for a GST rate cutover

  1. Inventory the dependencies. List every rate, HSN/SAC, exemption, price list, document type, state registration and external integration.
  2. Obtain an approved mapping. Have tax personnel approve the new rate, classification and effective-date interpretation for each item or service.
  3. Load, do not replace, masters. Insert new effective-dated records and lock historical records against casual editing.
  4. Configure transaction rules. Test supply dates, invoice dates, payments, advances, returns, debit notes and credit notes separately.
  5. Reprice controlled channels. Update POS, web checkout, quotations and recurring billing from the approved price-list version.
  6. Reconcile opening balances. Tie stock quantities, purchase tax, ITC ledgers, customer advances and open documents to the pre-cutover close.
  7. Run parallel validation. For a representative sample, calculate the expected result independently and compare every system’s tax, ledger and e-invoice output.
  8. Release with rollback. Record the deployment version, approvers and rollback procedure; rollback should disable the new rule for drafts without altering posted documents.
  9. Monitor the first filing cycle. Review exceptions, rejected e-invoices, credit-note matching, IMS statuses and stock-supply reports before filing.

Regression tests that catch expensive errors

Test case Expected control
Old purchase, post-change supply Output tax uses the applicable supply-date result; original purchase cost and ITC remain unchanged.
Pre-change supply with later invoice or payment Section 14 logic selects the legally applicable treatment and records the deciding dates.
Advance before the change, final invoice later Advance receipt and settlement retain their linked tax treatment under the applicable conditions.
Interstate and intrastate sales IGST versus CGST/SGST follows place of supply, not a user’s manual guess.
Partial return Only returned quantities and their original tax attributes are adjusted.
Credit note after a rate update Original invoice attributes remain available and the credit-note workflow records the correct adjustment.
Newly exempt outward supply Potential ITC reversal is flagged for tax review.
E-invoice near day 30 Eligible AATO taxpayers receive an escalation and the API submission is tracked to a successful response.
IRP rejects a rate or HSN/SAC Error is captured, corrected through an approved mapping and resubmitted without creating a duplicate.

How to evaluate billing or ERP software for future rate changes

When comparing systems, ask vendors to demonstrate each capability with dated transactions rather than relying on a feature checklist.

Evaluation area Evidence to request
Effective-dated tax masters Future and retired rate versions, approval history and no alteration of posted documents.
HSN/SAC and place of supply Correct classification, state-registration logic and CGST/SGST versus IGST output.
Advances and time of supply Section 14 scenarios with separate supply, invoice and payment dates.
Stock and price-list versioning Old-cost/new-rate reporting, tax-inclusive repricing and open-order handling.
Credit notes and ITC Original-invoice linkage, reversal controls and reconciliation reports.
IMS and GSTR-2B workflow Status handling, credit-note decisions and filing-period controls.
E-invoice API coverage Production rate-master mapping, IRN storage, error handling and deadline alerts.
Audit and rollback User-level logs, approvals, version history and a rollback path for drafts.
Multi-state or multi-entity support Separate registrations, shared catalogs and entity-specific tax settings without cross-posting.

Common failure modes and fixes

Changing the current rate in place

Symptom: historical invoices, returns or purchase reports display the new rate. Fix: restore the prior record from backup or audit history, create an effective-dated version and lock posted-document edits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using purchase date as the tax trigger

Symptom: old stock supplied after the cutover is billed at the supplier’s earlier rate. Fix: route the sale through supply-date and Section 14 logic and add a report for stock crossing the cutover.

Updating ERP but not POS or e-invoice middleware

Symptom: customer invoices, ledgers and IRP payloads disagree. Fix: publish one approved master to every endpoint and reconcile totals before filing.

Ignoring credit notes and advances

Symptom: tax is correct on new invoices but wrong on adjustments. Fix: test each document type with its original dates and preserve links to the source transaction.

Assuming Council recommendations are self-executing

Symptom: an IMS or filing automation is enabled before the governing notification is confirmed. Fix: verify the current notification or law amendment and document the legal basis used in production.

Practical conclusion

A GST rate change is an end-to-end data and control change. The safe design keeps historical transactions immutable, selects the rate from effective dates and time-of-supply facts, separates stock cost from tax credit and output tax, and synchronizes every sales, inventory, accounting and e-invoice channel. Businesses that build those controls can reprice lawfully, preserve valid ITC, handle old stock and produce an audit trail when the next rate notification arrives.
